Subject: Grant of Grade Pay of Rs.5400/- (7th CPC level 9) to Sr. Private Secretary on completion of 4 years of regular service in the Grade Pay of Rs. 4800/-

The matter regarding pay fixation on Grant of Grade Pay of Rs. 5400/- (7th CPC level 9) to Sr. Private Secretary upon completion of 4 years of regular service in the grade pay of Rs. 4800/- was taken up with MoF/DoP&T.

2.  In view of the guidelines received from the Ministry, it is clarified that upon completion of four years regular service in Grade pay of 4800 (i.e. Level 8), SPS will be placed in Level 9 corresponding to Grade Pay of Rs.5400 at equal or next available cell.  Further, in case the official has been granted Grade Pay of Rs. 5400 between January to June he/she will be granted annual increment of July in that year in the Grade Pay of 4800 and will accordingly be placed under Level 9 at equal or next available cell.

3.  An illustration to the above effect is given below for better implementation.

Mr. X promoted to SPS grade in April 2012 is drawing Rs. 53600/- in Level 8 as on 01.01.2016.  Upon completion of four years in the Grade Pay of Rs. 4800/-, he becomes eligible for placement in the higher Level 9 corresponding to Grade Pay of Rs.5400/- w.e.f. 04/2016.  Since the same cell is not available in level 9, his pay will be fixed at Rs.54700/- i.e. the next available cell under Level 9 and he will continue to draw pay at the same rate upto 30.06.2016.  Subsequently, upon pay will be fixed at Rs.55200/- (L-8).  However, as he needs to be placed in Level 9 i.e. higher pay level his pay will be fixed at 56300/- with DNI as 01/07/2017.

Necessary action may be taken accordingly.

Filing of CAT case at Ernakulam Bench for upgradation of GP.

All documentation work to file OA at Hon'ble CAT Ernakulam Bench for up-gradation of Grade Pay of Inspector Posts from Rs. 4200/- to Rs. 4600/- completed. The case is likely to be filed very soon. 

It is once again appealed to circle secretaries who have yet not remitted their donation quota should contact General Secretary immediately.

General Secretary has already signed 'VAKALATNAMA' on 6th February 2013 and personally handed over to Mr. Permanand, ASP (PMU) Postal Directorate New Delhi and in turn he has immediately despatched to our counsel on same day through speed post for filing of CAT case at Ernakulam Bench. General Secretary / President are also in touch with Circle Secretary IP/ASP Association Kerala Circle and all concerned. Required funds have already been transferred to Kerala Circle by CHQ. The further developments in the matter will be placed time to time on blog. 

Preparation and Updation of CHQ Mailing List.

1. All Circle Secretaries are requested to furnish the list of their Circle CWC members with their mobile numbers and e-mail IDs to General Secretary immediately for preparation and updation of CHQ mailing list.

2. Circles who have yet not remitted the donation for CAT case may remit their quota by CBS directly through CHQ account before 30th January 2013. CHQ Account is opened at State Bank of India (A/C No. 32353016466 having IFS Code No. SBIN0001467 standing in the name of Vilas S. Ingale and Santosh S. Kulkarni) at Vakola Branch Mumbai. CAT case is likely to be filed at Ernakulam Bench soon.

Jharkhand Circle has deposited an amount of Rs. 5000/- as donation in CHQ Account through Core Banking scheme.

Close liaison is being maintained with our Advocate at Ernakulam regarding filing of a fresh OA before the CAT on the grade pay issue. The first installment of Rs 30,000/- has been handed over to the Counsel. The draft of the OA is under preparation and we expect to get the draft within  two weeks time. After the same is vetted, OA will be filed. We expect to bring up the OA before the Bench immediately after Christmas vacation. Copy of the Vakalath is being send to both Permanand & GS for signing and early return. A copy of the resolution passed by the Association assigning the GS to file the case on behalf of the Assn. is also required and the same is also being obtained from the CHQ.

DPC for the promotion to PS Gr. B cadre ...updates.

Directorate vide memo No. 9-23/2012-SPG dated 5/12/2012 has reported that ACRs / APARs of following officers and other relevant documents including vigilance clearance report for holding the DPC for filling up the vacancies of PS Gr. B for the year 2012-13 are not received at Directorate from concerned Circle Offices as stated in letter dated 23/7/2012 and 11/10/2012.
