Simplification in procedure for getting passports

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether Government has decided to print personal details of individuals on passports, both in Hindi and English;

(b) if so, the details thereof;

(c) whether Government proposes to reduce passport fee for children and elderly people and if so, the details thereof; and

(d) the other steps taken by Government to simplify the procedure for getting passports?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a) & (b) Yes. The Government has decided to print personal details on passports in both Hindi and English languages. The pre-printed portion of the passport is already in Hindi and English languages.

(c) Yes. The Government has implemented with effect from 24 June, 2017 a new scheme under which senior citizens of the age of 60 years and above and minor children upto the age of eight years would be given a discount of 10 per cent on the applicable passport fee on fresh application for passports.

(d) The Government has taken several steps to simplify the procedure for getting passports by general public. These involve simplification of the passport rules and outreach to the people in the delivery of passport related services. The steps taken in this direction are as follows:

A. Outreach

(i) The Government has opened 14 Passport Seva Kendras (PSK) since May 2014 which includes all the States in the North East of India. Two more PSK at Siliguri in West Bengal and at Sholapur in Maharashtra are scheduled to be inaugurated shortly to take the total number of PSK in the country to 93.

(ii) The Ministry of External Affairs in association with the Department of Posts has taken an innovative initiative and has decided to open Passport Offices at the Head Post Offices (HPO) in the country called ‘Post Office Passport Seva Kendra’ (POPSK). The Government has announced the opening of 235 POPSK in two phases – 86 in Phase-I and 149 in Phase-II. 55 POPSK out of the 86 announced in Phase-I have become functional as on 15 July, 2017. With the addition of 235 POPSKs, the total number of Passport Seva Kendras including POPSK to have been set-up since May 2014 for the benefit of the citizens would be 251.


(iii) There will be 93 PSK and 235 POPSK after the operationalization of all the PSK and POPSK announced in Phases I and II. The Government intends to open POPSK in the HPO in the country in such a manner that Passport Seva Kendra facility is available to citizens within a radius of 50 kms.

B. Simplification of rules

In order to streamline, liberalize and ease the process of issue of passport, the Ministry of External Affairs has announced steps in the realm of passport policy to ease the process of issue of passports. The details of these steps are given below:-

(I) Documents in support of proof of Date of Birth

As per the extant statutory provisions of the Passport Rules, 1980, all the applicants born on or after 26/01/1989, in order to get a passport, had to, hitherto, mandatorily submit the Birth Certificate as the proof of Date of Birth (DOB). It has now been decided that all applicants of passports can submit any one of the following documents as the proof of DOB while submitting the passport application:

(i) Birth Certificate (BC) issued by the Registrar of Births & Deaths or the Municipal Corporation or any other prescribed authority whosoever has been empowered under the Registration of Birth & Deaths Act, 1969 to register the birth of a child born in India;

(ii) Transfer/School leaving/Matriculation Certificate issued by the school last attended/recognized educational board containing the DOB of the applicant;

(iii) PAN Card issued by the Income Tax Department with the DOB of applicant;

(iv) Aadhaar Card/E-Aadhaar having the DOB of applicant;

(v) Copy of the extract of the service record of the applicant (only in respect of Government servants) or the Pay Pension Order (in respect of retired Government Servants), duly attested/certified by the officer/in-charge of the Administration of the concerned Ministry/Department of the applicant, having his DOB;

(vi) Driving license issued by the Transport Department of concerned State Government, having the DOB of applicant;

(vii) Election Photo Identity Card (EPIC) issued by the Election Commission of India having the DOB of applicant;

(viii) Policy Bond issued by the Public Life Insurance Corporations/Companies having the DOB of the holder of the insurance policy.


II. Other steps:

(i) The online passport application form now requires the applicant to provide the name of father or mother or legal guardian, i.e., only one parent and not both. This would enable single parents to apply for passports for their children and to also issue passports where the name of either the father or the mother is not required to be printed at the request of the applicant.

(ii) The total number of Annexes prescribed in the Passport Rule, 1980, has been reduced to 9 from the present 15. Annexes A, C, D, E, J, and K have been removed and certain Annexes have been merged.

(iii) All the annexes that are required to be given by the applicants would be in the form of a self-declaration on a plain paper. No attestation/swearing by/before any Notary/Executive Magistrate/First Class Judicial Magistrate would be henceforth necessary.

(iv) Married applicants would not be required to provide the erstwhile Annexure K or any marriage certificate.

(v) The passport application form does not require the applicant to provide the name of her/his spouse in case of separated or divorced persons. Such applicants for passports would not be required to provide even the Divorce Decree.

(vi) In case of children not born out of wedlock, the applicant for the passport of such children should submit only extant Annexure C while submitting the passport application.

(vii) In case of issue of passport to in-country domestically adopted children, submission of the registered adoption deed would no longer be required. In the absence of any deed to this effect, the passport applicant may give a declaration on a plain paper confirming the adoption.

(vii) Government servants, who are not able to obtain the Identity Certificate (extant Annexure-A)/ No-Objection Certificate (extant Annexure-G) from their concerned employer and intend to get the passport on urgent basis can now get the passport by submitting a self-declaration in extant Annexure-‘H’ that he/she has given prior Intimation Letter to his/her employer informing that he/she was applying for an ordinary passport to a Passport Issuing Authority.

(viii) Sadhus/ Sanyasis can apply for a passport with the name of their spiritual Guru mentioned in the passport application in lieu of their biological parent(s) name(s) subject to their providing of at least one public document such as Election Photo Identity Card (EPIC) issued by the Election Commission of India, PAN card, Aadhaar Card, etc wherein the name of the Guru has been recorded against the column(s) for parent(s) name(s).

(ix) Orphaned children who do not have any proof of DOB such as Birth Certificate or the Matriculation Certificate or the declaratory Court order, may now submit a declaration given by the Head of the Orphanage/Child Care Home on their official letter head of the organization confirming the DOB of the applicant.

GSR 1170(E) and 1171(E) dated 26.12.2016 and other executive instructions have been issued bringing into force these changes with effect from 26 December, 2016. All the above changes are expected to benefit the citizens of India applying for a passport.

C. Others

(i) An applicant for a passport has to submit any one of the documents as mentioned in B (I) above as proof of Date of Birth (DOB) while submitting the passport application. The DOB mentioned in the document would be recorded in the passport. In case there is a discrepancy between the DOB previously recorded in the passport and the new proof of DOB submitted by the applicant, the Passport Issuing Authorities (PIA) have been authorized to consider the explanation of each applicant seeking change in the DOB (irrespective of the period that would have lapsed after the issue of the passport) to find the genuineness of the claim and if the PIA is satisfied with the claim and with the document(s) submitted by the applicant in support of the claim, the PIA shall accept all such requests made by the applicant to issue the passport with revised DOB.

(ii) Police Verification of the applicants plays an important role in timely dispatch of passports. The Ministry along with the Passport Offices continues to engage closely with the Police Departments across States/Union Territories and with concerned Home Departments to reduce time taken in police verification.

(iii) In order to speed up passport issuance, Walk-in facility has been allowed for certain categories of services/ citizens having Application Registration Number (ARN) to enable them to apply for Tatkaal services ; issue of Police Clearance Certificate (PCC); deletion of Emigration Check Required(ECR) status; inclusion of name of spouse in passport and new booklets where pages have been exhausted. Senior citizens (above 60 years); minors below 15 whose parents hold valid passports; differently-abled persons; central/state government servants and their spouse/dependent minor children, have also been permitted walk-in facility.

(iv) With a view to meet heavy and seasonal demand for passport services, Passport Melas are being organized on weekends from time to time by Passport Offices.

(v) In order to provide closer and speedier passport services to people located far away from PSKs, Passport Seva Camps are being organized at various locations in the country.

(viii) Passport Adalats, on need basis, are also being conducted by Passport Offices to redress passport service grievances by dealing with citizens directly.

A commemorative postage stamp released on completion of 50 years of Passport Act.

The Minister for Communications Shri Manoj Sinha said that the Passport Seva Project (PSP) has been a watershed in the history of passport issuance in India with its successful implementation in the Public Private Partnership (PPP) mode. The entire process of citizen service delivery has been re-engineered, standardized and automated. Speaking after releasing a commemorative postage stamp on completion of 50 years of “The Passports Act, 1967”, he said that services are delivered through a country-wide networked environment - integrating all Passport Issuing Authorities, around 91 Passport Seva Kendras, as well as providing access to a number of external stakeholders viz. Immigration, Police, India Post, India Security Press and Embassies/ Consulates abroad.

Shri Sinha said that 24th June 1967 marked an important milestone in the history of passport issuance in India as it was on this day that the President gave assent to the Passports Act 1967. The Passports Act provided a robust legal framework for the issue of passports and travel documents and regulation of the departure from India of Indian citizens. 

The Minister said that in order to extend passport services to our citizens on a larger scale and to ensure wider area coverage, the Ministry of External Affairs and the Department of Posts (DOP) have agreed to utilize the Head Post Offices in the country as Post Office Passport Seva Kendra (POPSK) for delivering passport related services to the citizens of our country. The pilot projects for this joint venture between MEA and DOP were inaugurated on 25 January, 2017 at Mysuru in Karnataka and at Dahod in Gujarat. Shri Sinha said, applicants, who apply for their passports online through the passport portal, can now schedule an appointment and then visit the designated POPSK to complete the formalities similar to those at the PSK necessary prior to the issue of the passport. 

It has been decided to set up 235 POPSK in two phases – 86 in Phase-I and 149 in Phase-II. 52 POPSK of Phase-I have been operationalized.

Government announces 149 new Post Office Passport Seva Kendras

No Indian will have to travel more than 50 km to get their passport, as the government is planning to set up a comprehensive network of Passport Seva Kendras (PSK) across the nation, with major post offices to also provide the service, External Affairs Minister Sushma Swaraj said on Saturday.

Sushma Swaraj announcing the opening of 149 new Post Office Passport Seva Kendras (POPSKs), said these will be set up in the second phase. 

No Indian will have to travel more than 50 km to get their passport, as the government is planning to set up a comprehensive network of Passport Seva Kendras (PSK) across the nation, with major post offices to also provide the service, External Affairs Minister Sushma Swaraj said on Saturday. The Minister, announcing the opening of 149 new Post Office Passport Seva Kendras (POPSKs), said these will be set up in the second phase. In the first phase 86 POPSKs were to be set up — 52 of which are now functional. Apart from centres in the post offices, the government had earlier also announced 16 full-fledged PSKs taking the total number of new centres to the “auspicious” 251, she said.

“When I started at the Ministry, we had only 77 PSKs to cater to the whole nation. I realised that distance was the biggest hurdle for people to get their passports,” she said. Even after pushing through 16 more PSKs apart from 86 of them in post offices, Sushma Swaraj said she felt it was not enough. “We planned to set a target and decided that no individual should have to travel more than 50 km for a passport.” “With that criterion for selection, today I announce 149 new POPSKs,” she said.

Maharashtra to get eight Post Office Passport Seva Kendras: Ministry of External Affairs

The POPSKs, started in association with the Department of Post last month, will be extended at Aurangabad, Beed, Jalgaon, Kolhapur, Pimpri Chinchwad, Ghatkopar, Mumbai North Central, Mumbai South Central of the state.

New Delhi : The Ministry of External Affairs on Tuesday announced opening of eight Post Office Passport Seva Kendras (POPSKs) in Maharashtra for delivering passport related services across the state.

The POPSKs, started in association with the Department of Post last month, will be extended at Aurangabad, Beed, Jalgaon, Kolhapur, Pimpri Chinchwad, Ghatkopar, Mumbai North Central, Mumbai South Central of the state.

These would be in addition to the Passport Seva Kendras functioning at Andheri East, Lower Parel, Malad, Thane, Nashik, Pune and Nagpur in Maharashtra.

A Passport Seva Laghu Kendra (PSLK) at Solapur is scheduled to be operationalised shortly.

The MEA and Department of Posts had announced to utilize the Head Post Offices (HPO) in various states as Post Office Passport Seva Kendras (POPSKs). The objective of this partnership is to extend passport services on a larger scale.

The pilot projects for this joint venture was inaugurated on January 25 at the post offices at Mysuru in Karnataka and Dahod in Gujarat.

Head post offices to render passport services

TNN | Updated: Feb 2, 2017 : To increase citizens' access to passport services, particularly in remote regions, finance minister Arun Jaitley announced that head post offices of each district would be used to render passport services. 

 "Our citizens in far flung regions of the country find it difficult to obtain passports and redress passport related grievances. We have decided to utilise head post offices as front offices for rendering passport services," he said.
This decision was announced on January 25 by minister of state for external affairs VK Singh and his counterpart in the telecom ministry Manoj Sinha. 

 Secretary (CPV) D Mulay had then said, "This is for the first time minister of external affairs will be formally giving the powers under Passport Act to the post office. It's a unique feature where one ministry is giving the power to another ministry to act on its behalf, so in a sense postal officers will actually be exercising powers under the Passport Act."

The MEA will train post office officials in passport services.

650 districts in country to have post office PSKs

The Ministry of External Affairs (MEA) has drawn up ambitious plans of opening post office Passport Seva Kendras (PSKs) in 650 districts across the country soon.

Disclosing this during the inauguration of a post office PSK here on Wednesday, MEA Secretary D.M. Mulay said the MEA was planning to collaborate with the Department of Posts by opening PSKs at district level across the country to meet the growing demand for passports. The demand for passports in India, which is around 2 crore a year, was the third highest in the world after China and the U.S. A total of 60,000 passports are issued every day in the country, he added.

While there are a total of 89 PSKs in the country, the first two post office PSKs were opened at the Metagalli Post office in Mysuru and the Head Post office at Dahod in Gujarat in pilot mode on Wednesday.

Usha Chandrashekar, member, Postal Services Board, who was also present at the inauguration, said the postal officials will be processing the applications for verification of documents and obtaining the photographs and biometrics of the applicants at the post office PSKs.

The Department of Posts, which was earlier only handling posts, has also been handling a variety of other services, including delivering e-commerce parcels, insurance, social security products, and agricultural seeds. Now, it will be handling delivery of passport-related services in an IT-enabled manner, she added.

Union Minister Ananth Kumar, who inaugurated the post office PSK in Mysuru, hoped that all the districts of the country will have a PSK in one year’s time and appreciated Minister for External Affairs Sushma Swaraj’s initiative in the regard.

Pratap Simha, MP, recalled that the demand for a PSK for Mysuru was the first issue on which he had spoken in the Parliament after his election. He revealed that the decision to start a post office PSK in Mysuru from Wednesday was taken only last Friday and appreciated the officials of the Regional Passport Office, Bengaluru, led by RPO P.S. Karthigeyan for making the necessary arrangements in quick time.

Extending Outreach of Passport Services through Network of Post Offices

The Passport Seva Project (PSP), an ambitious Mission Mode Project of the Government of India, is being successfully run in the Public Private Partnership (PPP) mode as part of the National e-Governance Plan. It has emerged as one of the most noticeable statutory and citizen-centric services being rendered by the Government. M/s Tata Consultancy Services (TCS) is the Service Provider for the PSP.

At present, 89 Passport Seva Kendras (PSK) with best-in-class amenities are operating across the country as extended arms of the 38 Passport Offices, thus providing extended reach to passport applicants. Several quantitative and qualitative improvements in the delivery of passport services in the country have been made during the last two and a half years.

Over the years, there has been an expansion in the volume of passport related services. Government of India rendered 1.15 crore passport and other related services during the calendar year 2016.

The Ministry of External Affairs has engaged closely with the Police Departments across States/ Union Territories to reduce the time taken in completion of Police Verification Report (PVR) for expeditious issuance of Passports. The Department of Posts has been a valuable partner of the Ministry of External Affairs in the PSP by ensuring timely despatch and delivery of the passports from the Passport Offices to the registered address of the passport applicants.

In order to streamline, liberalize and ease the process of issue of passport, the Ministry of External Affairs has made several changes towards the end of last year in the realm of passport policy which is expected to benefit the citizens of India applying for a passport. It is expected that these changes in the Passport Rules would further ease the process for passport applicants in getting their passports.

The objective of the Government has been to cater to the demand for passports and to reach out to the people located far away from the Passport Offices. One approach has been to open PSK at various locations and under this, the Government has decided to inaugurate additional four PSK at Indore in Madhya Pradesh, Udaipur in Rajasthan, Siliguri in West Bengal and Sholapur in Maharashtra in the coming months. A second approach has been to organize Passport Seva Camps at various locations. During 2016, 80 such Camps have been organized at various locations across the country in which 34,111 passport applications were processed.

In order to extend passport services to our citizens on a larger scale and to ensure wider area coverage, the Ministry of External Affairs (MEA) and the Department of Posts (DOP) have now agreed to utilize the Head Post Offices (HPO) in the various States as Post Office Passport Seva Kendra (POPSK) for delivering passport related services to the citizens of our country. The pilot projects for this joint venture between MEA and DOP would be inaugurated on 25 January, 2017 at the HPO at Mysuru in Karnataka and at Dahod in Gujarat. Appointments for passport applicants have been released for these two places beginning 25 January, 2017. Applicants, who apply for their passports online through the passport portal, can now schedule an appointment and then visit the designated POPSK to complete the formalities akin to those at the PSK necessary prior to the issue of the passport.

Delivery of passport related services through the POPSK would be yet another citizen-centric measure of the Government in taking IT- driven public services closer to the people of the country. This partnership would be an important step forward enabling the Government to continue to deliver passport related services to the citizens in a timely, transparent, more accessible, and reliable manner through streamlined processes and a committed, trained and motivated workforce.

Once the pilot projects are operationalized successfully, the Government intends to scale up this programme by opening POPSK in all the HPO in a phased manner.

Announcement of new Passport Rules

In order to streamline, liberalize and ease the process of issue of passport, the Ministry of External Affairs has taken a number of steps in the realm of passport policy which is expected to benefit the citizens of India applying for a passport. The details of these steps are given below:-

PROOF OF DATE OF BIRTH

As per the extant statutory provisions of the Passport Rules, 1980, all the applicants born on or after 26/01/1989, in order to get a passport, had to, hitherto, mandatorily submit the Birth Certificate as the proof of Date of Birth (DOB). It has now been decided that all applicants of passports can submit any one of the following documents as the proof of DOB while submitting the passport application:

Report of the Inter Ministerial Committee

A three-member Committee comprising of the officials of the Ministry of External Affairs and the Ministry of Women and Child Development was constituted to examine various issues pertaining to passport applications where mother/child has insisted that the name of the father should not be mentioned in the passport and also relating to passport issues to children with single parent and to adopted children. The Report of the Committee has been accepted by the Minister of External Affairs.

The following policy changes have been made inter-alia on the basis of the recommendations of this Committee:

(i) The online passport application form now requires the applicant to provide the name of father or mother or legal guardian, i.e., only one parent and not both. The Ministry of External Affairs expects that the above changes in the Passport Rules would further ease the process for passport applicants in getting their Passport. At the same time, it would enable this Ministry to continue to deliver passport related services to the citizens in a timely, transparent, more accessible, reliable manner and in a comfortable environment through streamlined processes and committed, trained and motivated workforce.

E-Tourist Visa Facility

The Ministry of Tourism has been working very closely with Ministry of Home Affairs and Ministry of External Affairs for easing of the Visa Regime in the country over a period of time. The Ministry supported the initiative regarding the implementation of Tourist Visa on Arrival enabled with Electronic Travel Authorisation (ETA) (renamed as e-Tourist Visa) strongly and committed all support to Ministry of Home Affairs and Ministry of External Affairs and Ministry of Civil Aviation for implementing this programme.

How e-Tourist Visa Work

The e-Tourist Visa enables the prospective visitor to apply for an Indian Visa from his/her home country online without visiting the Indian Mission and also pay the visa fee online. Once approved, the applicant receives an email authorizing him/her to travel to India and he/she can travel with a print out of this authorisation. On arrival, the visitor has to present the authorisation to the immigration authorities who would then stamp the entry into the country.
This facility is available to Foreigners whose sole objective of visiting India is recreation, sight-seeing, short duration medical treatment, casual business visit, etc. and not valid for any other purpose/activities. This will allow entry into India within 30 days from the date of approval of e-Tourist Visa and will be valid for 30 days stay in India from the date of arrival in India. The e-Tourist Visa cannot be availed more than twice in a calendar year. The facility will encourage people to travel with short-term planning, take via routes while travelling to other countries and bring family members while on business visits.

e-Tourist Visa Fee

Government of India w.e.f November 2015 has also revised the e-Tourist Visa (e-TV) fee in four slabs of 0, US$ 25, US$ 48, and US$ 60 from November 3, 2015. Presently e-TV application fee is US$ 60 and bank charge is US$ 2 which is uniform for all the countries. The revision of Visa fee has been done on the principle of reciprocity. Bank charges have also been reduced from US$ 2 to 2.5% of the e-TV fee. There is no bank charge for zero visa fees.

List of countries eligible for e-Tourist Visa on Arrival Scheme in India

Commencing from 27th November 2014, e-Tourist Visa facility was available until 25th February 2016 for citizens of 113 countries. The Government of India has extended this scheme for citizens of 37 more countries w.e.f 26th February 2016 taking the tally to 150 countries. The list of 150 countries eligible for e-Tourist Visa as on 26.02.2016 is given below:-

Ration card not to be proof of address for passport

Ration card will no longer be accepted as a proof of identity and address along with passport application. The central government has issued a notice to this effect, which the regional passport office said would come into effect from April 1.

The External Affairs Ministry has directed all passport branches to comply with the orders. Earlier, the Ministry of Consumer Affairs, Food and Public Distribution had on December 20 discontinued accepting ration card as proof of identity and residence. It had come across cases where the details on the card had been tampered with. 

“It has been seen that the ration card cannot verify the authenticity of an applicant, as people can make changes to it easily. When they migrate, they alter the details to be able to misuse the card for various purposes,” said regional passport officer Harmanbir Singh. All passports offices have to make the necessary changes to the information on their portals, run a ticker informing the public that ration card was no longer a valid proof of identity or address.

Besides the ration card, the other valid proof of address are water bill, Aadhaar card, income-tax assessment order, proof of gas connection, registered rent agreement, photo passbook of active bank account, electricity bill, and the passport copy of spouse.

Change of Address in Passports

Address of the passport holder is printed on the additional data page of the passport. This page is laminated along with the primary data page containing the photo, name and other personal particulars of the passport holder, using a laminate paper with high security features. Change in address of the passport holder thus necessitates reprinting of the passport.

Application for change in address of the passport holder is processed in the same way, an application for reissue of a passport is processed including verification of address proof for new address; entry of the changed address data in the passport database; and, printing and issue of the new passport with changed address. The cost of the new passport booklet also remains the same. Hence, full fee is charged for change in address.

During the calendar year 2015, 6,31,870 applications for change of address were successfully processed and new passports issued. During the year 2016 till date, 1,34,813 applications for change of address were successfully processed.

The Minister of State for the External Affairs Gen. Dr. V. K. Singh (Retd.) provided this information in reply to a question in Lok Sabha today.

Expediting Passport Issuance

The Ministry has announced two major changes recently that will expedite the process for first time passport applicants as well as make it more convenient to secure an appointment at local Passport Seva Kendras.  As per the announcement, the first time passport applicants who furnish Aadhaar Card, Electoral Photo Identity Card (EPIC), PAN Card and an affidavit in the format of Annexure-I will get faster service without payment of any additional fees, subject to successful online validation of Aadhaar and EPIC and PAN Cards, if required from the respective databases. The passports under this liberal dispensation will be issued on Post-Police Verification basis.  

The second measure announced pertains to securing online Appointments for submission of passport applications at Passport Seva Kendras. The new provision is allowing applicants to choose any appointment date from the earliest five available dates (working days) for scheduling/rescheduling an appointment for Passport related services. Earlier, the System used to offer only one available date to the applicants for seeking appointment for Passport related services.  

No extra charge is levied for the services being rendered due to above two announcements.             

There was a temporary shortage of passport booklets which created some backlog in issuance of passports in December 2013 – February 2014 and April 2014-mid June 2014 due to stoppage of production of booklets by ISP Nashik due to shortage of raw material imported from abroad.  However, there is no backlog in the issuance of passports due to supply of passport booklets at the present.       

In view of increased demand for passports, the Ministry is considering to further increase the number of PSKs and endeavoring to open more PSKs in thickly populated district headquarters. With the implementation of Passport Seva Project (PSP), the Ministry had established 77 Passport Seva Kendras (PSKs) in various States/Union Territories initially.  Subsequently, to provide more access points for passport services, the Ministry decided to set up 19 additional Passport Seva Laghu Kendras (PSLKs). Out of these 19 PSLKs, 10 have already started functioning in various States and Union Territories till February 2016.  The Ministry has also initiated the process to engage an agency to conduct a comprehensive study for Passport Seva Project Version 2.0 (PSP V2.0) including exploring the possibility of opening more PSKs across the country.  It may be stated that the recommendations for the PSP V2.0 will be considered after expiry of the current PSP Contract in June 2018. ………

Revealed: How fake passport racket is compromising national security

At a time when the country is facing an increased terror threat, fake Indian passport racket is flourishing in Delhi and other states.

At a time when the country is facing an increased terror threat, fake Indian passport racket is flourishing in Delhi and other states. Foreigners can easily obtain Indian passport by paying for it. But what is more shocking is that there is no mechanism in place to check the racket or weed out  fake Indian passport holders.

An investigation by India Today TV has revealed how foreign nationals from Nepal, Afghanistan and Bangladesh obtain Indian passport without much difficulty.

National security threat

Security agencies face herculean task of locating people who hold such fake Indian passports. It is no secret that the well-oiled racket run in connivance with the officials from passport office.

Police and postal department is also exploited to obtain fake Indian passport to facilitate movement of members of the underworld. Underworld dons Dawood Ibrahim and Chotta Rajan and Pakistan based terror networks use this racket extensively to fulfil their nefarious aims.  Human and drug traffickers also use the racket in their dirty business.

As it had emerged during one of the biggest recent terror attack in Paris, one of the suicide bombers belonging to the Islamic  State, had managed to enter Paris on a fake Syrian passport. But this is not the first case. In 2000, Pakistani terrorists involved in the hijack of India Airlines IC-814 from Kathmandu airport were found using fake Indian passports.

One of the Pakistani prisoners exchanged in exchange of passengers was Maulana Masood Azhar. On his release, he formed a terror group Jaish-e-Mohammad (JeM). The JeM's first big terror act was 2001 Parliament  attack which almost brought India and Pakistan on brink of a war. Now, almost after 14 years, the same JeM attacked Pathankot air base with an aim to derail the India-Pakistan dialogue.

Similarly, last month when Chotta Rajan was arrested in Bali, he was found in possession of a fake Indian passport, issued in name of Mohan Kumar, a resident of Mandya, Karnataka.

Investigation reveals that each such passport could cost between Rs 2 to 6 lakh depending upon the urgency of applicant.

Evidence of foreigners with fake passports

Documents accessed by India Today TV, which is part of the court record submitted in the Delhi High Court,  revealed that the Delhi's Regional Passport Office (RPO) issued five passports in 2015 on non-existence addresses in Delhi. In fact these passport applicants were not even Indian national but Nepalese citizens.  The applicant's name, parent/ husband's name, address, file no and date of application are: Paru Sharma D/o Ram Prasad Sharma, R/o K-77, Humanyupur Village, Delhi. File No. DL2068369745215 Dated 06.01.2015. 2) Sumitra Malla D/o Tap Bahadur R/o 65-J, Humanyupur Village, Delhi, File No. DL1068359694015, Dated 06.01.2015. 3) Santosh S/o Rudra Bahadur R/o 65-J, Humanyupur Village, Delhi, File No. DL1068359698615, Dated 06.01.2015. 4). Manisha Dubey W/o Abhisheky Dubey R/o K-77, Humanyupur Village, Delhi. File No. DL1068401678615, Dated 16.01.2015. 5) Barka Yadav W/o Vinod Yadav R/o K-77, Humanyupur Village, Delhi. File No. DL1068401636215, Dated 16.01.2015.

Similarly Afghan nationals Raj Singh (L7016256), Harjeet Kaur (L5794948), Chahat Singh (K7016258), Karan Singh (K7016257), Buneet Singh  (K6373843) were issued fake Indian passports at address A- 206 New Friends Colony (NFC). Another Afghan national, Charan Singh was issued fake passport in name of Rahul Chopra with residential address of B-10, first floor, Kirti Nagar.

India Today TV correspondent visited these addresses and found addresses mentioned in passports either non-existent or building under-construction or non-existent floor (as in case of Kirti Nagar which has no first floor). In Humaypur village, which is adjoining Safdarjung Development Area and located barely at a distance of a kilometre from the RPO Delhi office, the addresses mentioned in passports were non-existent.

None of locals ever heard about these residents. At New Friends Colony and Kirti Nagar, it was found there was an under construction building and non-existent first floor respectively.

Pattern of fake addresses reveals the racketeers carefully zero in on residential addresses, targeting abandoned/under construction houses, and urbanized village houses where residential addresses are confusing  or where original residents have been staying abroad for a long time, to issue fake passports to avoid any suspicion.

Following the disclosure of these fraudulent passports in the court by petitioner Harkrishan Das Nijhawan, general secretary of NGO (Paardarshita Public Welfare Foundation) in January this year, the authorities swung into action. The Delhi Police filed a criminal case and has dismissed ASI Dashrath Singh for allegedly submitting fraudulent police verification report (PVR) that facilitated in making of five passports of Nepalese national.

Need for CBI probe

But Nijhawan is demanding a CBI probe into the racket and has submitted more proof of dubious passports. In a submission made to the Delhi High Court in July 2015, he had submitted list of 18 passports issued to foreigners and others on the basis of fraudulent PVR and 30 passports obtained on basis of fake verification certificates. These kind of certificate is issued to process passport under the Tatkal system. Most of these passports have been allegedly issued by RPO Delhi.

The external affairs department of the central government has been taking various measures to simplify the procedure to get a passport.

The zonal passport offices have been taking action to enable the passport applicants to apply without any difficulties in simplified procedures and get the passport quickly.

In Tamil Nadu, 3 passports centres are operating in Chennai city. There are centres in 5 cities – Trichy, Thanjavur, Madurai, Thirunelveli, and Coimbatore. Thus, there are totally 8 passport centres in the state of Tamil Nadu.

The urban public who are mostly educated are able to apply for passport online using the internet facility. However, most of the rural public are uneducated. They find it quite difficult to complete the procedure for passport applications.

Exploiting this weakness of the rural public, the middle-men or brokers charge them anywhere between Rs. 5000/- to Rs. 8000/- to get them passports. There were quite number of complaints received regarding this issue of simplifying the procedure for rural public to apply for passports.

An initiative was taken to introduce the facility for online application of passports through Tamil Nadu Arasu Cable TV Company.

Chennai Regional Passport officer Mr. Balamurugan along with other officials had detailed discussions with the Managing Director of Tamil Nadu Arasu Cable TV Company, Mr. Kumarkurubaran in order to extend the online application facility even in the rural areas.

E-service centres are already operating in 264 Taluk Offices throughout Tamil Nadu.Now, there are plans to include the facility to apply online for passport application in these e-service centres.

The facility to apply online for passports is scheduled to begin in all Taluk offices from tomorrow (Monday, 21st September).

Apart from all Taluk offices, online passport application facility will be available at Chennai secretariat, 15 regional offices of Chennai Corporation in Chennai city, Ripon Building in Chennai city, and the 4 regional offices in Chennai, Coimbatore, Madurai, and Trichy for a total of 285 centres where the facility of online passport applications will become functional.

Applicants will have to bring all the required documents for applying for passport.

Rs. 1655/- will be collected as the passport application fee. Rs. 100/- will go to the passport office. Rs. 100/- will go to Tamil Nadu Arasu Cable TV company. Rs. 60/- will go to Sate Bank of India.

The e-service centres are administered by Tamil Nadu Arasu Cable TV Company. Chennai Regional Passport Officer Mr. Balamurugan informed that passport e-service centres will be functional from tomorrow (Monday, 21st September) for the benefit of rural citizens.

If the applicants visit the e-service centres withal the required documents, the counter person will check the documents and register the passport application. He will fill up the data like the time & date of visit to the passport office and send it online. The fees for this is Rs. 1655/- only. No other expenses are to be incurred.

All persons applying for new passports and those who are applying for renewal of passports canan apply here at the e-service centres. A receipt for the fees paid will be given.

Thus, the e-service centres would be extremely helpful for the rural citizens in simplifying the procedure for passport applications. There will be no room for middle-men or brokers from now. The applicants can directly go and use the e-service centre.

Online Police Verification for Issuing Fresh Passports

Under the Passport Seva Project, out of 728 police districts in the country, 654 districts have already been integrated with Passport Seva system for online police verification for issuing fresh passports and renewal of passports. As per January – June, 2015 passport services data, the average time taken by states/union territories for police verification is 36 calendar days which is gradually coming down. The desired time line for police verification is 21 days. The time taken for police verification, including in rural areas, would be reduced once the Crime & Criminal Tracking Network & Systems (CCTNS) being developed by the Ministry of Home Affairs, is integrated with Passport Seva system.

The Minister of State for the external Affairs Gen. Dr. V. K. Singh (Retd.) provided this information in reply to a question in Lok Sabha today (12/8/2015).

Obtaining passport for Govt. employees made easier

To streamline and check the undue delay in getting passports to the government employees, the Ministry of External Affairs has relaxed provisions for issue of passport and asked the government employees to attach the copy of prior intimation letter submitted by the government employees to their controlling authority before applied for passport.

Government employees, who applies for passport with ‘Prior Intimation Letter’, they do not need to police verification.
The above provision is applied for getting passport only not for VISA, the government employees are required to obtain ‘No Objection Certificate (NOC)’ from their departments concerned for getting VISA from foreign embassies for travelling abroad As per CCS (Conduct) Rules and the instructions have been issued by the Department of Personnel and Training (DoPT) from time to time.
The Ministry of External Affairs has recently issued an Office Memorandum No.VI/401/01/05/2014 making the ‘Prior Intimation Letter’ valid proof like ‘No Objection Certificate (NOC)’ to obtain passport for government employees, public sector undertakings (PSU) employees and autonomous body employees.
