    Nicely portrayed argument. Let's wait for the reaction from the Dept.
    On a similar note, can any one clarify about the fixation of seniority of
    LDCE passed candidates Vs DPC promoted candidates in Group B cadre. Is there any rulings on this ? Till now it is argued that both are coming under the category of "Promotee" and there is no specific rule (because there is no direct recruitment to PS Gp B posts) to equate this as being done in fixation of JTS seniority where there is direct recruit and promotee available. Kindly post comments on the subject.
