Informal meeting with Secretary (Posts) with the representatives of IP / ASP Association.

  2. The proposal for merger of IP/ASP in to one cadre may be accepted. If merger is accepted all IPs/ASPs can get grade pay of Rs.4,600/- from 1-1-2006 onwards. Now the IPs are getting grade pay of Rs.4,600/- only after promoting to the cadre of ASPs ( i.e. after 5 to 10 years). If the cadres of IPs /ASPs are merged all the IPs can get Grade Pay of Rs.4,800/- after completion of 10 years in the cadre of IP or 20 years from feeder cadre by virtue of MACPs. If the cadre is merged all the present IPs / ASPs (whether seniors or juniors) will get immediate benefit by getting Grade Pay of Rs.4,800/- and Rs.5,400/- by virtue of MACPs and also they will get corresponding grade pay in the 7th Pay commission.

    Already we (IPs /ASPs) are in one step below the Grade Pay compare with inspectors (same cadre) working in other Departments as on the implementation of 6th CPC. If the IPs are continuing in the same Grade Pay i.e. Rs.4,200/- up to the implementation of 7th CPC, the difference between IPs and inspector cadre of other Departments may be raised. Therefore, I request the Association to accept the merger for the sake of the cadre of IPs/ASPs to get the Grade Pay of Rs.4,600/- from 1-1-2006, otherwise we will loose much more in the next 7th CPC and further next CPCs forever.

    Regarding foregoing of Gazetted status, at present there is no difference whether the ASPs are having Gazetted status or not (just Disciplinary Authorities will be changed).

    The stenos are getting Grade Pay of Rs.4,800/-, whereas the ASPs (with gazetted status) are in the Grade Pay of Rs.4,600/-. If Rs.4,600/- is granted to IPs, they can also get Grade Pay of Rs.4,800/- just after completion of 10 years in IP cadre. It is also learnt that, the stenos are demanding for Rs.5,400/- after completion of 30 years. If it is implemented nobody will care about of IP cadre. Senior Accountants are also getting Grade Pay of Rs.5,400/- by virtue of MACPs. Whereas out IP cadre is not getting Grade Pay of Rs.5,400/-.

    Actually maximum works and all kind of new schemes are being attended by IP/ASP cadre in the Department. But we are getting less Grade Pay then any other cadre in the Department.
    In view of the above, I request the Association to think about of this crucial issue and save the cadre by upgrading the Grade Pay to the IPs/ASPs.

We have been wasting our time.Many of our members who had retired without seeing the light would have benefited had we accepted the proposal put forth by the Directorate.Gazetted status will not get us any monitory benefits.It is not too late now.Let us weigh the pros and cons in the coming All India conference and take a positive decision and submit our acceptance for the merger in the larger interest of our members without further delay.
