Department created Postmasters Cadre in the GP Rs 4800, 4600, 4200 and 2800

Department has issued orders vide Order No 13-2/2010-PE-I dated 3.2.2010 to constitute Postmaster Cadre which is reproduced as follows:-

It has been decided with the approval of the Competent Authority to constitute a separate cadre of Postmasters with following number of posts by carving them out from the existing General Line Cadre Posts and Postal Services Group - B of Postal Wing and to designate them as Senior Postmaster, Postmaster Grade-III, Postmaster Grade-II and Postmaster Grade-I as detailed below:-

Discussion on revision of Grade Pay and merger of the posts IP/ASP/P.S.Gr. “B” between DoP and our Association

General Secretary was invited for holding discussion on the issue of revision of Grade Pay to IPs from Rs. 4200/- to Rs.4600/- . General Secretary along with Shri S.Ravi CHQ Treasurer and Shri Hari Prasad, former Circle Secretary, Rajasthan Circle participated in the discussion on 04.01.2010. Shri A.K.Sharma DDG (Est) and Shri Rameshwar Rao ADG (Est) represented the Department.

It was argued by the Dept. that IPs were not on the pre-revised pay scale of Rs.6500-10500 as on 1.1.2006. But it was rebutted and made it clear by us that IPs were on Rs.6500/- as on 1.1.2006. Their pay scale was revised, pay fixation done and arrears also drawn as on 1.1.2006. Hence IPs are eligible for revision of Grade Pay as per the orders of MoF memo. Dt. 13.11.2009. It was accepted by the Dept.

Then it was stressed by the Dept. that as per the orders of MoF memo. Dt 13.11.2009 the post of IP and ASP should be merged. Also the Dept. putforth an alternative suggestion of merger of ASP with P.S.Gr. “B”. But we strongly objected to it. We argued that there are only 2 categories in this cadre and if these two posts are merged then our promotional avenue will be closed for ever. Further ASP is a Gazetted cadre which cannot be merged with non-gazetted post of IP which amount to de-promotion. At present an IP will get his promotion to ASP after 10 years of service in IP cadre. Then he has to wait for another 18 years as ASP to get his promotion to P.S. Gr. “B”. If merger is accepted an IP has to wait for a minimum of 25 years to get his next promotion to P.S. Gr. “B”. In other cadres there are so many stages for promotion and they enjoy the benefit of increment in every stage. Such opportunity should be available for IPs also. At present an IP hardly reach P.S. Gr “B”. Many of us retire as ASP only. A few people reach P.S. Gr. “B”. That too they retire before getting non-functional Grade Pay of Rs. 5400/-. Hence it is not acceptable the merger proposal which is detrimental to our promotion. The Dept. side was then convinced and agreed to our following demands.

1. Upgradation of Grade Pay of IP from Rs.4200/- to Rs. 4600/-.
2. Upgradation of Grade Pay ofASP from Rs.4600/- to Rs. 4800/-.
3. Upgradation of Grade Pay of PS Gr. “B” from Rs.4800/- to Rs. 5400/-.

With these recommendations the file is moving to MoF for concurrence. I also met Secretary (Posts) and Member (P) on 04.01.2010 and discussed the issue and they are in favour of us. The progress is being closely monitored.

IPO EXAMINATION 2008 RESULT - AN ANALYSIS

Directorate declared results on 18.9.2009 vide Memo No. A-34O1 3/Ol /2OO9-DE. The examination was held on 5th, 6th and 7th November 2008 and the result declared after 10 months.

As per the result, out of 207 vacancies, only 93 candidates came successful in the merit list. 114 vacancies are still available (in other Circles) and only 108 candidates are qualified in the examination.

MACPS ORDERS ISSUED ON 18.9.2009

Sub : Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees.

The Sixth Central Pay Commission vide Para 6.1.15 of its report has recommended Modified Assured Career Progression Scheme (MACPS). The Government has considered the recommendatations of the Sixth Central Payh Commission on the Assured Career Progression and accepted the same with further modification to grant three financial upgradations under the revised Scheme at intervals of 10,20 and 30 years of continuous regular service and issued orders vide Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) OM No 35034/3/2008-Estt. (D) dated 19.5.2009. The Scheme is known as "MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES" and which has come into operation w.e.f. 01-09-2008.

2. This scheme is in supersession of previous ACP Scheme and clarifications issued there under. The scheme shall be applicable to all regularly appointed Group "A", "B", "C" Central Government Civilian Employees except officers of the Organised Group "A" service. The status of Group D employees cease and be treated as Group C. Multi-Skilled employees on their completion of prescribed training. Casual employees, including those granted 'temporary status' and employees appointed in the Central Government only on adhoc or contract basis shall not qualify for benefits under the aforesaid Scheme.

3. Department of Posts has its own scheme of Time Bound One Promotion (TBOP)/Biennial Cadre Review (BCR) for its employees. . Time Bound One Promotion was introduced w.e.f. 30.11.1983 vide letter No 31-26/83-PE.I dated 17/12/1983. Biennial Cadre Review was introduced w.e.f. 01.10.1991 vide Directorate Memo No 22-1/89-PE-1 dated 11.10.1991. The scheme was further extended to certain other categories of employees from different dates.

4. The scheme of TBOP introduced w.e.f 30.11.1983 and the BCR introduced w.e.f. 01.10.1991 and extended to other categories of staff on subsequent dates shall stand withdrawn w.e.f. 01-09-2008.

5. The postal Federations have given their consent for switching over to the MACPS. As regards drivers, they are governed by a structured promotion scheme & as the scheme is considered beneficial to this category of staff, the Postal Federations have requested to retain the existing structured scheme. It has been decided to continue to the existing structured promotion scheme for drivers.

6. On grant of financial upgradation under the scheme, there shall be no change in the designation, classification or higher status. However, financial and certain other benefits which are linked to the pay drawn by an employee such as HBA, Allotment of Government Accommodation shall be permitted.

7. The salient features of the MACP are given in Annexure- 1.

8. Before initiating action for placing the eligible employees under the MACPS, action may be taken to finalise all TBOP/BCR placements due for the period till 31.08.2008 by conducting meetings of Screening Committee and issuing necessary orders.

9. Screening Committees shall be constituted in each Division/Region/Circle to consider the cases of different levels for grant of financial upgradations under the MACP Scheme. The Screening Committees shall consist of Chairperson and two members. The members of the Committee shall comprise officers holding posts which are at least one level above the grade in which the MACP is to be considered and not below the rank of Under Secretary or equivalent in PB-3 with GP of Rs 6600/-. The Chairperson should generally be of a grade above the members of Committee. The Screening Committees should keep in view of the benchmark prescribed for financial upgradations.

10. The recommendations of the Screening Committee shall be placed before the DPS/Director Accounts Postal/Head of the Region/Circle or Organisation/competent authority as the case may be for approval.

11. In order to prevent undue strain on the administrative machinery, the Screening Committee shall follow a time-schedule and meet twice in a financial year - preferably in the first week of Januay and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases meturing during the fist-half (April-September) of a particular financial year shall be taken up for consideration of the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of the financial year shall process the cases that would be maturing during the second-half (October-March) of the same finanancial year.

12. Any interpretation/clarification or doubt as to the scope and mearning of the provisions of MACPS given by the Dept of Personnel and Training (Est-D) will be further communicated by the Establishment Division of the Directorate. The Scheme would be operational w.e.f. 01.09.2008 and financial upgradations as per the provisions of the earlier ACP Scheme (of August, 1999)/TBOP/BCR Schemes of the Department of Posts would be granted till 31.08.2008

13. No stepping up of pay in the pay band or GP would be admissible with regard to junior getting more pay than the senior on account of pay fixation under MACP Scheme.

14. It is clarified that no past cases would be re-opened. Further, while implementng the MACP Scheme, the differences in pay scales on account of grant of financial upgradsation under the old ACP Scheme (of August 1999)/TBOP/BCR Schemes of Department of Posts and under the MACP Scheme within the same cadre shall not be construed as an anomoly.

15. It is requested that the OM may be circulated to all concerned and immediate action may be taken to complete the entire process as indicated in the OM.

HAVE YOU RECEIVED YOUR APAR?

Department of Personnel and Training in OM No 21011/1/2005-Estt(A)(Pt-II), dated 14.5.2009 has issued orders to replace the exisiting ACR with Annual Performance Assessment Report (APAR). The full report of APAR should be communicated to the officer/official concerned with the remarks of the reporting officer and acceptance authority. This is applicable from the report for the year 2008-09.

It is learnt that in Tamilnadu Circle, the APAR has been communicated to Asst. Directors by the Chief PMG. All other officers/officials yet to receive the APARs.

It is a well known fact that DPCs are delayed only for wanting of CRs. Inefficiency in our department is generally pointed to the operating staff but the administration often forget that efficiency is also applicable to them, In most of the cases, the delay in promotin to any cadre is only because of gazetted officers who are responsible for writing and maintaining of CRs. Some of the officers are not writing CRs in time and some of them are are not capable of watching proper maintaining of CRs. The latest instruction issued as above by the Personnel Ministry will be somewhat helpful to us for getting promotion in time. The APAR for the year 2008-09 is being communicated and you will be also receiving in due course.

I want to bring to your atttention that the final assessment in the ACR (now APAR) should be any one of the following:-

(a) Outstanding (b) Very Good (c) Good (d) Average.

If any report is assessed by any other words/adjectives like satisfactory, poor etc and also if the assessment is "Average" you should appeal to the authority. If the grading is "Average", it is an adverse remark and the official/officer will not be considered for promotion. Further for MACPS (Modified Assured Career Progression Scheme) the grading should be 'Good' for promotion upto the GP of Rs 6600/- and 'Very Good' for the GP thereafter. Hence if any of the official/officer gets the remarks of "Average" (upto Group B), they should appeal to the authority within the stipulated time. i.e Fifteen days from the date of disclosure.

Further all are requested to keep the APAR in their custody so that the same may be submitted to the DPC in case of non production of APAR(s) by the administration.

MODIFIED ASSURED CAREER PROGRESSION SCHEME

As assured by the Government, for implementing modified ACP scheme after elections, the order for modified ACP Scheme in line with Sixth Pay Commission Recommendations has finally been issued by Government.

Features of MACPS (Modified Assured Career Progression Scheme) :

(1) There shall be three financial upgradations under MACPS counted from the direct entry grade on completion of 10, 20 and 30 years.

(2) Financial upgradation under the scheme will be admissible whenever a person has spent 10 years continuously in the same grade pay.

(3) The grade pay at the time of financial upgradation under MACPS can in certain cases where regular promotion is not between two successive grades, be different than what is available at the time of regular promotion. In such cases the higher grade pay attached to next promotion post in the hierarchy of the concerned cadre/organization will be given only at the time of regular promotion.

(4) The financial upgradation under the MACPS would be admissible up to the highest grade pay of 12,000 in PB-4.

(5) The pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall be no further fixation at the time of regular promotion if it is the same grade pay as granted under MACPS. Selections for promotion to PS Group-B.

Respected Madam,

Sub: Selections for promotion to PS Group-B.

Ref: Dte. Memo No.No. 9-31/2008 – SPG dated 26.12.2008.

For promotion to PS.Gr. B, ACRs of 380 officers were last called for as early as 23rd April 2008. It was stipulated therein that the ACRs and other documents be sent before 15.5.2008. It was also mentioned in the circular calling for ACRs that the vacancy position as on 31.3.2009 be taken into account.

This Association has been periodically reminding the Department to release the select list at the earliest. It was learnt that the DPC for the same was held on 25.11.2008. But the select list containing 146 officers was ultimately released only on 26.12.2008. But several Circles are still to release posting orders even for officers allotted to their home Circles. Thanks to our respected Secretary, a supplementary list of 15 officers have been released on 20.1.2009.

The Department has taken more than 8 months to release the first select list. It is for the information of the respected Secretary that out of 146 officers, 9 officers are due to retire before 31.3.2009. The list strangely contains the name of one more officer who has already passed P.S. Gr. B Examination. (Sl. no. 85 ).

The list is replete with mistakes in the name of officers. If this is allowed to remain on record, only the incorrect names of officers would be reflected in the Gazette notification.

After the implementation of sixth Pay commission recommendations, 1st July of every year would be crucial date for drawing the increment and service exceeding six months would count for the next increment. Since the list was released on 26.12.2008, most of the officers are yet to assume the promotional post. As a result, the services of these officers till 30th June 2009 would not count for increment. This has happened due to the abnormal delay in releasing the select list.

The earlier select list was released in the month of October 2007. The Department has taken more than 14 months to release the list for the year 2008. We are sorry to inform that the Department does not appear to have any firm commitment to release promotional orders with in a definite period and at regular intervals, and the Department takes unduly long time to finalise the select list. As mentioned above, the selected officers either retire or lose many promotional benefits. It is therefore requested that from the year 2009 onwards, firm time table may kindly be caused to be drawn up and list arranged to be released within 5-6 months from the date of calling for the ACRs. It was the practice to call for the ACRs in January every year and release the list by June-July of the same year. It would be more convenient if the same practice is strictly followed. This would also suit the academic calendar and many avoidable hardships would be reduced as a result.

Implementation of Second Cadre Review

Respected Madam,

Sub: Implementation of Second Cadre Review – reg.

The accepted recommendations of Second review, finalized in the year 1990, are pending implementation even after 18 years. In this connection, we request your kind attention to our earlier letter dated 25.08.2008 requesting for early clearance of the proposal.

The proposal has undergone several changes. But it has not been implemented even after satisfactory changes to suit the emerging needs of the Department. This Association has taken passive and earnest efforts to persuade the Department to implement the second cadre Review in the best acceptable format. The Association has always leant constructive support to the proposals by suggesting the best possible course to ensure early implementation combined with an assurance to improve productivity significantly.

The Department has been time and again assuring us to implement the second CRC at the earliest. The last initiative taken by the Department just before the announcement of sixth pay commission has only ended with the advice from MOF to refer the proposal to Sixth CPC and the matter stood before the sixth CPC. However, as the terms of reference did not provide for consideration of such issues, the Commission has deliberately refrained from making any recommendation in this regard. Due to the non-implementaion of the proposal for the past eighteen years, many IPs and ASPs have retired without even reaching P.S.Gr. ‘B’. After more than 25 years of service, IP& ASP, IPs are still waiting to be promoted to P.S. Gr. B in their normal turn.

As already requested, the Association requests the Secretary (P) to take immediate efforts to implement the second cadre review recommendations. The members of this Association have remained committed to improving the service and to implement the various promotional programmes and policies of the Department. The Association fervently requests the Department to take immediate steps to implement the second CRC at an early date.
