Respected Madam,
IPASP Association would like to bring
to your kind notice that DPCs for promotion to JTS Gr. A for the year 2012-13
and 2013-14 are unnecessarily delayed. Resultantly large number of posts continues to
remain vacant in Group A for years together bringing inefficiency in work
culture of department. On the other hand eligible officer are forced to
superannuate without being conferred his due promotions. This is also affecting
the promotional prospects upto the level of IPs/ASPs as a resultant effect,
creating sense of discontentment amongst cadremen.
In
this context, it to further to bring to your kind notice that DOP&T vide OM
No. 22011/1/2011-Estt (D) dated 11.03.2011 has issued strict instruction to all
departments to ensure the adherence of model calendar for the DPCs as
circulated under OM No. 22011/9/98-Estt.(D) dated 08/09/1998. But it is evident
that the process of DPC is not at all undertaken as per the prescribed
guidelines issued by Nodal Department.
It is therefore, urged upon that
action may be initiated to complete the pending DPCs for JTS Group A for the
year 2012-13 and 2013-14 immediately so
that there remains no need for circles to resort to adhoc promotions in JTS of
IPoS Gr-A. This will automatically annul the resultant effect up to IP/ASPs
level and will prove milestone in the efficiency of department.
