Supplementary DPC for the promotion to the cadre of PS Gr. B for the year 2012-13.

As per the demand from our Association, Directorate has decided to convene supplementary DPC for the promotion to the cadre of PS Gr.B against the declination of promotion by the officers selected vide Directorate memo No. 9-23/2012-SPG dated 28/12/2012. Directorate vide memo No. 9-23/2012-SPG dated 22/4/2013 have already circulated the list of officers due for promotion and directed all the CPMsG to send certain information of officers by return of post, but it is learnt from Directorate that, till today very few circles have responded. Therefore all the Office Bearers and Circle Secretaries are once again requested to confirm the submission of requisite information by their circles to General Secretary over his mobile phone. 

Core banking solutions in six post offices of Nagpur Region from June

NAGPUR: Six post offices of Nagpur region are among the 124 offices in the country where India Post will be first implementing core banking solutions (CBS). This initiative is part of postal department efforts towards modernization of its services.

In the pilot phase, eight postal circles have been selected. They include Andhra Pradesh, Assam, Delhi, Karnataka, Maharashtra, Rajasthan, Tamil Nadu and Uttar Pradesh. The six offices from Nagpur Region are Nagpur City head office (HO), Nagpur GPO; Gondia HO, Khamgaon HO, Wardha HO and Yavatmal HO. Offices coming under these HOs will be also covered under the project.

"In CBS, the small saving scheme customers would be able to conduct transactions of their accounts from any other post office which is also covered under the system. Other offices will be covered under CBS in another two more phases," Post Master General of Nagpur Region M. E. Haque said.

In Nagpur Region, the CBS is scheduled to become operational by June. According to the department officials, everything is on track. "We hope to implement the system as per schedule unless there is some glitch. The National Institute for Smart Government (NISG) is helping us in this process while TCS is conducting training of our employees," said Haque.

The CBC process might also prove to be the groundwork for the entry of the postal department into banking services as it has already got approval from the Reserve Bank of India (RBI). "Definitely, this is a part of the foundation work. Among all the central government departments we have the biggest network in the country and deepest penetration in rural areas. So, we have a ready-made infrastructure for such an endeavour. But no other directive has come to us from the top in this regard," Haque said.

There are also plans to introduce ATMs, abou
t 1000 of them, in all HOs, said Haque adding, "ATM reduces the cost of transaction for the postal department. While each counter transaction costs about Rs.25/-, ATM transaction costs Rs.10-14/- per transaction."

Respected Madam,            

        IP/ASP Association wishes to share its concern over the LDCE system in vogue in the department. Ever since CMC has taken over the reins of examination system of DOP there is complete chaos and as such created mockery of the examination system. The papers are not framed in conformity to the syllabus circulated by the department. As a result the prospective candidates have to suffer.  In the Inspector Post examination held in 2012, Paper-IV (IPO) question booklet was given an ‘option’ either to answer 50 questions of ‘General English’ or ‘General Hindi’ (Samanya Hindi) whereas it was mentioned in the revised syllabus particularly Paper IV shall consist of ENGLISH LANGUAGE, G.K. & REASONING /INTELLIGENCE , thereby completely  excluding HINDI LANGUAGE. Obviously, the Department by explicitly including ‘English language’ has left out ‘Hindi language’ from the ambit of syllabus for Paper IV. In these circumstances the prospective candidates appearing for the said examination were naturally supposed to prepare ‘English language’ paper in accordance with Department’s revised syllabus ignoring the ‘Hindi language’ (as it was omitted and not specified in the revised syllabus). The logic of omitting the national language ‘Hindi’ from the revised syllabus was surprising. Hither to paper-III of IPO examination 2011 was ordered to conduct afresh being almost all the paper out of syllabus.   

It is pertinent to mention here that when for the first time department conducted PS Group “B” examination through outsourcing as per the revised syllabus contained in Directorate memo no. 9-59/2010-SPG dated 08.03.2011, the IP/ASP Association raised an issue for not giving option to write paragraph bi-lingual (Hindi & English). At that time candidates were not allowed to write paragraph in Hindi by the staff of CMC Ltd. at Delhi Centre whereas staff of CMC Ltd. allowed candidates to write paragraph in Hindi at Dehradun Centre. In UP Circle, staff of CMC Ltd. allowed the candidates initially to write paragraph in Hindi and later on disallowed and instructed the candidates to write paragraph in English only. Though this irregularity was brought to the notice of Department vide letter of even number dated 19/11/2012, but Directorate took it lightly and gave no importance to this Associations letter thereby given benefit to one section of candidates. 

In Inspector Posts Examination-2012 held  on 13th and 14th October, 2012 again incorrect checking of answer paper has been detected and matter has been taken by prospective candidate appeared under roll No.1241400353 for rectification of his result. Association while forwarding his representation to Directorate has also raised doubts over fairness of examination system being conducted though CMC an outsourcing agency; as such type of many applications would have been received directly at Directorate from the candidates. 

This Association therefore once again suggest your honour that enquiry may kindly be constituted for above chaos in the larger interest of candidates. Vigilance enquiry is the only solution to bring transparency in the examination system. It will be fair if the examination work is given to SSC/UPSC as is done by other departments instead of CMC.

          I am enclosing herewith a copy of representation dated 8th April 2013 received from 8376177-X WO Zaware Ravikumar Pandurang, 101, Area Postal Unit, PIN-902601 C/o 99 APO addressed to Director General in connection with incorrect checking of his answer paper of Paper-I (IPO) held on 13th October, 2012.

          Directorate vide its memo under reference has announced the result of the departmental examination for selection of the posts of Inspectors of Posts Examination for the year 2012 held on 13th and 14th October, 2012. It is noticed from the said result that, the above named official has shown secured 68 marks in Paper-I (IPO), where as answer sheet received by official under RTI Act, 2005 undoubtedly shows that he has correctly solved 105 questions which may get 210 marks instead 68.  His name was also shown wrong in the result list. The details of the candidate appeared in the said examination is furnished herewith for kind ready reference.

President Confers Gallantry and Distinguished Service Awards

The President and Supreme Commander of the Indian Armed Forces Shri Pranab Mukherjee conferred one Kirti Chakra and Twelve Shaurya Chakras to Armed Forces Personnel for displaying conspicuous gallantry, indomitable courage and extreme devotion to duty at a solemn ceremony at the Rashtrapati Bhawan here today. Two of the  Shaurya Chakra were given Posthumously.

    The President also conferred ten Param Vishisht Seva Medals, one Uttam YudhSeva Medal, four Bar to Ati Vishisht Seva Medal and twenty seven Ati Vishisht Seva Medals to senior officers of the Armed Forces for distinguished service of an exceptional order. Protection of Women’s Rights

The National Commission for Women (NCW), which was constituted as a statutory body in 1992 has a wide mandate to safeguard and promote the interests of women. As per Section (10) of the National Commission for Women Act, 1990, the Commission shall perform any function to safeguard and promote the interest of women in the country. These include, among others, investigation and examination of the safeguards provided for women under the Constitution and other laws and making recommendation to Government on measures for their effective implementation; reviewing the existing provisions of the Constitution and other laws affecting women and recommendation of amendments and remedial legal measures to meet any lacunae, inadequacies or shortcoming in such laws; looking into complaints and taking suo-moto notice of matters relating to deprivation of women’s rights, etc. and taking up the issues with appropriate authorities; calling for special studies or investigations into specific problems or situations arising out of discrimination and atrocities against women, identifying the constraints so as to recommend strategies for their removal; participation and advice in the planning process for socio-economic development of women, evaluation of the progress made thereof; inspection of jails, remand homes etc., where women are kept under custody and seeking remedial action wherever necessary.

The Commission has been given powers of a Civil Court while investigating matters relating to safeguards for women under the Constitution and other laws and deprivation of women’s rights, to the extent of summoning and enforcing attendance of any person from any part of India and examining him on oath, requiring discovery and production of any document, receiving evidence on affidavits, requisitioning of any public record or copy thereof from any court or office, issuing Commissions for examination of witnesses and documents and any other matter which may be prescribed.

The Government has constituted a High Level Committee for study of the Status of Women in the country since 1989, the mandate of which inter-alia, includes measures for holistic empowerment of women . The Committee has been given two years time to submit their report, from the date of its 1st meeting, which was held on 24th July, 2012.

This was stated by Smt. Krishna Tirath, Minister for Women and Child Development, in a written reply to the Lok Sabha today.

Advance Reservation Period for Booking Reserved Train Tickets Reduced to 60 Days from Existing 120 Days from 1st May 2013

The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be reduced from existing 120 days to 60 days (excluding the date of journey) w.e.f. 1st May 2013. The details are as below:-

I. With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and booking will be done accordingly. However, all the bookings done upto 30.4.2013 under the ARP of 120 days will remain intact.

II. Cancellation of the booking made beyond the ARP of 60 days will, however, be permitted.

III. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express etc. where lower time limits for advance reservations are at present in force.

IV. There will also be no change in the case of limit of 360 days for foreign tourists.

B for the year 2012-13 by return FAX.

This Web Portal has been developed for Project Arrow so that objectives and deliverables of the project are widely disseminated in the public domain and a proper channel is put in place for receiving feedback from stakeholders i.e. post office customers and the staff members. This interactive interface will facilitate in getting feedback and suggestions from customers across the country which will be vital inputs for further improving both the core operations and the ‘Look and Feel’ of Project Arrow Post Offices.

                   IP/ASP Association intend to bring to your kind notice that the following surplus IPs of Odisha Circle presently working in West Bengal / Chhattisgarh Circle have already applied for Inter-Circle transfer to their Home Circle. It is to further bring to your kind notice that Odisha Circle vide its letter No. ST/Rule-38/IP/2012 dated 22/4/2013 has intimated to West Bengal Circle and Chhattisgarh Circle with reference to their letters No.SFA/M-12/IOP (D)/1/2012 dated 7-2-2013 and No. STA 6-8/G.C. Sahoo/2011 dated 5-2-2013 respectively that surplus IPs working in other Circles can be accommodated in Odisha Circle.

              IP/ASP Association is agree and to say that transfer / posting is administrative privilege, but it also fact that, Directorate guidelines contained in letter No. 141-177/2009-SPB-II dated 14th December, 2010 for inter-circle transfer of Inspectors of Posts under Rue 38 of P&T Manual Vol. IV are not being adhered to in the circles. Thereby principle of justice does not prevail now-a-days. Consent given by Odisha circle earlier vide letter No. ST/20-9/2011-Trg dated 04/11/2011 and dated 06/01/2012 to adjust the incumbents have not considered which resulted imbalance of vacancies in West Bengal and Odisha circles. As per hearsay it learnt that, due to incorrect calculation of vacancies of IPs in West Bengal Circle, the results of Inspector Posts Examination-2011 and Inspector Posts Examination-2012 were not declared by Directorate as scheduled, and as on date the result of Inspector Posts Examination-2012 is yet to circulate by West Bengal Circle among the respective units/offices etc.

              In the above captioned Directorate’s letter it has undoubtedly clarified that, CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer sought for by the individual. It has also been stated that, the Chief Postmasters General should take a considerate view in consultation with their counterpart while considering the request of IPs for transfer to their Home / nearby Circle under Rule 38. But till this date neither Postal Directorate nor CPMsG, West Bengal and Chhattisgarh Circles have considered the issue for Inter-Circle transfer of above named IPs under Rule 38 of P&T Manual Vol. IV.
               In view of the above submissions, your kind honour is requested to look into this matter and arrange to issue necessary instructions at Directorate level to CPMsG, West Bengal and Chhattisgarh Circles to issue Inter-Circle transfer order of above named Inspectors Posts immediately and it is hoped that, the undersigned will be obliged with a reply.

PA / SA Examination for 2013....selection criteria

As per schedule declared by Directorate, PA/ SA examination for the year 2013 have already been  started in phase manner in each circle. The following criteria are likely to be followed for selection of candidate.

Qualifying Marks :

% of marks required
40%  i.e. 10 marks in each part
40% in aggregate
38%  i.e. 9 marks in each part
38% in aggregate
33%  i.e. 8 marks in each part
33% in aggregate

Computer Test :

As per above qualification of marks, candidates will be called for computer test in 1:5 ratio
