7 CP Commission’s visit to Mumbai
The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.
In its second phase of interaction, the Commission has started holding meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a first-hand impression about the functioning and the condition of service prevailing in different parts of the country.
Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Mumbai from 6th November, 2014 to 8th November, 2014. The Commission would like to invite various entities/associations/ federations representing any/all categories of employees covered by the terms of Reference of the Commission to present their views.
Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in. The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail. The last date for receiving request for meeting is 30th October, 2014 (1700 hours).

Jet, SpiceJet launch another fare war starting at Rs 899
NEW DELHI: Jet Airways and SpiceJet on Tuesday launched yet another fare war in the domestic market ahead of Diwali, announcing limited-period one-way all-inclusive economy fares starting Rs 899.
Both airlines said the low-priced tickets were on offer for travel between November one and December 15. While SpiceJet's sale began today and would be on till October 26, Jet's offer would start tomorrow and last till that date.

Travel industry sources expected more airlines to join the competition shortly. AirAsia India had begun such a sale with fares at Rs 999/- earlier this week.
For no-frills SpiceJet, the all-in fares starting at Rs 899/- were available for short distance travel between sectors like Bangalore-Chennai-Kochi. While on Bangalore-Goa sector, a one-way ticket price would start at Rs 1,599/-, for the rest of India, the starting fare would be Rs 2,499/-.

Maintaining that the low fares were on offer for all its direct domestic flights, a Jet statement said the offer was not applicable on group bookings and available on first come, first serve basis.
The overall airfares for advance bookings have remained on the lower side even during the peak holiday season, which has been a welcome change for passengers, with travel portals and agents anticipating that SpiceJet's move would be followed up by other competing airlines.
In his reaction, travel portal Yatra.com president Sharat Dhall said the latest offer from SpiceJet would attract travellers to make early winter season bookings.
"We definitely anticipate other major airlines responding to the sale shortly and expect a significant increase in bookings over the next few days as travellers look to benefit from these discounted fares," he said.
The sales would encourage travel in the months of November and early December, which is a relatively leaner period in an otherwise peak season for travel, Oak said, adding that such sales enable airlines to drive purchases further out, improve forward-loads and yields by filling up seats earlier.

Schoolpex - 2014, 18th Inter-school Stamp Exhibition at Jaipur - 17th - 18th October 2014.
18th Interschool Stamp Exhibition, Schoolpex 2014 was organised on 17th and 18th October 2014 at St Xavier's School, Jaipur. It was inaugurated by Shri Moses Philumen, President of Rotary Club, Jaipur Main at Junior Hall, St Xavier's School. Shri Dushyant Mudgal, IPS, Director Postal Services (HQ), Jaipur was the Guest of Honour and the function was presided by Father John Ravi SJ, Principal St Xavier's School, Jaipur. Members of Philatelic Society of Rajasthan, Senior Philatelists from Rajasthan, Staff Members accompanied by participants, students and Stamp Dealers were present at the function. The function is also aligned with parents teacher meet of St. Xavier's School hence lots of parents also had opportunity to enjoy beautiful world of stamps.
Exhibition was divided into Junior and Senior Category and there were 150 exhibits from 15 schools all over Rajasthan on various themes and country collection which included stamps on Roses, Cricket, Cars, Cartoons, Lady Diana, Gandhiji, Stamps made of various material etc. Letter writing, Stamp Quiz Competition, Philately Seminar, Dealer's Stall and PSR meeting etc. were other attraction of the event. Late Shri O. P. Bhatnagar Trophy for Best School was given to BVB Vidyashram, Late Shri A S Mittal Trophy for Best in Senior Category was given to Master Vaibhav Bhatnagar of Mahaveer Public School and Late Dr. Jaya Bhargava Trophy for best in Junior Trophy was given to Master Shivam Bhargava of Hindustan International Academy.
On the occasion specially pre-approved design of ‘MY Stamp’ and MY Stamp Folders were released by Guest of Honour Shri Dushyant Mudgal. Postal services restored in Jammu and Kashimir
Jammu: Postal services in flood-hit Jammu and Kashmir have been fully restored as most of Post Offices have been re-opened again in Kashmir except 12.
“All these Post Offices have been opened again and Postmasters and Inspectors have restored working in all Post Offices except about a dozen Post Offices,” Chief Post Master General, Jammu & Kashmir, Chandra Prakash told reporters here today.
He said recent floods in September in Srinagar and other parts of J&K have badly affected working of number of Post Offices.
“Srinagar General Post Office (GPO) and Anantnag Head Offices (HO) which were affected are now functioning normally,” he said.
All Sub Post Offices and Branch Post Offices except about a dozen have started functioning normal, Prakash said.
“Mail movement has been restored through special efforts and special arrangements,” he said, adding, “We are sure that remaining 12 Post Offices will also start functioning normally within next 10 days”.
“We appreciate the efforts of our officers and staff who are working beyond office hours to restore normal working,” he said.
CPMG said once again officers and staff of India Post in J&K assure the public of J&K to provide best possible and latest services.
Prakash said India Post is celebrating National Postal Week throughout the country from October 9 to 15.
“First day is celebrated as World Post Day as Universal Postal Union was set up on this day in 1874 to facilitate movement of mails among the countries of the world,” he said.
On this occasion, Chief Postmaster General has extended best wishes to the public of J&K and the staff of Post Offices in J&K.
He has also expressed commitment of the employees of India Post in J&K to provide best possible mail, parcel, savings bank, money transfer and related services.
“Post Offices have been providing mail services like letters, post cards, inland letters, registered letters, parcels and related services and also facilities of Post Office savings bank and money transfer and money orders, postal orders, etc”.
During last 25 years Post Office has started a number of new customer friendly services like Speed Post, Business Post, Express Parcel, Business Parcel, e-Post, e-Payment, Electronic Money Order, Instant Money Orders Services and International Money Order Services which are being used widely by the public, he said.
“All Head Post offices and Sub Post Offices have been computerised,” he said, adding that Branch Post Offices of rural areas are also being computerised within next one year.
Core Banking Services and ATM facilities are to be started in major Post Offices within six months, he said.

Govt Plans Weekly Training For All Its Employees
New Delhi: Citing importance of Knowledge-Skill and Attitude (KSA) in employees for citizen-centric governance, the government today directed all ministries to hold in-house weekly Training of their Personnel “immediately” to help them perform their work efficiently. The move comes following a direction from Prime Minister Narendra Modi, who has emphasised on providing regular training of government employees during a presentation made by Ministry of Personnel, Public Grievances and Pensions.
The objective of the hour-long in-house weekly training is to provide training to all employees of the ministry or department on a regular basis without dislocating their work, the Department of Personnel and Training (DoPT) said in its Office Memorandum F.NO.T-17/A/2014-CTP(CSS) dated October 17, 2014. At present, the senior civil servants are exposed to a number of training programmes at different stages such as induction training, mandatory mid-career training, in-service training, etc.
“These trainings are mostly organised service wise and within services at same level. Perhaps there is no training being imparted at ministry or department level covering all its Group B and C employees on same subject,” the order said.
The department would be free to choose training topics as per their requirements and utilise in-house expertise for imparting training.
Following the Prime Minister’s directive, the DoPT already started in-house weekly training for its employees.
“All officials from LDC up to Under Secretaries will be nominated in batches of 45-50 and the training will be conducted every Wednesday from 10 am to 11 am.
“You or your representative can attend this training after giving prior intimation, so that your ministry or department is familiarised to start in-house training ,” said the DoPT order sent to secretaries of all central government ministries and departments.
Accordingly, all ministries or departments are requested to start hourly in-house weekly training for their employees up to Under Secretaries immediately, it said.

Sir Syed Ahmad Khan (17 October 1817 – 27 March 1898), born Syed Ahmad Taqvi was an Anglo-Indian, Muslim philosopher, pragmatist, and social activist of nineteenth century India. Born into Mughal nobility, Sir Syed earned a reputation as a distinguished scholar while working as a jurist for the British East India Company's rule in India.
In 1842, Mughal Emperor Bahadur Shah Zafar–II conferred upon Sir Syed the title of Javad-ud Daulah, conferred upon Sir Syed's grandfather Syed Hadi by Emperor Shah Alam II around the middle of the 18th century. In addition, the Emperor added the title of Arif Jang. The conferment of these titles was symbolic of Sir Syed's incorporation into the nobility of Delhi. Sir Syed founded the famous Aligarh Muslim University (AMU) in 1875 with the aim of promoting social, scientific, and economic development of Indian Muslims.

DPC for the promotion to the cadre of PS Gr. B for the year 2014-15.....updates!!!
1) On 16/10/2014, Chhattisgarh, HP and Uttarakhand circles submitted required documents to Directorate. The representatives of APS and Assam Circle did not turn up to Directorate to submit the documents on this due date.
2) On 17/10/2014, only Delhi circle has submitted required documents to Directorate. The APMG (Staff)/AD (Staff) of Haryana, J&K, Odisha and Jharkhand Circle did not turn up to submit required documents on this due date.
If circles are not submitting the requisite documents on their allotted dates to Directorate, then automatically regular as well as supplementary DPC would be delayed. Therefore GS has already requested to all Circle Secretaries and CHQ Office Bearers be in touch with each and every officers who are in the zone of promotion and confirm the updation of their ACRs/APARs and submission to RO/CO.
