Respected Sir,
We are enclosing herewith
a copy of application received from Shri Naresh Bara, Inspector Posts, Khaga
Sub Division, Fathehpur Division 212655 regarding transfer under Rule 38 of
Postal Manual Vol. IV from UP Circle to Jharkhand Circle.
The applicant is a direct recruit Inspector Posts of
LDCE 2011 batch and allotted to Uttar Pradesh Circle. The applicant is working
in Punjab circle since 09-07-2011 and has already applied for Inter-Circle
transfer under Rule 38 to Jharkhand Circle on family ground. There are few vacancies
available at Jharkhand Circle to accommodate the official. The official has now
completed 5 years in UP Circle.

notice that Directorate vide their memo
No. A-141-177/2009-SPB-II dated 14th December, 2010 has issued
guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of
P&T Manual Vol. IV. In
the said memo it has stated that CPMG of the Circle where the IPs are working
would be competent to permit such transfer in consultation with the CPMG of the
Circle where the transfer is sought for by the individual.
It is requested to kindly arrange to issue necessary
directions to CPMG Uttar Pradesh and Jharkhand Circle to consider Inter-Circle
transfer of above named official immediately.
