Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.1.2014

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent.

Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs. 11074.80 crore per annum and Rs. 12920.60 crore in the financial year 2014-15 ( i.e. for a period of 14 months from January 2014 to February 2015).
 

7th Central Pay Commission

The Union Cabinet today gave its approval to the Terms of Reference of 7thCentral Pay Commission (CPC) as follows:-

a) To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-

i. Central Government employees-industrial and non-industrial;

ii. Personnel belonging to the All India Services;

iii. Personnel of the Union Territories;

iv. Officers and employees of the Indian Audit and Accounts Department;

v. Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and

vi. Officers and employees of the Supreme Court.

b) To examine, review, evolve and recommend changes that are desirable and    feasible regarding principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as retirement benefits of personnel belonging to the Defence Forces, having regard to historical and traditional parities, with due emphasis on aspects unique to these personnel.

c) To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to Government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to complex challenges of modern administration and rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.

d) To examine the existing schemes of payment of bonus, keeping in view, among other things, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.

e) To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalization and simplification, with a view to ensuring that the pay structure is so designed as to take these into account.

f) To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).

g) To make recommendations on the above, keeping in view:

i.    the economic conditions in the country and need for fiscal prudence;

ii. the need to ensure that adequate resources are available for    developmental expenditures and welfare measures;

iii.   the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications;

iv.  the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and

v.   the best global practices and their adaptability and relevance in Indian conditions.

h) To recommend the date of effect of its recommendations on all the above.

The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised.

The decision will result in the benefit of improved pay and allowances as well as rationalization of the pay structure in case of Central Government employees and other employees included in the scope of the 7th Central Pay Commission.

Background

Central Pay Commissions are periodically constituted to go into various issues of emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.
 

Proposals of Enhancement of Retirement age and Merger of D.A may not materialize

It was learnt from the sources close to the Union Government that the proposals of Enhancement of Retirement age of Central Government Employees from 60 to 62 years and Merger of D.A to basic pay may not be materialized now before General elections. Accordingly, these two proposals have not been taken up for consideration by the union Cabinet in its meeting held on friday. But there is possibility to announce Interim Relief (I.R) before elections. 
 

Soon car manufacturers, e-commerce can use postal service : Secretary (Posts)

With traditional business dwindling, Postal Department looking for new avenues.

The Original Equipment Manufacturers (OEMs) and E-commerce companies can soon will be able to tie-up with the India Post, which spread across 1.50 lakh locations across India, to reach out to their customers/potential customers.
The India Post, is being modernised with an investment of over Rs 4,900 crore, which will bring all the Postoffices under one net and all the operations will be computerised.

On the backdrop of the declining traditional businesses, including transaction of letters and post cards, the India Post is now planning to take a new avatar, with a budgetary support of over Rs 4,900 crore from the Union Government.

“In the recent years post offices have started offering various services including courier, parcel and others as the traditional businesses of Post Offices, like letter and post cards were declining”, said the Union Finance Minister P Chidambaram, after inaugurating India Post's first ATM in the country at Chennai today.

In the interim budget the Department was allocated Rs 4,909 crore totake up various initiatives, including bringing all the post offices under the Core Banking Solution (CBS), setting up new ATMs andothers.

To a question on what kind of services the post offices can possibly offer after the complete IT transformation, Padmini Gopinath, Secretary, Postal Department said, “literally every second or third village got post office in the country. If somebody wants to buy a car and if we have tie-up with a company, we will collect the application forms so that the car company can come to know what wouldbe the market demand. How much should I produce. This is something wecan do.”

The other area could be E-commerce, the industry need some body who candeliver in rural areas. “We are ready to do, we have asked for application. We want to bring all the centres (post offices) to come on board with the technology, then we will look into it. By June it will be ready,” she said.

The Department of Posts got around 1.50 lakh post offices across the country and 80 per cent of it are in rural areas. The Department is on par with courier in one side and banks on the other sides. “Postal Department is the only one, which does both the businesses,” said Padmini Gopinath, who noted the Department got around Rs 28,000-30,000 crore deposits under its banking system.

So far about 64 lakh accounts, worth Rs 11,840 crore, were migrated to Finacle in the last two months, which represents 60 officers. It may be noted pilot-in-pilot rollout of CBS was implemented in Greams Road Post Office in Chennai on December 16, 2013. Commenting on ATM roll outs, she said, Chennai was the first one get the Department's ATM and four more ATMs are ready for operations, in Delhi and Mumbai.

The Department is proposed to install 1,000 ATMs across the country in 2014 and add another 1800 ATMs in 2015.

“We are a bank which collects small savings unlike the commercial banks,we only do savings and our customers are small people,” she said. She noted, all public and private sector banks put together there are about 50,000 locations, but post office are located across 150,000 locations and that is our USP and these Post Offices also goto bligation to reach out to the last miles across the country.

10% DA declared to all Central Govt. employees.

NEW DELHI: The Union Cabinet on Friday approved hiking dearness allowance to 100 per cent from existing 90 per cent benefiting 50 lakh employees and 30 lakh pensioners in it meeting.

The hike in DA would be effective from January 1 this year. This increase in the
dearness allowance by the UPA-2 government comes ahead of the imposition of the model code of conduct by the Election Commission.

The model code of conduct is likely to come into force with the announcement of
the schedule for the forthcoming general elections in a week or so.

This is the second double digit DA hike in a row. The government had announced a hike of 10 per cent to 90 per cent in September last year, effective from July 1, 2013.

As per practice, the government uses Consumer Price Index- Industrial Workers data of the past 12 months to arrive at a quantum for the purpose of any DA hike. Thus, the retail inflation for industrial workers between January 1 to December 31, 2013 was used to take a final call on the matter.


According to the provisional data released by government on January 31, the
retail inflation for factory workers for the month of December stood at 9.13 per
cent. The revised retail inflation data for January would be released on
February 28.

The Cabinet meeting, possibly the last before the model code of conduct comes into force for the Lok Sabha polls, is likely to take up hiking dearness allowance to 100%, ensuring Rs 1,000 as minimum monthly pension under the pension scheme run by retirement fund body EPFO, raising the retirement age from 60 to 62 years, ToR of the 7th Pay Commission etc. along with other welfare measures.

 
The cabinet will also decide on hiking dearness allowance to 100 per cent from existing 90 per cent, benefiting 50 lakh employees and 30 lakh pensioners. The hike in DA would be effective from January 1 this year.

Country's first Post Office Savings Bank ATM opened at T Nagar HO (Chennai) on 27/2/2014

        Country's First Post Office Savings Bank ATM  inaugurated by Shri P. Chidambaram, Hon'ble Union Finance Minister, Govt. of India on Thursday the 27th February 2014 at Thyagaraya Nagar Head Post Office, Shivagnanam Road, T'Nagar, Chennai,  Tamilnadu - 600017. 

        In order to meet the requirements and needs of the I.T modernization project, Infosys Core banking Solution (CBS) will be implemented across India covering all the Post offices. 
       
        Core Banking Solution (CBS) - FINACLE is networking all the Post offices which enable customers to operate their accounts and avail Account related services from any Post offices on CBS network regardless of where he/she maintains his/her account. The customer is no more the customer of a particular Post office. He becomes the Post office Savings Bank (POSB) customer. Thus CBS is a step towards enhancing customer convenience through “Anywhere and Anytime Banking”. As Finacle is integrated to all the banks in course of time, the customer can access any bank account through post office.

        Around Rs.700 crore is earmarked for this Project. Core Banking Solution(CBS) for Post office Savings Bank is being implemented throughout India. As on date, 57 Head Post offices and 11 Sub Post offices have migrated covering 64 lakh accounts.  By 31.03.2014, 700 more Post offices will be covered. All the 26,840 Post offices would be functional in CBS by 2016.

PS Gr. B Officer accepted promotion before receipt of declination memo from Directorate

Directorate vide memo No. 11-01/2014-SPG dated 17/2/2014 accepted the declination of PS Gr. B promotion of Shri Pramod Kumar Nanda (Odisha) allotted to Assam Circle under memo No. 9-33/2013-SPG dated 10.10.2013. But before issue of declination order the said Shri Pramod Kumar Nanda has accepted PS Gr. B promotion and joined as SPOs, Tejpur Division (Assam Circle).

Recruitment Rules of PS Gr. B cadre delayed for want of creation memos....updates!!!

Dear Members,

All members, Circle Secretaries and CHQ Office Bearers were made aware about the preparation of Revised Recruitment Rules of PS Gr. B cadre by the Directorate through appeal dated 15th February 2014.
 
It was already informed to all members, Circle Secretaries, CHQ Office Bearers that this issue was discussed at length in subject committee meeting held during AIC Ahmedabad in which General Secretary explained the present position in detailed and requested to all delegates, visitors and Circle Secretaries who attended AIC to search/find out creation memos of PS Gr. B cadre since 1993 at their Divisional Office / Regional Office and Circle Office, as 56 creation memos of PS Gr. B posts are not readily available at Directorate and Nodal Ministry has demanded these for extending approval for amendment of Recruitment Rules of PS Gr. B cadre. Actually 76 PS Gr. B cadre posts were created during 1993 to 1996 by downgrading some JTS/STS posts and out of these, 20 posts creation memos are available at Directorate. At AIC everybody has assured that after returning to their headquarters they will make efforts to search out the memo and will inform to GS or concerned CS.

It was requested to each and every member of this Association on 15/2/2014 through this blog to examine the establishment register at their office (i.e.DO/RO/CO/Fgn Post/CSD/RSD/PSD) within 2 to 3 days and intimate the details of PS Gr. B post created in their unit/office since 1993 to General Secretary by email, as this issue is vital one othewise we will lose some PS Gr. B posts. Hon'ble CAT Chandigarh Bench (In OA 1328/HP/2011 & 135/HP/2011) also directed Department to submit the progress made in revision of Recruitment Rules of PS Gr. B cadre. On the request of Learned Counsel on behalf of Department, matter has now been posted to 05.03.2014 for submission of progress report.
 
But as on date GS has received the information only from Circle Secretaties of HP, Kerala and Odisha Circles. This clearly shows that our members are not interested for preparation revised RRs of PS Gr. B / not reduce the share of General Line officials in PS Gr. B examination / Sr. PM examination.

7th CPC Terms of Reference – Cabinet likely to accept this week..!

The Cabinet is likely to set the terms of reference of the 7th Pay Commission this week, paving the way for salary revision of over 50 lakh central government employees.
 
The matter will be finalised at the proposed meeting as the government wants to settle the matter before model code of conducts are notified ahead of the general election, scheduled in April-May this year.
