SPCOD Delivery Issues

The Delivery offices are required to follow the steps outlined below to check the availability of electronic data at server  and the further steps explained are to be undertaken for ensuring delivery of the SPCOD articles. 

a.Login to speednet MIS available at https://services.cept.gov.in/speednet using login credential “dop”, “india”.

b. Under CODàArticle Tracking provide the article number and track the details of articles.  Screen shot of tracking is provided here under.

c. The delivery offices need to check the portions related to “Booking data received at Speednet Server”, “Sender details”, “Electronic data sent from Speednet server automatically” and “Electronic data sent from Speednet server on Request” portions of the tracking to find whether the electronic data was actually received at server and whether the server sent the data to the delivery post office.

d. In case, booking data is not received at server, booking office needs to be requested to send the booking data through Resend booking data option of speednet client

 e. If an article is already marked as RTS by another office, server will send electronic data only to the delivery office configured as RTS office for the customer and any other office will not receive the electronic data

The booking data received from the booking location will appear under “Booking data received at Speednet Server” part of the tracking. The details of the customer sending the article will appear under “Sender details” part of the tracking.

Server will send the electronic data automatically to the office of delivery based on the pincode provided in the electronic booking data and this will be reflected in “Electronic data sent from Speednet server automatically” part of the tracking. In case, the electronic data is not available locally, once the article is scanned, server will receive the request and within an hour electronic data will be provided to the location making the request.  Details of all such events of electronic data request appear under “Electronic data sent from Speednet server on Request” part of the tracking.

 In case data is sent from central server but still delivery office is not able to process the article,delivery offices need to check the running status of Speednet communication module and the log files available under EMS client àLog folder. In case of any error entries are observed, please raise a ticket through HDMS channel and supply the latest copy of “EMSClient” folder along with the ticket to CEPT for analysis. The ticket subject may be marked as “SPCOD – Delivery Issue” so that we can assign priority to the issue.

The above steps may be followed for the effective delivery of the SPCOD articles at the delivery offices.

Speed Post Tariff increases w.e.f. 01.06.2015

Budget 2015 has increased the service tax from 12.36% to 14%. So the SPEED POST  tariff  increases from 01.06.2015  for (LOCAL up to 50 grams) Rs. 17/- to Rs.17/- (Rs.15 + Rs.2 ST), (other place up to 200 grams ) from Rs. 39/- to Rs.40/-(Rs.35+ Rs.4 ST). Other rates will change on adding service tax rate.

Speed Post Launches Special Service for the Delivery of Delhi High Court Notices/ Summons

Shri Kapil Sibal, Minister of Communications & Information Technology, here today launched a special service of the Speed Post for booking and delivery of Notices/ Summons of the High Court of Delhi with ‘Proof of Delivery’ (PoD) facility. The ‘PoD’ in its return transmission will also be booked under Speed Post Service. Shri Justice N.V. Ramana , Chief Justice, High Court of Delhi, was the Guest of honour at the launch function held in the High Court premises.

Key features of this special service of Speed Post are:

• Notices/ Summons of High Court of Delhi will be booked as Speed Post article in a specially designed envelope containing ‘PoD’, which would be available for sale at Delhi High Court Post Office Extension Counter;

• A separate Delhi High Court Post Office Extension Counter has been opened at Dispatch Section of Delhi High Court for convenience of the Customers;

• Separate Bar Code series have been allotted for these speed Post articles;

• Delivery of the Speed Post article as well as ‘Proof of Delivery’ can easily be tracked at India Post website : www.indiapost.gov.in

• The scanned copy of ‘PoD’ will also be sent to a dedicated email id of High Court of Delhi from Lodi Road Head Post Office;

• Speed Post booking Software has also been customized for the purpose.

Revised Delivery Norms for Speed Post

D.G. Posts No. 13-45/2008-D dated 10/11/.12.2013

The norms for delivery of Speed Post articles have in the past been revised from time to time and are also contained in the Citizen’s Charter of the Department. The existing delivery norms for Speed Post are follows:

(a) Local (within municipal limits) : 2 days

(b) Between one to another metro city (included the six metro cities i.e. Delhi, Mumbai, Kolkata, Chennai, Bangalore and Hyderabad) and limited to Municipal limits of these cities: 2 days

(c) Rest of the country: 4 to 6 days.

2. The norms mentioned above are further qualified by stating that they exclude the day of posting, Sundays and Holidays that they denote maximum time and apply only to the articles booked before the cut-off time.

3. The matter relating to revision of the existing norms for delivery of Speed Post articles was under consideration of this Directorate, and the following has been decided in this regard:

(a) New delivery (transit) norms have been worked out on a city-to-city basis for 87 cities where Speed Post Sorting Hubs are located (excluding 1 CBPO & 2 CBPO). The new delivery norms are being circulated to all concerned by e-mail along with this O.M. The same may be downloaded.

(b) The new norms for a pair of cities have been prescribed in terms of a range. For example,

the delivery norms between Mumbai and Pune is “1 to 2 days, i.e. D+1 to D+2 where “D” is the day of booking.

(c) The new norms would be restricted to the municipal limits of a city (covering only TD PIN codes) under reference.

4. The new delivery norms for Speed Post would be subject to the conditions that:

* They are limited to 87 cities, and municipal limit within these cities,

* They do not apply to the articles booked after the cut-off time on a day(normally) taken as 3 or 4 pm for booking counters at post offices or as decided by the Circle concerned) and an extra day may be added in such cases,

* The delivery norms do not include Sundays and holidays,

* Delay occurring due to curfew, bandh or strike in a particular city mayadversely affect delivery norms,

* Delay occurring due to cancellation of flights/trains/buses/other means of transport for carriage of mail or off-load / non-carriage of mail by the carriers due to any reason is beyond the control of the Department, and therefore, the same may adversely affect delivery norms.

* Beyond the cities mentioned under the delivery norms document, extra days may be required which would vary from place to place..

5. Circles may give wide publicity to the new norms among the public and display the norms in the shape of a matrix of prominent/frequently-used destinations at the post office as display of entire matrix perhaps may not be possible.

6. The new delivery norms would also be placed on India Post website in a user-friendly format so that a user could easily find delivery/transit norms between a pair of cities. In the interim, a PDF version of the document is being uploaded on the Departmental website.

7. This O.M. supercedes all previous instructions on Speed Post Delivery Norms issued by this Directorate/Business Development Directorate.

स्पीड पोस्ट के माध्यम से भेजी गई वस्तुओं में बढ़ोतरी

डाक विभाग द्वारा वित्त वर्ष 2012-13 में स्पीड पोस्ट के जरिए भेजी गई वस्तुओं में वर्ष 2011-12 के मुकाबले बढ़ोतरी हुई है। हालांकि वर्ष 2011-12 की तुलना में 2012-13 में अपंजीकृत और पंजीकृत वस्तुओं की संख्या में काफी कमी आई है।

संचार एवं सूचना प्रौद्योगिकी मंत्री श्री कपिल सिब्बल ने आज लोकसभा में एक प्रश्न के लिखित उत्तर में बताया कि वर्ष 2012-13 में कुल डाक सेवाओं की तुलना में मात्र 1.29 प्रतिशत शिकायतें प्राप्त हुई। इन शिकायतों के मिलते ही तुरंत उनका निपटारा कर दिया गया और इसमें समयबद्ध सीमा का पालन किया गया। श्री सिब्बल ने कहा कि एक से अधिक परिक्षेत्रों के मामलों में विस्तृत जांच की आवश्यकता के मद्देनजर अधिक समय लग सकता है।

In order to further improvise the features and functionality available in Speed Net and resolve some of the operational issues faced by the Circles, a new version of Speed Net called “Speed Net 4.1” has been released by CEPT. The files containing the new version of the Speed Net software is available for download at the following url (CEPT FTP site):

What does the new version provide?

Version 4.1 adds following features:

 

(i) Returned to Sender (RTS) / Missent remark for despatch of Speed Post articles would be mandatory for delivery Post Offices. Without valid RTS/missent remarks, the article cannot be returned back by the post offices. This should resolve the problem of lack of RTS remarks faced by many circles.

 

(ii) Provision to select delivery date while taking delivery returns in case of bulk delivery through Sorting Hub/IC Hub under Bulk Delivery option has been made for Sorting Hubs and Intra Circle Hubs. Thus, in case the bags have been close and sent for delivery by a Sorting Hub on a particular day but delivery could not be done for any reason the same day, there would be a provision to enter the actual date of delivery. However, it is informed that this provision may be used carefully. 

 

(iii) Bulk Addressee Special Delivery Slip (generated by SH/ICH for making bulk delivery directly to the bulk addressee) has been redesigned and it is available for SH / ICH. This allows printing of 3 Speed Post articles per row, and hence, consumes less paper. 

 

(iv) Updation of delivery remarks for Articles under “Other Office Articles – Delivery Data” option is now limited to offices falling under the PIN code jurisdiction of a delivery Post Office. This has been done to prevent misuse of the feature of updation of delivery data facility. 

 

(v) A provision now exists to upgrade local databases from Central Server through Speed Net Communication. This would help the central system to push new updates to the local systems centrally.

 

3. All post offices (whether booking or delivery), Sorting Hubs (Speed Post) and Intra Circle Hubs (Speed Post) are required to download and install Speed Net 4.1 from the url/website details given above in this mail. A “Release Document” along with a “read me” file containing details of the software version, installation procedure, check list etc. is attached with this e-mail. The same may be brought to the notice of all concerned.

4. It is requested that all post offices, all Sorting Hubs and all Intra Circle Hubs may be directed to download and install Speed Net version 4.1 at the earliest andlatest by 07.11.2013. A compliance report may accordingly be sent only by e-mail to the undersigned.
