IN AN UNPRECEDENTED MOVE, PRIME MINISTER NARENDRA MODI ADDRESSED THE NATION THROUGH DOORDARSHAN, INDIA'S STATE TELEVISION. HE IS SCHEDULED TO MEET PRESIDENT PRANAB MUKHERJEE AFTER HIS TELECAST.
THIS IS THE FIRST TIME MODI ADDRESSED THE NATION IN THIS MANNER SINCE HE WAS ELECTED MORE THAN TWO YEARS AGO. THE ADDRESS WILL BE FIRST IN HINDI, FOLLOWED BY AN ENGLISH TELECAST.

  

MODI'S ADDRESS TO THE NATION COMES AT THE END OF THE DAY IN WHICH HE MET THE THREE CHIEFS OF THE ARMED FORCES - ARMY CHIEF DALBIR SINGH, NAVY CHIEF SUNIL LANBA AND INDIAN AIR FORCE VICE CHIEF BS DHANOA - TO REVIEW INDIA'S SECURITY FOLLOWING THE TENSION WITH PAKISTAN.

National Security Advisor Ajit Doval was also present at the meeting. The Prime Minister then chaired a meeting of his senior ministers.

The meeting came as tension along the India-Pakistan border continues, with over 100 violations from the Pakistani side since the surgical strikes that India carried out on terror launch pads in Pakistan-administered Kashmir in the intervening night of September 28-29.

Highlights:

Ø  This speech is for a special request that I am going to make to the nation.

Ø  We are for empowerment of poors and for their rights.

Ø  The various schemes launched by the government are aimed at empowering the poor. It shows the government is dedicated to the poor.

Ø  Corruption and black market is a big hindrance in removing poverty.

Ø  Rs 125 lakh crores came out during amnesty scheme on black money

Ø  Some people have misutilised their positions for corrupt practices

Ø  Some honest people have fought corruption as well

Ø  On one side terrorism, fake note currency is destroying the country and on the other corruption and black money is destroying the country

Ø  Rs 500 and Rs 1000 notes will be invalid from November 8 midnight

Ø  The process of cash circulation is directly related to corruption in our country impacting the lower classes of our society

Ø  From Midnight Nov 8, 2016 today, Rs 500 and Rs1000 notes are no longer legal tender

Ø  You have 50 days (From 10 Nov to 30 Dec) to deposit notes of Rs 500 and Rs 1000 in any Bank or Post office

Ø  On November 9 and in some places, on November 10, the ATMs will not work

Ø  ATMS will limit money to Rs 2,000 a day initially

Ø  On November 9, all banks will remain closed for public work

Ø  There will be no change in any other form of currency exchange be it cheque, DD, payment via credit or debit cards etc.

Historic announcements on ending corruption and black money by PM; Five hundred and one thousand rupee notes will no longer be legal tender from midnight dated 8-11-2016

In a historical move that will add record strength in the fight against corruption, black money, money laundering, terrorism and financing of terrorists as well as counterfeit notes, the Government of India has decided that the five hundred and one thousand rupee notes will no longer be legal tender from midnight, 8th November 2016. 

The Government has accepted the recommendations of the RBI to issue Two thousand rupee notes and new notes of Five hundred rupees will also be placed in circulation. 

Notes of one hundred, fifty, twenty, ten, five, two and one rupee will remain legal tender and will remain unaffected by the decision today. 

Prime Minister Shri Narendra Modi made these important announcements during a televised address to the nation on the evening of Tuesday 8th November 2016. He said that these decisions will fully protect the interests of honest and hard-working citizens of India and that those five hundred and one thousand rupee notes hoarded by anti-national and anti-social elements will become worthless pieces of paper. 

The Prime Minister said the steps taken by the Government would strengthen the hands of the common citizens in the fight against corruption, black money and counterfeit notes. 

Fully sensitive to some of the difficulties the common citizens may face in the coming days, the Prime Minister has announced a series of steps that will help overcome the potential problems. 

Persons holding old notes of five hundred or one thousand rupees can deposit these notes in bank or post offices from 10th November onwards till 30th December, the Prime Minister announced. There are also some limits placed on the withdrawals from ATMs and bank for the very short run. 

Shri Modi stated that on humanitarian grounds notes of five hundred and one thousand rupees will be accepted at government hospitals, pharmacies in government hospitals (with prescription of a doctor), booking counters for railway tickets, government buses, airline ticket counters, petrol, diesel and gas stations of PSU oil companies, consumer cooperative stores authorized by the state or central government, milk booths authorized by state government and crematoria, burial grounds. 

Shri Modi emphasized that there is no restriction on any kind of non-cash payments by cheques, demand drafts, debit or credit cards and electronic fund transfer. 

In his address the Prime Minister shared the insight into how the magnitude of cash in circulation is linked to inflation and how the inflation situation is worsened due to the cash deployed through corrupt means. The Prime Minister added that it adversely affects the poor and the neo-middle class people. He cited the example of the problems being faced by the honest citizens while buying houses. 

A time-tested commitment to eradicate black money 

The Prime Minister has time and again said that the Government is committed to ensure that the menace of black money is overcome. Over the past two and a half years of the NDA Government, he has walked the talk and led by example. 

The very first decision of the Prime Minister led NDA government was the formation of a SIT on black money. 

A law was passed in 2015 on disclosure of foreign bank accounts. In August 2016 strict rules were put in place to curtail benami transactions. During the same period a scheme to declare black money was introduced. 

The efforts have borne fruit. Over the past two and a half years, more than Rs. 1.25 lakh crore of black money has been brought into the open. 

Raising the issue of black money at the world stage 

Prime Minister Narendra Modi has time and again raised the issue of black money at the global forum, including at important multilateral summits and in bilateral meetings with leaders. 

Record growth in last two and a half years 

The Prime Minister said that the efforts of the Government have led to India emerging as a bright spot in the global economy. India is a preferred destination for investment and India is also an easier place to do business in. Leading financial agencies have shared their optimism about India’s growth as well. 

Combined with this, Indian enterprise and innovation has received a fillip due to the ‘Make in India’, ‘Start up India’ and ‘Stand up India’ initiatives that seek to celebrate enterprise, innovation and research in India. 

The historic announcements made by the Prime Minister will add value to the already thriving efforts of the Central Government.

Rs 500, Rs 1000 notes scrapped: All you need to know and do in next few days

Hon'ble Prime Minister Narendra Modi, in a televised address to the nation on Tuesday, announced that Rs 500 and Rs 1,000 denomination notes are being withdrawn from midnight. He said that such notes will become “mere paper”.

Here’s what you need to know and do in the next few days: 

# All banks will remain closed for public work on November 9. 

# Deposit currently used notes of Rs 500 and Rs 1000 in post office accounts or banks by December 30, 2016. There will be no limit on the deposit amounts. 

# Exchange old notes of Rs 500 and Rs 1000 at any bank, head post office or sub post office by showing ID proof. The limit for this is Rs 4000 upto Nov 24.

# There’ll be a limit on withdrawal of Rs 10,000 per day and Rs 20,000 per week. This limit will be increased in the coming days.

# No restrictions of any kind on non-cash payments by cheques, demand drafts, debit or credit cards and electronic fund transfers. 

# Rs 500 and Rs 1000 will cease to be legal tender from the midnight of November 8, 2016.

# On Nov 9 and in some places on Nov 10, 2016, ATMs will not work. 

# For 72 hours, these places and institutions will continue to accept Rs 500 and Rs 1000 notes for payment: 

--Government hospitals will continue to accept old Rs 500, Rs 1000 notes for payment.

--Rrailway ticket booking counters, ticket counters of government buses and airline ticket counters at airports will accept old notes for purchase of tickets.

--Petrol, diesel and gas stations authorised by public sector oil companies

--Consumer co-operative stores authorised by state or central government.

--Milk booths authorised by state governments

--Crematoria and burial grounds

Taking the nation by surprise, Prime Minister Narendra Modi on Tuesday night announced demonetisation of Rs. 1000 and Rs. 500 notes with effect from midnight, making these notes invalid in a major assault on black money, fake currency and corruption. 

In his first televised address to the nation, Mr. Modi said people holding notes of Rs. 500 and Rs. 1000 can deposit the same in their bank and post office accounts from November 10 till December 30.

9:38 pm: There is no restriction of depositing your legal Rs. 500, Rs. 1000 notes for exchange. Any amount, as long as it is legal, can be exchanged.

GIVE HRA IN 7TH PAY COMMISSION RATES - 7TH CPC NEWS

House rent allowance (HRA) in 7th CPC rates-Central Govt Employees

All central employees and pensioners  eagerly expected the 7th CPC report and its details. Because pay commission is the only opportunity for employees to get revised pay structure and allowances.

June 29th Cabinet Approves 7th CPC report

All medias highlighted some main points like minimum pay 18000,New pay matrix method, and House rent allowance decreased from 10%,20%,30% to 8%,16%,24% respectively.

Employees are not fully satisfied with that news. On July 25th revised pay rules 2016 published in the gazette notification. Employees were expected that they will get the new salary with allowances in coming months. But govt announced that employees will receive the only 7th CPC pay hike . Allowances will be paid as per 6th CPC rate because govt wants to examine allowances which 7th pay commission recommended.

Most of the employees are thinking that at the time itself federations might have been accepted  the recommendations and after that negotiate with govt authorities about minimum pay and allowances.

Employees already received salaries without 7th CPC allowances. So this situation brings more pressure to trade unions to reach a positive settlement.

If it  fails in this regard then decide to take a struggle path it might be a conversation among employees.

6 th CPC actual implement date is 1/1/2006.But recommendations come to effect on 1/9/2008.Central employees received arrears from 1/1/2006 without allowances including HRA. In the same manner, all allowances including HRA not been paid with 7th CPC revised pay.  They received HRA and other allowances in 6th CPC rate which makes a heavy loss to central employees. They feel happy only if they are getting arrears with allowances and also govt will receive good responses from staff side.

The NC JCM also mentioned in a letter dated 12th October to Govt of India that all allowances to be paid from 1/1/2016.

Govt conduct meeting on 24th and 25 th October with NC/JCM to solve the issues of allowances and minimum pay. But It was assured by the Secretary(DoP&T) that, the issues raised by the Staff Side(JCM) would be taken up in the Allowance Committee meeting.

For example a govt servant basic as on 01/01/2016 is 50500.Below table shows the difference between 6th CPC HRA and 7th CPC HRA.

Due to heavy loss in HRA employees are thinking about the decision which makes the way to govt for reconsidering allowances. Almost 10 months crossed without new HRA. No one knows the exact date of getting new HRA and other allowances with salary. All federations and Associations have to put their maximum effort to receive arrears with all allowances. The huge money must take rest at employees hands only because it belongs to them.

     IP/ASP Association intend to bring to your kind notice that a draft copy of revised RRs of Postal Service Group ‘B’ cadre was published on Department’s website vide above referred memo inviting comments/observations from stakeholders within a period of 30 days. In response, the association has submitted its observations stating material facts therein for consideration with a sanguine hope that grievances of IP/ASP would be redressed before make revised RRs operative.

    

It was highlighted that these RRs would lead to overall loss of 87 posts to be filled under seniority cum fitness quota in PS Gr ‘B’ while examination quota would apparently gained 87 posts that too in Sr. Postmaster cadre as per the following matrix.

It was also submitted that revised RRs would be contemptuous to orders passed by Hon’ble CAT Bench Chandigarh in OA No. 399/PB/2011 dated 26.05.2011, wherein statement given by the Director (Staff) at Bar that the quota prescribed (75% for promotion under non-examination quota & 19% for promotion under Examination Quota), qua which the prayer is relatable, shall not be exceeded, was accepted.

    

Sir, these revised RRs have drastically reduced the number of posts to 562 from 649 posts in the cadre, thereby squeezing the promotional avenues of IP/ASP (non-examination quota).

    

It is pointed out that even after lapse of more than 4 months period no steps were found taken for finalization and circulation of revised RRs of Postal Service Group ‘B cadre.  Pending finalization of these RRs, General line people have gained in terms of extracting more vacancies in PS Group B (LDCE) that too @ 6% instead of 3%. General line people have share of 29 posts in Sr Postmaster cadre and 23 posts in PS Group B cadre. Notification for conduct of PS Group B exam dated 07.10.2016 for the vacancy year 2012-13 onwards would stand testimony to the fact that General Line (GL) people are being offered altogether 25 vacancies against quota of 23 posts in PS Group B cadre while many of General Line vacancies are already filled up from general line category through LDCE only and out of these, few are still working in PS Gr. B cadre.

    

In view of submissions made here in above, it is earnestly requested to kindly look into this vital issue personally so as this may not get complicated further. It is humbly prayed to arrange to release the revised Recruitment Rules of Postal Service Group ‘B’ cadre immediately.
