Respected Sir,

                The CWC meeting of ALL India Association of Inspectors and Assistant Superintendents Posts was held at Ranchi on 17th and 18th August 2018 and above subject was discussed in detail. After discussion, following  resolution was passed unanimously by the house in the said CWC meeting.

                “Online recruitment for GDS has not been completed in most of the Circles due to different issues. As a result a huge number of GDS Posts are lying vacant and the responsibility lies with Sub-Divisional Heads for managing the vacant Posts by combination of duties or allowing substitutes in deserving cases. A lot of difficulties are being experienced by the Sub-Divisional Heads apart from resentment among GDSs against combination of duties. Therefore, Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to consider for early initiation and completion GDS recruitment preferably in all Circles at a time so that the candidates will apply for their choice Circle only.” 

                It is therefore requested to kindly consider the resolution in the interest of service to enhance the productivity and efficiency in quality of service.

                The CWC meeting of ALL India Association of Inspectors and Assistant Superintendents  Posts was held at Ranchi on 17th and 18th August 2018 and above subject was discussed in detail. After discussion, following  resolution was passed unanimously by the house in the said CWC meeting.

                As per para-12 of Inspection Questionnaire of CBS SO issued vide Department of Posts (Inspection Unit) No.16-1/2017-inspn dated 21-08-2017, SB-46 is to be issued for all TD Accounts in “C “class offices. The time allotted for inspection of “C” Class NDSO is one day and for “C” class DSO it is two days. It is time consuming to find out the Account No., balance, full address of the TD Account holders in Finacle and issuing of SB-46 thereafter. It is, therefore, practically not possible to complete the inspection in the allotted time for “C” class SOs. Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to revisit the above Inspection Questionnaire and to limit the number of TD Accounts to be verified / SB-46 to be issued in ‘C’ Class offices”.

Supdt. of Posts as in case of Accounts Cadre and as per judgments issued on subject by various Hon’ble Courts ”.

                “The work load on Sub Divisional Head has been tremendously increased with the introduction of new services and launch of new products/business in the Department. Central Working Committee at Ranchi unanimously resolved to request Secretary (P) not to assign any target related to IPPB to Sub-Divisional Heads as they are overloaded with other targets and there are separate Managers and Field Officers of IPPB for exclusive IPPB work. They may be utilized optimally for the purpose”.

                “In CSI system Sub-Divisional Heads are functioning as approver and immediate Supervisor (forwarding Authority) for certain cadres viz. Postmen and MTS for leave, GPF etc. It is now highly essential for a Sub-Divisional Office to have Sify connectivity and Desktop Computer loaded with software like Finacle, SAP etc. Therefore, Central Working Committee at Ranchi unanimously resolved to request Secretary (P) for considering supply of Desktop Computers to Sub Divisional Offices apart from the Laptop”

After discussion, following  resolution was passed unanimously by the house in the said CWC meeting.

                As per the Department of Expenditure, Ministry of Finance Office memorandum No. 25(12)/E.Coord.-2018 dated 03rd April, 2018 circulated vide Department of Posts (Establishment Division) Letter No. 34-01/2018-PAP dated 11-06-2018, Director/ Deputy Secretary / Under Secretary/ Section Officer or equivalent level of Officers are entitled for reimbursement of Rs.500/- per month towards purchase of News Paper at their residence. Asst. Supdt. of Posts in Department of Posts are of equivalent level of Section Officer in Govt. of India. Therefore, Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to issue clear instruction to Circles for reimbursement of Rs.500/- per month to Asst. Supdt. of Posts towards purchase of News Paper at their residence”.

After discussion, following  resolution was passed unanimously by the house in the said CWC meeting.

                Central Working Committee at Ranchi unanimously resolved to request Secretary (P) for withdrawal of instruction issued vide Postal Directorate, Financial Services Division Letter No.  F. No. 25-31/2017-FS-CBS dated 28.03.2018 which directs Sub Divisional Heads to check and verify Sanchay Post data w.r.t. migrated live data as the Sub Divisional Heads are neither fully skilled nor have enough time to check data in respect of all CBS migrated offices under their Sub Division. This is above and over the normal duties of the Sub-Divisional Head and it will hamper the other works of the Sub-Division”.

                Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to give necessary direction to Circles for fixation of Pay on promotion of Inspector Posts to ASP between 01-01-2006 to 31-12-2015 carrying same Grade Pay of Rs.4,600/- by way of addition of one increment equal to 3% of the sum of the pay in pay band and existing Grade Pay as prescribed in Rule-13(i) of the CCS(RP) Rules, 2008 treating the ASP post carrying higher responsibility”.

                “ CWC Ranchi unanimously resolved to request Secretary(P) to  recalculate the vacancies of LDCE Quota for the year 2012 to 2017. As per the relevant Postal Service Group ‘B’ Recruitment Rules, 75% of the total posts shall be filled by promotion from amongst Inspector Posts on the basis of seniority, 19% of the total Posts shall be filled on the basis of LDCE from amongst Inspector Posts and 6% of the total posts shall be filled on the basis of LDCE from amongst general line officials. Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to revisit the method of calculation of vacancy and to recalculate the vacancy of Postal Service Group ‘B’ Posts as per the relevant Postal Service Group ‘B’ Recruitment Rules which are/were to be filled up by promotion on the basis of seniority and the posts to be filled by promotion through LDCE for the year 2012-2017”.
