Finance Secretary Ratan Watal said although the recommendations would be implemented from 1 January, 2016, the burden on the exchequer would not be much in the current financial year.

New Delhi: Finance ministry on Monday said the Seventh Pay Commission will be mindful of the fiscal concerns of the government while giving its report on new pay scales and remunerations for central government employees and pensioners.

The Commission, headed by Justice A K Mathur, has been given time up to December 2015 to submit its report on revising emoluments of nearly 48 lakh central government employees and 55 lakh pensioners.

“We have communicated our concerns with regard to sustainability of public expenditure to Pay Commission. I am sure the members and chairman of the commission are aware of and will be sensitive to our concerns,” finance secretary Ratan Watal told reporters in New Delhi.

The Commission has time till December to submit its report, he said, adding thereafter it would be scrutinised by a secretariat to be set up in the finance ministry. Watal said although the recommendations would be implemented from 1 January, 2016, the burden on the exchequer would not be much in the current financial year.

However, he added, it would have implications in next fiscal. The Commission, headed by Justice A K Mathur, was appointed by the previous UPA government in February 2014 for 18 months. Its terms was extended in August 2015 by four months till 31 December, 2015.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.

As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services. - PTI

UPGRADATION OF PAY SCALE TO INSPECTOR POSTS

Ministry of Finance Vide Memo No F. No 1/1/2008-IC dated 13.11.2009 has revised the GP of Rs 4200/- granted to the existing pre-revised scale of Rs 6500-10500 to Rs 4600/- w.e.f 1.1.2006. The pay is to be refixed and the arrears will be paid immediately. Personal Secretaries of our Department who were in the pre-revised scale of Rs 6500 will be benefited immediately. Our demand for upgradation of pay scales to Inspector Posts at par with the Inspectors of CBDT/CBEC was considered by the Pay Commission and the recommendation given in the report is reproduced below:-

7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500-10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. With this upgradation, Inspector (Posts) shall come to lie in an identical pay scale as that of their promotion post of Assistant Superintendent (Posts) [ASPOs]. ASPOs shall, accordingly, be placed in the next higher pay scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4600. The next higher post in the hierarchy, that of Superintendent (Post), which is also a promotion post for ASPOs, shall be placed in the pay scale of Rs.7500-12000 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4800. Parity exists between the posts of Inspector (Posts) and Inspectors in Mail Motor Service (MMS). This parity would need to be maintained and Assistant Manager, Mail Motor Service shall be placed in the higher grade of Rs.7450-11500 whose corresponding replacement pay band and grade pay is PB-2 of Rs.8700-34800 along with a grade pay of Rs.4600. Similarly, Manager, Mail Motor Service shall be placed in PB-2 pay band of Rs.8700-34800 along with a grade pay of Rs.4800 which corresponds to the prerevised pay scale of Rs.7500-12000.

As the Inspectors are already placed at par with pay scale of Rs 6500-10500, the benefit should also be given to Inspector Posts. The case is being taken up with our Department for upgradation of Grade Pay to Inspector Posts from Rs 4200/- to Rs 4600/- Simultaneously the grade pay of ASP and Gr B should upgraded to 4800 and 5400 respectively. Our Assoication is on the job. Specific orders will be got issued by the Directorate very soon.

Payment of second instalment of arrears on account of Sixth Central Pay Commission Recommendataions.

Sub : Payment of second instalment of arrears on account of Sixth Central Pay Commission Recommendataions.

As communicated vide this Department's Resolution No.l/l/2008-IC dated 29th August, 2008, the Government had decided that the arrears on account of implementation of Sixth Central Pay Commission's recommendations will be paid in cash in two instalments - first instalment of 40% during the year 2008-09 and the remaining 60% in the financial year 2009-10. The first instalment bas already been paid in 2008-09. It has now been decided that the remaining 60% of arrears may now be paid to the concerned Government servants.

2. Further, as already stipulated vide this Department's O.M. No 1 (2)/ EV/2008 dated 17th August, 2009, in the case of post-Ol.01.2004 entrants into the Central Government, the second instalment of arrears may be released only after individual application forms for registration to the New Pension Scheme have been obtained by the DDO/PAO from the concerned Government servant.

3. As in the case of the first instalment of arrears, Government servants will be permitted to deposit their arrears in their GPF Accounts. Though not mandated, Government servants are encouraged to deposit their arrears in their GPF accounts.

PAY BAND OF CHIEF POSTMASTERs GENERAL REVISED

The Scale of Chief Postmaster General (Rs 22400-425-24500) was revised in the 6th Pay Commission as Rs 37400-6700 (PB-4) with GP of Rs 12000/-. Principal Chief PMsG were placed in HAG+ scale (Rs 75500-80000) with 3% annual increment. Now Ministry of Finance has issued gazette dated 16.7.2009 revising the scale of Chief PMG by introducing HAG scale (Rs 67000- 79000) with 3% annual increment.

GRADE PAY TO INSPECTOR POSTS

Grade Pay of Rs 4600 to Inspectors Posts - Recommendations submitted to Finance Ministry by the Department.

As per the reliable information received from the General Secretary, Department has submitted recommendations to the Ministry of Finance to place the Inspector Posts with Grade Pay of Rs 4600/- in the Pay Band II from the present Grade pay of Rs 4200/- . The case is being closely monitored by CHQ.

GRADE PAY TO GROUP "B" OFFICERS

Group 'B' officers to be placed in the Grade Pay of Rs 5400/- after completion of 4 years of service.

Directorate has issued clarificatory orders vide leter No 1-14/2008-PCC dated 4.11.2008 on the above subject as under :-

"Since the upgradations have been granted on non-functional basis which are not linked to vacancy, these upgradations may be given w.e.f 01-01-2006. However, due screening in regard to vigilance clearance etc may be done by the competent authority before upgradation."

Hence, after issue of vigilance clearance certificate by the competenet authority, the officers will be paid with higher Grade Pay of Rs 5400/-
