                   IP/ASP Association would like to bring to your kind notice that Directorate vide above captioned memo has approved and circulated amendments in Article No. 5 and 38 of the constitution of All India Association of Inspectors and Assistant Superintendents, Posts to all Heads of Circles.

                   This Association held its CWC on 10/9/2016 and 11/9/2016 at Ujjain (MP) in which it was pointed out by few Circle Secretaries and CHQ office bearers that above said memo was not circulated by most of the circles to DDOs.

                   It is therefore requested to kindly re-circulate the revised amendments approved by the Directorate in above said memo once again to all circles with a direction to circulate to all DDOs in the country.

Amendments suggested in the Constitution of IP/ASP

Subject :  Amendment in the Constitution of All India Association of Inspectors and Assistant Superintendents, Posts.

Respected Madam,

          39^th Biennial Conference of All India Association of Inspectors and Assistant Superintendents Posts was held on 13^th and 14^th February 2016 at Jaipur. The following amendments in the Constitution of All India Association of Inspectors and Assistant Superintendents, Posts are approved by the august house.   

Existing Article No. 5 : (Membership)

(i)                  All officials in the cadre of Inspectors Posts, Assistant Superintendent     Posts, Postmasters, Deputy Postmasters, Sub Post Masters in HSG I (Inspector Posts line), all the officials  (Inspector Posts line) officiating in Postal Services Group ‘B’ on ad-hoc basis.

(ii)                  The members of the Circle Association shall be Ex- officio members of the Central Association also.

(iii)          No duel membership shall be allowed (except as Honorary office bearers of their Unions / Associations) as allowed by Director General, Posts from time to time.

(iv)              The membership of the Government servant shall be automatically discontinued on his ceasing to belong to such distinct category.

Revised Article No. 5 : (Membership)

(i)                  All officials in the cadre of Inspectors Posts, Assistant Superintendent Posts, Postmasters, Deputy Postmasters, Sub Post Masters in HSG I (Inspector Posts line), all the officials (Inspector Posts line) officiating in Postal Services Group ‘B’ on ad-hoc basis and Assistant Managers working in MMS.

(ii)                  The members of the Circle Association shall be Ex- officio members of the Central Association also.

(iii)          No duel membership shall be allowed (except as Honorary office bearers of their Unions / Associations) as allowed by Director General, Posts from time to time.

(iv)               The membership of the Government servant shall be automatically discontinued on his ceasing to belong to such distinct category.

Existing Article No. 38 :  (Subscription)

The monthly subscription shall be Rs. 50/- (Rupees Fifty only)  per member, payable monthly through check off system by deductions from the salaries by Drawing & Disbursing Officers (DDOs) @ Rs. 50/- (Rupees Fifty only) per month. However, in case of new members, they can exercise their option in the month of April and deduction of subscription @Rs.50/- (Rupees Fifty only) per month will be made by the DDO concerned from 1^st July of that year. Entire deducted subscription will be remitted to the Circle Branch.  40% of the subscription will be allocated to CHQ and the remaining 60% to Circle Branch (by Circle Secretary).

Revised Article No. 38 : (Subscription)

The monthly subscription shall be Rs. 70/- (Rupees Seventy only) per member, payable monthly through check off system by deductions from the salaries by Drawing & Disbursing Officers (DDOs) @ Rs. 70/- (Rupees Seventy only) per month. However, in case of new members, they can exercise their option in the month of April and deduction of subscription @Rs.70/- (Rupees seventy only) per month will be made by the DDO concerned from 1^st July of that year. Entire deducted subscription will be remitted to the Circle Branch.  40% of the subscription will be allocated to CHQ and the remaining 60% to Circle Branch (by Circle Secretary).

          It is therefore requested to kindly approve the amendments in Article 5 and 38 of the Constitution of our Association and circulate to all concerned at the earliest.

Sub : Amendment in constitution of All India Association of Inspectors and     Assistant Superintendents Posts.

Sir,

          I am directed to refer to your letter No. CHQ/IPASP/Reso/1-2/2012 dated 17.5.2012 on the above mentioned subject and to inform that Government has provisionally approved amendment to the Constitution of All India Association of Inspectors and Assistant Superintendents Posts. The amended version will now read as given below.

Revised Article 38 : Subscription

The monthly subscription shall be Rs. 50/- (Rupees Fifty only) per member, payable monthly through check off system by deduction from the salaries by Drawing and Disbursing Officers (DDOs) @ Rs. 50/- (Rupees Fifty only) per month. However, in case of new members, they can exercise their option in the month of April and deduction of subscription @ Rs. 50/- (Rupees Fifty only) per month will be made by the DDO concerned from 1^st July of that year. Entire deducted subscription will be remitted to the Circle Branch. 40% of the subscription will be allocated to CHQ and the remaining 60% to Circle Branch (by Circle Secretary).

Revised Article 44 : Circle Conference :

The Circle Conference shall be the supreme deliberative and legislative body of the Circle Association, it shall among others have following specific powers:

(a)          To elect the following office-bearers:

(i)           President                        (v) Organising Secretary – 4

(ii)          Vice President -2            (vi) Treasurer

(iii)        Circle Secretary              (vii) Assistant Treasurer

(iv)         Assistant Circle Secretary-3

Note : 1        The election of office-bearers at items (i) to (vii) above shall be by  secret Ballot, if so demanded even by a single member.

Note : 2        (a) If the Circle Conference of a particular Circle desires to have more  Organising Secretary or Assistant Circle Secretary they may be so elected.

(b)  To appoint the auditor from among the members.

(c)  To elect the members of the Circle Working Committee not exceeding twenty five.

(d)  To elect the delegates for the All India Conference.

(e)  To consider and adopt the annual report, accounts and budget estimates.

(f)   To adopt resolutions on problems of the members and to devise ways and means to implement the Center’s Policy Directives.

2.       The above amendment may be incorporated in the existing constitution of the Association and a fresh copy of the constitution submitted to this office for record.
