Today, 19th Circle Conference of All India Association of Inspectors and Assistant Superintendents Posts, Haryana Branch held at Gurgaon and following officers are unanimously elected as officer bearers.

Need PS Gr. B creation memos to finalize RRs
Since last two years CHQ is pursing this issue with Directorate to issue revised Recruitment Rules for PS Gr. B cadre to correct the anomaly of fixation of quota for PS Gr. B from IP Line Officials and General Line Officials by providing 97% vacancies to PS Gr. B from IP Line and 3% by promotion of HSG-I officials from General Line through a LDCE. But till this date neither Recruitment Rules of PS Gr. B cadre revised nor share of General Line officials reduced from PS Gr. B examination. To reduce the quota of General Line officials from LDCE for the promotion to the cadre of PS Gr. B, GS is in touch with Directorate and he was told that the request made by Association will be considered soon and also awaiting result of Hon'ble CAT Chandigarh Bench and till that there is no hopes for holding of departmental examinations for promotion to PS Gr. B and Sr. PM. Some changes in the examination process is also expected in LDCE for the promotion to PS Gr. B cadre.
Hon'ble CAT Chandigarh Bench (In OA 1328/HP/2011 & 135/HP/2011) also directed Department to submit the progress made in revision of Recruitment Rules of PS Gr. B cadre. This case will be heard on 09/04/2014.
As all are aware that Hon'ble CAT Hyderabad has already given judgement in our favour.
Brief of judgment : The applicants who are holding the posts of ASPOs are provided from appearing for the departmental examination for promotion to the post of Sr. Postmasters, and only Inspectors of Posts which is lower grade post than the ASPOs are allowed to appear for the examination and in case they qualify in the examination, they would become seniors to ASPOs, which posts the applicants are holding and would be an anomalous situation. The contention of respondents that the applicants are holding Gazetted posts in the GP of Rs. 4600/- and as such, they need not be allowed to appear for exam cannot be accepted as the GP of Sr. Postmaster is Rs. 4800/-

It is make it clear that the applicants and the persons similarly placed to the applicants, who are holding the post of ASPOs, shall be allowed to compete in the LDCE for promotion to the post of Sr. Postmasters as and when the recruitment take place, subject to other conditions of eligibility being satisfied.
Everybody knows that this vital issue was discussed at length in subject committee meeting held during AIC Ahmedabad and General Secretary explained the difficulties faced by Directorate for issue of Revised Recruitment Rules for PS Gr. B cadre. GS has requested to all delegates, visitors and Circle Secretaries who attended AIC to search / find out creation memos of PS Gr. B cadre since 1993 at their Divisional Office / Regional Office and Circle Office and everybody who attended AIC has assured to him. But despite his appeal dated 15/2/2014, there was no expected response from the members who are presently working in DO/RO/CO.

Conditions for Reproduction of Stamp Images
Reproduction of stamp images is allowed for illustration purposes in Philatelic
Publication or in an article relating wholly on postage stamps which may appear
in any magazine, newspaper or publication of a general character. Such
reproduction should however, be only in black. If stamps are to be produced in
colour for publicity purposes, prior permission of the Director General of Posts
must be obtained. To avoid similarity with the postage, such reproduction must
be distinctively in smaller or larger sizes than the actual stamp and must be
without perforation on the edges. Further, across bar will also be placed on
one- corner of the stamp, obliterating the denomination. It must be noted that
reproduction of the stamp in colour of the actual size of the stamp with
perforation of the edges may be deemed to be taken as production of the actual

Why RBI's decison on a Post Bank of India is a slap for Finance Ministry
The RBI’s decision on Wednesday to “consider” the application of Department of Posts for a banking license “separately in consultation with the Government of India” is literally a slap in the face for the finance ministry.
Out of the 25 applicants that were in the fray for a new license, the RBI granted “in-principle” approval for two - IDFC and Bandhan Financial Services - while setting aside the application of the Department of Posts to be decided separately. If the finance ministry had given permission earlier, the RBI could have issued a license to the Department for “Post Bank of India” as well.
While prior clearance of their parent company was necessary for the private players who had applied for a license, for the postal department, it was the clearance of the government of India, or more specifically, the finance ministry that was mandatory. Without such a clearance, the RBI could have rejected the application, which it didn't do. Had the government given its clearance, most probably the Post Bank too could have commenced its operations along with the other two licensees.
The Department of Posts has been trying to get the clearance of the finance ministry for some time now, but for some strange reason, the finance ministry has been dragging its feet. According to knowledgeable sources, the RBI was very keen and has even met with the ministry, but nothing fructified. It was clearly a case of the government defeating its own proclaimed aim of financial inclusion. There is no other institution, not even the network of public sector banks, that could help financial inclusion in a way that the the postal department is capable of.
If the Post Bank of India is operationalised, all the 1.54 lakh post offices, out of which about 90 per cent are in rural areas, by default will become a “bank”. These “banks” will be more accessible to the common people, because they have been right there for decades in their neighbourhood: there is a post office for every 7176 people in the country and in rural areas, the coverage is even better - one for every 5682 people. In fact, when the UPA government was struggling to find a way to transfer the wages for NREGA beneficiaries, it was this network that came to its rescue. About 2.2 crore people get their NREGA payments through the post offices.
Financial services are not new to post offices because for several decades, they have been running the post office savings scheme. Besides the extremely high penetration of the post offices, in rural areas, there are about 2.69 lakh agents (Grameen Dak Sevaks) who come home to help people with banking. Almost all these agents are also people from the neighbourhood and are familiar with the beneficiaries.
It is a unique banking eco-system that only Indian Post can claim credit for. It is a model that has evolved over time and is very hard to replicate because it is driven by the sheer needs of people, and nourished by trust and relationships.
This is where the finance ministry’s role is suspect. Why hasn’t it granted the permission to the Department of Posts when the RBI doesn’t have any objections. Who is it trying to protect? Isn’t it its commitment to financial inclusion a sham?
Interestingly, Kapil Sibal, the minister for posts, and even Rahul Gandhi couldn't get a government decision favouring the Postal Bank. Sibal reportedly was very keen while Rahul Gandhi, as usual, had his attention diverted.
As the RBI press release notes, financial inclusion was the stated objective for giving additional banking licenses.
"In the budget speech of the Union Finance Minister for the year 2010-11, it was announced, inter alia, that there was a need to extend the geographic coverage of banks and improve access to banking services and that RBI was considering giving some additional banking licences to private sector players,” the central bank said.
Why was the most eligible candidate excluded?
Anyway the RBI has a mind of its own and has apparently not given into the government’s indifference. It has kept the option of the Postal Bank open and will follow up with the financial ministry. How long will the ministry block it? Will the next government take a favourable decision?
The reasons are certainly more than what meets the eye.

OFFICE MANAGEMENT TIPS FOR POSTMASTER CADRE OFFICIALS
Work study at Post offices :
It is the basic need for every Postmaster on assuming charge of the Post Office to understand its staff , transactions , mail arrangements , area of service , volume of mails , the people and the culture in and around the Jurisdiction . It will provide a clear idea about what is what .
Staff
The establishment and the working strength to be studied along with the previous statistics about the staff that was allowed to continue in the office. A rough calculation should be made with the available statistics ie MPCM , Savings Bank , accountable articles for previous 3 year period. After satisfying yourself with the work load , the actual requirement of staff is to be take note of.
Transaction statistics
The MPCM , SB and all other accountable articles should be studied for a specific period say for previous period and make a small comparison about the improvements / decrease in the transactions. This will give you a knowledge about the overall performance of the post office and its functions.
Mail Arrangement
Make a study on the receipt and dispatch of mails at office and find out the suitability . This will provide a scope of identifying number of staff required at the receipt time and dispatch time for ordinary mails. Cross check the mail arrangement with the office working hours and identify dead time wherein there is a difference between receipt of bags and opening cum processing along with the closing of bags and the dead time between closing and dispatch of mails. This provides a opportunity to identify and shift staff for the work and for modification of working hours according to the mail timings.

Check the interval time between the two arrivals if the time is short try processing together and if there is a good gap say 1 hours. Process only the ordinary mails first and the accountable mails together. ( you can also prepare two list for postman ie Delivery SLIP no 1 & 2 by creating duplicate beats for postman) There can be no restrictions on creation for the same beat and only requirement is to send all mails received for delivery on the same day..

Area of service
Different post offices have different geographical dimensions for delivery and service. Have a study about the area within a short period of time which will help a lot in the day to day work as a Postmaster
If the area is have a good dimensional size

Prepare to work according to the area requirement ie The Postman who should proceed first , second and so on and deploy staff accordingly

If the area does not have a good dimensional size
|
Prepare a dimension your self and plan to send the postman accordingly.

If the area is like a square or rectangle in shape
|
Prepare Postman for beats and not beats for postman. Select the postman with service hierarchy and provide nearest square for the most senior and next to his junior and so on.

If the area is a butterfly type in shape
|
Prepare customer wise postman beat or location based ie. Two postman should not be allowed to share one area . Hence one full area should be provided for one postman . They can also be some rotation within the beats at regular intervals.

Volume of mails
Analyze the volume of mails ie Ordinary mails on a day to day basis and understand variations in the volume ie Monday will be heavier than Tuesday , and Tuesday will be easier than Wednesday and so on This provides an understanding in how the Postman can be controlled or used effectively in other activities of the office ie . PLI , RPLI , Account Opening etc
Accountable mails also needs some study for analyzing the work load of the postman . The number of bulk mails delivered by each postman and the details of such customers to be taken note of for providing window delivery. The newly created townships should also be studied about the requirement of manpower for mail delivery.
People and culture
This is the most important aspect in analyzing the functioning of a post office . Each place has its own culture and tradition , business and profession . we have to go thro the life of the people , especially their requirement from Post office. This will be helpful in deciding the product to be concentrated at the post office rather than concentrating on all the products and services of a PO.
CRISIS MANAGEMENT
What can a Postmaster do on the following situations
Leave of staff

Should be regulated within the office and should see that each and every staff can avail their required leave in time.
Emergency situations are exempted and upto the postmaster to decide.
Do not recommend leave for staff for long durations for silly reasons . Just make a remark on the leave application on your disinterest ( Instead you can request your staff to cutshort their leave)

Deputations
|
When you have already studied about the staff engagement for the past years and also current requirements , the transactions , the mails , the people now you can readily fight with the administration about the necessity on production of the statistics . You may also communicate the authority that you should not be held responsible for any deficiency of service at the counter when staff are being compelled for deputations.

Shortage of staff due to leave and deputation
|
Open only those counters where you can provide service. Ask customer to stand in a single queue . Accept transactions on First in and First Out method . Take your standard timing for completion of transactions . Put a notice to people on the present day staff position of your office.

At present the Administration is highly worried about the BD products and its revenue. It becomes inevitable to do some business for the management even though we may be at a hectic situations. After completion of the above study and implementation of the CRISIS management technique , one can be free enough to identify products and services for business.

When you find that there is business in mails

Concentrate only on mails for a period of 6 months and do not consider admin pressure and achieve some good jumps in regd, speed , parcels bookings and record it for you support

Identify the next product ie Savings Bank and concentrate to open more number of accounts for a period of 6 months and create a record of the same for support

Modify supervising Techniques
Our traditional supervising techniques needs lots of modifications and to be brought to suit the present environment that can protect against the management , staff and the public

Check returns by yourself and concentrate only on those articles returned undelivered ( Do not waste time from invoicing for supervision )

|
See that sufficient people are attending the work to ensure the postman leaves in time

Reporting
|
Always report on all discrepancies ie misspent , misdirected , complaints etc and do not take your self into problems

Technology problems
|
Do not try to rectify it by yourself . There are people to do their job so just report and record it for support . Do not try to be over enthusiastic as it will not support your job.

Late arrival of Postman
|
Modify staff timings accordingly and make yourself convenient to supervise it after that. Ie for office which starts from 09.00 to 05.00 make a staff to attend from 10.00pm to 06.00pm and modify your time accordingly

RBI grants banl licences to IDFC, Bandhan Financial
MUMBAI: The Reserve Bank of India said on Wednesday it had granted bank licenses to IDFC Ltd and Bandhan Financial Services that would be valid for 18 months and would be subject to the two financial firms fully complying with central bank regulations.
The central bank will also consider the application of India Post, but under a separate process to be carried out in consultation with the government.
The RBI last year allowed corporate houses to form banks as part of an effort to expand access to financial services in the country. No new Indian bank has been formed since Yes Bank in 2004.

would like to further bring to your kind notice that, DoPT has already issued
crystal clear instructions under their OM No. 35034/3/2008-Estt(D) dated
19/5/2009 stating that cases maturing during the first half (April-September)
of a particular financial year shall be taken up for consideration by the
Screening Committee meeting in the first week of January. Similarly, the
Screening Committee meeting in the first week of July of any financial year
shall process the cases that would be maturing during the second-half
(October-March) of the same financial year.
It is therefore
requested to kindly look into the matter personally and arrange to issue strict
instructions to all Regions and Circles to follow the orders issued by Nodal
Ministry both in letter and spirit and also to convene the pending DPCs immediately.

“Examination fee” has been included as part of reimbursable items as indicated in para 1(e) of O.M. dated 2nd September, 2008, subject to the fulfillment of other existing conditions vide) OM No.12011/01/2012-Estt.(AL) dated 31-07-2013. The said orders do not have a retrospective effect.

New Delhi, Apr 1 (PTI) Ending weeks of uncertainty, the Election Commission today allowed the Reserve Bank to issue licences for setting up new banks.
