Subject: – Opening of CGHS Wellness Centre (Allopathic) at Varanasi

This is for information of all eligible Central Govt. employees/ Central Govt. Pensioners, ex-MPs and other eligible stakeholders that a Central Government Health Scheme (CGHS) Wellness Centre has started functioning at Type -III Govt. Quarters 98-100 at Kendriya Colony, Bada Lapur, Sindhoura Road, Chandmari, Varanasi from 19th February, 2019 to provide comprehensive medical facilities.

Opening of CGHS Wellness Centre at Varanasi
The CGHS Wellness Centre (1) at Varanasi shall cover all eligible Central Govt. Employees residing within 5 km radius of the Wellness Centre and eligible pensioners and ex-MPs, etc., living in and around Varanasi as per CGHS guidelines.

The CGHS beneficiaries shall be able to avail the CGHS facilities through the Wellness Centre from 07.30 a.m. to 02.00 p.m. on all days, except Sundays and Gazzetted holidays.

The CGHS wellness Centre shall be under the administrative control of Addl Director, CGHS, Allahabad (Tel No 0532-256 0578).

Linking of Aadhar Number to Beneficiary Number has been made compulsory and all the CGHS beneficiaries are advised to link their Aadhar Number before 31st March 2018.

How to Link Aadhar with CGHS

(I) Through CMO-In charge’s Module – Beneficiary can visit CMO-Incharge of his/her CGHS Wellness Centre with AADHAR Card to get his her and family members’ AADHAR Number linked to CGHS Beneficiary Number. or

(II) Registration of AADHAR Number by beneficiary himself/herself – the following steps are to be followed:

a. Log on to cghs.nic.in

b. Click – ‘Beneficiary Login’

c. Sign in with Ben ID and Password, if you are already registered.

d. If not registered Click Generate Password and follow instructions to obtain OTP on your registered Mobile Number

e. After signing in with Ben ID and Password. click ‘update AADHAR No’

f. Enter AADHAR Numbers for all family members and save.

Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.10.2017 to 31.12.2017.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.10.2017 to 31.12.2017, as worked out by IRDA based on the interest rate of 7.8% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(1)-B(PD)/2017 dated 23.10.2017, are enclosed.

2.The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3.While these orders are in respect of Table of Benefits for the period from 01.10.2017 to 31.12.2017, the Tables already issued for the quarters from 1.1.2017 to 31.3.2017, from 1.4.2017 to 30.6.2017 and from 01.07.2017 to 30.09.2017 are also reproduced for the sake of convenience and consolidation.

4.In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller & Auditor General of India.

Sub: Online Appointment System for CGHS beneficiaries

For the convenience of CGHS beneficiaries and with an objective of reducing the waiting time at the Wellness Centers, CGHS is pleased to announce a new initiative of booking online appointments. Existing beneficiaries can now book an appointment for Medical Officer or, Specialist consultation online. The steps involved in booking an appointment online are given below

Online Appointment by Beneficiary himself

1 Visit the website cghs.nic.in

2 Click on the option “Book Appointment” available on RHS of the screen

3 Enter beneficiary ID and click on “Generate OTP".

4 An OTP (One Time Password) will be sent on registered mobile no. of the beneficiary or to the main card holder’s mobile if that is the only registered number.

5 Enter OTP and click on "Proceed".

6 Beneficiary details are displayed on screen. Click on “Proceed” button if the details displayed on screen are correct otherwise click on “NOT YOU”. In that case login again and proceed as above.

7 Select Specialty, Dispensary, Doctor as per your choice and click on “Proceed” button. A beneficiary can select a GDMO (General Duty Medical Officer) or a Specialist of any of the CGHS wellness centre for appointment.

8 A calendar is displayed to choose a date that has the availability of appointment for the selected doctor. Select date for appointment.

9 On selecting date, top of the screen shows the slot timings and the appointments available. A beneficiary can choose the desired slot.

10 Click on “Proceed to Book Appointment”. One can go back and make changes by using the ‘Change the Specialty’ button.

11 On clicking the button “Proceed to Book Appointment", beneficiary details and the appointment details are displayed on the screen for confirmation.

12 Click on the option “Confirm to Book Appointment”, Confirmation status page is displayed. One can print the confirmation slip, or book another appointment. System would also send an SMS to registered mobile number.

13 Appointment for the GDMO can be taken within 72 hours of date of appointment whereas appointment for the Specialist can be taken within 1 month of date of appointment. Online appointment cannot be made for th e same day/date. (This window period may change depending upon the decisions taken from time to time)

14 If a self registered patient arrives at the indicative time slot and by that time his “Q" number has already passed, he will be called as very next patient, barring emergencies. However, if the indicative time slot has passed beyond half an hour then he will have to get fresh registration from WC registration counter.

15 If patient fails to turn up on appointed time thrice in a row the facility for him may be blocked for a month.

For walk in patients who directly visit the center without a prion self booked appointment, the facility of online registration at the registration counter of Wellness Center is available.

The introduction of this facility may be given due publicity by all Wellness Center in-charges.

Expanding CGHS Network

 Expanding CGHS Network

The criteria fixed for setting up a Central Government Health Scheme (CGHS) dispensary in a particular area is as under:-

(i) In an existing CGHS city:- For opening of a new Allopathic CGHS dispensary in an existing CGHS city, there has to be a minimum of 2000 Card holders (serving employees of Central Government and Central Civil pensioners).

(ii) Extension of CGHS to a new City:- For extension of CGHS to a new city, there has to be a minimum of 6,000 Card holders.

As the resources under CGHS are fully committed, it is not possible at present to extend CGHS network to areas that are presently not covered even with the existing criteria.

The Health Minister, Shri J P Nadda stated this in a written reply in the Rajya Sabha here today.

“A significant steps towards Digital India and for easy access of health services to the common man”: Shri J P Nadda


Shri J P Nadda, Union Minister of Health and Family Welfare launched two major Digital initiatives to provide easy access to health services to the public: GIS-enabled HMIS application and the self-printing of e-CGHS cards, here today. Launching these initiatives of the Health Ministry, the Union Minister stated that the Health Ministry remains committed to strengthening public health systems and providing user-friendly health services in the country. He further stated that that this will provide a tremendous opportunity to further strengthen and enhance the reach of key interventions.

Terming these as significant and forward looking steps contributing to Digital India, Shri J P Nadda said: “The initiative will not only monitor the performance and quality of the health services being provided under the NHM, but will also provide effective healthcare to the rural population throughout the country”. The GIS-enabled HMIS services will provide comprehensive data on a GIS platform on 1.6 lakh Government Health facilities spread across the country. The project has been developed with the objective of enabling the effective usage of the HMIS application, enhancing analytical capabilities of States/UTs and providing a geographical display of HMIS data using GIS. The application also has scope of incorporating map layers of roads and water bodies which will provide comprehensive information regarding health facilities and disease vulnerable areas of the country. At present, the application is available in login domain of HMIS portal. It is planned to put it in public domain in near future. Moreover, the mapping provides data only on public health facilities presently, which shall soon be expanded to cover private facilities also, the Union Minister informed.

Health Management Information System (HMIS) is a web-based monitoring system that has been put in place by Ministry of Health & Family Welfare (MoHFW) to monitor its health programmes and provide key inputs for policy formulation and interventions. It was launched during October, 2008 with uploading of district consolidated figures. To make HMIS more robust and effective and in order to facilitate local level monitoring, “facility based reporting” was initiated since April, 2011. At present, 1.94 lakh health facilities (across all States/UTs) are uploading facility wise data on monthly basis on HMIS web portal. Data are presently being made available to various stakeholders in the form of standard & customized reports, factsheets, score- cards etc. HMIS data are widely used by the Ministry and States for policy planning, monitoring and supervision purpose.

The Union Health Minister, while launching the self-printing of the E-CGHS card, stated that this will provide ease and access to all those beneficiaries such as the pensioners who may find it difficult to go to the CGHS centres for renewal, and in the event of loss/misplacement of the card. As this can be printed from any location once the process of application based on authentic documents has been approved, this enables easy reprinting by the beneficiary himself/herself. The beneficiary can access this facility by visiting the CGHS portal at cghs.nic.in where simple steps for this have been enumerated.

Also present at the meeting were Shri B P Sharma, Secretary (HFW), and senior officers of the Health Ministry.

Fixed Medical Allowance (FMA) for Pensioners.

CGHS facility is meant for the serving Central Govt employees and pensioners residing in specified areas. Fixed Medical Allowance is granted to pensioners living in non-CGHS areas

FIXED MEDICAL ALLOWANCE (FMA)

1) What is the medical allowance for pensioners?

Fixed medical allowance @ Rs.500/- is granted to the pensioners residing in areas not covered by CGHS, if they are not using CGHS facility for OPD treatment from a CGHS dispensary in the nearest city. The pensioners living in cosmopolitan cities not covered by CGHS dispensary are also eligible on production of a certificate to that effect.

2) Are the Government Employees who have not applied for CGHS card in spite of residing in areas covered by CGHS, also eligible for Fixed Medical Allowance?

The CGHS facility is meant for the serving Central Govt employees and pensioners residing in specified areas. Fixed Medical Allowance is granted to pensioners living in non-CGHS areas, for the CGHS facilities not available to them. The pensioners residing in CGHS areas cannot opt out of CGHS and avail any other medical facility (i.e. Fixed Medical Allowance). Therefore, such pensioners, if they do not choose to avail CGHS facility by depositing the required contributions, cannot be granted Fixed Medical Allowance in lieu of CGHS.

3) In the case of those Pensioners who are in receipt of two pensions viz., service pension and family pension OR military pension and another civil pension to which category of pension, medical allowance shall be allocated.

If any pensioner or family pensioner receives two pensions, only single medical allowance is admissible, if he/she does not avail of the medical facilities provided by the respective organizations As regards, pensioner who gets both military pension and civil pension, if the pensioner avails of the medical facilities provided by one of the civil or military organisations, he is not entitled to medical allowance and if he does not avail medical facilities from any of the organizations, he is entitled to medical allowances for only one of the two pensions.

Sub: Delegation of powers to Heads of Offices for treatment availed in emergency circumstances- relaxation of rules regarding.

The undersigned is directed to refer to this Ministry’s OM No. 5.12020/4/97-CGHS (P) dated 27/12/2006 and OM No. 5.14025/01/2014-MS dated 5/6/2014 vide which powers were delegated to the Head of Departments (HODs) to decide the cases of medical claims in respect of treatment obtained in emergency at private hospital/private nursing home/private clinics, subject to item-wise ceiling prescribed under CGHS/CS (MA) rules, 1944, irrespective of the financial limit on the total amount to be reimbursed.

2. The matter has been examined in this Ministry. In view of undue hardships being faced by the employees whose offices are located in far flung areas and whose HoD are at New Delhi or at any other place far away from the respective offices, if has been decided to further delegate the powers as follows:

“The Heads of Office not below the rank of Joint Secretary to the Govt.of India may decide the cases of medical claims in respect of treatment obtained in emergency at private hospital/private nursing home/private clinics, as per the item-wise ceiling prescribed under CGHS/CS (MA) rules, 1944, subject to an overall limit of Rs. 2 lakhs per case".

3. Other contents of OM No. 5.12020/4/97-CGHS (P) dated 27/12/2006 and OM No. S.14025/01/2014-MS dated 5/6/2014 will remain unchanged.

4. This issues with the approval of Additional Secretary & Director General, CGHS and shall be effective from the date of its issue.
