     I would like to invite your kind attention to this Association’s letter of even number dated 25/2/2016 and reminder dated 2/1/2017 on the above cited subject.

     It is bring to your kind notice that SR Division of Directorate vide letter No. 10-01/2016-SR dated 15th March 2016 has requested DDG (P) to give direct reply to this Association on letter dated 25/2/2016, but till date nothing is heard either from SPG Division or from SR Division.  

     It is once again requested to kindly intimate the action taken by SPG Division of the Directorate on this Association’s letter of even number dated 25/2/2016 at the earliest.

Kindly refer above captioned letter issued by V. Ramaswamy, ADG (SR & Legal) to DDG (P) on the subject.  

It is to bring to your kind notice that the 39th All India Conference of this Association was held at Jaipur on 13th and 14th February 2016 in which issue of providing clerical assistance to Sub Divisional Head was discussed in detail and after discussion, following resolution was passed unanimously by All India Conference.

“The work load on Sub Divisional Head has tremendously increased with the introduction of new services and launch of new products/business in the Department. Besides, technology implementation at grass root level at Branch Post office is need of hour. In order to implement the changes effectively, there, is essential requirement of clerical assistance to Sub Divisional head to cope up with the ever increasing burden. Therefore AIC Jaipur unanimously resolved to request Secretary (P) to consider immediate provision of at least one clerical assistance to all sub divisional head”.

In view of the above lines, it is earnestly requested to kindly consider the resolution in the interest of service to enhance the productivity and efficiency in quality of service by Inspectorial cadre.

The present status of the issue may kindly be intimated to this Association for information to their members.

Resolution-7 passed in AIC Jaipur

Subject :     Grant of Special allowance for IP/ASPs working in RO/CO.

Respected Madam,

          The 39th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Jaipur on 13th and 14th February 2016 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by All India Conference.

 “At present PS Gr. B officers working at CO/RO are getting monthly special allowance @ Rs. 1200/- for performing desk work. Inspector Posts and Assistant Supdt. Posts working in CO/RO are also attending similar responsible work like ADPS. AIC Jaipur unanimously resolved to request Secretary (P) to consider grant of similar benefit to IPs/ASPs working in RO/CO”.

 It is therefore requested to kindly consider the resolution in the interest of service to enhance the productivity and efficiency in quality of service by Inspectorial cadre.

Resolution-5 passed in AIC Jaipur

Subject :     Regarding inclusion of ‘chain vacancies’ --- Implementation of guidelines issued vide Directorate Letter. No.25-10/2014-SPG dated 09-07-2014

Respected Madam,

          The 39th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Jaipur on 13th and 14th February 2016 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by All India Conference.

“Department of Posts vide Personnel Division letter dated 09/07/2014 has issued instructions to percolate the seniority quota vacancies arising in higher grades in a vacancy year down to lower cadres/grades and to take into account along with the clear vacancies arising in a particular grade. It was also stated that DPC may take into account all existing and clear anticipated vacancies in a grade as well as chain vacancies on account of retirement etc. in the higher grades, which can be clearly anticipated in the same vacancy year. AIC Jaipur unanimously resolved to request Secretary (P) to consider inclusion of chain vacancies and implementation of guidelines enumerated in Directorate letter no. 25-10/2014-SPG dated 09-07-2014 in letter and spirit at Directorate/CO/RO level”.

 It is therefore requested to kindly consider the resolution in the interest of service, just and fairness.

Resolution-4 passed in AIC Jaipur

Subject :    Prescribing specific role and distinct duties of Inspecting Officers in relation to inspection of Core Banking Solutions.

          The 39th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Jaipur on 13th and 14th February 2016 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by All India Conference.

“In view of migration to CBS offices, there is dire need to specify role and duties of Inspecting Officers relating to CBS offices. AIC Jaipur unanimously resolved to request Secretary (P) to define and prescribe exact role and duties of Inspecting Officers during their course of visits to CBS offices and ATM centres”

Resolution-3 passed in AIC Jaipur

Subject : Updation of Inspection Questionnaire of BO/SO/HO.

          The 39th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Jaipur on 13th and 14th February 2016 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by All India Conference.

“Consequent upon undergoing computerization/digitization, many of the records maintained by Post offices viz SO Accounts, VP Register, Abstracts have become redundant and are no longer required. AIC Jaipur unanimously resolved to request Directorate to update the inspection questionnaire of BO/SO/HO suitably”.

It is therefore requested to kindly consider the resolution in the interest of service to enhance the productivity and efficiency in quality of service.

Resolution-2 passed in AIC Jaipur

Subject :  Repealing provisions of 100% verification of all types of  accounts standing opened at BOs.

          The 39th All India Conference of All India Association of Inspectors and Assistant Superintendents, Posts was held at Jaipur on 13th and 14th February 2016 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by All India Conference.

“In view of migration to CBS & extending of ATM facilities, it became unfeasible to carry out cent percent verification of Accounts, thus, AIC Jaipur unanimously resolved to request Secretary (P) to consider repealing of such provisions of 100% verification of all types of accounts standing opened at BOs and issue necessary direction to SB Division of Directorate in this regard”.

It is therefore requested to kindly consider the resolution in the interest of service to enhance the productivity and efficiency in quality of service.

AIC Jaipur unanimously resolved to request Secretary (P) to give necessary direction to SB Division of Directorate to issue amendment in Rule 85 of POSB Manual-I for withdrawal of para of verification of Pass Books by Inspecting officers in view of migration of offices to CBS and installation of ATMs and SMS facility”.
