Reminer to Directorate for holding of review / supplementary DPC

Respected Sir,

IP/ASP Association would like to invite your kind attention to its letter of even number dated 16/11/2015 followed by reminder dated 11/1/2016 regarding non consideration of PS Gr. B promotion to the following officer’s during the year 2015-16. This issue was also discussed with you in person on 8/12/2015 and also over phone.  

1.   Shri K. Prakasa Rao (Andhra Pradesh) : Officer belongs to IP-1993 batch. His Junior Shri M. P. Parmar (Gujarat) selected vide above cited memo and promoted to PS Gr. B cadre. While calling the nominations for promotion in connection to PS Gr. B cadre for the year 2015-16, two disciplinary cases were pending against the officer. Both the disciplinary cases were already settled in the month of July 2015 itself by awarding punishment as ‘Censure’ and report to that effect was also sent by AP Circle to Directorate on time. The officer is retiring on 29/2/2016.

2.   Shri M. Chandrasekhar (Andhra Pradesh) : This Association already referred officers case to Directorate under letter of even number dated 1/10/2014 and 14/7/2015. The officer is promoted to PS Gr. B cadre in supplementary DPC held under memo No. 9-25/2014-SPG dated 14/7/2015 and allotted to PTC Mysore. Officer has several times approached to AP circle for his relief, but till date he has not relieved and told that matter referred to Directorate. As on date neither disc/vig. Case is pending against the officer. 

3.   Shri V. V. Raman (Kerala) : Officer is belongs to IP-1992 batch. His juniors promoted to PS Gr. B cadre vide above captioned memo. There was a complaint against the officer about sexual harassment and same was enquired by the circle level committee and officer was exonerated from the charges by issuing only warning.  As on date there is neither disciplinary nor vigilance case pending against the officer. The required reports have already been sent by Circle Office Chennai.

4.   Shri V. Mariappan (Tamil Nadu) : Officer has passed IP examination in 1993 in SC category. At the time of holding of DPC, Rule 16 case was pending against the officer. Punishment awarded by disciplinary authority (i.e. DPS Southern Region Madurai has been set aside by appellate authority (i.e. PMG Southern Region Madurai) vide memo No. VIG/14-07/15-16 dated 14/12/2015. Officer has already made representation to Directorate for issue of promotion order, as his juniors have been selected in PS Gr. B cadre through above said memo.

The above cases are badly delayed at Directorate. Therefore it is once again earnestly requested to kindly look in to this vital issue personally and arrange to hold review / supplementary DPC and also open the sealed covers if any at the earliest to promote these officers to PS Gr. B cadre.
