Task Force on India Post to submit report by year end : Govenrnent.

New Delhi: The Task Force set up by Prime Minister Narendra Modi to leverage post office's network in the country in a bid to enhance the role of India Posts in the financial inclusion, among others, will submit its report by the end of this year, a top government official said on Wednesday. 

The 'Task Force on leveraging the Post Office network' includes the Department of Posts Secretary Kavery Banerjee, Telecom Secretary Rakesh Garg, Department of Electronics and IT Secretary RS Sharma, Rural Development Secretary L C Goyal and former SEBI Chairman G N Bajpai. 

Former Cabinet Secretary TSR Subramanian is the Chairman of the Task Force.

"The Task Force is working on the mandate provided to it by the government and it will submit its report by the end of the year," Banerjee told reporters on the sidelines of 2014 WSBI Postal Savings Banks Forum here. 

The Terms of Reference (TOR) for the Task Force include providing an efficient postal network and points of presence (particularly in rural areas and small towns) both the government and private sector for delivering various citizen centric services, schemes, etc. 

This is to further the role of Post Office in the financial inclusion, including Insurance products, to make Post Office financially viable among other objectives.

Earlier, inaugurating the annual event, Communications and IT Minister Ravi Shankar Prasad said postal banks is an "exciting" idea and Prime Minister has set up a task force to study the ways in which post office can be transformed into engines of financial inclusion.
 
"Post offices in India, through their network of 1.55 lakh branches, can play a big role in not only expanding the ambit of e-Commerce, but can also play an important role in financial inclusion," he added. 

Banerjee said that today about 63 per cent of the revenues of India Post comes from savings, insurance and remittance services, and the remaining from mail and allied services. 

Besides, the number of savings accounts held in post offices in India is over 31 crore, which is more than that of any commercial bank in the country, she added. 

The theme of this year's Postal Savings Banks Forum is the rising force of postal banking in retail banking market. 

The meeting of the Forum, that is taking place in the national capital, will discuss the role played by various postal departments in their respective countries in retail banking. 

This annual meeting brings postal financial institutions from Africa, Asia and Europe together to share experiences towards becoming efficient retail banks. 

WSBI Deputy Director and Head of Institutional Relations Fiona Joyce said: "One of the high points on agenda at this forum is on how can post office help in increasing financial inclusion."

Post offices worldwide hold 1.6 billion savings and deposit accounts that is second only to commercial banks, which hold about 2.5 billion accounts, she added.

ATM use over five times will attract fee from 1/11/2014



Using ATMs (automated teller machines) to withdraw money or for other purposes such as balance enquiry beyond five times in a month will attract a levy of Rs.20 a transaction from Saturday.

According to the Reserve Bank of India’s new guidelines that come into force from Saturday, bank customers in six metros —Delhi, Mumbai, Chennai, Kolkata, Hyderabad and Bangalore — are allowed to withdraw money and/or carry out non-financial transactions like mini-statements at ATMs of banks, where they hold saving/current accounts, free of charge only five times a month.

Every transaction beyond this threshold will be charged Rs.20 per use.

Besides, the number of free transactions at ATMs of non-home banks has been cut to three times a month from five times.

The RBI, however, clarified that nothing precludes a bank from offering more than three free transactions at other bank ATMs to its account holders if it so desires.

The cap in the number of free ATM transactions will not apply on small/no-frills or basic savings bank deposit account holders who will continue to enjoy five free transactions.

At places other than the six metro centres, the facility of five free transactions for savings bank account customers will remain unchanged upon using other bank ATMs.

12 cities in State to have new names from 1/11/2014

It is now official. The State capital has shed its anglicised name Bangalore. It will be called by a name with a distinct local flavour: Bengaluru.

On the eve of the 59th Karnataka Rajyotsava, the government on Friday issued a special gazette notification to change the names of 12 cities and towns.

The changes will come into effect from November 1, 2014, said the notification, which spells the changed names in both Devanagari and Roman (English) scripts, and Kannada. The Chief Minister Siddaramaiah announced the change of names at his home office ‘Krishna’.

The Union Ministry of Home Affairs gave its approval saying “it has no objection to the change of names”, eight years after the State government sent the proposal following a suggestion by the late U.R. Ananthamurthy, Jnanpith award winner. Law and Parliamentary Affairs Minister T.B. Jayachandra said, “We have changed the names. It is now left to institutions and government bodies to make suitable changes.” Several firms and TV channels have been using the new name.

Letter to Secretary (Posts) i/c/w harassment to IPs/ASPs by SSPOs, Cacher Division, Silchar (Assam)

Subject : Harassment to IPs/ASPs by SSPOs, Cacher Division, Silchar  (Assam).

Respected Madam,
         
IP/ASP Association is constrained to bring to your kind notice that SSPOs Cachar Division, Silchar (Assam) is continuously harassing our members since his joining and superseding the orders issued by Directorate / CPMG Assam Circle. Few examples of his harassment are given below:

1.   SSPOs has taken sue-motto decision to restrict mobile charges to Rs.330/- from Rs.800/- superseding Circle Office approval of paying Rs. 800/- p.m. as mobile recharge the amount being paid to all IPs/ASPs working in Circle. On the other hand he is forcing all IPs/ASPs to submit all information through email only which is not possible without net-pack that cost around Rs.400/- every month. He should be aware that increase of mobile charges for all inspecting cadre was done by circle administration due to marketing, monitoring work, keeping liaison with field subordinate staffs, implementation of CBS works etc. Such type of dictatorial attitude will definitely affect monitoring and providing information on email.    

2.   RPLI incentive bills have not been released since last two years though this time sufficient funds have been allotted to divisions for the purpose thereby allowing fund to lapse. This will adversely affect the RPLI business of the division and our members should not be made accountable for the same.

3.   TA bills of IPs/ASPs have been unnecessarily kept pending since January 2014 despite the fact that movement of inspecting staff in Assam state is very difficult due to poor road transports facilities and provision of insufficient numbers of public vehicle /railways. Restricting mode of journey would mean delay in carrying out inspection and other related work for which only SSPOs should be held responsible and not IPs/ASPs who are burdened with series of work without providing facilities and restricting their rights illogically.

4.   SSPOs himself did not carry out a single inspection which was allotted /approved by CO and he has re-allotted all his inspection programe to his subordinate staff without getting the approval of the competent authority.

5.   SSPOs without any valid reason has rejected / returned all medical bills of staff informing that he will not sanction any medical bill. It means that nobody should take treatment in any illness. Even providing health facilities is given in article 21 of the constitution. This is a strange type of SSPOs who has no belief in our constitution. 

This Association therefore strongly protests against the working style and decisions taken by SSPOs Cacher Division (Assam) and request your honour to issue necessary instructions to CPMG Assam Circle to transfer the SSPOs from present post immediately for smooth functioning of Cachar Division and enquire the above issues at circle level to give appropriate justice to workers.  

A positive action with a line in reply is requested.

          IP/ASP Association would like bring to your kind notice that DoPT vide their Memo No. 31011/03/2014-Estt(A-IV) dated 26th September 2014 (copy enclosed) has relaxed the CCS (LTC) Rules, 1988 to travel by air to North East Region (NER), Jammu & Kashmir and Andaman and Nicobar islands (A&N) in economy class and at LTC 80 fare or less for a period of two years from the date of issue of said OM.

             It is further bring to your kind notice that above referred OM is found not circulated by our Department. It is therefore earnestly requested to circulate the above referred DoPT OM immediately to enable the officials/officers to book their tickets well in advance and to avail the facility.   

             An early action is requested.

Of course, it may sound too early but Central employees are already discussing the topic within themselves ! We have only three months AICPIN data with you and three more months' data is yet to be published. Based in the last three months figure, the next D.A. can be calculated @ 6% from 01.01.2015 if only there is no major change in the next three months inflation.

It can be 5% or 7% only if there is major ups and downs in the next three month. So, we predict the hike in Dearness Allowance for Central staff and pensioners @ 6% from 1st January 2015.

The Unique Identification Authority of India (UIDAI) has issued 70 crore Aadhaar numbers as on 28th October 2014.

As on date, nine states including Andhra Pradesh, Kerala, Delhi, Himachal Pradesh, have crossed 90 percent Aadhaar coverage, while sixteen states have Aadhaar coverage of over 70 percent. UIDAI is also conducting Aadhaar enrollments in the newly assigned states of Uttar Pradesh, Bihar, Uttarakhand and Chhattisgarh, at a fast pace. These four states with a combined population of about 34 crore, were added earlier this year to UIDAI’s mandate by the government. Till date, Aadhaar numbers have been issued to 8.93 crore residents in these states, which is 26% of the target population.


Over 25,000 Aadhaar enrollment kits are operational across the country, including both camp mode and Permanent Enrollment Centres, with a total output of approximately 10 lakh enrollments per day. UIDAI has already geared up its processing capabilities to achieve the targets and has the capacity to process around 15 lakh enrollment packets every day. Enrollments are expected to pick up further once the festival season is over.

Philately exhibition on the theme "Karnataka"


Karnataka Postal Circle and Karnataka Philately Society is organizing the philately exhibition on the theme "Karnataka" at 'Vismaya' Hall of MG Road Metro Station, Bangalore during the period from 1/11/2014 to 14/11/2014. The inauguration ceremony will commence at 11.00 A.M on 1/11/2014. The exhibition is open for all during the period from 1st November 2014 to 10th November 2014 from 11.00 AM to 07.00 PM. Tuesday will be holiday. During the exhibition period a special cover is proposed to be released at the venue of the exhibition.

Ministry of Finance issued an O.M. regarding compliance of economic measures in Govt. expenditures. In this O.M., stress has been given to Reduction in non-plan expenditure, restricting seminars and conferences, ban on purchase of vehicles, observe economy in domestic and international travel, check in creation of new posts etc.

LDCE for the promotion to the cadre of PS Gr.B......updates!!!

It is learnt that there is no progress at Directorate for issue of notification for holding of LDCE for the promotion to the cadre of PS Gr. B. Question bank on revised syllabus is said to be not ready. CHQ has already requested Directorate to hold PS Gr. B examination separately for the year 2013 and 2014. 

The Rising Force of Postal Banking in the Retail Banking Market.


The Minister for Communications & IT and Law and Justice Shri Ravi Shankar Prasad has said that a group constituted by the Prime Minister consisting of the Secretary of the Postal department is looking into making of a financial institution for Postal savings. He was inaugurating the Postal Savings Banks Forum being organised by World Savings and Retail Banking Institute (WSBI), the National Savings Organisation of the Finance Ministry and the Department of Posts in New Delhi today (29.10.2014). He said the present government wants to promote financial inclusion and the Jhan Dhan Yojana is a big effort in this direction. Another programme of the government of ‘Digital India’, which is steered by his ministry, also aims at digital inclusion and digital empowerment of rural poor.

Shri Prasad informed delegates from various countries that Post Office Savings Bank is one of the oldest and largest savings institution in the country and it also has the largest outreach in rural India, and more so, in backward and remote areas. The minister expressed happiness that the major asset of the postal institution, that is its connectivity on the ground is sought to be used for promoting e commerce in the country.

Secretary, Department of Posts Srimati Kavary Banerjee, in her key note address informed that the Department’s network of thousand post offices significantly out-numbers the combined number of branches of all commercial banks taken together. The post office savings schemes hold a total of 312 million accounts, which is more than the number of accounts held by any commercial bank. More importantly, the social sector disbursements done through the post offices have succeeded in bringing a total of about 80 million previously unbanked individuals into the fold of formal financial institutions in the last five years. All these have led to a change in the perception about the Post Office among the public as also within the organization. Consequently India Post is now perceived as a potential key facilitator of financial inclusion in the country, having a role in promoting the country’s socio-economic development, she added.

The theme of this year’s Postal Savings Banks Forum will be "The rising force of postal banking in the retail banking market".
