Bonus for Postal Employees will be 60 days this year also and the maximum ceiling will be Rs.3500 for regular employees, Rs.2500 for GDS employees and Rs.1200 for casual & temporary employees.

Postal Directorate vide letter no. 13/01/2010-SR dated 22-09-2010 has declared results of verification process 2010 under Recognition of Service Associations under CCS( RSA) Rules-1993.

Our association i.e. ALL INDIA ASSOCIATION OF INSPECTORS & ASSISTANT SUPERINTENDENTS POSTS has been recognized in the Department of Posts for a period of five years.

All India RMS Assistant Superintendents & Inspectors Association has failed to secure 15% membership and it has not been recognized by the Department of Posts.

All Members are congratulated on this occassion for showing their unity and support to our Association.

Payment of DA to Central Govt. employees w.e.f. 1/7/2010.

Ministry of Finance, Department of Expenditure vide their memo No. 1(6) /2010-E-II (B) dated 22nd September, 2010 has issued orders for payment of Dearness Allowance to Central Govt. Employees .

Subject : Payment of Dearness Allowance to Central Govt. Employees ... Revised effective from 1/7/2010.

              The undersigned is directed to refer to this Ministry's Office Memorandum No. 1 (3) /2009-E-II(B) dated 26th March, 2010 on the subject mentioned above and to say that the President  is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 35% to 45% with effect from 1st July, 2010.

2.           The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3.            The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4.            These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence andMinistry of Railways, respectively.

5.              In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

The Union Cabinet today decided to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2010. The DA shall be enhanced from the existing 35% to 45% representing an increase of 10%.

Appointment of new IPoS Officers in the Department of Posts.

Directorate vide memo No. 4-19/2010-SPG dated 3rd September, 2010 has issued orders of following probationer of Indian Postal Service Group "A" (2008 batch) to hold independent charge in the Junior Time Scale (Rs. 15600-39100) + Grade Pay Rs.5400/- of the services in the Circle indicated against his name, on completion of his probationary training.

Clarifications on MACPS issued by DOP&T

The following clarifications have been issued by Department of Personnel and Training vide Memo No 35034/3/2008-Estt (D) dated 9.9.2010:-

1	Whether the Pay Band would change in the hierarchy of Pay Bands & Grade Pay on grant of the benefits under MACPS'	Yes. The upgradations under MACP is to be granted in the next grade pay in the hierarchy of recommended revised pay band and grade pay as prescribed in the CCS (RP) Rules, 2008
2	Whether the benefits of MACPS would be allowed to the Government servants who have been later on inducted in the Organized Group "A" Service	No. The benefits under MACPS is not applicable to Group 'A' officer of Organized Group 'A' Services, as the officer under Organized Group 'A' Services have already been. allowed parity of two years on nonfunctional basis with the officers of Indian Administrative Service (IAS)
3	How will the benefits of ACP be granted if due between 01.01.2006 and 31 08.2008?	The new MACPS has come into existence w e f 01.09.2008 However, the pay structure has been changed w e f 01.01.2006. Therefore the previous ACPS would be applicable in the new pay structure adopted w e f 01.01.2006. Para 6.1 of Annexure-l of MACPS is only for exercising option for coming over to the revised pay structure and not for grant of benefits under MACPS. The following illustrations would explain the position (A) In the case of isolated post: Date of appointment in entry Grade in the pre-revised pay scale of Rs.4000-6000: 01.10.1982 1st ACP granted on 09.08.1999 :Rs.4500-7000 (pre-revised) 2nd ACP due on 01.10.2006 :Rs.5000-8000 (pre-revised) [revised PB-2 Grade Pay of Rs.4200] 3rd financial upgradation under the MACPS would be due on 01.102012 (on completion of30 years of continuous regular service) in the immediate next higher grade pay in the hierarchy of recommended revised pay band and grade pay i e Grade Pay of Rs 4600 in PB 2. (B) In the case of normal promotional hierarchy: Date of appointment in entry Grade in the prerevised pay scale of Rs.5500-9000: 01.10.1982 1st ACP granted on 09.08.1999 :Rs.6500-10500 (pre-revised) 2nd ACP due on 01.10.2006 (as per the existing hierarchy) :Rs.10000-15200 (pre-revised). Therefore, 2nd ACP would be in PB-3 with Grade Pay of Rs.6600 (in terms of hierarchy available): 3rd financial upgradation under MACPS would be due on 01.10.2012 in the immediate next higher grade pay in the hierarchy of recommended revised pay band and grade pay of Rs.7600.
4	Whether the benefits of MACPS would be granted from the date of entry grade or from the date of the regular service approved service counted under various service rules.	The benefits under MACPS would be available from the date of actual joining of the post in the entry grade
5	In a case where a person is appointed to an ex-cadre post in higher scale on deputation followed by absorption, whether the period spent on deputation period would be counted as continuous service in the grade or not for the purpose of MACPS	(i) Where a person is appointed on direct recruitment/deputation basis from another post in the same grade, then past regular service as well as past promotions/ACP, in the earlier post, will be counted for computing regular service for the purpose of MACPS in the new hierarchy. (ii) However, where a person is appointed to an ex-cadre post in higher scale initially on deputation followed by absorption, while the service rendered in the earlier post, which was in a lower scale cannot be counted, there is no objection to the period spent initially on deputation in the ex-cadre post prior to absorption being counted towards regular service for the purposes of grant of financial upgradation under MACPS, as it is in the same Pay band/grade pay of the post
6	Whether the pay scale/grade pay of substantive post would be taken into account for appointment/selection to a higher post on deputation basis or the pay scale/grade pay carrying by a Government servant on account of financial upgradation(s) under ACP/MACP Scheme.	The pay scale/grade pay of substantive post would only be taken into account for deciding the eligibility for appointment/selection to a higher post on deputation basis.
7	In a case where 1st/2nd financial upgradations are postponed on account of the employees not found fit or due to departmental proceedings, etc, whether this would have consequential effect on 2nd /3rd financial upgradation or not.	Yes. If a financial upgradation has been deferred/postponed on account of the employee not found fit or due to departmental proceedings, etc., the 2nd /3rd financial upgradations under MACPs would have consequential effect. (Para 18 of annexure-I of MACPS referred).
8	In a case where the government servant have already earned three promotions and still stagnated in one grade for more than 10 years, whether he would be entitle for any further upgradation under MACPS	No. Since the government servant has already earned three promotions, he would not be entitled for any further financial upgradation under MACPS.
9	Whether the pre-revised pay scale of Rs 2750-4400 in respect of Group D non-matriculate employees, would also be taken as merged to grade pay of Rs 1800 for the purpose of MACPS in view of merger of Rs 2550-3200, Rs 2610-3540, Rs 2610-4000 and Rs 2650-4000, which have been upgraded and replaced by the revised pay structure of grade pay of Rs 1800 in the pay band PB-1	Yes.
10	If a government servant on deputation earns upgradation under MACPs in the present cadre, whether he would be entitled for deputation (duty) allowance on the pay and emoluments granted under the MACPS or not?	No. while eligibility of an employee for appointment against ex-cadre posts, in terms of the provisions of the RRs of the ex-cadre post will continue to be determined with reference to the post/pay scale of the post held in the parent cadre on regular basis (and not with reference to the higher scale granted under ACPS/MACPS). such an officer, in the event of his selection, may be allowed to opt to draw the pay in the higher scale under ACP/MACP Scheme without deputation allowance during the period of deputation, if it is more beneficial than the normal entitlements under the existing general order regulating pay on appointment on deputation basis.
11	Since the pay scales of Group D employees have been merged and placed in the Grade Pay of rs 1800, whether they are entitled for grant of increment @ 3% during pay fixation at every stage.	Yes. On the analogy of point 22 of Annexure-I of MACPS, the pay of such Group 'D' employees who have been placed in the Grade Pay of Rs 1800 w.e.f. 01.01.2006 shall be fixed successively in the next three immediate higher grade pays in the hierarchy of revised pay-bands and grade pays allowing the benefit of 3% pay fixation at every stage.

Sub: Child Care Leave in respect of Central Government employees as a result of Sixth Central Pay Commission recommendations - Clarification regarding

The undersigned is directed to say that this Department has been receiving representations from Government Servants through various quarters like the Public Grievances Cell/Associations etc requesting to review the decision to allow Child Care Leave (CCL) only if the employee has no E.L. at her credit.

2. This Department's O.M. No.13018/2/2008-Estt.(L) dated 11/09/2008 regarding introduction of Child Care Leave in respect of CentralGovernment employees and subsequent clarifications vide O.Ms. dated 29/9/2008, 18/11/2008 and 2/12/2008 were reviewed.

It has now been decided in consultation with Department of Expenditure, to delete the condition that CCL can be availed only if theemployee concerned has no Earned Leave at her credit, subject to the following conditions:-

(i) CCL may not be granted in more than 3 spells in a calendar year.

(ii) CCL may not be granted for less than 15 days.

(iii) CCL should not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is fully satisfied about the need of Child Care Leave to the probationer. It may also be ensured that the period for which this leave is sanctioned during probation is minimal.

3. It is reiterated that the leave is to be treated like Earned Leave and sanctioned as such.

4. These orders take effect from 1.9.2008. Earned Leave, if any, availed by women employees before availing CCL subsequent to the issue of the OM 13018/2/2008-Estt.(L) dated 18/11/2008 may be adjusted against CCL, if so requested by theemployee.

Sub: Grant of Honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payments of arrears to Gramin Dak Sevaks consequent on implementation of Recommendations of One-man Committee.

Sir/Madam,

I am directed to refer to this office of even no. dated 21.12.2009 regarding rates of Honorarium for fixation of pay in revised scales consequent on implementation of recommendation of 6th Central Pay Commission was communicated.

2. The demand of staff side for extension of the Honorarium rates to those officials entrusted with fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak sevaks was engaging the attention of the department for quite some time past. Now, the Competent Authority in consultation with Integrated Finance Wing has approved grant honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak Sevaks consequent on implementation of recommendations of One-man Committee and in pursuance of the order no. 6-1/2008-PE.II dt. 09.10.2009. The rates of Honorarium applicable are as under:

(i) Fixation of Time Related Continuity Allowance (TRCA)

3. The honorarium is applicable to such case where the fixation of Time Related Continuity Allowance (TRCA) has been found to be certified as correct by the Postal Accounts office. The Honorarium shall not be applicable, where the fixation of Time Related Continuity Allowance (TRCA) was done irregularly and paid erroneously.

4. The Prescribed ceiling on grant of Honorarium has to be kept in view while payment of Honorarium and on no account should it exceed the prescribed Ceiling.

5. The Expenditure for payment of Honorarium has to be met within the Budget Grant provided for the year.

6. This issues with the concurrence of Integrated Finance Wing vide their Diary no. 188/FA/10/CS Dated 25.08.2010.

Item No. 01: -

Upgradation of Grade Pay of Inspector Posts from Rs 4200/- to Rs 4600/- w.e.f 01.01.2006

It was noted by the VI CPC in para 2.2.19 that “a large number of anomalies were created due to the placement of Inspectors/ equivalent posts in CBDT/ CBEC and Assistants/ Personal Assistants of CSS/ CSSS in the scale of Rs 6500- 200- 10500. The scales of Rs 5500-175-9000 and Rs 6500-200-10500, in any case, had to be merged to resolve these anomalies.”

It was recommended by the VI CPC in para 7.15.13 that “ The posts of Inspectors and equivalent exist in CBDT as well as CBEC. The fifth CPC had recommended the scale of Rs 5500-9000 for these posts. The pay scale of these posts was, however, upgraded to Rs 6500-10500. Demands have been received from other posts existing in the scale of Rs 5500-9000 in these two boards seeking similar dispensation. The Commission has recommended merger of the pay scales of Rs 5000-8000, Rs 5500-9000 and Rs 6500-10500 which will automatically meet this demand. Hence, no specific recommendation on demands seeking such upgradation is being made.”

Above recommendations of the Sixth CPC were accepted by the Govt of India, Ministry of Finance (Department of Expenditure) vide Resolution dated 29th August 2008.

Now again, anomaly has been created by the Ministry of Finance (Department of Expenditure) by revising the Grade Pay of Inspectors in CBDT/CBEC w. e. f. 01-01-2006. Hence, Grade Pay of Inspector, Posts should also be revised from Rs 4200 to Rs 4600 w.e.f 01.01.2006.

Holding of DPC for regular promotion in PS Group ‘B’ cade for the year 2010 & 2011

Above matter was taken up by the Association vide letter no. CHQ/ AIA/ 06/ 2010 dated 06.07.2010 which was acknowledged by the Department vide No. 104/ SR/ Union/ 10 dated 08.07.2010.

Postal Directorate has called for ACRs and vigilance clearance reports from all Circles for the year 2010 only and no action has been initiated by the Postal Directorate so far for the year 2011. Hence, it is requested to kindly finalize the DPC for year 2010 at the earliest and initiate action for holding of DPC for the year 2011.

Non- counting of promotion earned through examination in MACP scheme

Memos issued by various Circles have revealed that promotion earned through examination has been counted while granting II/ III ACP to Inspectors/ ASPs. Many ASPs have not been granted III ACP due to entry in service in Postman/ Mail Guard/ PA/ SA cadre or grant of TBOP before promotion in to Inspector, Posts cadre. If, their promotion earned through examination is ignored, they will get III ACP on completion of 10 years continuous service in ASP Grade. Many officers are working continuously as ASP for a period of more than 10 years and have not got any promotion. Hence, the case may be taken up with the Nodal Department.

Postal Directorate has issued orders for provision of Broad Band connection to all 1914 Sub Divisions. A sum of Rs 2500 has been allotted to each Sub Dn. The connection should be given before 31.8.2010.

Respected Madam,

            This association submitted six representations requesting the Department to upgrade the Grade Pay of Inspector, Posts on par with Inspectors of CBDT/CBEC and Assistants in CSS.  Last representation was submitted on 24-06-2010.  The Department had detailed discussions with our association on several occasions.  Department was good enough having considered our case sympathetically and submitted the file to the Ministry of Finance duly recommended but the Ministry of Finance returned the file with observation that there is post of ASP in between Inspector Posts and PS Group ‘B’ whereas no such promotional post is available in the CBDT/CBEC & CSS and hence the post of Inspector Posts is not comparable with Inspectors, Income Tax/Excise& Customs. 

2.         We had detailed discussions with the DDG (Estt) on 05-04-2010 and during the discussions, it was agreed to merge the post of Inspector Posts and Assistant Superintendent Posts and make it comparable with the post of Inspector CBDT/CBEC.  Now, it is more than 4 months have elapsed but the proposal has not been materialized so for.  It has become a burning issue in all our circle conferences and our members are very much dejected and frustrated.

3.         In order to keep the post attractive,   it is required to upgrade the Grade Pay of Inspector Posts on par with Inspector, CBDT/CBEC.  It is further brought to your kind notice that due to implementation of MACP scheme, even the Postman has got the Grade Pay of Rs.4200/- and the Postal /Sorting Assistant has got the Grade Pay of Rs.4600/-.  Now, new entrant in the cadre of Inspector Posts is getting less pay than a Postman who is being supervised by the Inspector Posts.  It is not a healthy trend to have a defective command and control structure in the Department of Posts. 

4.         It is urged to take immediate steps to revise Grade Pay of Inspector Posts from Rs.4200/- to Rs.4600/- so that the anomaly created by the 6^th CPC be removed to some extent and render justice to our cadre.

Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP

Copy of letter No. 25-5/2010-PE.I dated 19.07.2010 of Department of Posts is furnished below:

Sub: - Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP.

The undersigned is directed clarify the position in respect of reduction of staff under TBOP/BCR schemes w.e.f 01.09.2008 during periodical Establishment Reviews consequent upon implementation of MACP and withdrawal of TBOP/BCR Schemes as under:

“Consequent on implementation of time Bound One Promotion (TBOP) Scheme and Biennial Cadre Review (BCR) Scheme, Department of Posts had imposed cuts of 5% in operative staff and 15% in supervisory staff w.e.f 30.11.1983 under TBOP Scheme and later on, additional cuts of 1% in operative staff and 5% in supervisory staff were introduced w.e.f. 01.10.1991 under BCR Scheme. These cuts were introduced as measure of matching savings to offset the financial implications on account of grant of financial upgradations to staff and for obtaining additional productivity. The number of posts reduced under this matching savings/productivity provisions were kept in view at the time of periodical reviews or establishment of augmentation proposals.

The said TBOP and BCR Schemes have now been withdrawn w.e.f 01.09.20087 consequent upon implementation of Modified Assured Career Progression Scheme (MACP). Consequently, the number of operative/supervisory posts existing as on 01.09.2008 will be taken into consideration for the purpose of periodical reviews or augmentation proposals of Post Offices establishment. Thus, provisions relating to reduction of staff under TBOP/BCR Schemes stand also withdrawn w.e.f 01.09.2008.”

Visited Postal Directorate on 03.08.10 along with Shri.S.Ravi former CHQ Treasurer and met Director General (Posts) , DDG (Est.) and DDG(P) and had discussion on merger of posts of IP & ASP and revision of higher Grade Pay to IP. The file is with Joint Secretary & FA. The file will be put up to Postal Services Board after clearance by JS& FA.

Supplementary DPC for Group B

Supplementary DPC for promotion to PS Group B for the year 2009 has been held on 23.7.2010. Promotion cum allotment orders for around 22 IP/ASP is likely to be issued very soon.

IP/PS Group B examination result

The result of IP exam held on 3 - 5.1.2010 is expected by the end of this month. After announcement of IP result, It will take another few months for release of Group B examination result.

Induction Training for Surplus qualified IPs & Direct IPs

Lists of Surplus IP qualified candidates for the year 2008 and additional qualified candidates for the year 2007 have been released by the Directorate. Induction training for these candidates will be started during the month of October 2010.

Circle News

The Circle Conference of Maharashtra Circle was held at Nagpur on 3 & 4 .7.2010. GS attended the conference. Shri. Mukund Badwe, Offg. AD(Estt & Mail), R.O. Mumbai and Shri. Vilas Ingale ASP(Phil), C.O. Mumbai have been elected as Circle President and Circle Secretary respectively. CHQ congratulate the new Circle Body and extends its full co-operation.

The 39th Circle conference of Tamilnadu circle was held at Thanjavur on 5 & 6.8.2010. GS  attended the conference. Shri.M.Balakrishnan, ASP, R.O, Madurai and Shri. S. Rajendra Babu ASP, Salem East Sub Dn. have been unanimously elected as Circle President & Circle Secretary respectively.                        G.S congratulates the newly elected Circle Body and extends its full co-operation .

Postal Retailing and Self Management Training at APPC Bangok 12-30 July 2010

GS meets DDG(P) and DDG(Estt) in the Postal Directorate:

General Secretary alongwith Mr.S.Ravi former CHQ Treasurer met DDG(Estt) and requested to expedite the revision of Grade Pay to IP from Rs 4200 to 4600. DDG (Estt) informed that the case has become prejudice as some IP in Kerala Circle has filed a case for revision of Grade Pay before CAT Ernakulam. Now the Dte. has found a new reason to further delay the case.

DDG(P) was requested to finalise the DPC for promotion to the cadre of PS Group B. A letter was given addressed to the DG. Copy of the same is furnished below:

Respected Madam,

           Postal Directorate has called for ACRs and vigilance clearance reports from all Circles for the year 2010 vide reference above. As per Model Calendar for DPCs vidde DOP&T O.M. No.22011/9/98-Estt.(D) dated 08.09.1998, the approved select panel for the vacancies of 2010 should have been oready by 31.12.2009. By this time in July 2010, the process of documentation  for 2011 should have been on the verge of completion for holding DPC by 31.08.2010.

         It is evident from the above that the process of DPC is not at all undertaken as per the prescribed guidelines of DOP&T (Nodal Department). Due to delay in holding of DPC, Circles are resorting to adhoc promotions in P.S.Group 'B' cadre and many senior ASPs are retiring from service without getting regular promotion into P.S.Group 'B'.

         It is, therefore, urged upon that action may be initiated to hold DPC for the year 2010 and 2011 and to get approved select panel ready by 31.12.2010 for the above years so that there remains no need for Circles to resort to adhoc promotions in P.S.Group'B' cadre.

Enhancement of Fixed Medical Allownce from Rs 100/- to Rs 300/- per month w.e.f. 01.09.2008.

Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS has since been enhanced from Rs 100/- to Rs 300/- per month w.e.f.01.09.2008 vide Government of India, Ministry of Personnel, Public Grievances & Pensions (Department of Pension & Pensioners’ Welfare) Memo No. 4/25/2008-P&PW(D)dated 26.5.2010.

Allotment of Surplus Qualified candidates of IP Examination 2008 held on 5-7th November 2008 in OC vacancies

The following Surplus qualified IP candidates of IP examination 2008 have been allotted to the Circle mentioned against each according to the order of merit against OC vacancies vide Dte. Letter No.A-34013/01/2009-DE(Pt-I) dated 25.06.2010. The Department has decided to accommodate lady candidates in the home Circle against existing/future vacancies. Accordingly all lady candidates have been allotted to their home Circle except Delhi & Kerala Circles where no vacancy is available or not likely to arise in the near future. Five SC candidates who have secured 40% in each paper and 45% aggregate in all papers have been allotted against OC vacancies. Orders are likely to be issued for the remaining SC candidates very soon.

Relaxation for travel by air to visit J&K

Subject.: CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&K

                   The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-
                  (i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K  against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.
(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.
