Subject: Irregular issue of transfer orders in
ASP cadre in Punjab Circle.
Respected Madam,
This Association would like to
bring to your kind notice that postal administration of Punjab Circle has
issued irregular and untimely transfer orders of IP/ASP cadre under the phrase
of ‘interest of service’ and that too ignoring the Directorate directives
issued on Rotational Transfer policy. While the IP/ASPs are regarded as the
back bone of the department in implementation of policy but at the same time
they are subjected to harassment by handing them transfer orders according to
sweet will of the Administration.
2. This Association would like to further
bring to your kind notice that, before issue of Rotational Transfers neither
the willingness of the concerned officers are called for nor vacancies were
notified. Without any proper and justified reasons officers were transferred to
farther places before completion of their post tenures. Chief PMG, Punjab
Circle, who was under transfer to New Delhi on deputation to Agriculture
Ministry (relieved on 10.07.17), before his relief CO has issued memo under No.
STB/9-13/2012-II dated 07.07.2017, wherein 7 ASPs were transferred and three
IPs were promoted on adhoc basis. Out of these 7, only 2 ASPs had completed
their tenure period, while all others were in their mid tenure and some of them
had just completed one year of tenure.
3. Austerity measures were not adhered to
while issuing adhoc promotion orders. One IP of Patiala Division on adhoc
promotion was posted in Chandigarh Division on Government cost while there was
vacant post of ASP in Patiala. One IP of Circle office on adhoc promotion was
adjusted after upgrading the same post, downgrading the sub divisional post
having HSG I office under its jurisdiction. This is an unprecedented example of
adhoc promotion in the Department, where post of senior IP (ASP Jagraon Sub Division) was downgraded
to adjust junior adhoc promote (PG/RTI CO upgraded to ASP cadre) and senior IP
was not promoted to ASP cadre on adhoc basis to keep check over the
functioning of Post Offices falling in
the Sub Division. Apparently adhoc promotions have been resorted to by CPMG
Punjab without considering the functional and operational requirement of the
post. Such type of irregularities at the Administration demoralizes the cadre
particularly when IP/ASPs worked hard in the adversaries.
4. It is therefore kindly requested to issue
necessary instructions to Chief PMG Punjab Circle (Statutory charge with CPMG
Delhi Circle, Rest duties with PMG, Punjab Region) to consider and cancel the
transfer orders which were issued without completion of post tenure of the
officer.
