Meeting with Member (P) on 27/11/2013 on various issues.

Subject : Meeting with Hon’ble Member  (Posts) with the representatives of IP/ASP Association on 27/11/2013 at 16.00 hours at Dak Bhawan.

Respected Sir,    

               IP/ASP Association would like to sincerely thank you for calling members of the association to discuss pending issues, sparing your precious time. Association also feels obliged for the opportunity your honour provided us that we were seeking for a long time. Brief note of pending issues that will form part of meeting are as follow:              

1.   Recasting of marks and revised result of LDCE for the promotion to the PS Gr. B for the year 2012.

LDCE for the promotion to the cadre of PS Gr. B for the year 2012 was held on 3/6/2013. The result of the said examination was declared under No. A.34013/03/2012-DE dated 17th July 2012 for 21 posts (15 from IP Line and 6 from General Line). Due to some technical problem, revised result was declared on 19th July 2012. Department has displayed answer keys of question papers on India Post web site. In response to the notification issued under No. A.34012/03/2012-DE dated 13th August 2013, lots of representations were said to be received with different feed backs on keys displayed on departmental web site.  The corrigendum for deletion of keys was published on 22nd August 2012. Department vide memo No. A.34012/03/2012-DE dated 13/8/2013 has intimated that series of representations were received in the Directorate from the participants alleging incorrectness / adoption of in appropriate keys for certain questions in Paper-I and II of PS Gr. B examination 2012 and decided for issue of a revised / recast result.  The representations received up to 31/7/2013 were said to be carefully examined and ordered for deletion / drop 12 questions from Paper-I and 4 questions from Paper-II. Directorate has already deleted one question at time of initial evaluation itself.  This Association requested to issue the revised result of LDCE for the promotion to the cadre of PS Gr. B for the year 2012 held on 3/6/2013 without loss of time and also issue notification for the LDCE for the year 2013 along with the details of vacancies to avoid litigations if any in future.  

2.   Issue of seniority list of Inspector Posts cadre.

The combined All India Seniority List of Inspectors of Posts from the year 1999 onwards was not prepared, released and also not placed on India Post website.  This issue was importunately pushed by this Association since last several years but to no action. This issue was discussed with Hon’ble Secretary (P) on 6/2/2013 and it was assured in the meeting that the seniority list would be made available at the earliest. Directorate vide memo No. 9-9/2011-SPG dated 20th February 2013 has circulated draft seniority list of Inspector Posts for the year 1998, 1999 and 2000 to all circles for rectification of mistakes if any but after lapse of considerable period the final outcome is still awaited. Also direct SPG Division to start the preparation of seniority list of remaining years. 

3.   Inter Circle Rule 38 transfer cases of Inspector Posts.  

The Directorate vide letter No. A.34013/01/2009-DE/SPB-II dated 5.2.2010 issued guidelines providing for transfer of lady Inspectors of Posts against Direct Recruit / Departmental examination vacancy based on her selection in the respective examination and there after detailed guidelines for Inter-Circle-transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV were issued under No. 141-177/2009-SPB-II dated 14th December 2010. In the said guidelines it is mentioned that the CPMsG of the Circle where the Inspectors of Posts are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual. Further, it is also mentioned that the CPMsG should take a considerable view in consultation with their counterpart while considering the request of Inspectors of Posts candidates for transfer to their Home / nearby Circle under Rule 38. Department has further issued instructions to all Heads of Circles under Directorate memo No. 141-114/2012-SPB.II dated 7th May 2012 regarding disposal of the representation for transfer of the circle cadre officials. This Association has pointed out time to time details of several pending cases at various circles to Directorate and requested to reiterate the instructions to all Heads of Circles to consider the Inter-Circle –transfer cases of Inspectors of Posts on the basis of above instructions, but very few Circles have positively responded. The scheme of allotment of surplus qualified candidates has already been quashed out by Directorate in 2010. It is therefore requested to issue instructions once again to all Heads of Circles to consider all pending Inter-Circle transfer cases under Rule 38 of Inspectors of Posts immediately against the vacant posts or on deputation basis in case of non-availability of vacancies.   

4.    Merger of Assistant Superintendents Posts Cadre to PS Gr. B cadre.  

This Association have already submitted a detailed proposal on merger of ASP cadre to PS Gr. B cadre to Hon’ble Secretary (Posts) and as well as to Hon’ble Member (P) under letter No. GS/ AIAIASP / Merger-ASP/2013 dated 20/11/2013. However, copy of the same is enclosed herewith.

General Secretary has sought periodical meeting with Secretary (Posts) to discuss the following matters:
Agenda for the periodical Meeting

Item No. 01: -

Upgradation of Grade Pay of Inspector Posts from Rs 4200/- to Rs 4600/- w.e.f 01.01.2006

It was noted by the VI CPC in para 2.2.19 that “a large number of anomalies were created due to the placement of Inspectors/ equivalent posts in CBDT/ CBEC and Assistants/ Personal Assistants of CSS/ CSSS in the scale of Rs 6500- 200- 10500. The scales of Rs 5500-175-9000 and Rs 6500-200-10500, in any case, had to be merged to resolve these anomalies.”

It was recommended by the VI CPC in para 7.15.13 that “ The posts of Inspectors and equivalent exist in CBDT as well as CBEC. The fifth CPC had recommended the scale of Rs 5500-9000 for these posts. The pay scale of these posts was, however, upgraded to Rs 6500-10500. Demands have been received from other posts existing in the scale of Rs 5500-9000 in these two boards seeking similar dispensation. The Commission has recommended merger of the pay scales of Rs 5000-8000, Rs 5500-9000 and Rs 6500-10500 which will automatically meet this demand. Hence, no specific recommendation on demands seeking such upgradation is being made.”

Above recommendations of the Sixth CPC were accepted by the Govt of India, Ministry of Finance (Department of Expenditure) vide Resolution dated 29th August 2008.

Now again, anomaly has been created by the Ministry of Finance (Department of Expenditure) by revising the Grade Pay of Inspectors in CBDT/CBEC w. e. f. 01-01-2006. Hence, Grade Pay of Inspector, Posts should also be revised from Rs 4200 to Rs 4600 w.e.f 01.01.2006.

Item No. 02: -

Holding of DPC for regular promotion in PS Group ‘B’ cade for the year 2010 & 2011



Above matter was taken up by the Association vide letter no. CHQ/ AIA/ 06/ 2010 dated 06.07.2010 which was acknowledged by the Department vide No. 104/ SR/ Union/ 10 dated 08.07.2010.

Postal Directorate has called for ACRs and vigilance clearance reports from all Circles for the year 2010 only and no action has been initiated by the Postal Directorate so far for the year 2011. Hence, it is requested to kindly finalize the DPC for year 2010 at the earliest and initiate action for holding of DPC for the year 2011.



Item No. 03:-

Non- counting of promotion earned through examination in MACP scheme

Memos issued by various Circles have revealed that promotion earned through examination has been counted while granting II/ III ACP to Inspectors/ ASPs. Many ASPs have not been granted III ACP due to entry in service in Postman/ Mail Guard/ PA/ SA cadre or grant of TBOP before promotion in to Inspector, Posts cadre. If, their promotion earned through examination is ignored, they will get III ACP on completion of 10 years continuous service in ASP Grade. Many officers are working continuously as ASP for a period of more than 10 years and have not got any promotion. Hence, the case may be taken up with the Nodal Department.
