Proposal for merger of ASP cadre with PS Gr. B cadre

All are aware that recently GS, CHQ President, CHQ Treasurer, OGS-II and CS WB Circle met with Member (P), DDG (Estt) and discussed the pending issues including merger of IP/ASP cadre.  During the course of discussion it was apprised to the administration that copy of the resolution passed in AIC Bangalore on merger issue was submitted to Directorate on 22/2/2012. Thereafter officers dealing our case asked this Association to submit a fresh proposal of merger of IP/ASP cadre immediately. The essence of the scheduled meetings at different level remains that association have to accept merger of ASPs to IPs and ASPs to PS Group “B” in a given ratio by surrendering gazetted status, ASPs presently enjoying. 

Now, time has come that we have to think with some broad mind. As such arguable proposal from our side should consist of upgradation of all the divisions to class-I having one or two posts of PS Group “B” with independent powers by up-gradating the existing post of ASP(HQ) to SP(HQ) and conversion of all the sub divisions to that of IPs in the GP of Rs.4600/- making them comparable with Inspectors in CBDT/ CBEC after merger of remaining posts of ASP to that of IPs. Where posts of OS exist that should also be upgraded to SP (HQ) or Dy SP. It will also be proposed that all post of ASPs presently held in Circles and Regions be upgraded to the level of Asstt. Directors. The post of IP (CO/RO) can be retained as it is.

The IP cadre will be benefited in the following way:
  1. GP of Rs.4600/- at entry stage.
  2. First MACP in GP of Rs. 4800/-(direct recruits)  & 2nd for promotee after 10 years service in IP cadre
  3. Next promotion in PS Group “B’” in GP of Rs 4800/- after 16-17 years but without financial benefit.
  4. 2nd MACP in the GP of Rs.5400/- after 20 years in IP cadre. Thus, the IP having total 26 years of service can get 5400/- which today we are not getting even after 34 years of service even if inducted to IP cadre after rendering 6 years service in PA cadre.
  5. 3rd MACP in GP of Rs.5400/- in PB-3(direct recruits).  
  6. Upgradation of PSG “B” to JTS and ASP(HQ) to SP(HQ)
  7. In 6th cadre review of IPos, it is learnt that few STS posts would be down graded to JTS.

 All Circle Secretaries and CHQ Office bearers are requested to confirm the above data within week to General Secretary to enable to submit the proposal at the earliest. The total number Postal and RMS Divisions headed by PS Gr. B officers should also be reported. Any suggestion that is workable will be given due weightage in the proposal being formulated at CHQ level.

  3. Belatedly, It is a good proposal and wise proposal and should be moved towards Directorate without delay. IP Cadre may be benefited more than earlier.

  4. it is a appreciable proposal. Very very thanks to the Office bearer for broad thinking. If the decision is accepted and implemented, It would not only be beneficial in long term but also while considering the recommendations of 7th Pay Commission.

  5. Best practicable solution acceptable if not 100% but for 99% of our cadre members. Surrendering gaz status to some ASPs(juniors) will not be a hindrance to others who will get PS Group B status (Senior ASP). CHQ should move fast in this regard with their rapport in Dte and get settle the issue before the &th pay commission in conjunction with CAT Ernakulam Case. Once the department agreed to this proposal it will be easy for an IP to remain equal to Inspectors of incometax/excise etc and there will be no headache for us to ask for any higher scale in future in front of pay commision(s) as it would be taken care of by their counterparts(inspector of IT/CE). Please move ahead with the proposal quickly. Kudos to all.

  6. The proposal appears to be appreciable. However, in my view the efforts should also be made to ensure that:
    1. The posts of ASPs Dns. (ASP {OD}), ASPs designated as OS, ASPs in PSD / CSD, ASPs / ASRMs attached to RMS sets, ASPs having HSG I status as well as of the ASPs working as Managers at SPSHs / other such type of Business Offices/Centers are also got included in the list of posts of ASPs to be upgraded to group B.
    2. The gazetted status as well as post of the entire existing incumbents of ASPs be got protected till their promotion to group B.
    3. The IPs getting financial up-gradation to grade pay of Rs. 4800/- under MACP, after completion of four years of service in the MACP, are automatically upgraded to next grade pay of Rs. 5400/-
    4. The existing posts of ADs in RO/CO as well as the of Supdt. PSDs / CSDs be also upgraded to JTS.

  7. Well Well Well, I am just Curious to know whether I.P will get grade pay of Rs4600/- w.e.f 01.01.2006 or not, If not the entire fight by Sri Premanand by filing CAT case in ernakulam will be in Vain. GP of Rs4600 should be from 01.01.2006

  9. Proposal is very good and appreciable. If we think positive, we will get positive, if we demand 100%, we will get 80%. If we demand 120%, we will get 100%. Every time why do we compare our inspectors at par with the Inspectors of CBTD/CBEC? Our Inspectors are getting less GP than those. But our Inspectors have more powers than those. Our inspectors are superior to the Inspectors of CBDT/CBEC. So we should demand merger of IPs into ASP with gazetted status and ASPs into PS group B. Because there are only 814 posts are available for more than 4000 IPs and ASPs to their promotion. If we demand merger of ASP into PS Group B than number of PS Group B posts increased and waiting time for promotion to the cadre of PS group B will be reduced and we will get other benefits automatically like MACP, 7th CPC etc. All THE BEST. It is regrettable that this proposal is now being considered.It was indeed mooted by Orissa Association long back and even it was advanced during last All India Conference.Bot for some reason or other we failed to achieve a consensus on surrendering the gaz. status of ASPO and there by lost valuable time.Now I believe that the proposal is unlikely to see the light of the day if we shall take into account various factors like state of the economy,life of the present govt.,announcement of next gen. election,announcement of next pay commission.we are like to be given a stock reply that the matter will be referred to the next pay commission like all other previous occasions.Any way we used to live by hope and let us try our best to give a final push to the proposal with out losing any more time.

  12. I am submitting the following points on the merger issue which may be elaborately discussed by members:-
    1. Any merger issue will invite definitely the matching savings aspect. If matching savings should be insisted, we may consider for the following :-
    2. Up gradation of AD posts in RO/CO/Dte to JTS should not repeat SHOULD NOT be insisted. All the AD posts in circle office/RO etc should be of PS gp B cadre so that the direct (IPoS) officers will have a chance of working in field atleast for 8 years or till they get JAG promotion(DPS). Then only they will realise the difficulties of being a divisional head once they become DPS/PMG etc. In addition to that, if we find IPos Officer as divisional head, other divisional head (promotee officer from Gp B) will also get equal treatment from DPS/PMG in the review meeting etc as they will find it difficult to fire the divisional head(s) for poor performance being done now.
    3. Secondly there will not be any problem for merger/matching savings if the AD posts in CO/RO/Dte are not upgraded and kept it as Gp B Cadre only.
    4.Divisional head should be a JTS/STS officer like in all other department/state government departments (District level head) so that the importance of our department will be realized by others.
    5. All the HSG-I(IP line) posts may be surrendered.
    6. All the Division should have one JTS as divisional head and one PS Gp B as incharge of Business activities/SPHQ) and one IP for other activities of the DHQ including PG work etc.
    7. Sr PM posts should not be touched while upgradation/downgradation.
    (for example in TN Circle, there are about 50 division including RMS division, and there are 28-30 sanctioned JTS/STS posts. If all the Division (excluding RMS) are upgraded to JTS level there we need only 15 additional JTS posts for which we can show matching savings by surrendering about 12 posts of HSG-I (IP line) posts available in TN circle + some PS Gp B posts of Dy CPM/DY SPOs etc.) if we work out the proposal for all the circle like this, department will also have no objection atleast in the matching savings aspect and will agree for the merger.
