Chennai High Court allows writ petition granting GP 5400 after 4 years of service with GP 4800 under ACP to Inspector Central Excise


Hon'ble Chennai High Court in WP No.13225/2010 filed by Sri M Subramaniam, Inspector , Central Excise  has passed orders with direction to Govt. to allow GP of Rs.5400/- to the petitioner on completion of 4 years of service with the GP of Rs.4800/- under MACP scheme. EXPECTED DA W.E.F. 01-01-2011

Central Government employees received 10% DA in addition to 35% earlier,which now stands at 45%.They got the payment as two months arrears for July and August. DA for September was calculated in their regular monthly payments.Through this hike, employees got an increase of Rs700 to Rs900 in their monthly salaries. There was no such increase before this.Let us see some of the reasons.

The main reason behind announcing DA is due to increase of prices in essential commodities.’Labour Bureau’-which is under the Central Government takes the statistics of the prices of essential commodities in selected cities and this process is known as AICPIN -i.e.- All India Consumer Price Index. DA is calculated only as per the AICPIN.

Regarding  next instalment of DA which is to be announced from Jan 2011,numerous speculations are pouring in. DA percentage will be calculated as per the AICPIN from September 2010 to December 2010.Suppose the AICPIN stands at 179 points or more,there are chances of getting 50% DA from Jan 2011.

Any way let us assume that the DA will surely cross the 50% which will enable increases in some allowances.

Children Education Allowance,Child Care Allowance,Washing Allowance,Cycle Allowance,Cash Handling Allowance,Conveyance Allowance,Split Duty Allowance will also be increased.

The undersigned is directed to say that the matter of charging of three time of licence fee in case of out of turn allotment till the day the allottee becomes eligible for inturn allotment of a Govt. residence has been reviewed and it has been decided to propose enhanced rate of six times of licence fee in all the cases of all out of turn allotment matures as per his seniority/priority in waiting list for allotment of that type of Govt. residence.

PSI

Public Services International

Public Services International (PSI) is a global trade union federation that represents 20 million women and men working in the public services around the world. It has more than 600 affiliated unions in 160 countries and territories. PSI is an autonomous body, which works in association with federations covering other sectors of the workforce and with the International Trade Union Confederation (ITUC). PSI is an officially recognised non-governmental organisation for the public sector within the International Labour Organisation (ILO) and has consultative status with ECOSOC and observer status with other UN bodies such as UNCTAD and WTO.

PSI Headquarters is in France. It has its Sub Regional office for South Asian countries at Faridabad. Bro. R.Kannan is the Sub Regional Secretary for South Asia.

There are 18 unions/Associations of Central & State Governments/PSU in India affiliated to PSI. Our Association is one among them. PSI is organising Seminar/ Workshop on topics such as Trade Union Rights, Gender Equality, Human Rights, Youth development, Labour Act, Communication Skill, Negotiation skill, misuse of Conduct Rules, Quality Public Services etc. Members from our Association are also invited. Our members from Tamilnadu, Kerala, Karnataka, A.P, Chattisgarh, U.P, W.B, Maharashtra, Bihar, North East & Punjab have already participated and gained knowledge on various subjects connected with Trade Union Rights. Some of the Circles were offered opportunity to take part in such programmes but failed to use it in the past.

PSI has involved in capacity building of Trade Unions/Associations in Tamilnadu and our members are actively participating. A seminar on Trade Union Rights is scheduled to be held in Karnataka Circle during November 2010 in which around 30 members of our Association will participate.

PSI will conduct a Workshop on Trade Union Rights at Bhopal on 10 & 11 December 2010 in which Shri. Roop Chand,our General Secretary and Smt.Mega Gutekar, ASP, Mumbai will participate.

Another workshop on Gender Equality will be held at Mamallapuram (TN) on 19 & 20.12.2010 in which Shri. M.R.Desai, Circle Secretary, Gujarat Circle and Smt. Sucheta Hegde, ASP, Bangalore East Dn will participate.

Smt. T.V.Sundari ASP and AGS is the contact person for PSI. Members who are interested to participate in such programmes may give their name and address to General Secretary (Mob:09810239343) or Smt. T.V.Sundari Assistant General secretary (Mob: 09443642181).

Those who are actively participating in Seminar and Workshop and prove their skill are likely to be invited by PSI for international programmes.
