Compassionate appointment is not a matter of right:SC
New Delhi, Apr 5 (PTI) Compassionate appointments cannot be made as a matter of right as it has to be done only when the family is in need of financial security after the death of the bread winner otherwise it would be unconstitutional, the Supreme Court said today.
A bench of justices Aftab Alam and R M Lodha quashed a direction of the Madras High Court which directed appointment of M Selvanayagam in Karaikal Municipality, five years after the death of his father Meenakshisundaram, a watchman.

Respected Madam,
It is brought to your kind notice that there are total 866 posts in PS Group “B” cadre. As per present Recruitment Rules of PS Group “B”, 75% posts i.e. 649 posts are filled up from IP Line officials by promotion and remaining 25% posts i.e. 217 posts are filled up through LDCE of IP Line/General Line officials. At present an IP having 24-26 years in Inspector, Posts cadre is getting regular promotion in PS Group “B” cadre.
Now, on introduction of Postmaster cadre vide no.4-17/2008 SPB –II dated 22.11.2010, 116 Posts of Sr. Postmaster have been earmarked by the Department. Out of these 116 posts, 29 posts (25%) will be filled up by promotion of general line officials through DPC and remaining 87 posts (75%) will be filled up through LDCE of IP Line officials.
From the above, it is clear that 116 posts taken out from P.S. Group “B” cadre have affected the promotional avenue of 75% quota of IP Line officials by promotion through DPC.
In view of above, it is requested to kindly intervene and take 116 posts of Sr. Postmaster from 217 posts (25%) of PS Group “B” earmarked to be filled up through LDCE of IP Line (19%)/ General Line (6%) officials only by reducing their quota appropriately in PS Group ”B” so that introduction of Postmaster cadre in Postal Wing should not have any cascading effect on IP line officials through DPC for 649 posts (75%) of PS Group “B” cadre otherwise introduction of Postmaster cadre will increase the span of promotion of IP Line officials which has already been decreased. It is suggested to identify the posts of PS Group B and Senior PM for IP & General Line as given below:-

In continuation of our Association letter No. CHQ/Exam./2011 dated 28.03.2011 (Copy enclosed), it is brought to your kind notice that as per para 3 of above referred letter, Inspectors of Posts with 5 years regular service in the grade as on 01.01 2010 are eligible to appear for the examination. It may please be clarified whether vacancies have been calculated up to the year 2010. If, vacancies up to the year 2011 have been calculated then all Inspectors of Posts with 5 years regular service as on 01.01.2011 be allowed to appear in the ensuing examination.
It appears from para 5 of letter ibid that Question Papers for said examination (other than the Paragraph writing & current affairs) will be set within the ambit of the various Postal Manuals which are made available on the Indiapost Website/various instructions issued by the Department from time to time/ approved reference books notified in the enclosed modified syllabus. It is understood from the above that no deviation will be made in setting the Question Papers and questions will be from the Postal Manuals appearing on the Indiapost Website.
As per modified syllabus, Paper –I will be based on three subjects but it has not clarified that how many questions will be asked on these three subjects and what will be marks allocation. Further, how many marks have been allocated for Paragraph writing. If, these points are clarified, the aspirants will have the clear picture in their mind and they will make their preparation for the examination accordingly.
It is humbly requested to kindly intervene and cause for necessary clarification on the points mentioned above.

Sub:Sub:- Limited Departmental Competitive Examination for promotion to the cadre of Postal Service Group’B’, 2011 to be held on 15th May 2011.
Sir/Madam,
I am directed to refer this office letter No. A-34012/2/2010-DE dated 16th March, 2011 wherein the calendar of PAs/SAs Direct Recruitment and Departmental Examinations for the year 2011 was communicated.
2. Accordingly the PS Gr. B examination 2011 will be held as under :-

1. 3.As per the existing Recruitment Rules of the Postal Service Group B,following category of officials are eligible to appear for the examination.
) Inspectors of Posts with 5 years regular service in the grade as on 01-01-2010.
ii) Clerical line officials working in Post Offices / Postal Divisional Offices with 5 years regular service in the Lower Selection Grade (LSG) only and above as on 01-01-2010.
Note : Postal / Sorting Assistants placed in TBOP/BCR/MACPS scales, which are only Financial Up-gradations, are not entitled to appear for the Examination.
2. 4.The syllabus for the PS Group B Examination 2011 is enclosed at Annexure-I and the schedule for conducting the Examination is enclosed at Annexure-II. The Examination will be of Objective Type Multiple Choice Questions (MCQ) and with the use of carbonless (duplicate) Optical Mark Reader (OMR) Answer Sheets. A separate sheet will be provided for writing of Paragraph other than MCQ Test Booklet.
3. 5.It is intimated that the Question Papers for the said Examination (other than the Paragraph Writing & Current Affairs) will be set within the ambit of the various Postal Manuals which are made available on the Indiapost Website/various instructions issued by the Department from time to time/approved reference books notified in the enclosed modified syllabus. However, the Examination will be held without the aid of Books.
4. 6.The category-wise break-up of vacancies to be filled through the PS Group B Examination 2011 is indicated below:
