Notification

GSR…….(E) …. In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:-

I. (i) These rules may be called the Central Civil Services (Leave) (Amendment) Rules, 2012.
   (ii) They shall come into force on the date of theìr publication in the Official Gazette.

2. In the Central Civil Services (Leave) Rules, 1972, for rule 12, the following rule shall be substituted, namely:-
“12.(I) No Government Servant shall be granted leave of any kind for a continuous period exceeding five years.

(2) Unless the President, in view of the exceptional circumstances of the case, otherwise determines, a Government servant who remains absent from duty for a continuous period exceeding five years other than on foreign service, with or without leave, shall be deemed to have resigned from the Government service :

Provided that a reasonable opportunity to explain the reasons for such absence shall be given to that Government servant before provisions of sub-rule (2) are invoked”.

Interest rates on small savings revised w.e.f. 01/04/2012


The Finance Ministry (Budget Division) has issued an Office Memorandum O.M.No: 6-1/2011-NS.II (Pt) dated 26.03.2012 for revision of Interest Rates for various small saving schemes operated mainly through post offices and PPF.

Based on the recommendations of Shyamala Gopinath Committee for comprehensive review of National Small Savings Fund (NSSF), Government had earlier taken the decision that interest rates of various small savings shall be reviewed every financial year and revsions in the same to be notified before 1st of April of that year.

Accordingly the present revision in the interest rates of various small saving scheme has been made.  The following table provides the revision made:

Union cabinet approved release of 7% DA from 1.1.2012


The Union Cabinet today (23/3/2012) gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2012 representing an increase of 7% over the existing rate of 58% of the Basic Pay/Pension, to compensate for price rise.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs.7474.53 crore per annum and Rs.8720.32 crore in the financial year 2012-13 (i.e. for a period of 14 months from January, 2012 to February, 2013).

GS visited Postal Directorate on 22/03/2012.


Today, I along with Shri Ajit Kumar, ASP (PMU)  met with the various DDGs and other concerned officers in the Postal Directorate. The following issues were discussed with them in detailed. The present status in respect of these issues is furnished below for the information of all CHQ Office Bearers, Circle Secretaries and Members.
 
1. Up-gradation of GP of IP from Rs. 4200/- to Rs. 4600/-.
 
    File is still under process in the Postal Directorate in a positive manner and the same is likely to be sent to the MOF shortly.

2. Holding of supplementary DPC for promotion to PS Gr. B for the year 2011.
 
    ACRs of few officers are required and result of supplementary DPC is likely to be completed within a couple of months.
 
3. Holding of DPC to PS Gr. B for the year 2012.
 
    ACRs are yet to be called for from Circles. This will be done after issue of result of supplementary DPC to PS Gr. B for the year 2011.
 
4. Holding of DPC for the promotion to JTS, Group A.
 
    The required information has already been provided to UPSC.
 
5. Declaration of result of IP examination 2011.
 
    File is still with the Secretary (Posts) for decision in respect of PM Grade-I officials. After clearance of the file, result will be announced shortly. 

            Reminders in other pending issues were given to the Postal Directorate. Copies of these letters will also be published in CHQ blog shortly.

RESOLUTION

It is announced for general information that during the year 2011-2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011 and 8.6% (eight point six percent) with effect from 1.12.2011.
The funds concerned are:—
1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

Subject:— Central Civil Services (Revised Pay) Rules, 2008 — Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008.

In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules, 2008, there will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.
2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.
3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1 .2006 in the pre-revised pay scale as a one time measure and there after will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly.
4, In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

120-day advance rail reservation from 10.03.2012

You can book your rail ticket 120 days in advance from Saturday i.e.10.03.2012. The Ministry of Railways has decided to increase the reservation period for train tickets from the existing 90 days to 120.

On Saturday, reservation opened for all trains starting from July 8. It is expected that the four-month advance reservation period will help the commuters who travel during festivals or summer vacation period. To ensure transparency in the Tatkal booking period, recently the railway has reduced the Tatkal booking period from 48 hours to 24 hours to prevent misuse of the facility.

V J Accamma, chief public relations officer of Southern Railway, said the new system would help travellers buy tickets without depending on travel agents. "Many people have been depending on travel agents and paying extra money for tickets for scheduled journeys like summer vacations. This new system will help them ensure they get the tickets without depending on any such agents," she added.

Introduction of New Trains and other services.

The Minister of Railways, Shri Dinesh Trivedi today announced introduction of 26 new trains, extension of five existing trains, increase in frequency of two existing trains and introduction of new five sub-urban trains.  Most of these new services announced were part of the Railway Budget 2011-12.  The trains announced in the Railway Budget 2011-12 are implemented by the end of the financial year i.e. 31stMarch 2012.

Today, I contacted the concerned officers in the Postal Directorate. It came to notice that some Circles had allowed P.M.Grade-I officials to take the IP Examination. Hence, the file has been sent to the DDG (P) for clarification. Result will be announced only after clarification by the SPN Division of the Department.

Three more Information Commissioners in the Central Information Commission

Shri Satyanand Misra, the Chief Information Commissioner, administered the Oath of office to three new Information Commissioners in New Delhi today. They are: Sh. Rajiv Mathur, Sh. Vijai Sharma and Sh. Basant Seth. 
Sh. Rajiv Mathur is a retired I.P.S. officer while Sh. Vijai Sharma last worked as an expert Member with National Green Tribunal, Principal Bench, New Delhi. Sh. Basant Seth is a retired Banker. The term of Information Commissioner is for a period of five years or sixty five years of age whichever is earlier.
With the induction of three new Information Commissioners, the strength of Information Commissioners in the Central Information Commission will be eight, apart from Chief Information Commissioner.

Sr.Postmaster CAT case update

Sr. Postmaster CAT case came up  before the Hon'ble CAT bench Chandigarh but no hearing took place as no reply has been filed by the department. The hearing has been adjourned to 11-4-2012.

The order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012
Sources close to the DOP&T informed that the issue of granting one increment to the government servants, whose increment date falls between February 2006 and June 2006, has been forwarded to Finance Ministry for its approval. According to the sources, the Finance Ministry gave its approval to this proposal as agreed by the Government in the National Anomaly Committee.
The Federations representing National Anomaly Committee approached the Government to issue the order very soon, since the decision of granting one increment to the govt servants was taken in the National Anomaly Committee on 5th January 2012. It is believed that the federations were informed that due to the ongoing Elections for state assemblies in some states, issuing order is delayed. As per the Election Schedule the elections for state assemblies for 5 States are commenced on 28-1-2012, and the 6th phase of U.P and Goa State assembly elections will be completed by 03-03-2012. So, keeping in view of the above, we can expect that the order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012.
According to the decision which is agreed by government in National Anomaly Committee, the govt servants will be granted one increment in the pre revised 5 CPC scale on 01-01-2006, and then it will be multiplied by 1.86 and the pay in the Pay Band in the 6 CPC will be fixed accordingly.
