Association would like to bring to your kind notice that Directorate vide memo
No. 6-02/2009-SPG dated 08/01/2014 has temporarily downgraded 4 posts of
Managers (MMS) of Guwahati, Chandigarh, Pune and Bhopal as Dy. Manager (MMS)
and posted regular incumbent on promotion on these posts without considering
their willingness etc.
The 38th All India Conference of All India
Association of Inspectors and Assistant Superintendents, Posts was held at
Ahmedabad on 7th and 8th February 2014 and above subject
was discussed in detail. After discussion, following resolution was passed
unanimously by All India Conference.
“AIC Ahmedabad unanimously resolved to urge
Secretary (P) to revoke the order No. 6-02/2009-SPG dated 08/01/2014 issued by
Postal Directorate downgrading 4 posts of Manager MMS in the four cities
(Guwahati, Chandigarh, Pune and Bhopal) as Dy. Manager MMS”.
I am enclosing herewith a
copy of application dated 16/1/2014 received from M. B. Dapse, Dy. Manager, MMS
Mumbai regarding his request for posting as Dy. Manager (MMS) in Mumbai against
the vacant post. The officer is promoted to the cadre of Dy. Manager (MMS) vide
above captioned memo and posted in the downgraded post of Manager (MMS) Pune.
As all are well aware that, Mumbai MMS unit is biggest MMS unit in the country,
where 200 MMS schedules daily operated through 175 vehicles under the
supervision of Dy. Manager (MMS), whereas only 23 MMS schedules are running
through 22 vehicles in Pune City. Department has kept 4 Dy. Managers posts
vacant in Metro Cities including Mumbai City and officers promoted through DPC on
regular basis for the post of Dy. Manager (MMS) have been posted in small
units. Shri M. B. Dapse in his enclosed application stated that he is presently
staying in Mumbai with his family and his children are appearing in Board
examinations. He has further stated in his application that he may be posted as
Dy. Manager (MMS) Mumbai against vacant post and he will attend the work at
Pune MMS also, as presently done by him.
This Association would
like to point out that Department is already in deficit. Secondly, Ministry of
Finance has imposed 10% cut on non plan expenditure and therefore Secretary
(Posts) have already issued strict instructions to all to make an efforts to
reduce expenditure and also be alert to enough to cut unwanted expenditure vide
her DO letter No. 20-1/2013 BGT (PA) dated October 1, 2013. In the existing
case, one post of Dy. Manager (MMS) is vacant at Mumbai & there is no need
to post the officer at other station where huge expenditure would be
involved.
In view of the above lines,
it is requested to kindly consider the request of applicant in the interest of
service and post him as Dy. Manager (MMS) Mumbai at the earliest.
