Respected madam,
IP/ASP Association would
like to bring to your kind notice that Directorate vide above captioned letter
has communicated the decision taken on the issues raised by Association in the
informal meeting with Secretary (Posts) but following issues are still not fully
resolved.
1. Issue
of seniority list of Inspector Posts cadre.
It was communicated by
Directorate through above captioned letter that ‘seniority list is likely to be
circulated within 15 days’.
But Directorate under Memo No. 9-09/2011-SPG dated 21/2/2014 has only circulated the seniority list (Gradation List) of Inspector Posts for the years 1998 and 1999 which contains only names of 49 officers. As the seniority lists are not timely circulated and therefore, this Association has again took up the issue with Directorate under letters dated 17/4/2014 and 1/9/2014 with a request to circulate the pending seniority lists in phase manner, but till this date these letters are neither acknowledged nor pending seniority lists are circulated. Seniority lists from 2000 onwards are not circulated by Directorate.

2. Clarification
on merger of Inspector Posts and Assistant Superintendents Posts cadre.
It was communicated by
Directorate through above captioned letter that ‘The Association was already
informed that their proposal for grant of Grade Pay of Rs.4600/- to Inspector
Posts could be considered only if IPOs and ASPOs cadre are merged into one
cadre and the gazetted status of ASPOs is forgone. The Association had agreed
to submit a revised proposal shortly to be considered by the Department’.
As agreed, this
Association has already submitted revised proposal of merger of ASP cadre to PS
Gr. B cadre under letter No. GS/AIAIASP/Merger ASP/2013 dated 21/11/2013 and
queries raised thereon by Directorate under letter No. 25-35/2011-PE-I dated
19/5/2014 have also been replied on 14/6/2014, but till date nothing is heard
about the settlement of this vital issue. Whereas on other hand, cadre
re-structuring issues of other cadres i.e. IPoS have finalised by Directorate
and forwarded to Nodal Ministry and cadre re-structuring of Gr. C cadre said to
be at the stage of finalisation at Directorate.
It is therefore requested
to direct the concern Divisions of Directorate to settle the above issues
immediately.
An early positive action and
line in reply will be highly appreciated.
