Sub: Letter writing campaign to DG Posts demanding Grade pay Rs 4600 to IPs –reg.

Dear friends,

Immediately after the release of 6th CPC, Our Association demanded higher grade pay of Rs 4600 to IP, Rs 4800 to ASP and Rs 5400 to PS Group B. The matter is still pending with Anomaly Committee for more than one year. During discussion, concerned officers in the Postal Directorate assured that the Grade Pay would be revised upwardly as soon as the Grade Pay of analogous cadre in other ministries/departments is revised.

Now the grade pay of Inspectors of CBDT/CBEC and Assistants in CSS has been revised from Rs 4200 to Rs 4600 vide Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13.11.2009 and 16.11.2009. Referring this, I have already submitted letter No. CHQ/IASP/SCPC dated 16.11.2009 to Postal Directorate demanding higher Grade Pay Rs 4600 to Inspector Posts and a reminder was issued on 14.12.2009 besides meeting personally and had discussion with Director General (Posts) and DDG(Estt). But the file is not moving in the expected speed.

Enough time has already been given. We cannot prolong our patience furthermore. It is the time to react. Each one of us has to exert pressure on the Department. Then only we can get justice.

Please go through the following instructions carefully and do it immediately:

(1) Every IP and ASP has to write a letter to DG individually with a copy to me.
(2) Text letter is given below. Take print out. Two copies should be prepared.
(a) One should be sent to the following address:

Subject : Request for revision of Grade Pay of Inspector Posts from Rs 4200 to Rs 4600.

1. The Sixth Central Pay Commission has recommended merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500- 10500 with a view to bring Inspector (Posts) on par with Inspectors and analogous posts in CBDT and CBEC as well as Assistants in CSS and this has also been accepted and implemented by the Govt. Accordingly, Inspector Posts have been placed in PB-2 with grade Pay of Rs 4200/- on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC w.e.f. 1.1.2006.

2. Now the Grade pay of Inspectors of CBDT/CBEC has been upwardly revised from Rs 4200 to Rs 4600 vide Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13th November 2009.

3. The Grade Pay of Assistants in the Central Secretariat has also been upgraded from Rs 4200 to Rs 4600 vide Ministry of Finance Memo. No. 1/1/2008-IC dated 16th November 2009.

4. It is only in the fitness of things that the Grade Pay of Inspector Posts should be revised as Rs 4600/- on par with Inspectors in CBDT/CBEC and Assistant in CSS as demanded by our Association.

5. I request you to kindly intervene and cause revision of grade pay of Inspector posts from Rs 4200 to Rs 4600 on par with Inspector CBDT/CBEC and Assistant in CSS and restore ‘Equity and Parity’ and thus render justice.

Sub: Request for upward revision of grade pay to the cadre of Inspector Posts from Rs 4200 to Rs 4600.

1. I request your kind attention to my earlier letter of even No. dated 16.11.2009.With reference to the demand of this Association regarding upgradation of grade pay of Inspector Posts from Rs 4200 to Rs 4600, I further submit the following three Memos. with relevant facts and justification for favoruable action:

(i) Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13th November 2009
(ii) Ministry of Finance Ministry Memo. No. 1/1/2008-IC dated 16th November 2009.
(iii) Ministry of External Affairs Memo No. Q/PC/682/2/2009 dated 07.12.09

2. In Memo. No. F.No. 1/1/2008-IC dt.13th November 2009 of Ministry of Finance, the Grade pay relating to posts in pre-revised pay scale of Rs 6500- 10500 has been upwardly revised from Rs 4200 to Rs 4600.

3. In Memo. No. 1/1/2008-IC dated 16th November 2009 of Ministry of Finance, the benefit of upgradation of grade pay Rs 4600/- has been extended to Assistants in the Central Secretariat. It is pertinent to note here that prior to 1.1.2006 the Assistants in CSS were in the pre-revised pay scale of Rs Rs.5500-9000. Their scale of pay was upgraded to the pre-revised pay scale of Rs.6500- 10500 w.e.f 15th September 2006 only vide DOPT memo No. 20/29/2006 dated 25.9.2006. Taking into consideration a large number of references from Administrative ministries/departments proposing upgradation of the grade pay, MOF has extended the pay structure of grade pay of Rs 4600 in the pay band PB-2 to Assistants of CSS w.e.f 1.1.2006.

4. The reasons given by MOF for upgradation are as under :

(i) Assistants of Central Secretariat are being granted grade pay of Rs 4600 due to the fact that there is an element of direct recruitment to the post and that too, through an All India Competitive Examination.
(ii) To maintain parity among analogous cadre.
(iii) To maintain the level in hierarchy of Central Secretariat having grade pay of Rs 4200 in the pay band PB-2 between the grades of Upper Division Clerks and Assistants.

5. Based on the same principle, Ministry of External Affairs has also revised the grade pay of Assistants working in the Ministry from Rs 4200 to Rs 4600 vide their Memo No. Q/PC/682/2/2009 dated 07.12.09 mentioned in para 1 (iii) above.

6. Though the Inspectors Posts were in the pay scale of Rs 5500- 9000, the demand of the Inspector Posts for placing them on par with the Inspectors of CBDT have been duly considered by the Sixth Pay Commission and as per their recommendation at para 7.6.14 extracted below, the Inspector Posts are to be deemed as placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006 and therefore the post of Inspector Posts also qualifies for grant of higher grade pay of Rs 4600/- on the same analogy adopted by the Ministry of Finance in Memo. F.No. 1/1/2008-IC dt.13th November 2009 and 16th November 2009 as under:

(i) The Post of Inspector was placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006.
(ii) There is an element of direct recruitment to the post of Inspector Posts that too, through an All India Competitive Examination.
(iii) The Sixth Central Pay Commission has recommended in para 7.6.14 to place Inspector Posts on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) and accordingly the post was placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006.
(iv) HSG –II cadre and BCR officials who are being supervised by Inspector Posts are placed on par by placing them in grade pay Rs 4200/- w.e.f 1.1.2006. The principal of supervisor should get more pay than the supervised is to be followed and the level hierarchy should be maintained by placing Inspector Posts in the grade pay of Rs 4600 and above the HSG-II and BCR officials

7. Extract of relevant paragraph of Sixth Central Pay Commission Report is furnished below:

Inspector (Posts) 7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500- 10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. With this upgradation, Inspector (Posts) shall come to lie in an identical pay scale as that of their promotion post of Assistant Superintendent (Posts) [ASPOs]. ASPOs shall, accordingly, be placed in the next higher pay scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4600. The next higher post in the hierarchy, that of Superintendent (Post), which is also a promotion post for ASPOs, shall be placed in the pay scale of Rs.7500-12000 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4800. Parity exists between the posts of Inspector (Posts) and Inspectors in Mail Motor Service (MMS). This parity would need to be maintained and Assistant Manager, Mail Motor Service shall be placed in the higher grade of Rs.7450-11500 whose corresponding replacement pay band and grade pay is PB-2 of Rs.8700-34800 along with a grade pay of Rs.4600. Similarly, Manager, Mail Motor Service shall be placed in PB-2 pay band of Rs.8700-34800 along with a grade pay of Rs.4800 which corresponds to the pre-revised pay scale of Rs.7500-12000. Accordingly, the Inspectors Post are deemed to be placed in the higher pre-revised pay scale of Rs 6500 – 10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) and the post is justified to be granted upgraded grade pay of Rs 4600.

8. While Inspectors, Assistant in CSS and analogous posts in CBDT and CBEC have been granted higher grade, the cadre of Inspector Posts alone is left behind. It has affected the cadre very much and Inspectors Posts are very much demoralized. In order to keep their morale up, it is necessary to revise the grade pay of IP to Rs 4600 which is just and fair.

9. Hence, it is requested that the department may look into the matter expediously and revise the grade pay of Inspector Posts immediately.

Officer holding the post of JTS with GP of Rs 5400/- in PB-2 can act as Chairperson of the Screening of Committee for MACPS in Department of Posts

Subject:-Modified Assured carrier Progression Scheme to central Government civil Employees with effect from 01-09-2008

I am directed to invite your attention to the Para 9&10 of this office OM No 4-7(MACPS)2009-PCC dated 18 Sep 2009 regarding constitution of Screening committee for MACPS. Parag 9 of the OM provides that Member of the Committee should not be below the rank of Under Secretary or equivalent in PB-3 with Grade Pay of Rs' 6600/- and the Chairperson should be a grade above the members of the Committee.

Keeping in view the difficulties experienced -by various Circles for constitution of the Screening Committee due to non-availability of officers of the rank of Under Secretary or equivalent in the Grade Pay of Rs.6600 and likely delay in holding the meetings of the Screening Committee in the light of the existing provisions; the issue has been considered in the Directorate and I am directed to convey that Officer holding the post i1 JTS with grade pay of Rs. 5400/- in PB-2 [in the event of non-availability of STS officerl can act as chair person of the Screening Committee in Department of Posts.

In case of any difficulty experienced following the above change in the composition of the screening committee, the same may be brought to the notice of this Directorate for examination.

Sub : Implementation of Government's decision on the recommendations of the VI CPC - revision of CCS (Extraordinary Pension) Rules, 1939 - Constant Attendant Allowance

The undersigned is directed to say on the Recommendations of Sixth Central Pay Commission in para 5.1.44 of its Report, orders were issued vide Department of Pension & Pensioners' Welfare O.M. No 38/37/2008-P&PW(A) dated 2.9.2008 that :

"in the case of pensioners who retired on disability pension under the CCS (Extraordinary Pension) Rules, 1939, for 100% disability (wherethe individual is completely dependent on somebody also for day to day function), a Constant Attendant Allowance of Rs 3,000/- p.m shall be allosed in addition to disability pension, on the lines existing in Defence forces".

2. In this Department's OM dated16.4.2009, the provisions of the payment of Constant Attendant Allowance on the civil side were also laid down.

3. Ministry of Defence, Department of Ex-servicemens' Welfare vide thier leter No 16(6)/2008(1)/D (Pension/Policy) dated 4.5.2009 has issued orders to increase the rates of CSA by 25% every time when the Dearness Allowance payable on revised pay band goes up by 50%.

4. Based on the recommendations of Sixth Central Pay Commission as contained in their para 5.1.68, it has beend decided that the rates of CSA payable to the Civilian employees shall also be increased by 25%, everey time the dearness allowance on the revised pay bands goes up by 50%

Losses of Air India

At the time of merger i.e. 2006-07, the loss of Air India was Rs.447.93 crores. The loss for 2008-09 is Rs.5000 crores (approximately). This information was given by the Minister of Civil Aviation, Shri Praful Patel in Rajya Sabha today.

The loss for the year 2007-08 was Rs.2226.16 crores and it is expected to be of the order of Rs.5,000 crores (Prov.) during the year 2008-09. The main reasons for the losses are prevalent economic recession, low yields, load factors, decline in cargo and freight revenue, Increase in fuel expenditure in 2008-09 and increase in aircraft maintenance expenditure.

Expected deficit of Postal Department for the year 2009-2010 is Rs 5632.46 Crore

The Department of Posts has had deficit for the last three years and it is expected to continue in the year also. The details of the deficit for the last three years and the estimates for the current year are as under;

The Deficit has substantially increased during the previous year and the current year due to hike in salary of the Employees and Pensionary Charges of the retired employees on account of implementation of 6th Pay Commission’s Report. The main reason is that the rates of most of the postal Services do not reflect the market price as they are subsidized to make it within the reach of common man and to the remotest area of the country. Pricing of most of the products have not been kept with the pave of the cost of operations.

A new scheme “Project Arrow” has been introduced in this plan period for refocusing on the objectives of customer satisfaction and service delivery exchange and enabling the Post Office to develop in to hub for civic and governance initiatives, which will have a direct impact on socioeconomic will being of citizens.

Streamling the postal operations through network optimization, induction of technology and introduction of freighter for mail conveyance. In the areas of financial service the Departmental of post is aggressively pursuing the objectives of the Government for financial inclusion of rural masses through its vast network. This shall also add to the revenue of the Department by way of interest and return through investment in the Post Office Life insurance fund (POLIF) and Rural Post Office Life Insurance Fund (RPOLIF). The Department of Post will also introduce mobile based remittance service across the country.

The Department has been taking step to increase the revenue through introduction of new products, market development activities and adoption of customer oriented strategies. Speed Post, Business Post, Express Post, Retail Posts etc. as premium services have been consistently growing. The Department of Post is also using its vast network fro retailing of financial products and services agency function adding to the Department’s revenue.

Reimbursement of tuition fee under CEA scheme consequent on implementation of 6th Pay Commission Recommendataions

Copy of Directorate letter No 33-1/2008-PAP dated 26.10.2009 on the above subject addressed to All Chief PMG and DAP(Accounts) :-

I am directed to refer to the OM No 1201103/2008-Estt (Allowances) dated 02-09-08 of Department of Personnel and Training communicted in Directorate's letter of even No dated 27-10-2008 on the above subject.

2. The Chief Postmaster General, Gujarat Circle has reported that the pattern of collection of tutition fee differs from school to school in his Circle. The educational institutions are collecting the fee in advance annurally or six monthly, thereby the Government servants are finding it difficult in producing the original cash receipts for claiming CEA on quarterly basis. It was further reported that in certain schools the receipts are not granted, but the fee payment particulars are recorded on fee-card every month. In such cases also the official is not able to produce the card in every quarter.

3. The case was taken up with DO P&T for guidelines in the above situations. The nodal ministry advised for deciding the issue in consultation with the Inegrated Finance Wing of the Department inlines with the spirit of the instructions contained in OM dated 02-09-08. It has been decided that where the Government is paying the tution fee every month through a fee-card, he can claim the reimbusement of tuition fee every quarter by funishing a copy of the fee-card along with the original fee-card for verification duly attested by the Head of the Office and such fee-card should be accompanied by the detailso f the child furnished in the currently prescribed Form - I for claiming the CEA.

4. In case, the payments of tution fee in advance, either annually or half yearly, the government servant can claim the reimbursement on quarterly basis by producing the original cash receipt and photo-stat copy of the same for verification of the Head of the Office alongwith the details of child in Form-1. 5. The above guidelines may kindly be followed for allowing the reimbursement of tuition fee on quarterly basis where the fee is paid through fee-card or paid in advance annually or half yearly.

LTC to Central Government Employees -Travel by tour packages

Subject : LTC to Central Government Employees -Travel by tour packages operated by IRCTC.

The undersigned is directed to refer to DOP&T O.M. of even number dated 14.3.08, allowing tours by road conducted by the Indian Railway Catering and Tourism Corporation (IRCTC), a Government of India's undertaking under the Min. of Railways for the purpose of reimbursement of LTC by Government servants on the lines of ITDCISTDC and to say that as the IRCTC is also offering tour packages involving air travel in the sectors like Delhi - Leh, Delhi - Srinagar, Jaipur -Goa, ChennailCalcutta - Port Blair etc., the question of allowing LTC packages of IRCTC, including the component of air travel has been examined in consultation with the Min. of Finance.

2. It has now been decided to allow the re-imbursement of air fare along with rail and road fare in the case of LTC journey 'of Government servants in tours offered by IRCTC for reimbursement under LTC provided the IRCTC indicates and certifies the 3 components separately and booking of tickets is done by IRCTC fully complying with the instructions of Govt. of lndia issued from time to time in this regard such as journey by Air lndia under LTC 80 scheme in economy class without package benefits etc.

GRANT OF DEARNESS RELIEF TO THE CENTRAL GOVERNMENT PENSIONERS WHO ARE IN RECEIPT OF PROVISIONAL PENSION

Subject : Grant of Dearness Relief to the Central Government Pensioners who are in receipt of provisional pension or pension in the pre-revised scales of 5th CPC w.e.f. 1.7.2009.
In continuation to this Department of OM of even No dated 27.3.2009 and 22.10.2009, sanctioning the Dearness Relief to those Central Government Pensioners who are in receipt of provisional pension or pension in the pre revised scles of 5th CPC, the President is pleased to grant the Dearness Relief to these Central Government pensioners as under:
1. Those who are in receipt provisional pension or pension in the pre revised scales of 5th CPC are entitled to Dearness Relief @ 73% w.e.f 1.7.2009
2. The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs 600/- p.m. w.e.f. 1.1.1997 under this Department's OM No 45/52/97-P&PW (E) dated 16.11.1997 are entitled to Dearnes Relief @ 73% w.e.f. 1.7.2009
2. The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department's OM No 45/52-97-P&PW(E) dated 16.12.1997 are entitled to DR @ 65% w.e.f. 1.7.2009
(i) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-Gratia payment of Rsw 605/- p.m.
(ii) Cenral Government employees who had retired on CPF benefits before 8.11.1960 and are in receipt of Ex-gratia payment of Rs 654/-, Rs 659/- Rs 703 and Rs 965/-
3. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide thier UO No 363/EV/09 dated 23.10.2009 and UO No 373/EV/2009 dated 16.11.2009

NURSERY CLASS CLARIFIED BY DEPT OF PERSONNEL AND TRAINING FOR CLAIMING CHILDREN EDUCATION ALLOWANCE

Subject: Clarification on Children Education Allowance

The undersigned is directed to refer to DOP&T O.M. of even No. dated 2.9.2008 on the above subject. Para l(c) of the said O.M. says "Reimbursement will be applicable for expenditure on the education of school going children only i.e. for children from classes nursery to twelfth including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Board of Education".

Various clarifications are being sought with regard to the definition of 'nursery' as the same is being called by different names in different institutions. This matter was considered in consultation with Ministry of Finance. It is clar5ed that 'classes nursery to twelfth' will include classes I to XI1 + 2 classes prior to class I irrespective of the nomenclature.

It is further clarified that in respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Govt. school or any educational institution whether in receipt of Govt. aid or not, recognized by the Central or State Govt. or Union Tenitory Administration or by University or a recognized educational authority having jurisdiction over the area where the Institution is situated.

Sub: Encashment of earned leave alongwith LTC -Clarification

The undersigned is directed to refer to DOP&T 0.M.No.310111412008-Estt.(A), dated 23'* September, 2008 allowing encashment of earned leave alongwith LTC and to say that various references are being received from MinistriesIDepartments with regard to the applicability of Rule 38-A of the CCS (Leave) Rules, 1972 to the Central Govt. employees. In this regard it is clarified that

(1) Central Govt. employees governed by CCS (Leave) Rules, 1972 who are entitled to LTC but opt for the facility of LTC provided to their spouses employed in PSUslCorporationlAutonomous Bodies etc. and
(2) Central Govt. employees governed by CCS (Leave) Rules, 1972 who are otherwise not entitled to LTC, on account of their spouse being employed in Indian Railways/National Airlines who are entitled to privilege passeslconcessional tickets
are entitled to leave encashment while availing the LTC facility of their spouselprivilege passes/concessional tickets of their spouse on fulfillment of all the conditions as stipulated in Rule 38-A of the CCS (Leave) Rules, 1972 twice in a four years block of LTC.

WHAT WILL HAPPEN IF IP AND ASP CADRES ARE MERGED?

Merits

1. All IPs will get GP of Rs 4600 w.e.f. 1.1.2006 and all will get arrears immediately.

2.As the IP and ASP cadre will be merged, the promotions already given from IP to ASP will be ignored for MACPS. The MACPS to IP cadre will be as follows:-

Promoted IPs*

After 10 years of service in IP Cadre or 20 Years of totalservice

GP Rs 4800 (2nd Promotion)

After 20 Years of Service in IP Cadre or 30 years of total service

GP Rs 5400 (3rd Promotion)

Direct IPs**

After 10 years of service as IP

GP Rs 4800 (1st Promotion)

After 20 years of service as IP

GP Rs 5400 (2nd Promotion)

After 30 years of service as IP

GP Rs 6600 (3rd Promotion)

* It is presumed that no chance of promotion within 20 years of service in IP cadre.

**If we presume that direct IPs will get promotion to PSS Group B before completion of 30 years of service, they will be put into GP of Rs 4800 (like BCR PA drawin g GP of Rs 4200 is promoted to LSG cadre having GP of Rs 2400/-)

3. The reivsed GP under MACPS will be with effect from 1.9.2008. Those already completed 20 years of total service or 10 years of IP service will get GP Rs 4800 and those who have completed 30 years of total service or 20 years of IP service will get GP Rs 5400 from 1.9.2008 and arrears will be paid.

Demerits:-

1. There will no promotion for atleast 25 years in IP cadre. But there will no loss to IPs who have not passed PSS Group ‘B’ examination as they will get GP of Rs 5400 when they complete 30 years of total service or 20 years in IP Cadre.

2. IPs/ASPs who have passed PSS Group ‘B’ examination will be affected as follows:-

If promoted through examination within 10 years of IP service

GP Rs 4800 will be fixed with one increment

If promoted through examination after 10 years of IP service

As GP Rs 4800 would have been given already under MACPS no pay fixation will be done.

If promoted through examination after 20 years of IP service

He may be drawing GP of Rs 5400, but will be promoted to GP of Rs 4800. No benefit at all

In all the cases IP/ASP having 20 years of service in IP cadre will get GP of Rs 5400 i.e more than the PSS Group ‘B’ (promoted through exam).

3. A big question will be for Gazetted status. IP may be placed as Group ‘B’ non gazetted.

Already there is anomaly in giving promotion to BCR PA who are getting GP of Rs 4200 to LSG with GP of Rs 2400. Then why we should worry about for promotion to PSS Group B (GP of Rs 4800) after 25 years of service as we would get GP of Rs 5400 when we complete 20 years in IP cadre. We can opt for merger with the condition that the gazette status already given should not be withdrawn.

PAY FIXATION ON NON FUNCTIONAL SCALE TO SECTION OFFICERS OF CSS

Subject : Pay fixation of grant of non-functional scale to Section officers of CSS subsequent to implementation of CCS (Revised Pay) Rules, 2008.

The undersigned is directed to refer to this Department's Order No 21/36/03-CS.I dated 13.11.2009 regarding introduction of Non Funcational scale of Rs 8000-275-13500/- to Section Officers of Central Secretariat Service (CSS) and to say that the matter relating to pay fixation of grant of non-functional scale to section Officers of CSS subsequent to implementation of CCS(Revised Pay) Rules, 2008 has been considered in the Department of Personnel and Trainig [both CS Division and Estt.(Pay)Division] in consultation with the Department of Expenditure.

2. It has been clarified by Estt. (Pay) Division vide their U.O. No 5/2/2009-Estt.(Pay-I) dated 17.9.2009 that at the time of grant of non-functional upgradation to Section Officers belonging to CSS, their pay fixation may be done under Rule 13 of CCS(Revised Pay) Rules, 2008 i.e they should be granted one increment @ 3% of their basic pay and to the figure so arrived at, the difference in grade pay (Rs 5400-Rs 4800) = Rs 600) should be added. Further, this dispensation may be implemented w.e.f. 1.1.2006.

All the cadre units of CSS are requested to take further necessary action.

Sub: Request for upward revision of higher grade pay to the cadre of Inspector Posts from Rs 4200 to Rs 4600

Ministry of Finance vide O.M No. 1/1/2008-IC dated 13.11.2009 has issued orders for upward revision of grade pay from Rs 4200 to Rs 4600 in respect of posts which were in the pre-revised scale of Rs 6500-10500 as on 1.1.2006 (copy attached). The grade pay of Assistants in CCS also revised vide MOF OM No.1/1/2008-IC dated 16.11.2009 (Copy attached).

The Sixth Central Pay Commission has clearly recommended upgradation of pay scale of Inspector Posts on par with Assistant in Central Secretariat Service, Inspectors and analogous posts in CBDT and CBEC. Extract of para 7.6.14 of Sixth Central Pay Commission report is attached. In order to maintain parity among inspectors and analogous posts in the Central Services, it is requested that orders may kindly be issued, revising upwardly, the grade of pay of Inspector Posts from Rs 4200 to Rs 4600.

Simultaneously, the grade pay of Assistant Superintendent Post and PS Group B may also be revised from Rs 4600 to Rs 4800 and Rs 4800 to Rs 5400 respectively in order to avoid any functional disturbances.

ENCASHMENT OF HALF PAY LEAVE ADMISSIBLE ALSO FOR THE OFFICIALS RETIRED FROM 1.1.2006 TO 31.8.2008

Subject:-Recommendations of the Sixth Central Pay Commission relating to encashment of leave in respect of Central Government employees.

The uudersigned is directed to refer to this Department's O.M. of even number dated 25th September, 2008 on the subiect mentioned above according to which encashment of leave in respect & central Government employees will be considered both for earned leave and half pay leave subject to overall limit of 300 days and in respect of encashment of half pay leave, no reduction shall be made on account of pension and pension equivalent of other retirement benefits. In case of shortfall in earned leave, no commutation of half pay leave is permissible. The order was made effective from the lSt September, 2008. The matter was reconsidered in this Department in consultation with the Department of Expenditure (Implementation Cell) and it has been decided to modify the date of effect of this Department's 0.M of even number dated 25th September, 2008 to "O1.01.2006 instead of 01.09.2008 subject to the following conditions:-

(i) The benefit will be admissible in respect of past cases on receipt of applications to that effect from the pensioners concerned by the Administrative Ministry concerned.
(ii) In respect of retirees who have already received encashment of earned leave of maximum limit of 300 days together with encashment of HPL standing at their credit on the date of retirement, such cases need not be reopened. However, such cases in which there was a shortfall in reaching the maximum limit of 300 days can be reopened.
(iii) Calculation of cash equivalent in respect of HPL at credit shall be made mutatis mutandis in the manner given in this Department's O.M. of even number dated 25.09.2008.

2. In respect of persons serving in the Indian Audit & Accounts Departments, these O.M. issues with the concurrence of the Comptroller and Auditor General of India

UPGRADATION OF PAY SCALE TO INSPECTOR POSTS

Ministry of Finance Vide Memo No F. No 1/1/2008-IC dated 13.11.2009 has revised the GP of Rs 4200/- granted to the existing pre-revised scale of Rs 6500-10500 to Rs 4600/- w.e.f 1.1.2006. The pay is to be refixed and the arrears will be paid immediately. Personal Secretaries of our Department who were in the pre-revised scale of Rs 6500 will be benefited immediately. Our demand for upgradation of pay scales to Inspector Posts at par with the Inspectors of CBDT/CBEC was considered by the Pay Commission and the recommendation given in the report is reproduced below:-

Extract of Para 7.6.14 of Pay Commission recommendations for Inspector Posts.

7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500-10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. With this upgradation, Inspector (Posts) shall come to lie in an identical pay scale as that of their promotion post of Assistant Superintendent (Posts) [ASPOs]. ASPOs shall, accordingly, be placed in the next higher pay scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4600. The next higher post in the hierarchy, that of Superintendent (Post), which is also a promotion post for ASPOs, shall be placed in the pay scale of Rs.7500-12000 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4800. Parity exists between the posts of Inspector (Posts) and Inspectors in Mail Motor Service (MMS). This parity would need to be maintained and Assistant Manager, Mail Motor Service shall be placed in the higher grade of Rs.7450-11500 whose corresponding replacement pay band and grade pay is PB-2 of Rs.8700-34800 along with a grade pay of Rs.4600. Similarly, Manager, Mail Motor Service shall be placed in PB-2 pay band of Rs.8700-34800 along with a grade pay of Rs.4800 which corresponds to the prerevised pay scale of Rs.7500-12000.

As the Inspectors are already placed at par with pay scale of Rs 6500-10500, the benefit should also be given to Inspector Posts. The case is being taken up with our Department for upgradation of Grade Pay to Inspector Posts from Rs 4200/- to Rs 4600/- Simultaneously the grade pay of ASP and Gr B should upgraded to 4800 and 5400 respectively. Our Assoication is on the job. Specific orders will be got issued by the Directorate very soon.

Software product ‘Sanchay Post’, designed by engineers of Bangalore-based Datanet Systems, is transforming the gargantuan Indian postal system into a more secure and tech-savvy savings hub, as good as any modern bank, making life easier for thousands of families who swear by postal savings.

Software Sanchay Post is doing what customers have sought for long — computerized post offices. By March 2010, 16,000 post offices across the country will offer computerized postal services that are highly secure, transparent and quick. The services will be available at main post offices in the first phase.

G H Visveswara, CEO of Datanet Systems, said: “India Post has computerized 9,500 post offices so far. The plan is to computerize 6,000 more this year. By March 2010, with 16,000 computerized post offices, the post office will be India’s largest computerized banking system. We are happy Sanchay Post is at the middle of this postal transformation, and more so because it is helping the common man who reposes faith in the post office.”

WHEN DID IT START?

The postal department started its computerization plans around 1998-99, and Datanet Systems was selected through a tender. Around 2000, when the first version of the software was released, 184 post offices had been computerized. Between 2000 and 2007, only 480 post offices had been computerized as the postal department “was going slow”.

An unprecedented change, however, took place after March 2007 “owing to persuasion by CAG that all operations be computerized”. Between March 2007 and October 2009, computerized branches increased from 480 to a whopping 10,000. With 6,000 more planned by March 2010, the Indian postal department is now doing what no limited banking institution in the country has ever done: computerizing 16,000 branches in three years flat, from March 2007 to 2010.

Feedback from post offices to the new software and computerization has been positive. “India Post’s plan to computerize 6,000 branches more with the software is testimony that it has been working well for them. If it was not, such a major decision on such a large scale would not be taken place,” Visveswara said.

Subject : Restriction on Pay plus Deputation (Duty) Allowance.

The undersigned is directed to say that consequent upon acceptance of the recommendations of Sixth Central Pay Commission, the deputation (duty) allowance shall be restricted as under:
"Basic pay, from time to time, plus Deputation (Duty allowance should not exceed the maximum of the pay band PB-4 (Rs. 67000) plus the grade pay of the post held on deputation subject to the grade pay not exceeding Rs. 10,000. The term 'basic pay' in the revised pay structure means pay drawn in the prescribed pay band plus the applicable grade pay but does not Include any other type of pay like special pay, etc."
2. These orders shall take effect from 1" September, 2008.
3. Insofar as application of these orders to the officers of the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller and Auditor General of lndia.

USE OF OWN CAR/HIRED TAXI ON LTC JOURNEY ON ACCOUNT OF PHYSICAL HANDICAP

The undersigned is directed to refer to this Department's O.M. No. 3101114/2008- Estt.(A) dated 23.9.2008 in which it was stipulated that LTC facility shall be admissible only in respect of journeys performed in vehicles operated by the Government or any corporation in the public sector run by the Central or State Government or a local body.

2. Instances have come to notice where Government servants on account of physical handicap/disability of self or dependant family members are unable to perform the LTC journey by the authorized modes of transport and are compelled to undertake the journey by own car or private taxi. Representations are being received to allow reimbursement in such cases. Matter has been examined in consultation wid). the Ministry of Finance, Department of Expenditure and it has been decided in relaxation of LTC Rules to authorize the Head of Department to allow use of own/hired taxi for LTC journey on account of disability of the Government servant or dependent family member after obtaining following papers/conditions to avoid misuse of such relaxation:-

(i) Medical Certificate from competent authority.
(ii) Undertaking from Government servant that journey in authorized mode IS not feasible and he actually travelled by own car/hired taxi.
(iii) such claim should not be more than journey performed by the entitled class by rail/air by the shortest route.

Post office employee robbed inside the office

An intruder, in the guise of posting a letter, threw chilly powder on the face of a post office employee and robbed her of Rs 39,220.
The incident took place on Tuesday afternoon at Chamarajpet post office. At 12.15 pm, Shashikala, who sits in stamps counter noticed that a person has been in the post office for over 30 minutes. When asked, the person said he was waiting for a friend to send a registered post.
Ten minutes later, the power went off in the post office. The person headed straight to Shashikala, threw chilly powder on her face, took the money on the table through the transaction window and ran away.
Though other employees gave him a chase, the intruder managed to escape in one of the narrow lanes.

Fixation of pay in case of employees who seek transfer to a lower post under FR 15(a) - clarification regarding.

The undersigned is directed to refer to instructions issued vide this Department's OM NO. 16/6/2001-Estt(Pay-I) dated 14.2.2006 on the above subject. It was clarified therein that on transfer to the lower post/scale under FR 15(a), the pay of a Government servant holding a post on regular basis will be fixed at a stage equal to the pay drawn by him in the higher grade. If no such stage is available, the pay will be fixed at the stage next below the pay drawn by him in the higher post and the difference may be granted as personal pay to be absorbed in future increments. If the maximum of the pay sc~le of the lower post is less than the pay drawn by him in the higher post, his pay may be restricted to the maximum under FR 22(a)(a)(3).

2. Consequent upon implementation of the revised pay structure comprising grade pays and running Pay Bands, w.e.f. 1.1.2006 in cases of appointment of Government servants to posts carrying lower Grade Pay under FR 15(a) on their own request, the pay in the pay band of the Government servant will be fixed at a stage equal to the pay in the pay band drawn by him prior to his appointment against the lower post. However, he will be granted grade pay of lower post. Further, in all cases, he will continue to draw his increments based on his pay in the pay band +grade pay (lower).

3. Where transfer to a lower post is made subject to certain terms and conditions then the pay may be fixed according to such terms and conditions.

4. In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders issue after consultation with the Comptroller & Auditor General of India.

4. This order takes effect from 1.1.2006.

YET ANOTHER REMITTANCE FACILITY TO/FROM FOREIGN COUNTRIES (EUROGIRO)

The India Post being a largest network providing various services for the people in the country. We have remittance facilities by various modes viz Money Order, eMoney Order and iMO (instant Money Order) within our country. For remittance from foreign countries we have Western Union Money Transfer and IFS. Now with tie-up with Eurogiro, Our Department proposed launch the service from 24.10.2009 for remittance from/to foreign countries.

India Post joins the Eurogiro community

Please welcome India Post as a member in the Eurogiro community, and an expansion of the Eurogiro payment gateway into the country of India.

India Post plans to launch its remittance service via the Eurogiro network in October 2009. Across its vast network of post office branches, the Post will provide its customers with cash and account transfers for both incoming and outgoing payments.

Indians working abroad will now be able to send payments for either cash pickup at a postal branch, or request to send cash directly to their relatives at their doorstep. India Post will provide account-to-account international payments like the banks in India, and they also plan to provide an outbound payment service with Eurogiro members for cash receipt.

India Post is a 100% government-owned postal and financial institution, established over 150 years ago to promote postal services and small savings development in India. The strength of India Post lies in its vast network and the end-to-end rural reach it provides in retail and cash management.

The Post has a vast network of 155,035 post offices (as on 31st March 2008), and is the largest postal organisation in the world. As a result it has become a popular mechanism for last mile delivery of both private commercial and governmental services.

India Post as a retail outlet has been increasing in popularity. The rapidly changing Indian economic scenario - liberalization, globalization, and a widespread technological revolution –has given rise to the need for efficient delivery of a variety of services. The Post provides not only universal postal services, but it also serves as a useful channel for other socially significant schemes like small savings, payment of Pension, Postal Life Insurance, especially for rural India.

The Post Office Savings Bank is the oldest and largest banking institution in India. It has over 200 million savings accounts and provides deposit facilities at over 154,000 branches spread out throughout India. In addition to its current deposit based activities, it also distributes a number of investment options including mutual funds, pension funds and non-life insurance.

The country of India is the largest receiver of international remittances. The World Bank estimates that US $45 billion of remittances were received by India in 2008, compared to $27 billion in 2007. In its annual report of 2008-09, the RBI said the global economic downturn had not dampened the flow of remittances to India, owing to many factors such as depreciation of the rupee, hike in interest rate ceilings on NRI deposits and uncertainties in oil prices.

MICRO POSTAL LIFE INSURANCE WITHOUT HEALTH CHECK UP FOR RURAL PEOPLE

People living in rural parts of the country will soon be able to avail insurance cover without being subject to mandatory health check-ups as is the norm for life insurance policies.

The department of posts is set to launch a major micro life insurance policy which will no more require the insurees to disclose their present health condition or diseases at the time of buying the policy, a move aimed at expanding the coverage in rural India.

The proposed insurance scheme, which can be availed by economically weaker sections (EWS) of the society and particularly women, will provide a risk cover up to Rs 25,000, said an official in the ministry of communication and information technology. The aim is to cover around one-tenth of Indians and become one of the potent players in the Indian insurance sector by easing out the procedural formalities that precedes purchase of any life insurance scheme.

While the new scheme has been made customer friendly, the postal department will put in place system and process to address the issue of fake claims. To ensure that relaxation over disclosing the insuree’s health condition does not lead to wrong claims, the claimant has to file a death certificate issued by a government doctor on the deceased’s cause of death, the official said. If the medical report says that the insuree was suffering from any ailment that existed prior to the purchase of the insurance policy, the postal department has an option not to honour the insurance claim. The policy premium will vary according to the age of the insuree and the duration of the policy.

India Post expects to cover around 100 million Indians by the end of 2011 under the scheme, this policy is assumed to play a major role in attaining this objective. The move is a part of the initiative taken by India post to put a major thrust on its insurance services and have a strong presence in the insurance sector specially in rural areas,” the official added.

Eight million lives and a sum of Rs 40,000 crore have been insured, since the launch of rural postal life insurance scheme launched in 1995, under various policies offered by India Post under the rural postal life insurance. The department also plans to align its investment norms for life insurance policies to pump in part of its daily collections in revenue-generating instruments including stocks, a move which is likely to start from October 1, 2009.

With a huge presence in the country with around 1.55 lakh post offices, the postal department is slowly developing itself as a centre for distributing diversified services like National Rural Employment Guarantee Scheme (NREGS), life insurance and financial solutions to its customers apart from its mail delivery system

Department of Post Selected Accenture to Design and Develop New Information Technology Architecture and System


The Department of Post (DoP) has awarded a 45-month information technology (IT) modernization contract to Accenture (NYSE: ACN) to design a new enterprise IT architecture and migrate the DoP to a more efficient, reliable and user-friendly IT system.
Accenture also will advise DoP on the development of a wide-area network environment that helps connect all post offices on which various online services can run, and will study the feasibility of implementing an enterprise solution for the department’s core banking and advanced financial services.
“The technology enablers will help DoP transform itself by increasing operational performance and achieving efficiencies through “last mile” connectivity,” said Krishna G.V. Giri, who leads Accenture's Management Consulting practice within its Health & Public Service operating group in the Asia Pacific region. “Armed with greater speed, efficiency, and flexibility at DoP, the government will be much better positioned to share various social schemes, such as the Mahatma National Rural Employment Guarantee Scheme, with even the most remote citizens.”
Accenture’s work began in September with a business process re-engineering (BPR) exercise across key departments and core operations, such as mail operations, banking and advanced financial systems. Following the BPR exercise, Accenture will help select and monitor a vendor to enable the DoP to consolidate its technology infrastructure and applications.
The project is designed to help the DoP drive greater revenue and regain market share in different services and products, including bill payment, e-posts, life insurance, money transfer and banking.
According to Giri, DoP expects that the technology upgrade also will benefit citizens via speedier and more efficient banking and insurance services, track and trace abilities, and retail services. In addition, DoP will be able to compete effectively against local and international courier companies and increase revenue in the mail and logistics business.

9. Insurance - Present EDGIS rate enhanced to Rs 50 per month with insurance cover of Rs 50,000.  (The revised subscription will be effectrive from the TRCA payable for January 2010)

10.Payment of arrears

The arrears will be paid in two instalments.  40% will be paid during this financial year and 60% will be paid in the next financial year.  The first instalment of arrears should be paid before 31.10.2009. Responsibility of fixation of TRCA in the new slab rests with Divisional Superintendent of Post Office/RMS Units. In other independent units like gazetted HOs, the fixation shall be done by the Sr PM/Chief PM.  The authorities should send the statement of fixation of TRCA all GDS to the drawal and disbursing officers.

GRANT OF DEARNESS RELIEF TO CENTRAL GOVERNMENT PENSIONERS/FAMILY PENSIONERS W.E.F. 1.7.2009

CHQ NEWS LETTER DATED 17.9.2009

1. DPC for promotion to PS Group B is held up for want of few more CRs from Maharashtra, Tamilnadu and U.P Circles. Circle Secretaries may please contact Circle offices and arrange to send the remaining CRs early.
2. GDS Committee Report is coming for discussion before the Cabinet Committee today (17.9.2009) and the Committee is likely to nod its approval for implementation. Implementation orders may be issued any time within a week.
3. Central Working Committee Meeting under the Chairmanship of Shri.S.B.Mahapatra, our President was successfully held at Pushkar, Rajasthan on 01 & 02.8.09. A large number of members from 15 Circles participated in the deliberation. Minutes of the CWC is being issued separately. We submit our sincere thanks to Shri. Hari Prasad Sharma outgoing Circle Secretary Rajasthan (now promoted to Gr B) and Shir. Atma Ram ASP for their hard work and hospitality during CWC.
4. Circle Conference of Rajasthan also was held side by side at Pushkar on 02.8.09. Shri. Atma Ram ASP Ajmer R.O and Bhupendra Parashar IP(C) C.O Jaipur have been elected as Circle President and Circle Secretary respectively. We congratulate them for a successful tenure.
5. Delhi Circle will hold the next All India Conference at New Delhi during first week of April 2010. Exact dates of the Conference will be announced very soon. Reception Committee under the leadership of Shri. Roop Chand AGS, Shri. R.D.Sharma CS Delhi Circle and Shri. D.C.Sharma Secretary Reception Committee, 36th All India Conference is making elaborate arrangements for the successful conduct of the conference. Donation tickets are being despatched to all Circle Secretaries and CHQ Office bearers. All are requested to extend their full support and co-operation in raising fund the conference.
6. A new and peculiar problem has arisen in Maharashtra Circle. ASPs in Goa Region have been issued with Rotational Transfer order on completion of their normal tenure. The order was issued during May 2009. But till date the ASPs are not relieved to join their new posts on the plea that they have not achieved the BD target. Where ever we go, whether it is old post or new post targets are kept ready and waiting for us. It has become our bounden duty to achieve the target. But not relieving an IP or ASP on transfer on this ground is too much. Target can be achieved when the staff are happy. We depend on GDS to achieve any target. We cannot do business without their co-operation in the rural area. While pay and perks of regular employees have been enhanced, the poor GDS are left in lurch. Their long pending grievances regarding revision of their allowances are yet to be settled by the government. General Secretary called on DG Posts on 16.9.09 and brought this matter to the notice of DG. DG Posts was requested to settle the GDS problem first and also help to relieve the ASPs in Goa Region. DG assured to issue positive instructions to chief PMG.
7. Grade Pay of IP/ASP/PS Gr B is still pending with the Department. Some quarries have been raised by IFA. It is yet to be cleared by concerned Section. GS discussed the matter with DG Posts and Madam is in favour of our demand. GS will pursue further and exert pressure on this issue.
8. Circle Working Committee meeting of Tamil Nadu Circle will be held at Pollachi on 24th September 2009.
9. Circle Working Committee Meeting of Madhya Pradesh Circle will be held on 02 October 2009 at Hoshangabad.
10. A general body meeting has been arranged by Kerala Circle at Calicut on 03 October 2009. General Secretary will participate in the meeting.
11. Public Services International organized Workshop on “Trade Union Rights and use of ILO mechanism” at Ooty, Madurai & Thanjavur for the benefit of various trade unions of different public services in the state of Tamilnadu. From our Association 20 members participated.
12. Even after 20 years the Second Cadre Review was not implemented by the Department. A decision was taken in the CWC Pushkar to file two different Writ Petitions before Hon’ble High Court of Madras and Hon’ble High Court of Punjab and Haryana at Chandigarh by the respective Circle Branch of our Association. It is under preparation. Shri. P.R.Satyanarayanan our former President will help us.

IPO EXAMINATION 2008 RESULT - AN ANALYSIS

Directorate declared results on 18.9.2009 vide Memo No. A-34O1 3/Ol /2OO9-DE. The examination was held on 5th, 6th and 7th November 2008 and the result declared after 10 months.

As per the result, out of 207 vacancies, only 93 candidates came successful in the merit list. 114 vacancies are still available (in other Circles) and only 108 candidates are qualified in the examination.
