to PS Group B officers working on the post of Sr. Postmaster.

Sir,
In accordance with the
recommendation of 7th Pay Commission and as accepted by the Govt. of
India the pre-revised of Grade Pay of PS Group 'B' Officers has been revised from
Rs. 4800/ to Rs. 5400/- in the pay scale of Rs. 9300--34800 in PB-2 w.e.f.
01-01-2016.
It is pertinent to mention here that
none of the officers presently working as Sr. Postmasters were promoted in Sr.
Postmaster Cadre. Rather they were promoted in PS Group Cadre. As such all the Group
B officers presently working on the post of Sr. Postmasters are entitled to
Grade pay benefit of Rs. 5400/- in pre-revised scale w.e.f. 01.01.2016 and
accordingly their pay fixture would be fixed in the revised matrix.
It is bring to your kind notice that
most of the Director of Accounts (Postal) has not drawn GP of Rs. 5400/- to the
incumbents working on Sr. Postmaster post w. e. f. 1/1/2016. There may be
interpretation in understanding the meaning of the enhancement of GP of PS Gr.
B from Rs. 4800/- to 5400/-. Sr. Postmaster cadre is also a PS Gr. B cadre like
ADPS working in RO/CO and Dy. Directors working under Director GPOs.
The pre-revised grade pay of Rs. 5400/-
in PB-2 entitles all the PS Group officers (including Sr. PM) to allowances
corresponding to Grade pay Rs. 5400/- but most of the DAP/GM Finance offices of
various circles didn’t allowed drawal of GP of Rs. 5400/- to Sr. Postmasters
and corresponding allowances as admissible w.e.f. 01-01-2016 for no rhyme or
reason, for such Group- B officers.
Needless to mention that Para 4 of
letter No.1-5/2016-AC dated 29-07-2016 of Implementation Cell 7th CPC,
Department of Expenditure, Ministry of Finance, prescribes that until a
decision is taken with regard to revision of all the allowances, these
allowances shall continue to be drawn and paid as per the pre-revised pay
structure which in the case of PS Group-B officers (including Sr. Postmasters
presently promoted as PS Group B officers) is Rs.9300-34800+GP 5400/- in PB-2
w.e.f. 01-01-2016 and thus there is absolutely no ambiguity with regard to
payment of allowances corresponding to Grade pay of Rs. 5400/-, which has
already been implemented in the case of PS Group-B officers cadre
w.e.f.01-01-2016.
In order to remove this deliberately
created faux pass and clear any doubt, if any, you are requested kindly to direct
all the DAPs/GM Finances in the Department to allow to draw GP of Rs. 5400/- to
Sr. Postmasters and allowances as appropriate to the grade pay from 01-01-2016.
An early action is solicited please.

that Directorate vide memo No. 9-02/2015-SPG dated 10.11.2015 has appointed 122 Inspector
Line Officers on regular basis in PS Gr. B cadre in the vacancies of 2015-16
and vide memo No. 9-02/2015(I)-SPG dated 09-06-2016 result of
supplementary DPC by promoting 29 officers against the vacancies of 2015-16
released, but following are the few examples in which circles have not
implemented orders despite having clear orders to relive the promoted officers
to their new assignments within 15 days from the date of issue of orders and
also not reported the date of joining by the officer in PS Gr. B cadre.

It is to further bring to your kind
notice that as per above orders all the officers promoted to PS Gr. B cadre had
to be relieved from their former assignments within 15 days from the date of
issue of order by Directorate. It has also
stated in Directorate’s above captioned letter that, in case, posting order
from the allotted circles are not received, the circle where they are stationed
now can relive the promoted officer and asked to report to the allotted Circle
Headquarter. Requisite period in both the orders have already been elapsed to
join the new assignment on promotion. If the officers are still not joined then
their promotion order may be treated as cancelled and vacancies arise owing to
deemed refusal and filled these in ensuing DPC for the year 2016-17.
In
this regard, a kind reference is invited to para-3 of the Department of Posts
(Personnel Division) letter No.25-10/2014-SPG dated 09/07/2014 coupled with
para-7 of DOP & T OM No.22011/9/98-Estt (D) dated 08-09-1998 wherein it is provided that a DPC may take
into account all clear expected vacancies by retirement in the concerned grade as
well as chain vacancies on account of retirement etc. in the higher grades
which can be clearly anticipated in the same vacancy year.
Department
of Posts vide Personnel Division letter dated 09/07/2014 has also issued
instructions to percolate the seniority quota vacancies arising in higher
grades in a vacancy year down to lower cadres/grades and to take into account
along with the clear vacancies arising in a particular grade. Further, as
clarified vide Para.4.(II) of the said letter a Circle will take into account
the vacancies arising from HAG to PS Group-B Cadre in that Circle in a vacancy
year as chain vacancies for lower cadres in addition to existing and
anticipated vacancies in the said lower cadre arising in that vacancy year.
Furthermore it is bring to
your kind notice that last year DPC process was stated by Directorate vide memo
no. 9-02/2015-SPG dated 26/3/2016 and finished on 10-11-2015, it means more
than 7 months period took to promote only 122 officers to PS Gr. B cadre.
Whereas this year, the process was started late i.e. in the month of July 2016 vide
memo No. 9-14/2016-SPG dated 05-07-2016.
It is therefore fervently
requested to your kind honour to look into the matter personally and cause to
issue necessary instructions to concerned circle / division in the Directorate
to;
1.
issue declination of promotion memo of the officers who did not join to
new assignment till this date.
2.
issue the list officers in the zone of consideration for DPC for promotion
to the cadre of PS Gr. B cadre for the year 2016-17.
3. issue strict instructions to all circles to provide correct, requisite
and accurate information to Directorate on the allotted date for furnishing information on DPC.
4. issue time bound slot to all circles to handover the APARs and other
requisite information to Directorate for convening of DPC for promotion to the
cadre of PS Gr. B cadre for the year 2016-17.
5.
call for vacancies from all circles for the PS Gr. B DPC (2016-17) well
in advance.
6.
call for the names of the officers from all circles for repatriation to their
home circle.
7.
complete all the procedures in this issue by the end of September
2016.

Commemorative stamp on Jagadguru Sri Shivarathri Rajendra Swamy – 27th August 2016.
Suttur
Simhasana Mahasansthana Math is about one thousand years old in the ancient
cultural and religious history of Karnataka. In the 10th Century Sri
Shivarathri seer did penance for a very long time in Siddhagiri hills and came
to the south and engaged in penance again at Suttur. Dr. Shivarathri Rajendra
Mahaswamiji was the 23rd pontiff of the Suttur Mutt.
Born
on 29th August 1916, Sri Shivarathri Rajendra Mahaswamiji did his primary
education at Suttur itself with his previous name as Sri Puttaswamy. His
parents’ Sri Mallikarjunaswami and Shrimathi Marammanni were the residents of
Srikshetra. Sri Shivarathreeshwara took the blessed one into his fold and
officially named him as Sri Shivarathri Rajendraswamy. Sri Swamiji took to
studying Sanskrit at the tender age of 8 in Mysuru as a disciple of the great
Sanskrit scholar Basavaraja Shastri. On 24th February 1928 when Sri Shivarathri
Rajendra Swamy was only twelve years old, he was anointed with the
responsibilities of the Sri Math. After taking on the responsibilities of the
Sri Math, Sri Rajendraswamy got engaged in social services. With the intention
of supporting poor students who would otherwise drop out from education, Swamiji
started free hostels. The student hostels have grown in number in several
places and have provided boarding and lodging facility to thousands of children
and have supported in their education. Sri Rajendra Swamiji who succeeded the
Math with a great religious legacy, did not limit himself only to religious
activities, but responded to the inequality, poverty and misery in the society.
The services of the Math were extended very appropriately to the society. Much
before India attained independence, the seer had identified that it is lack of
education which was the root cause of problems faced by the masses and started
the JSS Mahavidyapeetha in 1954 for providing education. Under the aegis of JSS
Mahavidyapeetha, he started schools and colleges, hostels and hospitals that
led to social development.
On
the occasion of valedictory ceremony of the Birth Centenary Celebrations of Dr.
Sri Shivarathri Rajendra Swamy a commemorative Stamp in denomination of Rs. 5
was released on Jagadguru Sri Shivarathri Rajendra Swamy by Minister for State
(Independent Charge) Communications Shri Manoj Sinha in presences of Saints and
other dignitaries on 27th August 2016 at the function held at Suttur Mutt in
Mysore District.
Commemorative Stamps on Indian Metal Crafts – 26th August 2016.
Indian
artisans knew the art of metalworking since 3000 B.C. The beautiful figurine of
the dancing girl belonging to the Indus valley civilization bears testimony of
this fact. This indicates the high level of workmanship attained by ancient
craftsmen. In India craftsmen use different metals like iron, copper, silver
and alloys like bronze, bell metal, white metal etc. to make a variety of items
such as pots, pans, utensils, photo frames, sculptures of deities, mythological
figures and animals etc. Items like doorknobs, taps, key chains, boxes etc. are
also made, using different metals.
A
variety of metalwork can be seen from different parts of the country. The
Ladakh region of Kashmir is known for traditional vessels made out of iron and
brass. The craftsmen of Kashmir are known for richly engraved traditional
household items like bowls, samovars, plates and trays. Moradabad in Uttar
Pradesh is world famous for its range of brass items. A wide range of household
items like pots, trays, bowls and decorative pieces are made here. Making of
bronze sculptures is common in Palitana in Gujarat. The sculptures made here
depict themes from Jain religion. In Rajasthan Jaipur is the main center for
brass engraving and lacquering. Items such as photo frames, bowls, plates,
boxes etc. Ethnic designs and floral patterns, hunting scenes etc are hammered
or embossed on the surface. Madhya Pradesh has its own traditional metal ware
tradition. Andhra Pradesh has a rich tradition of metal craft. Andhra Pradesh
is also famous for Bidri ware. Silver filigree work from Andhra and Orissa is
famous for its intricate designs made out thin silver wires. Brassware from
Tamil Nadu comprises of decorated traditional lamps, used in religious
functions, while Kerala is famous for its polished bronze mirrors.
Department
of Posts released a set of six commemorative stamps, Miniature Sheet and
Sheetlet on Indian Metal Crafts on 26th August 2016. Set of six stamps depicts
Iron Surahi (pitcher) and Bronze Nataraja (depiction of the God Shiva performing
divine dance), Copper Pandan (container used to store betel leaf, betel nut,
dry tobacco, lime etc.), Brass Incense Burner, Silver Spouted Lota (spherical
water vessel) and Gold Gajalakshmi Lamp (lamp with motif of Lakshmi, the deity
of wealth).
