It is learnt from Directorate that DPC for promotion to the cadre of JTS Gr. A for the year 2016-17 is delayed only due to poor response from circles for submission of required / requisite information and APARs of officers who are in the zone of consideration.

DPC PS Gr. B for 2016-17 : Updation of Gradation Lists (Upto the year 2000) of Inspector of Posts ..... updates

All are aware that Directorate vide memo No. 9-9/2011-SPG dated 2/12/2015 directed to all Circles to update the combined Gradation List of Inspector Posts Cadre from the year 1992 to 2000 and submit consolidated report on or before 10/12/2015 to enable them to convene DPC for the promotion to the cadre of PS Gr. B for the year 2016-17 on time. 

GS has already requested to all CS and CHQ office bearers vide post dated 9/12/2015 & 21/1/2016 on this blog to ensure submission of required information of their circles to Directorate and put the date of submission of information on whatsApp CHQ group for information to all, so that proper monitoring can be done. But it is to inform that many circles information is yet not reached at Directorate. All CS will seek the information under RTI Act.

Similarly, APARS from few circles are also not received at Directorate for holding of supplementary DPC for the vacancies of 2015-16. Directorate has already issued reminder through email to all circles on 21-3-2016.

It has been reported by CS Gujarat and Odisha Circle that their Circle Administration has submitted required information to Directorate on 27/3/2016 and 31/3/2016 respectively.

Prime Minister to launch the “Stand up India scheme” on April 5th,2016

Prime Minister will be launching the “Stand up India scheme” and a Web portal for the scheme on 05th April, 2016 at Sector 62, NOIDA. It will be attended by Governor, UP, Union Finance Minister, Union Minister for Culture and Tourism and Union Minister of State for Finance among others.

The “Stand up India Scheme” is being launched now to promote entrepreneurship among Scheduled Caste/Schedule Tribe and Women for loans in the range of Rs. 10 Lakhs to Rs. 100 Lakhs. The Scheme is expected to benefit large number of such entrepreneurs, as it is intended to facilitate at least two such projects per bank branch (Scheduled Commercial Bank) on an average one for each category of entrepreneur. 

The broad features of the scheme are as under:- 

I. Composite loan between Rs. 10 lakh and upto Rs.100 lakh, inclusive of working capital component for setting up any new enterprise. 

II. Debit Card (RuPay) for drawal of working capital. 

III. Credit history of borrower to be developed. 

IV. Refinance window through Small Industries Development Bank of India (SIDBI) with an initial amount of Rs.10,000 crore. 

V. Creation of a corpus of Rs. 5,000 crore for credit guarantee through NCGTC. 

VI. Handholding support for borrowers with comprehensive support for pre loan training needs, facilitating loan, factoring, marketing etc.

VII. Web Portal for online registration and support services. 

The overall intent of the proposal is to leverage the institutional credit structure to reach out to these underserved sectors of the population by facilitating bank loans in the non-farm sector set up by such SC, ST and Women borrowers. The initiative will also develop synergies with ongoing schemes of other Departments.

The process would be led by SIDBI with involvement of Dalit Indian Chamber of Commerce and Industry (DICCI) and various sector – specific institutions all over the country. The offices of SIDBI and National Bank for Agriculture and Rural Development (NABARD) shall be designated Stand Up Connect Centres (SUCC).

The launch event would involve distribution of 5100 E-Rickshaws by Bhartiya Micro Credit (BMC) under the Pradhan Mantri Mudra Yojna scheme. In addition the recipients will also be covered under Pradhan Matri Jan Dhan Yojna, Pradhan Mantri Suraksha Yojana, Pradhan Mantri Jivan Jyoti Yojana, Atal Pension Yojana schemes and other eight significant Prime Minister schemes. 

“Bhartiya Micro Credit (BMC) aims to spread awareness of the financial inclusion and social security schemes and proposes to take the benefits to poor and destitute people in the country. The idea is to facilitate the up gradation of pedal rickshaw pullers into E Rickshaw owners and help create threefold increment in their income. Credit for all these facilities are being provided under Mudra Scheme. The progression to E rickshaw from pedal rickshaw will also help contribute towards achieving the goals of Swachh Bharat Abhiyan. Sach hua Sapna, Rickshaw hua apna!, shared Vijay Pandey, Managing Director, Bhartiya Micro Credit. 

As the first step of this process the pedal rickshaw pullers are provided training post which certificate is provided by NSDC. 150 women drivers have been trained. In addition the customers will also be able to book E Rickshaw through Ola mobile apps and make online payment via Freecharge, which will be integrated under the Digital India initiative. 

Under the scheme, charging and service station will also be set up, which will help the growth of emergence of small and micro enterprises along with creating many opportunities for entrepreneurs. This organically integrates Bhartiya Micro Credit (BMC) E-Rickshaws program into Prime Minister Shri Narendra Modi flagship ‘Stand Up India’ initiative. 

The Prime Minister on 15th August 2014 launched the Pradhan Mantri Jan Dhan Yojana (PMJDY) for “Banking the Unbanked”. As is well known, it met with resounding success as more than 21.3 crore accounts have been opened. Further, Pradhan Mantri MUDRA Yojana (PMMY) was launched by the PM for “Funding the Unfunded” by facilitating loans upto Rs. 10 lakh on 8th April, 2015. As on date, over Rs. 1.22 Lakh crore have been disbursed wherein over 57.75 lakh Scheduled Castes, 15.15 lakh Scheduled Tribes and 2.52 crore women entrepreneurs have been benefited under this scheme. To intensify this inclusive growth, the PM in his address to the nation on 15th Aug, 2015 had announced the “Start up India Stand up India” initiative.

7th Pay commission: From Cabinet approval to basic pay, what govt staff need to know about increment

There is good news in the offing for Central Government employees as Seventh Pay Commission will be implemented soon.

Reportedly within two to three months all the required things will be done so that increment will be handed over to government staff. Here are all the latest developments about the pay commission Final implementation Government will implement Pay commission most likely in July.

Central Government employees will be paid six months arrears along with final increment. Notification for salary increment will be issued after State Assembly elections.

Most likely it will be done in May. Union Cabinet may approve recommendations of the Pay Commission in the month of June.

Confusion over minimum basic salary Government is contemplating to give around 19 percent raise on the existing  minimum basic salary.

Reports say that Empowered Committee of Secretaries will suggest minimum pay Rs 20,000 in place of Rs 18,000 which was proposed earlier.

In contrast, a civilian bureaucrat from the All India Services draws 30 per cent of his salary as "hardship allowance" when posted anywhere outside the comfort zone.

Under the new scale, a senior IAS official posted in a city in northeast will draw much more as "hardship allowance", compared to the Rs 31,500 per month drawn by military officers in Siachen. Government assured Army men Recently Defence Minister Manohar Parrikar said that concerns of Armed forces will be addressed In an interview, he said, "The concerns raised by the armed forces would be taken up by the commission".

He also gave hint that the proposed recommendations of 7th Pay Commission could be revised as Government has not yet taken final decision over the same Centre won't cut existing facilities  Sources say that Government won't be making any changes in the existing advances and facilities, enjoyed by Central government employees.

Pay commission had suggested abolition of many privileges and facilities including risk allowance, small family allowance, festival advance and motor cycle advance etc in its recommendations. Govt ordered to give maximum benefits to staff Prime Minister Narendra Modi recently had ordered officials to speed up review process so that it could be implemented soon.

Modi asked Committee of Secretaries to provide maximum benefits to central staff. Cabinet Secretary P K Sinha headed empowered committee which was appointed to overview whole process was told to accept pay commission's recommendations without diluting the same. Central govt employees to declare details of foreign accounts

All Central government employees have been asked to declare details of deposits in foreign bank accounts including those of their spouses and dependent children, as per the new rules under the Lokpal Act.

Besides, they have to give details of paintings, antiques, furniture and electronic equipments among others in case their total current value exceeds two months’ basic pay or Rs one lakh.

The declarations under the Lokpal Act are in addition to similar ones filed by the employees under various services rules. All Group A, B and C employees are supposed to file the declaration under the Lokpal law.

The Department of Personnel and Training (DoPT) has written to all Central government ministries and Chief Secretaries of state governments to ensure that the employees working under them declare details of their assets and liabilities, along with that of their spouse and dependent children, by April 15.

All employees have to file returns of two years--i.e. for 2014 and 2015 by April 15--and another return giving details of their assets and liabilities for 2016 by July 31, this year.

“In this regard, it is stated that there shall be no further extension of the aforesaid last date i.e. April 15, 2016,” it said in the communique.

There are about 50 lakh Central government employees.

The employees will also have to inform separately in case of any investments of over Rs 2 lakh made in movable assets, insurance, bonds, shares and mutual funds in the new form.

Investment above Rs 2 lakh to be reported individually.

Investments below Rs 2 lakh may be reported together, it said.

“Details of deposits in foreign bank(s) to be given separately,” the DoPT said.

Employees have to give details of expensive furniture, fixtures, antiques, paintings and electronic equipment also if the total current value of any particular asset in any particular category (e.g. furniture, fixtures, electronic equipments, etc) exceeds two months’ basic pay or Rs one lakh, it said.

Good news! Minimum pay under 7th CPC likely to be revised to Rs 20,000; award to come with increment bonanza

New Delhi: The central government employees seeking revision of salary structure proposed under the 7th Pay Commission are likely to see around 19 percent raise on the minimum salary being drawn currently. The Cabinet nod to the effect is expected in June.

As per reports, the Empowered Committee of Secretaries (CoS)are likely to propose a minimum pay of Rs 20,000. The 7th pay panel report, which was released in November had raised the minimum pay to Rs 18,000 per month from currently drawn Rs 7,000, while the maximum pay was recommended Rs 2.5 lakh per month from Rs 90,000.

The central government unions, seeking the revision in 7th pay panel recommendations have sought the minimum pay of Rs 26,000.

As per reports, the 7th CPC award is likely to come with salary increment which was anyway due in the month of July.

The financial burden of the 7th CPC recommendations on the exchequer is expected to be around Rs 1.02 lakh crore in meeting the revised pay structure. The central government has already made provision of Rs 70,000 crore in the Budget 2016-17 to meet the payout of the pay commission award.

Since the minimum pay has been revised upwards, the 7th pay panel has recommended that HRA be paid at the rate of 24 percent, 16 percent and 8 percent of the new Basic Pay for Class X, Y and Z cities respectively.

The Commission also recommended that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent respectively when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent. However, no arrears will be paid on the HRA, and will be effective only when the pay panel award is notified.

Request to Taxpayers to Avail Facility for Online Rectification

Income-tax Act provides the taxpayer with an option to seek rectification of mistakes apparent from record under section 154 of the Act. The e-filing portal of the Income Tax Department provides the utility for online filing and tracking of rectification requests. Taxpayers who are not satisfied with the outcome of processing of their Income Tax Return by the Centralized Processing Centre, Bengaluru can avail of the facility of online filing and tracking of rectification requests available on https://incometaxindiaefiling.gov.in.

            In case of any mistake in data entry of Tax payment or TDS details, taxpayer can select the “Rectification Request Type->Taxpayer is correcting data for Tax Credit mismatch only” and the use the option of pre-filling the correct details for the relevant Assessment Year while submitting the rectification request.

            In case of data entry mistake in any other Schedule or omission of any details, taxpayer can select the option “Taxpayer is correcting Data in Rectification” and the reason for seeking rectification.

            In any other case taxpayer can select the option “No further Data Correction Required, Reprocess the case” where the mistake in processing may have occurred due to non-reporting of TDS by deductor etc.

            With this utility a taxpayer can also the monitor the status of disposal of rectification request.

            CPC, Bengaluru has already processed 6,53,763 online rectification requests in F.Y.2015-16 till 29th February 2016. CBDT is committed to ensuring accuracy in processing of returns and determination of refunds and seeks the active cooperation of taxpayers in ensuring correctness of data while submitting the return or rectification request.

Government proposing that ATMs should not be replenished with cash after 8 PM

 ATMs could soon disappoint if you need cash at the dead of the night.The government is proposing that ATMs should not be replenished with cash after 8 PM in cities and private cash transportation agencies must collect cash from the banks in the first half of the day for replenishing ATMs.

Also, specially designed cash vans, fitted with CCTV and GPS, must not carry more than Rs 5 crore per trip. Two armed guards and driver in each van must be trained to "disengage with the situation and drive vehicle to safety" in case of an attack - these men at time of getting the job must produce two guarantors, one of them a government servant. These are part of a new guidelines and risk mitigation procedures the government is proposing for secured cash movement by leading private players in the industry.
Government proposing that ATMs should not be replenished with cash after 8 PMNearly 8000 privately owned cash vans ferry around Rs 15000 Cr daily between banks, currency chests and ATSs - they also hold nearly Rs 5000 Cr overnight in their private cash vaults on behalf of the banks. These has been a spurt in attacks, hijacking and looting of cash vans which are seen as soft targets.

The government has proposed that for replenishment in ATMs, cash transportation agencies must collect cash from the bank in the first half of the day and no cash loading of the ATMs or cash movement should be done after 8 PM in urban centers across India. The deadline for rural areas would be 5 PM, and 3PM in Naxal-affected districts.

Per trip, a cash van cannot carry more than Rs 5 crore, the new SOPs have proposed. Specially designed and secure cash vans must be compulsorily deployed for carrying cash over Rs 5 lakh per trip, the Centre says. Such vans must have two independent compartments, with the one for storing cash to be separated and locked from passenger compartment and the cash compartment being specially reinforced with steel and only one door which can be opened internally through a manual or electronic lock.

The cash boxed must also be secured to the van floor with separate chains and padlocks with their keys entrusted to separate custodians.

Antecedents of private guards and drivers hired by private security agencies must be verified by police and each such individual be asked to produce two guarantors of "good standing", including one serving or retired government servant, at the time of getting the job.

They must be trained comprehensively over 160 hours before being put on the job - specifically to spot threats and risks like being tailed by vehicle-borne criminals, insider's threat and how to use weapons to deter and resist criminals while disengaging with the situation and driving vehicle to safety.

Private vaults used by agencies to store cash overnight must also be set up in secured places with strong rooms set up as per RBI norms and fitted with CCTVs.

Supplementary DPC for PS Gr. B cadre .... updates

It has been reported by CS Andhra Pradesh Circle that his Circle has dispatched copies of required APARs and other requisite information to Directorate. 

Circle Secretaries of Gujarat / Haryana / North East / Odisha / Rajasthan and West Bengal Circle will give their circles report to GS through whatsApp on CHQ group. If supplementary DPC is delayed then regular DPC for 2016-17 will not be held on time, for which we will be responsible. Directorate has already issued email to the concerned circle to speed up the matter. 

Cabinet likely to approve 7th Pay Commission award with increment

New Delhi: The cabinet is likely to approve the 7th pay commission award for central government employees in June for which the public exchequer will have to spend an additional amount of Rs 1.02 lakh crore.

However, there are no dearness allowance in their salary structure as the government recently announced 125 percent Dearness Allowance (DA) on which the pay panel recommended the 7th pay commission award.

Introducing a new provision of perks with the pay packet, the central government is also likely to give a increment, which is to be due in July, the month of implementation of pay commission recommendations for the central government employees, sources said.

The pay panel recommended minimum pay to Rs 18,000 per month from Rs 7,000, while the maximum pay has been recommended Rs 2.5 lakh per month from current Rs 90,000. It’s made a width pay gap discrimination between employees and higher officers from existing 1:12 to 1: 13.8.

Attestation form for verification of character and antecedents prior to appointment in Government service

The Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions has examined the matter related to the proposal for making attestation process citizen friendly. In this regard, it has been decided to place a note on the proposed reforms on the DoPT's website for comments. The comments on the above subject are invited within 15 days.

Supplementary DPC for PS Gr. B cadre .... updates

It is learnt from Directorate that the following circle still not submitted APARs for holding of supplementary DPC for promotion to the cadre of PS Gr.B for the vacancies of 2015-16. 

Andhra Pradesh / Gujarat / Harayana / North East / Odisha / Rajasthan and West Bengal 

It is once again directed to Circle Secretaries of these circles to meet the circle administration and request them to forward APARs of concerned officers immediately.
