Shri
M. Mohanarangam, the then Superintendent, Chennai Sorting Division, Chennai and
now Superintendent (Stg.) RMS Ó’ Division Lucknow has filed OA in Hon’ble CAT
Madras Bench in connection with to grant (MACP) financial up-gradation to
applicant in the GP of Rs. 5400/- in PB-2 on non-functional basis, on
completion of 4 years of regular service in the GP of Rs. 4800/- w.e.f. 1/9/2008,
with all attendant benefits.
The
applicant in his OA stated that 6CPC introduced Modified Assured Career
Progression Schemes (MACPs) and the commission recommended that a Gr. B officer
in PB-2 with GP of Rs. 4800/- will get the GP of Rs. 5400/- after completing 4
years of regular service on non-functional basis. The recommendations of the
6CPC was accepted by the Government vide GOI, Ministry of Finance’s Resolution
dated 29/8/2008.
The
applicant has further stated in his OA that when a Gr. B officer completes four
years of regular service in the GP of Rs. 4800/- is eligible to get GP of
Rs.5400/-. While so, the applicant is holding Gr. B gazette post (ASP cadre)
and completed 4 years of regular service in the GP of Rs. 4800/- and he is now
eligible for financial upgradation in the GP of Rs. 5400/- w.e.f.1/9/2012. The
applicant while working as ASP (Gr. B) was granted financial upgradation in the
GP of Rs. 4800/- in the pay band of Rs. 9300-34800 in PB-2 w.e.f. 1/9/2008.

ReplyDeleteThis is to tell about the grade pay upgradation issue again.. It is a fact that the finance ministry is opposing GP 4600 to IP because of existence of ASP cadre in our department and its non existence in other organisations. if IP and ASPs are merged what will happen. Our promotion prospects are meager and only 866 PS group-B posts are available for the merged cadre. Moreover the senior ASPs will have the resentment also regarding their degrading to IP. Merging of ASP with SP will create functional problems. So I propose that in order to vanish the ASP cadre the nomenclature of ASP may be changed to Superintendent when giving GP 4800 consequent on the upgradation of IP's GP to 4600. The existing PS Group-B should be merged with JTS Group-A. This will give more promotional post to the proposed Supdt (name changed ASP posts) posts and all officials in the IP/ASP/ and present PS Group-B cadre will be benefited out of this. For this the IPO association will have to join hand with Group-B association during the cadre restructuring discussion, for the merger of PS group-B with JTS group-A for making room for changing the nomenclature of ASP to SP with GP upgraded to 4800.
