Supplementary DPC for PS Gr. B cadre.....declination of promotion

The issue of holding of supplementary DPC for the promotion to the cadre of PS Gr. B for vacancies of year 2013 was discussed today with the competent authority and it was told that SPG Division of Directorate has not received the details of officers who has declined / accepted promotion in PS Gr. B cadre from circles. During the course of dialogues it was requested to call for the details from circles immediatley and convene supplimentary DPC as early as possible.

Directorate vide memo No. 9-33/2013-SPG dated 10.10.2013 has appointed 156 Inspector Line officials on regular basis in Postal Service Gr. B cadre. Out of these 156 officers, 47 officers who declined promotion in last DPC were also promoted to PS Gr. B cadre for the year 2012-13 and they were allowed to join their new assignment after their debarment period is over. It is mentioned in Directorate’s said memo that, no re-allotment requests will be considered within a period of one year. It is further noted in the said memo that, in case, an officer is not willing to accept his promotion, his declination letter in writing should be received in Directorate within 30 days of issue of this order, failing which, it shall be presumed that he/she has declined the promotion.

GS has already requested all Circle Secretaries and CHQ Office Bearers on 9/12/2013 to intimate the name/s of the officer/s who have declined PS Gr. B promotion or who have not relieved so far on promotion. But as on date information only from Tamil Nadu, Karnataka and Maharashtra Circle have been received. 
 
The following Inspector Line officials appointed on regular basis in Postal Services Gr. B cadre vide Directorate memo No. 9-33/2013-SPG dated 10.10.2013 have said to be declined their promotion.

All the Circle Secretaries and CHQ Office Bearers are once again requested to keep the liasion with their Circle Office and ensure timely submission of requisite information to Directorate, so that supplementary DPC would be convened on time.

  1. It has become a cumbersome job to hold DPC for JTS as well as Group B. At present the Postal Directorate is somehow handling the MNOP, Public Grievances /Complaints etc through video conferencing. But no officer will ever be prepared to hold video conferencing with respect to DPCs/ updation of recruitment rules and large number of posts will continue to remain vacant for years together. On the other hand eligible officer will continue to superannuate without being conferred his due promotions.
