Release of Commemorative Postage Stamp on Boy's High School & College, Allahabad on 5/11/2013
It has been decided by Department to release a Commemorative Postage Stamp and First Day Cover on Boy's High School and College, Allahabad on 5th November, 2013. Shri B. L. Joshi, Hon'ble Governor, Uttar Pradesh will be the Chief Guest of the function.
The Boys' High School and College, originally established in 1861 is one of the oldest educational institutions of Allahabad. It is located on a lush green campus of 13-acre in the heart of the city, in Civil Lines, at 4 P.D. Tandon Road. The school was affiliated from 1898 to 1914 to the University of Allahabad, which was at that time also known as the Oxford Of the East. Later on up to 1929 it was affiliated to the UP Intermediate Board. The Cambridge Overseas School Certificate Examination was started in 1915. Science classes were started in 1917 by the school at the request of the government which, besides giving liberal grants for the building and equipment, agreed to pay the salary of the science teacher.
Govt to ban official use of Gmail, Yahoo...
Wary of cyber snooping, the government could ban e-mail services such as Gmail and Yahoo for official communications by December. The Government is expected to route all its official communicaion through the official website NIC's email service.
“E-mail policy of the government of India, as this policy will be called, is almost ready and we are taking views from other ministries on this. Our effort will be to operationalise it by mid or end-December, said J Satyanarayana, Secretary of the department of electronics and infomation technology.

Vide this letter, the Association
likes to remind your honour a propos letter submitted to your esteemed office
through SR Division under No. 10-9/2013-SR dated 30th September
2013. Another relevant correspondence pending in Directorate may also be looked
into.
As inscribed in the letters hitherto,
your kind attention is hereby brought to the fact that the issue of All India
seniority list of IPs has not yet been resolved. Although assurance had been
given by Hon’ble Secretary (Posts) on 6/2/2013 and by Member (P) on 23/9/2013
for early resolution of issue and again on yet action is pending. This Association
was recently informed by Directorate vide memo No. 137-89/2013-SPB-II dated
11/10/2013 that seniority list is likely to be circulated within 15 days (copy
enclosed), but it is learnt that it will again take few weeks. This is so when all
the circles have submitted rectification reports on draft seniority list as
confirmed vide Directorate memo No. 9-9/2011-SPG dated 20th February
2013.
It
is therefore fervently requested to arrange issue of Combined All India
Seniority List of Inspector Posts cadre from the year 1998 onwards immediately
and make it available in the website of India Posts.

It is learnt that henceforth Directorate will not allow to identify / create more number of L-1 / L-2 offices. Directorate have already issued instructions to all circles that "all L-1 and L-2 offices located within a circle have been allowed to close bags for each other".

Sub:- Merger of Inspector Posts and Assistant Superintendents of Posts cadre for consideration of Grade Pay of ₹4,600/- to Inspector Posts.
However, Odisha Circle Branch has certain disagreement on the proposal for merger of ASP Cadre with PS Group-B which was published on CHQ Blog on 2-10-2013. Odisha Circle is in favour of straightway accepting merger of Inspector Posts and Assistant Superintendent of Posts cadre with Head of the Circle as appointing authority for merged cadre. It is suggested to place the demands for creation of new Postal Sub-Divisions, new Postal Divisions and up-gradation of IP/ASP posts to PS Group-B Posts for better promotional avenues of IPs in cadre restructuring.
The sanctioned strength of IPs/ASPs of Odisha Circle is confirmed as in the Annexure.

This has reference to para-5 of Directorate Letter No. 137-89/2013-SPB-II dated 11-10-2013 regarding clarification of merger of Inspector Posts and Assistant Superintendent of Posts cadre for consideration of Grade Pay of ₹4,600/- to Inspector Posts.
Odisha Circle Branch has a consistent view of accepting merger of Inspector Posts and Assistant Superintendent of Posts cadre irrespective of nomenclature of the merged cadre and surrendering of Gazzetted status to get the Grade Pay of Rs.4600/- for Inspector Posts. It is suggested to place a demand for Heads of the Circle to be the appointing authority of the merged cadre.

Vacancy postion of Direct Recruit Inspector Posts (IPs).
Few members have brought to the notice of CHQ that in most of the circles there is heavy shortage of Inspector Posts. The shortage is said to be arrived due to non providing of sufficient number of Direct Recruit candidates (through SSC) by Directorate to the respective circles. Further, in few circles direct recruit quota is lying unfiled since years together.
All Circle Secretaries and CHQ office bearers are requested to ascertain and intimate the vacancy position of direct recruit IPs (yearwise) of their circle to GS through email immediately.

Special Cover on Sachin Tendulkar...
It is learnt that Department of Posts, India has decided to honour Sachin Tendulkar by releasing a special cover on 14th November 2013 on the occasion of playing his 200th Test Cricket Match at Wankhede Stadium Mumbai.
Sachin Ramesh Tendulkar (i born 24 April 1973) is an Indian cricketer widely acknowledged as the greatest batsman of his generation. Born in Mumbai, he took up cricket at age of eleven, made his test debut against Pakistan at just sixteen years old, and went on to represent Mumbai domestically and India internationally for more than twenty years. He retired from the Indian Premier League in May 2013 and has announced that he will retire from the sport in November 2013 after playing his two-hundredth test match, against the West Indies in Mumbai's Wankhede Stadium. He is the first player to score one hundred international centuries, the first player to score a double century in a One Day International, and thus far the only to complete 34,000 runs in international cricket.
In 2002, Wisden Cricketers' Almanack ranked him the second greatest Test batsman of all time, behind Don Bradman, and the second greatest one-day-international (ODI) batsman of all time, behind Viv Richards.Tendulkar was a part of the 2011 Cricket World Cup winning Indian team in the later part of his career, his first such win in six World Cup appearances for India. He was also the recipient of "Player of the Tournament" award of the 2003 Cricket World Cup held in South Africa. In October 2013, he became the only Indian cricketer to be named in an all-time Test World XI to mark the 150th anniversary of Wisden Cricketers' Almanack.
Tendulkar has been honoured with the Padma Vibhushan award, India's second highest civilian award, and the Rajiv Gandhi Khel Ratna award, India's highest sporting honour. He was also the first sportsperson and the first one without aviation background to be awarded the honorary rank of Group Captain by the Indian Air Force.

Commemorative Postage Stamp on Ruchi Ram Sahni released on 24/10/2013.
Ruchi Ram Sahni (1863-1948) was the first person from Punjab to make a career in science. He was the first Indian officer in the India Meteorological Department (1885). Moving by choice to teaching, he became the first Indian science professor at Government College Lahore which he served from 1887 till his retirement in 1918. The University instituted Ruchi Ram Sahni Declamation Contest Prize in his honour. He is also India’s first nuclear scientist who published two research papers in 1915 and 1917 working in the laboratory of Ernst Rutherford in Manchester where he interacted with Niels Bohr. (Interestingly, in his laboratory work, he was assisted by his son Birbal Sahni, the well known pale botanist, who was at the time studying in Cambridge.) Sahni entered Punjab Legislative Council as a member of the Swaraj Party.
Ruchi Ram was a conscientious and inspiring teacher who spent six months learning carpentry for the sake of laboratory work.He was an enthusiastic advocate of Punjabi (and regional languages in general) ‘as a vehicle of scientific ideas’. He gave public lectures in Punjabi in Lahore, other towns and even remote villages. All his lectures were ‘illustrated with easy experiments, often with simple apparatus which any one could make for himself’.
A life-long adherent of the Brahmo Samaj principles, he held all religions in high esteem. In or after 1945 he wrote Struggle for Reform in Sikh Shrines, which was later edited by Dr Ganda Singh and published by the Shiromani Gurdwara Prabhandak Committee (SGPC). With his characteristic thoroughness, he preserved all the press communiqués on the subject which SGPC had issued from time to time and subsequently presented a complete set to SGPC whose own collection had gaps.

2013 Global Forum on Financial Inclusion for Development
Postal financial inclusion is
enjoying a boom phase. After banks, postal operators and their postal financial
subsidiaries are the world's second biggest contributor to financial inclusion.
Today, one billion people use the postal sector for savings and deposit accounts, and more than 1.5 billion profit from basic transactional services through the Post. In India alone, 30 million new postal savings accounts were opened in 2012.
Postal networks have much to offer
for financial inclusion
Donors and policymakers are starting
to realize the potential of postal financial services, and the role that Posts
can play in increasing financial inclusion. Following the example of the Bill
& Melinda Gates Foundation, which has shown its commitment to postal
financial inclusion, several donors are now focusing their efforts on
leveraging postal networks for financial inclusion.
The UPU, jointly with the Swiss
Federal Department of Foreign Affairs and the International Organization of La
Francophonie, has established this forum as a platform for dialogue on postal
financial inclusion between governments, postal operators, central banks,
private sector players and international organizations.
The Forum's objectives are
to:
- Raise awareness on the role of Posts in financial inclusion
- Bring together decision-makers to exchange best practices in the area of postal financial inclusion
- Provide a forum for discussion between central banks and postal operators

Sr. PM examination CAT cases...an updates
It has been informed by the applicants of OA No. 1328/HP/2011 and 1358/HP/2011 that these cases related to Sr. Postmaster examination come up before Hon'ble CAT Bench Chandigarh for final hearing on 24.10.2013 but due to pre-occupation of applicants counsel, no proceedings took place and matter has now been posted to 09.12.2013.
