Central Civil Services (Leave Travel Concession)Rules 1988- Relaxation to Travelby Air to visit NER,J&K and A&N

Relaxation extended for two more years, with effect from 26th September 2016.
For journey to Jammu and Kashmir, any airlines (including private operator) may be preferred, subject to LTC 80 fare of Air India.

"The undersigned is directed to refer to this Department's O.M. of even No. dated 26.09.2014 on the subject noted above and to say that relaxation. of CCS (LTC) Rules, 1988, to allow Government servants to travel by air to North East Region (NER), Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N) is extended for a further period of two years w.e.f. 26th September, 2016 subject to the following conditions:

(a) Travel by air to continue to be performed by Air India in Economy class at LTC-80 fare or less.

(b) For journey by air to Jammu & Kashmir, travel by any airline is allowed, however, the journey should be undertaken in Economy class at a fare less than or equal to LTC-80 fare of Air India.

To boost the tourism in the State of Jammu & Kashmir, the Government has decided to extend the facility to travel by any airlines to visit Jammu & Kashmir on LTC 

To boost the tourism in the State of Jammu & Kashmir, the Government has decided to extend the facility to travel by any airlines to visit Jammu & Kashmir on LTC, under Special Dispensation Scheme for Central Government employees, for a period of two years beyond 25.09.2016. 

Availing of Home Town LTC for other places

Vide DoPT’s O.M. No. 31011/3/2014-Estt.(A-IV) dated 26.09.2014, Government employees have been allowed to convert their Home Town LTC to visit Jammu & Kashmir, North-East Region and Andaman & Nicobar Islands under the present scheme upto 25.09.2016.

Government servants entitled to travel by air can avail this LTC from their Headquarters to the destination. While, the Government servants not entitled to travel by air may travel by air in Economy class in the following sectors:

(a) Between Kolkata/Guwahati and any place in NER

(b) Between Kolkata/Chennai/Bhubaneswar and Port Blair.

(c) Between Delhi/Amritsar and any place in J&K.

Journey for the non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar/ Delhi/ Amritsar will have to be undertaken as per their entitlement.

Reimbursement under the Leave Travel Concession scheme does not cover incidental expenses and expenditure incurred on local journeys.

This was stated by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to a question by Shri Pramod Tiwari in the Rajya Sabha today.

Will Air Travel Concession for Central Government Employees be Extended?

Will Air Travel Concession for all categories of Central Government Employees(not entitled to travel by Air on LTC) be Extended for further two years..?

Will the air travel concession given to Central Government employees to travel to tourism spots in Jammu and NER areas be extended?

Will the concession, which was being granted upto April 30(for NER) and June 16, 2014(J&K), be extended by another two years?

Will the new BJP Government continue to implement the concession which was offered by the previous Congress Government?

Will this scheme be available at least for those employees who didn’t avail of this concession before?

Will this air travel concession be given to travel to either Jammu or NER region?

Will this concession, being given in order to develop areas that have been identified as most backward, continue?

Questions like these continue to buzz in the midst of Central Government employees. As of now there are no indications that the concession would be extended. There are also no reports of any ministerial debates or discussions over this issue.

It wouldn’t be an exaggeration to claim that the scheme, which offered air travel concession to all the Central Government employees, with exception to higher officials, gave social status to many.

Irrespective of these, the families of employees who had availed of this facility are bound to thank the Government for this opportunity!

A Jammu-based newspaper reported that on June 18, the Union Ministry of Tourism extended the concession for further two years. It is totally unconfirmed till now. As and when orders regarding the extension are published by Dopt, the orders will be published in our website immediately. ]

LTC by air extended by 2 years

JAMMU, June 17: The Union Ministry for Tourism today extended by another two years a proposal to grant Leave Travel Concession (LTC) to Jammu and Kashmir and North East by air. The package was due to expire today (18/6/2014). The extension in package by another two years will allow all categories of Central Government employees to travel to Jammu and Kashmir by air, using either Air India or private airlines by Economy class only, irrespective of their entitlement. The proposal would not only provide the Central Government employees an additional facility as an incentive but also give boost to tourism in Jammu and Kashmir, official sources said.

ADDITIONAL LTC BENEFITS TO NEWLY RECRUITED CENTRAL GOVERNMENT EMPLOYEES

Leave Travel Concession for Central Government employees in general provides for reimbursement of fare entitled to the employee and his / her family concerned for the travel to home town twice in four years or to a place any where in India in lieu of one home town travel concession once in four years.

As far as newly recruited Central Government Employees are concerned, LTC Scheme provides for some additional benefits which are discussed in this article.

LTC Scheme after implementation of Sixth Pay Commission report – Benefits to Fresh Recruits in the form of additional LTC trips.

LTC Rules amended after implementation of 6 CPC provides certain more Benefits to Fresh Recruits in the form of allowing additional home town trips under LTC (after completion of one year of continuous service in central government service)

As per the amendment made in Rule 8 of LTC Rules, Fresh recruits to Central Government may be are allowed to travel to their home town along with their families on three occasions in a block of four years and to any place in India on the fourth occasion.

This facility shall be available to the Government officers only for the first two blocks of four years applicable after joining the Government for the first time. In other words after completion of one year of continuous service in Central Government service one can avail LTC for three Home town trips and one All India trip in each of two LTC blocks that fall in in the first eight years of Government service.

The blocks of 4 years shall apply with reference to the initial date of joining the Government even though the employee changes the job within Government subsequently. The existing blocks will remain the same but the entitlements of the new recruit will be different in the first eight years of service.

After grant of this additional LTC benefits to fresh recruits, doubts were raised whether this additional benefits can be allowed Central Government Employees who have joined in the Government Service prior to 23.09.2008 (i.e. before the date of issue of OM) but yet to complete 8 years of service.
Later, DOPT clarified in this aspect to the effect that all Government servants who have not completed 8 years of service as on 01.09.2008 would be entitled for the LTC benefits available to fresh recruits.

Married and unmarried Central Government Employees can travel to home availing LTC once a year in one block of 4 years:**

This benefit was available even prior to implementation of sixth pay Commission. Under this clause, Married and unmarried Central Government Employees can travel to home availing LTC once a year in one LTC block of 4 years. There is no restriction in the form of number of years of service to avail LTC in this clause. However, this LTC for travel to home town once a year in the block of 4 years restricted to employee only. The family of the employee is not entitled LTC under this clause.

However, following conditions are to be satisfied in order to avail additional Home Town Trips in one LTC block:

1.The family of Central Government Employee should be living away from him/her at her/his home town.
2.No other LTC claim including LTC to all India and home town can be made by the employee for self and his/her family in the LTC block.

(** It is just an assumption that family of fresh recruits would usually be away from him/her at his/her home town. In fact this facility is available all central government employees whose family is at home town. There is no restriction in the form of number of years of service completed)

OFFICE MEMORANDUM

Subject.: CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&K

                   The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-
                  (i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K  against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.
(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.
