Electronic Solar Auto Rickshaws for Postmen in India

AJMER: The district will be the first in the country where the postmen will distribute the postal stuffs through green vehicles which will run by solar energy. The first of its kind centre of electronic solar rickshaw for distributing postal work is started in Ajmer on Monday by the Union Telecom and IT Minister of State Sachin Pilot, promising to increase IT services in the remote villages of the country.
Five eco friendly solar auto rickshaws were distributed to the postmen to distribute posts in the different parts of the district. The Department will look to the result of speed and costing of this project and then the facility will be spread in other parts of the country.
Pilot also started the first BSNL wireless service mobile call centre of the state in Ajmer today that will resolve problems of 53 lakh BSNL mobile customers of the state. Union State Minister & MP of Ajmer, Pilot, reached here today in the morning for a day program and inaugurated the first of it kind call centre here for the consumers of BSNL mobile holders. "The customers had to reach for the call centre situated in Gurgaon of Haryana before to get solution of their problems and that took bit more time but now the customers can get the service directly in their state" said Pilot. He added that the youth of rural Ajmer will get the benefit of job through this call centre. The government is deciding to start such call centres in the other parts of the state so that the customers could get better services.
Briefing about the service, COO of Sparsh BPO services Satish Varanasi said that their company will provide services to the BSNL customers and they will train about 250 youths for running the centre and at present they have given employment to 124 people. "The center will provide services to 53 lakh customers in the state to solve their problems" said A K Jain, Chief General Manager of BSNL.

1. Pilot then went to the General Post Office of the district and inaugurated the electro solar rickshaw center, from where the letters will be distributed with these new solar energy machines. Pilot also inaugurated the Airo-project in Gangwana, Makhupura, Kadel, Kuchil, Madar, Hatundi, Roopnager and Tilonia through video conferencing.

The State Minister stated that with latest technology, the post and telegraph department will provide better services specially in rural parts of the country where people waited long to get the communication from different parts, "in this project `500 post offices are taken in first stage and in Ajmer district only 57 post offices are made high-tech in this project, people from rural regions could get the facilities of life insurance, banking, electronic money orders by this."
The auto solar rickshaws are prepared by the scientists of Indian Government with collaboration of IT Research Department and with Kinetic Motors of Pune. "The vehicle will run with battery and will charge with solar energy which is eco-friendly and we have given it a name of green vehicle" said Senior Scientist H S Mahti who came to Ajmer from New Delhi.

PROCEDURE FOR MOBILE NUMBER PORTABILITY

Procedure for Mobile Number Portability

We all know that Mobile Number Portability will be a reality from 20th January 2011, as Government has at last announced the launch of this facility for the entire India from this date.
We do not know at this stage how this arrangement would span out but it's really boon for the customers who want to shift to other mobile network for want of quality, lesser cost or for more facility such as 3G.
The procedure for switching over from one mobile network to another mobile network is as follows:
The customer should send a SMS (PORTMobile Number) from the number he wishes to transfer from one mobile network to the other, to number 1900.
Then the customer will receive a Unique Porting Code (UPC) by SMS from his current service provider.
Now the paper work comes. The Customer will have to furnish his details in the prescribed application form to the chosen new mobile network along with Unique Porting Code (UPC) that he got through SMS.
The new mobile network company should then ensure that the switched over customer gets the connection from the new mobile network within seven working days.
TRAI has fixed a ceiling of Rs 19 on porting charges which the new service provider may collect from the subscriber.
Post-paid subscribers, before making the porting request, have to make sure that their last bill has been paid failing which the request for change to new service provider shall be rejected.
In the case of pre-paid subscriber, any balance amount left will not be carried forward when the number is transferred to the new service provider.
Once a subscriber ports his number to the new operator, then, he will have to wait for at least 90 days before he can change his operator again.

Govt. moots proposal to enhance educational standards

Govt moots proposal to enhance educational standards

New Delhi, Jan 17 (PTI) Government today mooted a proposal for an "institutional framework" to strengthen Centre-state collaboration in raising educational standards under the RTE regime with the involvement of key education regulators.

Such a framework would include educational bodies like NCERT, State Councils of Educational Research and Trainings (SCERT), CBSE, Council of Boards of School Education in India (COBSE) and National Council for Teacher Education (NCTE).

The proposal was mooted by HRD Minister Kapil Sibal at the meeting of central and state education regulatory bodies with an aim to ensure "constant coordination, continuous flow of information and dialogues between them", said an HRD Ministry official.

Sibal also said that the institutional mechanism between NCERT and SCERTs should also work towards developing question banks which could be used by states for their Teacher Eligibility Test.

Extracts of provisions in FR 56

F.R. 56(a) Except as otherwise provided in this rule, every
Government servant shall retire from service on the afternoon of the last day
of the month in which he attains the age of sixty years:
Provided that a Government servant whose date of birth is the first of
a month shall retire from service on the afternoon of the last day of the
preceding month on attaining the age of sixty years.
Provided further that a Government servant who has attained the age
of fifty-eight years on or before the first day of May, 1998 and is on
extension in service, shall retire from the service on expiry of his extended
period of service.
Or on the expiry of any further extension in service granted by the
Central Government in public interest, provided that no such extension in
service shall be granted beyond the age of 60 years.
(b) A workman who is governed by these rules shall retire
from service on the afternoon of the last day of the month in which he
attains the age of sixty years.
(bb) The age of superannuation in respect of specialists included in
the Teaching, Non-Teaching and Public Health Sub-cadres of Central Health
Service shall be 62 years.
"Provided that for the specialist included in the Teaching sub-cadres
of the Central Health Service who are engaged only in teaching activities
and not occupying administrative positions, the age of superannuation shall
be sixty-five years:
provided further that such specialist of the Teaching Sub-cadres of
Central Health Service who are occupying administrative positions shall
have the option of seeking appointment to the teaching positions in case they
wish to continue in service up to sixty-five years."
(bbb) The age of superannuation in respect of nursing teaching faculty
with M.Sc in Nursing in the Central Government Nursing Institutions shall
be 65 years subject to the condition that they continue to function as faculty
members after the age of 60 years.

(d) No Government servant shall be granted extension in service beyond the
age of retirement of sixty years:
Provided that a Government servant dealing with budget work or
working as a full-time member of a Committee which is to be wound up
within a short period of time may be granted extension of service for a
period not exceeding three months in public interest;
Provided further that a specialist in medical or scientific fields may be
granted extension of service up to the age of sixty-two years, if such
extension is in public interest and the grounds for such extension are
recorded in writing:
Provided also that an eminent scientist of international stature may be
granted extension of service up to the age of 64 years, if such extension is in
public interest and the grounds for such extension are recorded in writing.
Provided also that notwithstanding anything contained in any rule, the
Central Government may, if considered necessary in public interest so to do,
give extension in service to a Cabinet Secretary in the Central Government
for such period or periods as it may deem proper subject to the condition that
his total term as such Cabinet Secretary does not exceed four years.
Provided also that the Central Government may, if considers
necessary in public interest so to do, give extension in service to the
Defence Secretary, Foreign Secretary, Home Secretary, Director,
Intelligence Bureau, Secretary, Research and Analysis Wing and Director,
Central Bureau of Investigation in the Central Government for such period
or periods as it may deem proper on a case-to-case basis, subject to the
condition that the total term of such Secretaries or Directors, as the case may
be, who are given such extension in service under this rule, does not exceed
two years.
Provided also that notwithstanding anything contained in the fifth
proviso, the Central Government may, if considers it necessary, in public
interest, so to do, give an extension in service for a further period not
exceeding three months beyond the said period of two years to the Home
Secretary and the Defence Secretary.
Provided also that, the Central Government may, if considered
necessary in public interest so to do, give extension of service to the
Secretary, Department of Space and the Secretary, Department of Atomic
Energy, for such period or periods as it may deem proper subject to a
maximum age of 66 years.
Provided also that the Appropriate Authority shall have the right to
terminate the extension of service before the expiry of such extension by
giving a notice in writing of not less than three months in the case of a
permanent or a quasi-permanent Government servant, or, of one month in
the case of a temporary Government servant, or pay and allowances in lieu
of such notice.

DOP to computerise all the Post Offices in the country by 2012

Vadodara, Jan 8 (PTI) Department of Post is seeking to computerise all the 1.55 lakh post offices in the country by the end of 2012, said Union Minister of State for Communications and Information Technology Sachin Pilot today.

Pilot was talking to reporters after launching 3G services in seven cities of Gujarat through video conferencing here.

He said that of 1,55,015 post offices in the country, only 12,604 have been computerised so far and Department of Posts aims to computerise the rest by the end of 2012.

Talking about telecom network, he said that only the government-owned companies such as BSNL were putting up infrastructure and providing connectivity in the remote areas or Naxalism affected areas such as Jharkhand.

For facilitating e-governance in Gujarat, the Department of Information Technology, Government of India is contributing Rs 91.

            This is regarding stepping of pay of promotee senior with reference to direct recruit junior appointed on or after 01.01.2006.

2.         The issue was examined in this office and referred to Ministry of Finance for clarification. Ministry of Finance Department of Expenditure Legal Cell vide U.O. No. 18/28/2010-Legal dated 29.12.2010 has clarified that the stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006 may be agreed to subject to fulfillment of the following conditions: -

(a)       Stepping up of the basic pay of seniors can be claimed only in the case of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basic pay of the seniors will be stepped up with reference to the basic pay of the directly recruited junior provided they belong to the same seniority list for all purposes.

(b)       Further, Government servants cannot claim stepping up of their revised basic pay with reference to entry pay in the revised pay structure for direct recruits appointed on or after 01.01.2006 as laid down in Section II of part A of First Schedule to the CCS (RP) Rules, 2008, if their cadre does not have an element of direct recruitment or in cases where no junior is drawing basic pay higher than them.

(c)        Stepping up of pay of the seniors in accordance with the present advice of this Department shall not be applicable in cases where direct recruits have been granted advance increment at the time of recruitment.

3.       The issues prevailing in the Circles may be decided as per above clarifications.

Mamata's New Year Bonanza for Railways' Lowest Grade Pay Employees

Mamata’s New Year Bonanza for Railways’ Lowest Grade Pay Employees The Minister of Railways, Mamata Banerjee has extended, for the first time, the facility of 3AC travel with family once in a year for the lowest grade pay employees of Indian Railways. These are the employees like Gangman, Khalasi etc. who work day and night to provide train services to our customers throughout the year in the most difficult situations. They will now have facility to travel once in a year with family in 3AC class on Indian Railways.
Mamata Banerjee provided this as a new year bonanza for all Railway employees based on new pay structure under 6th Central Pay Commission already implemented by the Government of India. This move of the Railway will lead to tremendous motivation to all levels of employees particularly those working in lower grades. Railwaymen in lower grade pay (Group ‘D’) were earlier not entitled to travel in AC classes.
This step bridges the gap and has been felicitated by all employees and federations. Revised entitlement of travel on railway passes has also extended AC 2-tier facilities to all Junior Engineers and their equivalent supervisors working in Grade Pay of Rs.4200/-. This new criteria of entitlement has also simultaneously simplified the existing rules for entitlement with only Grade Pay as the sole criterion as against multiple variables like scale of pay, pay and date of appointment which were prevailing earlier.

            The undersigned is directed to say that the period of probation to be prescribed for different posts/services in Central Government have been laid down in this Department's O.M. No.F.4411159-Ests(A) dated 15.4.1959 as amended from time  to time. With a view to prevent Government servants from becoming possible victims of arbitrary actions or inordinate delay in considering completion of probation/confirmation, the existing instructions on provisions regarding probation in the service/ recruitment rules relating to Central Civil Services and Posts have been reviewed. It is proposed that in the service/recruitment rules for all Central Civil Services and Posts, in addition to the period of probation, wherever prescribed, corresponding provisions as envisaged in the draft guidelines enclosed herewith, may be incorporated in consultation with this Department.

Subject : Probation in various Central Civil Services.

            The undersigned is directed to say that the period of probation to be prescribed for different posts services in Central Government have been laid down in this Department's O.M. No. F.4411159-Ests.(A) dated15.4.1959 as amended from time to time. Although instructions exist to the effect that save for exceptional reasons probation should not be extended for more than a year and no employee should be kept on probation for more than double the normal period apart from instructions for timely action on completion of probation confirmation, these are not invariably followed.

2.         With a view to prevent Government servants from becoming possible victims of arbitrary actions or inordinate delay in considering completion of probation confirmation, the existing instructions on provisions regarding probation in the service recruitment rules relating to Central Civil Services and Posts have been reviewed. It has now been

decided that :-

(I) If during the period of probation, a probationer has not undergone the requisite training course or passed the requisite departmental examinations if any prescribed or has not been on duty training for at least 75% of the probation period, the period of probation may be extended by such period or periods as may be necessary subject to the condition that the total period of probation does not exceed double the prescribed period of probation except in the cases mentioned in (ii) below:-

II)   the period of probation may be extended for such period as the Central Government may think fit in the circumstances of the case in respect of a probationer who is:

a)         under suspension;

b)         against whom disciplinary proceedings are pending; or

c)  against whom prosecution for criminal charge is pending.

Ill) Where a probationer who has completed the period of probation to the satisfaction of the Central Government is required to be confirmed, he shall be confirmed in the Service/Post at the end of his period of probation, having been completed satisfactorily. In such cases, where no order extending the probation period has been issued and no order of confirmation is issued within one year of completion of the prescribed period of probation, the probationer would be deemed to be confirmed in the service/post.

3. In the Service/Recruitment Rules for all Central Civil Services and Posts, in addition to the ~period of probation, wherever prescribed,corresponding provisions, as in para 2 above, may be incorporated in consultation with this Department in the light of the above instructions.
