In continuation of this Association letter no. even dated 09-08-2010 and further discusssions with the DDG(Estt.) on 16-08-2010, it is submitted as under :-
Post of Inspector, Posts may be merged with the post of Asstt. Supdt. Posts with Grade Pay of Rs.4600/- with nomenclature as Asstt. Supdt. Posts as JAO(Non gazetted) was merged with AAO(Gazetted) with nomenclature as AAO. If ,it is not possible then post of Inspector, Posts may be retained as Inspector, Posts (Non-Gazetted Group-B) with Grade Pay of Rs.4600/- and post of Asstt. Supdt. Posts as Asstt. Supdt. Posts(Gazetted Group-B) with Grade Pay of Rs.4600/- as post of Senior AO and its promotional post of ACAO are in the same pay band of PB-3 with Grade Pay of Rs. 5400/-. Documentary proof in this regard is also attached.

Sub: Grant of Honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payments of arrears to Gramin Dak Sevaks consequent on implementation of Recommendations of One-man Committee.
Sir/Madam,
I am directed to refer to this office of even no. dated 21.12.2009 regarding rates of Honorarium for fixation of pay in revised scales consequent on implementation of recommendation of 6th Central Pay Commission was communicated.
2. The demand of staff side for extension of the Honorarium rates to those officials entrusted with fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak sevaks was engaging the attention of the department for quite some time past. Now, the Competent Authority in consultation with Integrated Finance Wing has approved grant honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak Sevaks consequent on implementation of recommendations of One-man Committee and in pursuance of the order no. 6-1/2008-PE.II dt. 09.10.2009. The rates of Honorarium applicable are as under:
(i) Fixation of Time Related Continuity Allowance (TRCA)

3. The honorarium is applicable to such case where the fixation of Time Related Continuity Allowance (TRCA) has been found to be certified as correct by the Postal Accounts office. The Honorarium shall not be applicable, where the fixation of Time Related Continuity Allowance (TRCA) was done irregularly and paid erroneously.
4. The Prescribed ceiling on grant of Honorarium has to be kept in view while payment of Honorarium and on no account should it exceed the prescribed Ceiling.
5. The Expenditure for payment of Honorarium has to be met within the Budget Grant provided for the year.
6. This issues with the concurrence of Integrated Finance Wing vide their Diary no. 188/FA/10/CS Dated 25.08.2010.

Item No. 01: -
Upgradation of Grade Pay of Inspector Posts from Rs 4200/- to Rs 4600/- w.e.f 01.01.2006
It was noted by the VI CPC in para 2.2.19 that “a large number of anomalies were created due to the placement of Inspectors/ equivalent posts in CBDT/ CBEC and Assistants/ Personal Assistants of CSS/ CSSS in the scale of Rs 6500- 200- 10500. The scales of Rs 5500-175-9000 and Rs 6500-200-10500, in any case, had to be merged to resolve these anomalies.”

It was recommended by the VI CPC in para 7.15.13 that “ The posts of Inspectors and equivalent exist in CBDT as well as CBEC. The fifth CPC had recommended the scale of Rs 5500-9000 for these posts. The pay scale of these posts was, however, upgraded to Rs 6500-10500. Demands have been received from other posts existing in the scale of Rs 5500-9000 in these two boards seeking similar dispensation. The Commission has recommended merger of the pay scales of Rs 5000-8000, Rs 5500-9000 and Rs 6500-10500 which will automatically meet this demand. Hence, no specific recommendation on demands seeking such upgradation is being made.”
Above recommendations of the Sixth CPC were accepted by the Govt of India, Ministry of Finance (Department of Expenditure) vide Resolution dated 29th August 2008.
Now again, anomaly has been created by the Ministry of Finance (Department of Expenditure) by revising the Grade Pay of Inspectors in CBDT/CBEC w. e. f. 01-01-2006. Hence, Grade Pay of Inspector, Posts should also be revised from Rs 4200 to Rs 4600 w.e.f 01.01.2006.

Holding of DPC for regular promotion in PS Group ‘B’ cade for the year 2010 & 2011
Above matter was taken up by the Association vide letter no. CHQ/ AIA/ 06/ 2010 dated 06.07.2010 which was acknowledged by the Department vide No. 104/ SR/ Union/ 10 dated 08.07.2010.
Postal Directorate has called for ACRs and vigilance clearance reports from all Circles for the year 2010 only and no action has been initiated by the Postal Directorate so far for the year 2011. Hence, it is requested to kindly finalize the DPC for year 2010 at the earliest and initiate action for holding of DPC for the year 2011.

Non- counting of promotion earned through examination in MACP scheme
Memos issued by various Circles have revealed that promotion earned through examination has been counted while granting II/ III ACP to Inspectors/ ASPs. Many ASPs have not been granted III ACP due to entry in service in Postman/ Mail Guard/ PA/ SA cadre or grant of TBOP before promotion in to Inspector, Posts cadre. If, their promotion earned through examination is ignored, they will get III ACP on completion of 10 years continuous service in ASP Grade. Many officers are working continuously as ASP for a period of more than 10 years and have not got any promotion. Hence, the case may be taken up with the Nodal Department.

Postal Directorate has issued orders for provision of Broad Band connection to all 1914 Sub Divisions. A sum of Rs 2500 has been allotted to each Sub Dn. The connection should be given before 31.8.2010.
Induction Training to Surplus qualified IPs.
Induction training for all surplus qualified IP candidates will commence from 06.9.2010 at PTC Vadodara.

Respected Madam,
This association submitted six representations requesting the Department to upgrade the Grade Pay of Inspector, Posts on par with Inspectors of CBDT/CBEC and Assistants in CSS. Last representation was submitted on 24-06-2010. The Department had detailed discussions with our association on several occasions. Department was good enough having considered our case sympathetically and submitted the file to the Ministry of Finance duly recommended but the Ministry of Finance returned the file with observation that there is post of ASP in between Inspector Posts and PS Group ‘B’ whereas no such promotional post is available in the CBDT/CBEC & CSS and hence the post of Inspector Posts is not comparable with Inspectors, Income Tax/Excise& Customs.
2. We had detailed discussions with the DDG (Estt) on 05-04-2010 and during the discussions, it was agreed to merge the post of Inspector Posts and Assistant Superintendent Posts and make it comparable with the post of Inspector CBDT/CBEC. Now, it is more than 4 months have elapsed but the proposal has not been materialized so for. It has become a burning issue in all our circle conferences and our members are very much dejected and frustrated.
3. In order to keep the post attractive, it is required to upgrade the Grade Pay of Inspector Posts on par with Inspector, CBDT/CBEC. It is further brought to your kind notice that due to implementation of MACP scheme, even the Postman has got the Grade Pay of Rs.4200/- and the Postal /Sorting Assistant has got the Grade Pay of Rs.4600/-. Now, new entrant in the cadre of Inspector Posts is getting less pay than a Postman who is being supervised by the Inspector Posts. It is not a healthy trend to have a defective command and control structure in the Department of Posts.
4. It is urged to take immediate steps to revise Grade Pay of Inspector Posts from Rs.4200/- to Rs.4600/- so that the anomaly created by the 6th CPC be removed to some extent and render justice to our cadre.

Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP

Sub: - Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP.
The undersigned is directed clarify the position in respect of reduction of staff under TBOP/BCR schemes w.e.f 01.09.2008 during periodical Establishment Reviews consequent upon implementation of MACP and withdrawal of TBOP/BCR Schemes as under:
“Consequent on implementation of time Bound One Promotion (TBOP) Scheme and Biennial Cadre Review (BCR) Scheme, Department of Posts had imposed cuts of 5% in operative staff and 15% in supervisory staff w.e.f 30.11.1983 under TBOP Scheme and later on, additional cuts of 1% in operative staff and 5% in supervisory staff were introduced w.e.f. 01.10.1991 under BCR Scheme. These cuts were introduced as measure of matching savings to offset the financial implications on account of grant of financial upgradations to staff and for obtaining additional productivity. The number of posts reduced under this matching savings/productivity provisions were kept in view at the time of periodical reviews or establishment of augmentation proposals.
The said TBOP and BCR Schemes have now been withdrawn w.e.f 01.09.20087 consequent upon implementation of Modified Assured Career Progression Scheme (MACP). Consequently, the number of operative/supervisory posts existing as on 01.09.2008 will be taken into consideration for the purpose of periodical reviews or augmentation proposals of Post Offices establishment. Thus, provisions relating to reduction of staff under TBOP/BCR Schemes stand also withdrawn w.e.f 01.09.2008.”

The file is with Joint Secretary & FA. The file will be put up to Postal Services Board after clearance by JS& FA.

Vilas Ingale ASP(Phil), C.O. Mumbai have been elected as Circle President and Circle Secretary respectively. CHQ congratulate the new Circle Body and extends its full co-operation.
The 39th Circle conference of Tamilnadu circle was held at Thanjavur on 5 & 6.8.2010. GS attended the conference. Shri.M.Balakrishnan, ASP, R.O, Madurai and Shri. S. Rajendra Babu ASP, Salem East Sub Dn. have been unanimously elected as Circle President & Circle Secretary respectively. G.S congratulates the newly elected Circle Body and extends its full co-operation .

GS meets DDG(P) and DDG(Estt) in the Postal Directorate:
General Secretary alongwith Mr.S.Ravi former CHQ Treasurer met DDG(Estt) and requested to expedite the revision of Grade Pay to IP from Rs 4200 to 4600. DDG (Estt) informed that the case has become prejudice as some IP in Kerala Circle has filed a case for revision of Grade Pay before CAT Ernakulam. Now the Dte. has found a new reason to further delay the case.
DDG(P) was requested to finalise the DPC for promotion to the cadre of PS Group B. A letter was given addressed to the DG. Copy of the same is furnished below:

Postal Directorate has called for ACRs and vigilance clearance reports from all Circles for the year 2010 vide reference above. As per Model Calendar for DPCs vidde DOP&T O.M. No.22011/9/98-Estt.(D) dated 08.09.1998, the approved select panel for the vacancies of 2010 should have been oready by 31.12.2009. By this time in July 2010, the process of documentation for 2011 should have been on the verge of completion for holding DPC by 31.08.2010.
It is evident from the above that the process of DPC is not at all undertaken as per the prescribed guidelines of DOP&T (Nodal Department). Due to delay in holding of DPC, Circles are resorting to adhoc promotions in P.S.Group 'B' cadre and many senior ASPs are retiring from service without getting regular promotion into P.S.Group 'B'.
It is, therefore, urged upon that action may be initiated to hold DPC for the year 2010 and 2011 and to get approved select panel ready by 31.12.2010 for the above years so that there remains no need for Circles to resort to adhoc promotions in P.S.Group'B' cadre.

General Secretary alongwith Mr.S.Ravi former CHQ Treasurer met DDG(Estt) and requested to expedite the revision of Grade Pay to IP from Rs 4200 to 4600. DDG (Estt) informed that the case has become prejudice as some IP in Kerala Circle has filed a case for revision of Grade Pay before CAT Ernakulam. Now the Dte. has found a new reason to further delay the case.
DDG(P) was requested to finalise the DPC for promotion to the cadre of PS Group B. A letter was given addressed to the DG. Copy of the same is furnished below:

Enhancement of Fixed Medical Allownce from Rs 100/- to Rs 300/- per month w.e.f. 01.09.2008.
Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS has since been enhanced from Rs 100/- to Rs 300/- per month w.e.f.01.09.2008 vide Government of India, Ministry of Personnel, Public Grievances & Pensions (Department of Pension & Pensioners’ Welfare) Memo No. 4/25/2008-P&PW(D)dated 26.5.2010.

Allotment of Surplus Qualified candidates of IP Examination 2008 held on 5-7th November 2008 in OC vacancies
The following Surplus qualified IP candidates of IP examination 2008 have been allotted to the Circle mentioned against each according to the order of merit against OC vacancies vide Dte. Letter No.A-34013/01/2009-DE(Pt-I) dated 25.06.2010. The Department has decided to accommodate lady candidates in the home Circle against existing/future vacancies. Accordingly all lady candidates have been allotted to their home Circle except Delhi & Kerala Circles where no vacancy is available or not likely to arise in the near future. Five SC candidates who have secured 40% in each paper and 45% aggregate in all papers have been allotted against OC vacancies. Orders are likely to be issued for the remaining SC candidates very soon.

OFFICE MEMORANDUM
The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-
(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home Town LTC.
(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.
(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.
(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.
(v) This scheme shall be effective from the date of issuance.
2. These orders shall be in operation for a period of two years from the date of issue of this O.M.
3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.

Amount of Security Bond to be furnished by GDS enhanced
The Department of Posts vide letter no 6-18/2010-PE-II dated 07-05-2010 has revised the amount of security to be furnished by Gramin Dak Sevaks as under:
1. GDS BPMs from Rs 10000/- to Rs 25000/-
2 Other GDS from Rs 5000/- to Rs 10000/-
The security will be furnished in the form of Fidelity Guarantee Bond or National Savings Certificate pledged to the Department or in the shape of Bank Guarantee from any nationalized Bank. The present periodicity of yearly renewal- of the Fidelity Guarantee Bond is revised to once in 5 years (quinquinnelly).The required premium for-5 years' block may be recovered and the Fidelity Guarantee Bond obtained for full 5 years block from the recognized Cooperative Credit Society.
