Plastic or PVC Aadhaar Smart Card is not usable: UIDAI
The
Unique Identification Authority of India (UIDAI) said today in a statement that
the Plastic or PVC Aadhaar smart cards are often not usable as the QR code
commonly becomes dysfunctional during such unauthorised printing at some
vendor/shop. Also, there could be a possibility of sharing Aadhaar details
(personal sensitive demographic information) without informed consent with some
devious elements.
UIDAI reiterated that Aadhaar letter or its cutaway portion or downloaded versions of Aadhaar on ordinary paper or mAadhaar are perfectly valid and people should not yearn for the so-called Aadhaar smart card as it may make them fall to the ploys of some unscrupulous elements who are printing Aadhaar on a plastic/PVC sheet and charging anywhere between Rs.50 to Rs.300 or more.
UIDAI has asked people to keep away from such elements/shops/vendors. Dr. Ajay Bhushan Pandey, CEO, UIDAI said, “So-called Aadhaar Smart card is totally unnecessary and a waste as during such printing its QR code often becomes dysfunctional. The Aadhaar card or the downloaded Aadhaar card printed on ordinary paper or mAadhaar is perfectly valid for all kind of uses.”
“If a person has a paper Aadhaar card, there is absolutely no need to get his/her Aadhaar card laminated or obtain a plastic Aadhaar card or so called smart Aadhaar card by paying money. There is no concept such as smart or plastic Aadhaar card”, added Dr. Pandey.
In case a person loses his Aadhaar card, he can download his Aadhaar card free of cost from https://eaadhaar.uidai.gov.in. The print out of the downloaded Aadhaar card, even in black and white form, is as valid as the original Aadhaar letter sent by UIDAI. There is absolutely no need to print it on plastic/PVC card or get it laminated.
CEO, UIDAI advised people to be watchful for the protection of their privacy and recommended not to share their Aadhaar number or personal details to unauthorized agencies for getting it laminated, or printed on plastic card.
UIDAI has cautioned unauthorized Agencies not to collect Aadhaar information from general public for printing of Aadhaar card as collecting such information or unauthorized printing of Aadhaar card or aiding such persons in any manner amounts to a criminal offence punishable with imprisonment under Indian Penal Code and Aadhaar Act, 2016.

Deadline for PAN-Aadhaar linkage extended to March 31, 2018
NEW
DELHI: The government on Friday extended the deadline for mandatory linking
of PAN with Aadhaar by three months to March 31, 2018.
This is the third extension given by the government to individuals to link the Permanent Account Number (PAN) with the biometric ID.
The Centre had already informed the Supreme Court that it is willing to extend till March 31 the deadline fixed for mandatory linking of Aadhaar to avail various services and welfare schemes.
"It has come to notice that some of the taxpayers have not yet completed the linking of PAN with Aadhaar.
"Therefore, to facilitate the process of linking, it has been decided to further extend the time for linking of Aadhaar with PAN till March 31, 2018," the finance ministry said.
As of November, 13.28 crore out of 33 crore PANs have been linked to the 12-digit biometric identifier Aadhaar.
This year, the government made quoting of Aadhaar mandatory for filing income tax returns (ITRs) as well as obtaining a new PAN.
Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities.
The government had in August extended by four months the deadline for linking PAN with Aadhaar till December 31, pending the Supreme Court verdict.
The
Supreme Court is hearing petitions challenging the government's decision on
Aadhaar.
The
apex court has said it may consider setting up of a constitution bench to hear
pleas challenging the Centre's move to make Aadhaar card mandatory for availing
various services and benefits of welfare schemes.
The
deadline for linking PAN with Aadhaar previously was July 31 but was extended
to August 31 and later to December 31, 2017.

How we can increase Aadhar seeding in DOP Finacle ?
Suggestion
:
1.
In "CCRC" we have to put Adhar then we can go, &
pan+mobile+address+sign+ automatically feed. As all are interlinked.
2.for
existing customer in every menu(ctm, crdp, cpdtm & account opening menus)
there should be 3 additional field
a)
adhar
b) pan, c) mobile
Example
:customer came for deposit then we invoke 'CTM'. Then we put account no. System
will check & if any thing missing with respective cif it will ask to put
that details. For joint account it will check both cif.
This
it will definitely help a lot, & we will be able to update maximum by this.

Linking your bank account with Aadhaar is mandatory, here's what happens if you don't
Turns
out you have to link your bank account with Aadhaar after all. The Reserve Bank
of India on Saturday stepped in to strike down news reports that claimed,
quoting an RTI reply, it was not necessary to link the 12-digit biometric
identification number with bank accounts, saying the directive remained in
force under anti-money laundering rules.
So,
the December 31 deadline stays put for now. "The Reserve Bank clarifies
that, in applicable cases, linkage of Aadhaar number to bank account is
mandatory under the Prevention of Money-laundering (Maintenance of Records)
Second Amendment Rules, 2017 published in the Official Gazette on June 1,
2017," the central bank said a notification.
Earlier
this year, the government had made it mandatory to link bank accounts with
Aadhaar. Accounts that are not linked will cease to become operational, it
said.
To
comply with the finance ministry directive, banks have already started asking
for Aadhaar while opening new accounts and have been giving constant reminders
to those who still haven't linked their accounts with the number.
So
considering that the rule to make Aadhaar mandatory for opening new accounts
has already been enforced by banks, it would appear that as per current
situation, existing account holders will not be given an exemption. Hence, if
the government has its way, bank accounts not linked to Aadhaar will cease
to become operational. Blocking of one's savings account will obviously lead to
huge inconvenience and may well put a stop to your financial life. You don't
want to stuck in a situation where your salary is not getting credited to your
bank account, you cannot withdraw cash at ATMs, or even swipe your card.
So
make sure you seed your bank account with Aadhaar before the December 31
deadline.
What
happens if I don't and my account gets cancelled?
Well,
you can re-activate your account by submitting the required documents and
linking it with Aadhaar. According to the finance ministry directive,
"Provided that in case client already having an account based relationship
with reporting entities prior to date of this notification fails to submit the
Aadhaar number and Permanent Account Number by 31st December, 2017, the
said account shall cease to be operational till the time the Aadhaar number and
Permanent Account Number is submitted by the client." However, there is no
mention on how long it will take to retrieve your bank account once it becomes
inoperable.
Here's
a step-by-step guide to check whether your Aadhaar has been linked with your
bank account.
1. Visit
the Aadhaar website - www.uidai.gov.in
2. Click
on 'Check Aadhaar & Bank Account Linking Status'
3. Enter
your Aadhaar number and security code. Once submitted, an OTP will be sent to
your mobile number registered in the Aadhaar database.
4. Enter
the OTP and click on 'Login'
5. On
successful login, the website shows whether your Aadhaar number is successfully
mapped or not.
You
can also check using your mobile phone.
1. Dial
*99*99*1# 2.
Enter
your 12 digit Aadhaar number
3. Confirm
that the digits entered by you is correct
4. On
confirmation, it will show you the bank account linked with Aadhaar
Points
to remember
1. It
will only show you the last bank account that has been linked with your
Aadhaar.
2. If
you have multiple bank accounts, you will have to check the status of the same
with the bank.
3. You
will be able to use this service only if your mobile number is linked to your
Aadhaar.
Exemption
has been given only to small accounts
Not
all types of bank accounts will become un-operational if they are not linked
with Aadhaar before the deadline. Small accounts are exempt from this directive
as these can be opened even without Aadhaar.

is not a mandatory field in employee information records, due to which
Aadhaar seeding may be low. it was discussed that if the employee data on E13

very low in this case, and the Department may undertake necessary actions to
expedite the same to achieve 100% seeding by December 31, 2017. It was
further suggested that all PPF accounts and CIF numbers may be linked
with Aadhaar and the Department may share its suggestions on establishing
a common repository of all PPF accounts using Aadhaar as the identifier.
6. Deputy Director, M/o Labour & Employment stated the Universal Account Number (UAN) provides portability for the employees covered under EPF. It was informed that 14 crore out of 4 crore active subscribers’ records have been seeded with Aadhaar. It was discussed that this will enable portability of EPF accounts when the details of Bank Account, Aadhaar and PAN are seeded in UAN database of the employees and are verified by employer on change of job. It was suggested that Aadhaar seeding of all may be taken up priority.

Mandating Aadhaar linkage to PAN cards

Press Information Bureau
Government of India
Ministry of Finance
01-August-2017 17:46 IST
Mandating Aadhaar linkage to PAN
cards
Permanent
Account Number (PAN) is the key identifier of taxable entity and aggregator of
all financial transactions undertaken by one person. One PAN for one person is
the guiding principle for allotment of PAN. However, for achieving the
objective of one PAN to one assessee it is required to maintain uniqueness of
PAN. The uniqueness of PAN is achieved by conducting a de-duplication check on
all already existing allotted PAN against the data furnished by new applicant.
Under the existing system of PAN only demographic data is captured. Some
instances are found where multiple PANs have been allotted to one person or one
PAN has been allotted to multiple persons despite the application of
de-duplication process based on demographic data. Linkage of Aadhaar number
into PAN database will allow a robust way of de-duplication as Aadhaar number
is based on biometric attributes of finger prints and iris images. Further
seeding of Aadhaar will allow the Income-tax Department to weed out any
undetected duplicate PANs. It will also facilitate resolution of cases of one
PAN allotted to multiple persons.
As
on 27.7.2017, 11,44,211 PANs have been identified and deleted or de-activated
in cases where multiple PANs were found allotted to one person. Similarly, as
on 27.7.2017, 1,566 PANs have been identified as ‘Fake’ which were allotted to
either non-existent person or in the names of persons with false identities. In
this regard, the PAN service provider carries out onsite verification of PAN
applications to verify identity and addresses of the applicant and share the
report of such verification to the concerned Assessing Officer. On receipt of
such report the assessing officer also conducts enquires and mark the PAN as
“Fake”. If information of allotment of more than one PAN is received, the
facility to delete or de-activate the PAN is available with the Assessing
Officer through application software. Further, during 2004 to 2007, an exercise
for de-duplication of PAN was conducted in the Department to identify probable duplicate
PANs, which were consequently deleted or de-activated by the concerned
assessing officers after examinations.
This
was stated by Shri Santosh Kumar Gangwar, Minister of State for Finance in
written reply to a question in Rajya Sabha today.
Deadline for Aadhaar-PAN linking extended till August 31
The
government on Monday notified that it has extended the deadline for
linking Aadhaar with PAN (Permanent
Account Number). The last date for the linking has now been finalised for
August 31. The Central Board of Direct Taxes (CBDT) also said that
the Income
Tax Returns (ITRs) will be processed only after the linking has been
completed.
In a series of tweets from its verified handle, the Finance Ministry clarified that for e-filing of ITR, it is sufficient to quote Aadhaar or acknowledgement number but the linking needs to be completed before August 31.
Govt
decided for e-filing return,it is sufficient to quote Aadhaar or
acknowledgement No. for having applied for Aadhaar in e-filing website
Actual
linking of PAN with Aadhaar can be done subsequently, but any time before 31st
August, 2017.
However,
the returns will not be processed until the linkage of Aadhaar with PAN is
done.
Earlier, in a last minute decision, the government on Monday also extended the deadline for filing Income Tax Returns (ITRs) till August 5.
The
official twitter handle of the tax department said the move was made "in
view of difficulties faced by taxpayers."
A senior official of the department said the decision to extend the deadline was taken after a meeting of the revenue department and the Central Board of Direct Taxes (CBDT) was held in the finance ministry on Monday.
Section
139AA of the I-T Act has made it mandatory to quote the Aadhaar number or the
application number for I-T returns filed on or after July 1 this year. On June
9, the Supreme Court upheld this.
Those
without an Aadhaar or its application number are in a spot, as taxpayers with
an income of above Rs 5 lakh have to mandatorily file their I-T returns online.
The government has said linking of Aadhaar with PAN was an effective anti-evasion measure and had helped weed out bogus PAN cards.

Aadhaar-PAN linking can be done till August 31
The
Central Board of Direct Taxes on Monday extended the linking of Aadhaar with
PAN (Permanent Account Number) till August 31.
The
income tax returns will be processed after the Aadhar-PAN linking, a release
said.
Under
pressure to push back the July 31 deadline for filing income tax returns due to
the inability of the online server to handle the traffic on the last day, the
Income Tax Department on Monday announced the extension of the deadline to
August 5.
“There
are some complaints that the taxpayers are not being able to log on to the
e-filing website of Income Tax Department or not being able to link Aadhaar
with PAN because of different names reflected in PAN and Aadhaar database,” the
Finance Ministry said in a statement. “While technical snags have been removed
already, the main reason for failure of people to log in is because of last
minute rush and panic in which those who have already logged in want to
continue for the entire period for fear of losing it.”
In
order to ease this situation, the government has decided to extend the return
filing deadline by five days to August 5.
“For
the purpose of e-filing return, it would be sufficient as of now to quote
Aadhaar or acknowledgement number for having applied for Aadhaar in e-filing
website,” the statement added. “The actual linking of PAN with Aadhaar can be
done subsequently, but any time before August 31, 2017. However, the returns
will not be processed until the linkage of Aadhaar with PAN is done.”
A
senior official of the department said the decision to extend the deadline
ending today was taken after a meeting of the revenue department and the
Central Board of Direct Taxes (CBDT) was held in the Finance Ministry on
Monday.
The
department, till Sunday, had maintained that no extension would be given as
already over 2 crore returns have been received and no major glitches on the
portal had been detected.
But,
the situation changed on Monday and the extension was declared.
This
time, the linking of the Aadhaar number with the PAN (Permanent Account Number)
of a taxpayer has been made mandatory for filing of an ITR, beginning July 1.
The
department has also asked taxpayers to declare cash deposits made in bank
accounts aggregating to ₹2 lakh or more, post demonetisation between November
9-December 30 last year, in the ITRs.
The
ITRs to be filed by July 31 pertain to 2016-17 fiscal or assessment year
2017-18.

Linking Aadhaar and PAN is not mandatory for all. Read who all are exempt
It
has now become mandatory for you to link your PAN with Aadhaar with effect from
July 1, 2017, as per the income tax laws. However, the government has exempted
certain class of individuals from linking these two documents subject to
certain conditions.
Even
before the Supreme Court Judgement was announced upholding the legality of section
139AA, the Central Board of Direct Taxes (CBDT) had, in its notification dated
May 11, 2017 clarified the categories of individuals who are exempted from
compulsorily linking their PAN with Aadhaar by exempting them from the purview
of Section 139AA of the Income Tax Act.
CBDT
has notified that Section 139AA of the Income Tax Act is not applicable to the
following individuals:
(i)
Those categorised as Non-resident Indians as per the Income Tax Laws
(ii)
Not a citizen of India
(iii)
Is of age 80 years or more at any time during the tax year
(iv)
Residents of the states of Assam, Meghalaya and Jammu and Kashmir
The
above mentioned categories of Individuals are exempted from the purview of
section 139AA i.e. exempted from compulsory linking of PAN and Aadhaar, only if
they do not possess Aadhaar or Aadhaar Enrolment ID.
The
newly introduced section 139AA of the Income Tax Act states that every person
who has been allotted PAN as on July 1, 2017 and who is eligible to obtain
Aadhaar Number shall intimate the same to the tax authorities. The PAN of those
who fail to do so will become invalid on a date to be notified later by the
department.
The
Aadhaar (Target Delivery of Financial and Other Subsidies, Benefits and
Services) Act, 2016 states that every resident shall be entitled to obtain
Aadhaar number by submitting his demographic and biometric information by
undergoing the process of enrolment. The Act has also defined the eligibility
conditions for Aadhaar.
The
CBDT, after the SC judgment on the matter, in its press release dated June 10,
2017 has clarified that every person, who possesses both PAN and
Aadhaar/Aadhaar Enrolment ID, should intimate the same to the Income Tax
department by linking these two as mandated by the tax laws. This requirement
applies irrespective of whether the individuals file tax returns or not.
As
per CBDT, the judgement has given partial relief to those who do not have
Aadhaar and do not wish to obtain Aadhaar for the time being, that their PAN
will not be cancelled so that other consequences under the Income Tax Act for
failing to quote PAN may not arise.

What
if You Fail to Link
The
first impact is that you will not be able to file your ITR after July 1 2017,
if you fail to link your Aadhaar with PAN. Secondly, if you do not link or fail
to link your Aadhaar card with your PAN card, then your PAN card might be
rendered invalid by December 2017.
Currently,
99% adult population in India is enrolled with Aadhaar and the government deems
it possible that every adult will be covered by the end of 2017.
What
If You Don’t have an Aadhaar Card
You
can apply for the Aadhaar card and provide the application number as a document
proving that you’ve applied for one.
Those
who are not able to link their Aadhaar and PAN cards by July 1 will have the
option to mention the UIDAI-provided number in the e-ITR and this will be
considered a valid linking of the two unique numbers, a senior Income Tax
Department
official told PTI.
A
number of queries and doubts have risen on the issue of Aadhaar-PAN linking in
the wake of the government making it clear that Aadhaar will be a “must” for
filing ITRs and obtaining a new PAN from July 1.

SC refuses interim order agst Centre's notification on Aadhaar
New Delhi, Jun 27 (PTI) The
Supreme Court today refused to pass any interim order against the Centre's
notification making Aadhaar mandatory for availing benefits of various social
welfare schemes.
A vacation bench of Justices A M Khanwilkar and Navin Sinha said that no interim order can be passed at this stage on the "mere apprehension" of petitioners that government may deprive people from availing benefits of various social welfare schemes due to lack of Aadhaar.
The bench referred to the June 9 judgement passed by the apex court in which it had upheld the validity of an Income Tax Act provision making Aadhaar mandatory for allotment of PAN cards and filing of tax returns, but had put a partial stay on its implementation till a Constitution bench addressed the issue of right to privacy.
The bench said, "In view of the observations made in the judgement in Para 90 of the case... decided on June 9, no further observation is required."
During the hearing, Additional Solicitor General Tushar Mehta told the bench that the Centre has extended the June 30 deadline to September 30 for those who do not have Aadhaar and are availing the benefits of various social welfare schemes.
Senior advocate Shyam Divan, appearing for petitioners, told the court that the Centre should be directed not to deprive any person of the benefits of social welfare schemes which he/she is enjoying now due to lack of Aadhaar.
"No interim order can be passed in mandamus on mere apprehensions. You have to wait for one week. If somebody is deprived (of the benefits) you can point out the same to this court," the bench told Divan and posted the matter for further hearing on July 7.
The apex court was hearing three separate petitions challenging government's notification making Aadhaar mandatory for availing benefits of various social welfare schemes.
The Centre had on June 9 told the apex court that around 95.10 per cent of the entire population has voluntarily registered for Aadhaar and apprehension of "large-scale exclusion" of citizens from government benefits due to lack of unique number was "misplaced" and "unfounded".
The government, in its counter affidavit filed in response to several petitions opposing the scheme, had quoted a World Bank 2016 report, which said if Aadhaar was applied to all social programmes and welfare distribution, it would save the government USD 11 billion annually.
The Centre had said that in 2014-16, the government's savings through Direct Benefit Transfer Scheme on account of Aadhaar was Rs 49,560 crore.
It had said though the notification requires people to enroll for Aadhaar by June 30, those who are unable to get themselves enrolled due to lack of facilities, can give their contact details and would be registered later.
The UIDAI had said when Aadhaar has been adopted by several authorities in pursuant to directions by the apex court and as per legislative amendments by the Parliament, the court ought not to entertain applications seeking interim stay of notifications passed in pursuance to the Aadhaar Act 2016, as it would stall and interfere with the governance.
The Centre had on May 19, refused to extend the June 30 deadline for making Aadhaar mandatory for availing social scheme benefits.
Attorney General Mukul Rohatgi had said "there is no question" of extending it and added that the idea behind making Aadhaar mandatory for welfare schemes was that the benefit should not go to "ghosts" as was noticed in schemes like the public distribution system (PDS).
Earlier, the apex court had passed a slew of orders asking the government and its agencies not to make Aadhaar mandatory for extending benefits of their welfare schemes.
The apex court, however, had allowed the Centre to seek Aadhaar card voluntarily from citizens fro extending benefits of schemes like LPG subsidy, Jan Dhan scheme and Public Distribution System etc.
