DPC for JTS Gr. A cadre

It is learnt that file is already submitted to UPSC. The queries raised by UPSC is said to be complied. Now the date for holding of meeting is awaited from UPSC.

 

DPC : JTS Gr. A for the year 2016-17 updates.....

In response to RTI application dated 26-9-2017 made by Mr. Jayantha Kumar M. of Karnataka, reply given by Directorate under Memo No. 24-71/2017-SPG dated 25-10-2017 is as under. 

1) Last JTS Gr. A DPC was held on 17-12-2015 for 36 vacancies. 

2) 12 IPoS candidates joined in JTS Gr. A cadre against the vacancies of 2016 and they are undergoing required training at RAKNPA Ghaziabad.

3) 23 vacancies for promotion through DPC for JTS Gr. A cadre are declared for the year 2016-17. Vacancies for the year 2017-18 are not calculated. 

4) JTS Gr. A DPC is pending in view of non finalization of matter of reservation in promotion and treatment of SC/ST candidates promoted on their own merit in CP (C) No. 314/2016 in SLP (C) No. 4831/2012-Samta Andolan Samiti through its President Vs Sanjay Kothari & others.

File is said to be still in Directorate.

File is still in the Postal Directorate. Very less vacancies are said to be calculated.

Due to some technical problem, JTS DPC file is still lying in Directorate. Directorate staff is working on it and trying to resolve the issue at the earliest and thereafter file is likely to be submitted to UPSC for convening date for holding of DPC.

It has been reported by Circle Secretary West Bengal Circle that the required documents related to S/Shri Amit Lahiri and Bidhan Chandra Das sent to Postal Directorate on 17/6/2016 through CPMG Dak. Now, documents of Shri Sher Singh Bisht (Uttarakhand/Haryana) is required at Directorate.

 

It is once again requested to CS Uttarakhanad and Haryana Circle to arrange for submission of following documents of Shri Sher Singh Bisht to Directorate immediately and send report to GS.

It is learnt from Directorate on 18/5/2016 that due non receipt of following officers APARs and other requisite documents mentioned against their names, DPC for promotion to the cadre of JTS Gr. A for the vacancy year 2016-17 is delayed. The vacancies will be between 30 to 36.

 Two more officers APARs from Tamil Nadu Circle are also required at Directorate.

The members and officers working in above circles are once again requested to ascertain the reason for non submission of the required documents by the circles to Directorate and ask the concerned CPMG to take action against the erring staff/officer, as due to them only the DPC is delayed for more than 2 months. No. of emails have already been sent to these circles by SPG division of Directorate, besides telephonic conversion with concerned officers. 

DPC updates : JTS Gr. A for the vacancy year 2016-17

Required information is said to be not received from Bihar / Delhi / Tamil Nadu / UP and Uttarakhand Circle at Directorate to convene the DPC for promotion to the cadre of JTS Gr. A for the year 2016-17. 

Members of these circles are once again requested to persue the issue with their circle administration and ensure submission of requisite documents / APARs of following officers to Directorate. If JTS DPC is delayed, then automatically DPC for the promotion to the cadre of PS Gr. B for the year 2016-17 would be delayed. 

DPC updates : JTS Gr. A for the vacancy year 2016-17

1) Shri Pramod Kumar Gupta (Rajasthan) : No Report Certificate (NRC) again submitted to Directorate on 04-05-2016 by Rajasthan Circle. 

2) Shri M. Shivaraj (Rajasthan) : During the period from 2011-12 and 2012-13, officer worked in Delhi circle. Today, officer submitted attested copies of his APARs to Directorate. Directorate want original dossiers of the said period.

3) S/Shri Amit Lahiri, Ranjeet Haldar, Bidhan Chandra Das,  Prasanta Haldar and Abhijit Bhatacharya (West Bengal) : Original APARs are said to be received today at office of the CPMG, Kolkata. On scrutiny at CO Kolkata it is noticed that few months period of one officer is not covered and it will be ready on 6/5/2016. One officer from Kolkata will carry only the required documents and reports of S/Shri Amit Lahiri and Ranjeet Halder and will hand over to Directorate in person on 09-05-2016. 

    CHQ has noticed that S/Shri Bidhan Chandra Das, Prasanta Halder and Abhijit Bhattacharya of West Bengal circle have already been promoted to JTS Gr. A cadre vide Directorate memo No. 4-2/2015-SPG dated 31/12/2015 and allotted to West Bengal Circle, but their posting orders are said to be not issued / released till date by CO Kolkata. 

4) Shri Ranbir Singh (APS) said to be retired voluntarily in 2013.

CHQ has not received any information either from Circle Secretary/CHQ officer bearer or from IPs / ASPs working in Bihar / Delhi / Tamil Nadu / UP and Uttarakhand circle office of following six officers.

Following 14 officers APARs/Vigilance Clearance /copies of Charge Sheets etc are still awaited from Circles to convene DPC for promotion to the cadre of JTS Gr. A for the vacancy year 2016-17. Everybody knows that due to non receipt of required information and documents from circles, DPC is badly delayed. It is learnt that UPSC has taken note of delay in submission of this JTS proposal to them and the Competent Authority in the Department has also viewed it very seriously.

It is learnt from Directorate that DPC for promotion to the cadre of JTS Gr. A for the year 2016-17 is delayed only due to poor response from circles for submission of required / requisite information and APARs of officers who are in the zone of consideration.
