Mobile money order service in 3k Bihar post offices by October

PATNA: Buoyed by the success of the pilot project of mobile money order service, launched about two months back, the postal department is set to launch this service in 2300 post offices across the state on August 16 and a total of 3,000 post offices by October.
 
This was stated by Brigadier G Bhuyan, state chief postmaster general, Bihar, while addressing a press conference here on Wednesday.
 
Since the launch of the pilot project in four states of the country, Bihar has received and sent the highest number of money orders. After the success of pilot project in Bihar, Haryana, Kerala and Delhi, the service would be made functional in five more states - Rajasthan, Andhra Pradesh, Uttar Pradesh, Punjab and Jharkhand - from August 16.
 
"In Bihar, the pilot project was initially launched in 18 post offices only. After a month, it was introduced in 123 more post offices and another 105 post offices after three more weeks. Since the launch of this service, we have completed over 1,000 mobile money order transactions, sending over Rs 11 lakh and receiving more than Rs 18 lakh," said Brigadier Bhuyan.
 
Parimal Sinha, director, postal services, Bihar, said, "We have given special training to postal employees to carry out the service." Mobile money orders allow a person to send up to Rs 10,000 at a go. The postal department charges Rs 45 as commission for money order of Rs 1,000 to Rs 1,500, Rs 79 for transaction of Rs 1,501 to Rs 5,000 and Rs 112 for Rs 5,001 to Rs 10,000.
 
To avail the service, the sender has to go to post office and fill up a form giving the mobile number of the recipient. Once the form and cash is deposited at the originating post office, four SMSes are generated by postal department, of which one each is received by the sender and recipient of the money order while the remaining two SMSes are received by the sender and recipient post office. When the receiver of the money order withdraws the money from the nearest post office, again four SMSes are generated and sent to the same mobiles confirming withdrawal of the money. However, the receiver has to show his identity card to withdraw the money. Also, a special code is generated while the money is being deposited by the sender, which can be used by the recipient if his location shifts from the recipient post office.
 
Anil Kumar, marketing director, postal department, Bihar said, "BSNL is our technical partner in the service while a private Gurgaon-based firm, Maverick Mobile, is the application partner." Thought the postal department is using BSNL network, the sender and the recipient of the mobile money order can use any mobile network of their choice.

New Scheme of Joint Entrance Examination (JEE) Evaluation

Percentiles are a good basis of comparing different Boards and they are non-discriminatory, stated Minister of State Dr Shashi Tharoor in Lok Sabha today. They take into account the variations in examinations conducted by different Boards, he said. Based on this year’s examination data, the cut-off percentile score for top 20 percentile varies from one Board to another. Since different Boards evaluate differently, percentiles have been used to ensure a fair comparison of students belonging to different Boards.

In the new scheme of the Joint Entrance Examination (JEE) (Advanced), only the top 1.5 lakh candidates (including all categories) based on their performance in the JEE (Main) qualify to appear in the JEE (Advanced) examination. The admissions to the Indian Institutes of Technology (IITs) are based only on their category-wise All India Rank in JEE (Advanced), subject to the condition that such candidates are in the top 20 percentile of successful candidates in class XII examinations conducted by their respective Boards in applicable categories. The admission to the National Institutes of Technology (NITs) are based on combined merit list created by giving 40% weightage for performance in class XII Board marks normalized on percentile basis with the remainder 60% weightage for performance in the JEE (Main). This system has been applied uniformly to all the candidates, and, therefore, the chances of students getting affected does not arise.

This was stated by Minister of State for Human Resource Development, Dr Shashi Tharoor in a written reply to a Lok Sabha question today.

Booking of Air Tickets through private agent is strictly prohibited – ESIC

An important clarification circular has been issued by the Department of Finance and Accounts of Employees State Insurance Corporation regarding that the booking of air tickets for LTC Travel on 29th July, 2013. The notification said, as per Government of India provisions for booking of tickets for LTC, only two travel agencies namely M/s Balmer Lawrie and Company and Ashoka Travels are authorized to provide travel tickets. Tickets can also be booked through official counter/website of the airline and IRCTC website. Booking of tickets on account of LTC through any private agent/agnet’s websites like Yatra, Makemytrip etc. is strictly prohibited.
 
The CCS (LTC) Rules are applicable to the employees of ESIC and there has no separate rules to travel by air on Leave Travel Concession.

New pension system not better than existing EPS: EPFO

The Employees’ Provident Fund Organisation (EPFO) says it disagrees with finance ministry’s proposal to encourage its subscribers to shift to New Pension System saying it does not provide better returns than its Employees Pension Scheme-1995.

The retirement fund body has said this in response to a letter written by Financial Services Secretary to Labour Secretary.

“If we take return of EPS as indicative return on the fund managed under EPS then the annualised return for the period May 2009 to May 2013 will be 10.47 per cent, which on the face of it, is higher than the return declared by NPS in its scheme for central government”, EPFO said.

Finance Ministry has written to the Labour Ministry saying: “The subscribers (of EPS) may be given an option to either remain with EPS or join NPS with the same contribution.”

The ministry argued that NPS, which is a self sustaining pension system, could be a good substitute for EPS and would be beneficial for subscribers as they would get decent returns and adequate pension wealth.

Moreover, the Finance Ministry said, “The government would be free from any open ended and financially unsustainable liability of EPS.”

Disagreeing with the contention of the Finance Ministry, EPFO said that EPS scheme provides social security for lower income group people in their old age. In addition, it also provides pension to widow, children and dependents in case of death of the subscriber.

Under the EPS scheme, many interim benefits are provided.

Subscribers can withdraw their contribution towards pension while withdrawing his or her EPF money. There is a lock in period of 15 years in NPS.

Moreover EPS subscribers get bonus of two years on completion of 20 years of service and there is provision of commutation or part withdrawal also. That is not available in NPS.

EPS’s corpus size stood at Rs 1.83 lakh crore as on March 31, 2013. Under the NPS, total corpus was at Rs 29,852 crore as on March 31, 2013 with a subscribers’ base of 47,70,507 members.

EPFO has a subscriber base of over 5 crore and manages PF corpus of Rs 3.7 lakh crore excluding the pension fund of Rs 1.83 lakh crore.

Raghuram Rajan appointed as next RBI Governor for three years, to succeed Subbarao

NEW DELHI: Raghuram Rajan, currently the Chief Economic Advisor to the government of India was on Tuesday appointed the Reserve Bank of India's (RBI) governor for three years.

Rajan will replace D Subbarao, who completes his five-year term on September 4, and will be the 23rd Governor of the central bank."Prime Minister
Manmohan Singh has approved appointment of Raghuram Rajan as Governor of RBI for a term of three years," an official statement said.

Rajan, a former IMF chief economist, was appointed as the Chief Economic Advisor in the
Finance Ministry in August last year.

Known for his frank views, Rajan was also honorary economic advisor to the Prime Minister. He was acclaimed for predicting the 2008 global financial crisis.

An alumni of IIM-Ahmedabad and IIT-Delhi, Rajan did his doctorate from the Massachusetts Institute of Technology. He was professor at the University of Chicago's Booth School of Business before taking over as CEA.

Rajan was also involved with the report on Financial Sector Reforms, which was authorised by the Planning Commission.

The former IMF chief economist had emerged as the key pointsman for
Finance minister P Chidambaram, dealing with issues as diverse as a new development index to calm down nerves in the markets.

Apart from a sound understanding of the economic and financial system, what also works in favour of Rajan is his familiarity with key players in the global economic system, especially in uncertain times like at present. Besides, he is expected to get new ideas into RBI, which many on Raisina Hill believe is too conservative.

At the same time, a professional economist like Rajan is expected to take an independent view of applicants for bank licences and not act under the finance ministry's pressure.

Rajan's appointment comes at a time when the
economy is struggling with a high Current Account Deficit (CAD) and a depreciating rupee. Earlier in the day Raghuram Rajan sought to assure markets that the government is intent on measures to stabilise the rupee.

With the Reserve bank of India's (RBI) measures failing to stem the rupee's slide, the government is likely to announce steps to curb a ballooning Current Account Deficit (CAD). The Finance Ministry is expected to announce five-six measures to curb CAD.

All Circle Secretaries and CHQ office bearers are once again requested to see the note published on 21st June 2013 and 29th June 2013 regarding cadre restructuring of Inspector Posts cadre. It was already mentioned in the said notes that Directorate may call our Association for detailed discussion on this vital issue, as our sister unions / associations have already put pressure and requested Directorate to finalize cadre restructuring issues for their cadres.
 
Members are aware that the cadre restructuring issue was already discussed in several AICs and CWC meetings and it was decided that each circle will convey their views to CHQ. As on date only Tamil Nadu, Kerala and Odisha circles have submitted their views to CHQ.

It is brought to your kind notice that Chief Postmaster General, Karnataka Circle has identified PM Gulbarga, Dharwad, Davanagere, Chikamagalur, Shimoga, Hassan, HAL II Stage Bangalore and Channapatna HPOs posts of HSG-I (IP Line) for Postmaster Grade III in violation of instructions of Directorate letter cited in the reference. Due to this there is great resentment among IPs/ASPs of Karnataka Circle. Your good self is well aware that all posts of Postmaster Grade I, II and III are to be carved out from the existing General Line cadre posts. At present 141 posts of HSG I earmarked for the IP Line officials which are part of promotional avenue for the Inspector Posts. Other Circles are carving out only from the existing General Line posts. This Association have already submitted a request vide letter even number dated 12/6/2013 to issue instructions to all circles to fill all the vacant post of HSG I (IP Line) on the same analogy as given in the case of HSG I General Line vide Directorate Memo No. 04-44/2012-SPB.II dated 18th April 2013.

In view of the above, it is once again requested to kindly look into the matter personally and arrange for issuing directions to the Chief Postmaster General, Karnataka Circle that only HSG I posts of General Line cadre should be identified for Postmaster Grade III and not HSG I posts of IP Line.

Today (6/8/2013), it is confirmed that since last one week nobody from following 7 circles attended Directorate to hand over the CRs/APARs and requisite information for convening DPC for the promotion to PS Gr. B for the year 2013-14.

It was already posted on this blog that due to non submission of requisite documents in person by Circles, the DPC will not be convene on time as assured by the Officers of Directorate. It was further directed to Circle Secretaries and CHQ office bearers of above circles  to meet with the concerned officer/s who is dealing the work at circle office and request him/her to submit the requisite documents immediately to Directorate. Now, considerable time have already been elapsed, hence concerned Circle Secretaries should take this issue with CPMG and progress should be reported to GS.

Dearness allowance as Dearness Pay

While answering to a question raised by our Hon’ble Member of Rajya Sabha Shri. Sardar Balwinder Singh Bhundar, the Minister of State in the Ministry of Finance (E and FS) Shri.NamoNarain Meena replied in a written form on 7th May, 2013 that the ‘5th Pay Commission had recommended that Dearness Allowance should be converted into Dearness Pay each time the Consumer Price Index increases by 50% over the base index used by the last pay Commission. Accordingly the Government issued orders on 27.02.2004 for merging of 50% of the DA with the basic pay w.e.f.01.04.2004.
 
The 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage. Government has accepted this recommendation vide Resolution dated 29.08.2008. Hence the question to merge DA with basic pay does not arise. However, the rate of DA is being revised at periodic intervals’.

Android phone lost? Google will help you locate it

NEW DELHI: Google on Friday announced that it would offer a service to locate or securely wipe a lost Android phone by the end of this month. The service will be available to all Android phones running Android 2.2 or newer versions of the OS.
The service will be called Android Device Manager and will be available for free. Apple and Microsoft offer similar services for iPhones and Windows Phones, respectively. Several security apps also offer similar feature for Android phones though the implementation is not as robust as it is on iPhone.

In a post on the official Google blog, Benjamin Poiesz, an Android project manager, wrote: "Android Device Manager can help (you) ... keep your device—and the data you store inside—safe and secure."
 
Android Device Manager will allow users to make their misplaced phone ring at its loudest volume even if it is in silent mode. Users will be able to do this through Android Device Manager website though Google said that it would also offer an Android app for the service at a later date.
 
This feature will come handy if you had misplaced your phone under a sofa or bed.
 
In case you have lost your phone outside your house you will be able to see the device on a map if it is switched on and follow it in real-time. It may help you recover the phone. But in case it can't be recovered, Android Device Manager will allow users to wipe it securely so that the private data doesn't fall in wrong hands.
 
"While losing your phone can be stressful, Android Device Manager can help you keep your data from ending up in the wrong hands. If your phone can't be recovered, or has been stolen, you can quickly and securely erase all of the data on your device," wrote Poiesz.

A proposal to increase the retirement age of government employees from 60 to 62 years came to the Cabinet on Thursday but a decision was deferred. The government might make the announcement in the Prime Minister’s Independence Day address, his last before general elections in 2014. The ministry of personnel, public grievances and pensions has proposed an increase in retirement age of government employees from 60 to 62 years, top sources confirmed.
 
There are around five million central government employees in India. The previous occassion the government raised the retirement age of central government employees was in 1998, from 58 to 60 years. The move is meant to ease the financial burden on the government in terms of its pension liabilities, sources said.

The retirement age of professors in all central universities was recently raised to 65 years. D L Sachdev, national secretary of the All India Trade Union Congress, said his union was totally against the increase of the retirement age beyond 60. It would hurt the youth, especially when the government is doing nothing to create jobs for them, Sachdev said.
 
Congress-affiliated Indian National Trade Union Congress national president Sanjeeva Reddy said his union had been demanding increase in the retirement age to 62 years and would welcome it.
 
Minister for Personnel, Public Grievances and Pensions V Narayanaswami had ruled out an increase in the retirement age to a question in Parliament in the winter session this year. An official in the ministry, when asked, refused to speak about it.
 

CHQ needs data from circles.

It was requested to all Circle Secretaries and Office Bearers on 21st July 2013 to furnish the information on following to CHQ immediately through email, but very few have come forward. CHQ need these information to speed up the matters related to holding of DPCs, filling up of vacant post of IPs etc.
 
1. No. of JTS Gr. A posts vacant in the Circle.
 
2. No. of PS Gr. B posts vacant in the Circle.
 
3. No. of Inspector Posts (Direct Recruit) posts vacant in the Circle (year wise).
 
4. Names of surplus IPs working in other circle whose request pending for re-allotment.
 
Those circles who have yet not submitted their data may arrange to send to CHQ through email by 6th August 2013.
 

Planning Commission objects to Government funding for India Post Bank

The panel opines Rs 500 crore needed as initial paid up capital for launching Post Banks might not be feasible at present. Hopes of the Department of Posts (DoP) to launch full-fledged banking operations seem to have hit a roadblock, with the Planning Commission opposing government funding to start the project.

The DoP has moved a Cabinet note for the government to provide Rs 500 crore as initial capital to India Post towards starting a bank. According to the Reserve Bank of India (RBI)’s norms for applying for a new banking licence, an entity needs paid-up capital of at least Rs 500 crore.

Officials said the commission felt providing the Rs 500 crore needed as initial paid-up capital for launching the bank might not be feasible, owing to the tight fiscal conditions. “Though in principle, the commission does support the proposal, the current weak financial conditions are acting as a hindrance,” said a senior official. 



Overall, the department needs about Rs 1,900 crore to run full-fledged banking operations. Financial help from the government is required, as India Post recorded a deficit of Rs 5,806 crore in 2011-12, 8.5 per cent lower than the Rs 7,899-crore deficit the previous year. An official said India Post planned to start banking operations across 50 branches. However, a section within the Planning Commission felt converting a part of post offices into full-fledged banks would hamper the core functioning of these entities, another official said. For the government, India Post’s banking operations would be beneficial in expanding the ambit of its ambitious Direct Benefits Transfer (DBT) programme. This is because there are about 1,50,000 post offices across the country, much higher than the number of all public sector bank branches combined. The banking correspondent model, as envisaged in DBT, would be accounted for by postmen. For every new deposit, a postman would get an additional commission of 0.07 per cent.The official said moves were also afoot to link all post office branches with core banking solutions. To launch banking operations, India Post would have to restructure its shareholding, as according to RBI norms, promoter companies of entities seeking to set up banks should have at least 51 per cent public shareholding. Currently, India Post is wholly owned by the Union government.


A few years ago, India Post’s proposal to start banking operations was opposed by the finance ministry, as the DoP didn’t have expertise in areas such as handling credit.


The DoP has a few savings instruments such as the post office savings scheme, as well as a life insurance scheme — Postal Life Insurance. It also acts as a distributor for mutual fund companies.

As a measure of taxpayer convenience, Central Board of Direct Taxes (CBDT) has extended the ‘due date’ for filing Returns of Income for A.Y. 2013-14 by Individuals, HUFs and non-auditable cases from 31st July, 2013 to 5th August, 2013.

The field offices have been asked to make special arrangements for accepting the returns of income from 01.08.2013 to 05.08.2013, including on 3rd August 2013 (Saturday) and 4th August 2013 (Sunday) to facilitate the taxpayers to file their returns.

Taxpayers are requested to avail the facility of these special arrangements and file their returns during this extended period after paying due taxes.

11th ALL WOMEN POST OFFICE INAUGURATED IN GUJARAT CIRCLE

Rajkot Race Course Road SO of Rajkot Division in Rajkot Region (Gujarat Circle)  ALL WOMEN POST OFFICE was inaugurated on 01.08.2013 by Madam Neelam Gupta Ms Rambharosa Postmaster General Rajkot Region Rajkot. Shri Rambharosa Hon’ble Post Master General Rajkot, Shri D. R. Vankar Dy. Accountant General, Shri K. Mohanchandra Sr. AO, Shri R.M Parmar SSPO’s Rajkot Division, Shri G.R Bhanani, P.M.Rathod, G.A Bhat  ADPS o/o PMG Rajkot were present on the occasion along with other officers of RO Rajkot and staff of R.O, DO and post offices around Rajkot HO. Rajkot Race Course Road SO is located at most prominent place centrally situated near Race Course  in the building premises of Accountant General  Office. The establishment of this office is SPM + 2 Postal Assistant  & 1 MTS. The post office is fully computerized and having full proof security arrangement and all amenities pertaining to women employees.

          In Gujarat Circle it is Second All-Women Post office established. First was established at IIT Ahmedabad on 02.07.2013. The post office is part of a national initiative to set up all-women post offices to empower women and encourage gender equality in various sectors. This is the Eleventh All-Women Post Office in the country. The first such office was inaugurated at Shashtri Bhavan in Delhi on 8th March 2013, International Women Day.

All central government employees are very eager to know about DA July 2013.Because DA is the most important allowance to maintain extra expenses in their day to day life. Any how DA is calculated complete based on arithmetical  calculation. AICPIN released by Labour bureau is required  to calculate DA.L abour bureau already released the data for January, February, March, April, May and June that is 221,223,224,226,228,231 respectively.

The formula for calculating DA is
