Respected Sir,
          In prelude, the undersigned need not require to explain the eagerness of an employee irrespective on once status to settle at a place where once kiths, kens and parents are residing.  Social need is always rest at apex than any other need and for this reason modern HRD principles focus more on social need of an employee and in this context the Postal Directorate has also relaxed the condition in considering the transfer of surplus IPs under Rule 38  vide memo no. Memo No. 141-121/2014-SPB-II dated 21st July 2014 (copy enclosed) modifying its earlier version issued under No. A-141-177/2009-SPB-II dated 14th December, 2010 with regard to Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV empowering the CPMsG to consider such pending requests.  This Association is looking forward to experience the utilization of benign-ness of apex administrator of Gujarat Circle to spread the fragrance of Land of Gujarat for which it is known.    
          I am inviting your kind attention to this Association’s letter No. GS / AIAIASP / PS Gr. B /2012 dated 3/7/2013 regarding re-allotment of the surplus qualified Tamil Nadu Circle Inspector Posts (IPs) working in other circles. As per the scheme, 45 IPs from Tamil Nadu Circle were allotted to other circles and few of them worked hard in bad days of Gujarat Postal Circle when vacancies in IP cadre were very high to the tune of 60. The brigade of this surplus IPs proved backbone of administration of Gujarat Postal Circle.  Now it’s turn of Administration of Gujarat Postal Circle to honour their social need by considering their request applications for transfer under Rule 38 to their parent circle.
          This Association is very much thankful for accommodating requests of IPs by CPMsG of Rajasthan, Uttar Pradesh, Chhattisgarh, Haryana and Kerala circle who have exercising their powers with benign-ness re-allotted them to concerned Circles.  Therefore this Association is expecting similar benign-ness from the Chief PMG, Gujarat Circle by considering request of remaining 6 IPs of Tamil Nadu circle and also of other circles.
          This Association would like to further bring to your kind notice that, at present good number of IP posts are vacant in Tamil Nadu Circle. Many a Postal Sub Divisions are vacant and managed by additional charge. The existing IPs in Tamil Nadu circle have already been over burdened and holding the additional charge of neighbouring Sub Divisions since years together would put them under more stress and pain.
          It is also bring to your kind notice that in the year 2012 Gujarat Circle has appointed 16 IPs and in the year 2013, 32 IPs joined on 29/4/2013. It is learnt that after completion of Induction Training successfully at PTC Vadodara, 17 new IPs have already joined Gujarat Circle on 7/9/2015. Hence, there is sufficient number of IPs in Gujarat Circle in so far as departmental quota is concerned and these surplus IPs may not be made sufferer on account of vacancies under Direct Recruitment Quota.
          The following surplus qualified IPs seeking transfer under Rule 38 to their parent circle and their cases have already been approved by the concerned circle for their accommodation against promotee quota.
1.   Shri K. V. S. Rao, IP (PG) Vadodara East Division to Tamil Nadu Circle (at present on deputation to PTC Mysore)
2.   Shri B. Patabhiraman, ASP, Bhuj Division to Tamil Nadu Circle.
3.   Shri P. Prem Anand, IP North Sub Division Bardoli to Tamil Nadu. 
4.   Shri Devendar Kumar, IP, Tharad Division to Haryana Circle.
5.   Shri Kuldeep Singh, SDI (P), Una Junagad Division to Haryana Circle.
6.   Shri Ratikant Prasad Singh, SDI (P), Ahwa Sub division to Bihar Circle.
7.   Shri Chandrabhushan Prasad, IP, Dharampur (Valsad) Division to Bihar Circle.
8.   Shri Sudhir Kumar Oza, SDI (P) Vadodara West Division to Bihar Circle.
9.   Shri M. K. Dhaka, IP, Dhandhuka (Gandhinagar) Division to Rajasthan Circle.
10. Shri Arvind Singh Bhandari, IP, PTC, Vadodara (at present PTC Saharanpur) to Punjab Circle.
11.  Shri Anil Dev, IP (PG) Vadodara West Division to Kerala Circle.
12. Shri Venkateshwara Rao, IP(PG) Vadodara East Division to AP Circle.
13. Shri Lokesh Sharma, IP (PG) Bharuch Division (at present deputation to Directorate) to Delhi Circle.

          As regards to transfer of Inspector Posts (Direct Recruit Quota) it is to bring to your kind notice that as per the Transfer Policy guidelines circulated under Directorate memo no. 141-141/2013-SPB-II dated 31/01/2014, transfers of both Direct Recruit as well as promotee Inspector Posts required to be permitted under Rule 38 subject to fulfilling the minimum service limit of five years in the case of Direct Recruit and three years in the case of promotees. The lady Inspectors would be eligible for such transfer without provision of minimum service in the grade in deserving cases on merit. The following Direct Recruit IPs cases are also pending in Gujarat circle. Here I would like to point out that Directorate vide memo no. 7-4/2015-SPB.II dated 7/7/2015 has allotted 6 Direct Recruit IPs for the vacancies for the year 2013 to Gujarat Circle. It means that there will not be any kind of problems for consideration of requests of the following IPs for transfer under Rule 38 to their parent circle.
1.   Shri Prasan Chhatarjee, ASP Vadodara Division (at present deputation to PMU  Directorate) to Delhi Circle.
2.   Shri R. K. Sinha, ASP North Rajkot Division to Bihar circle.
3.   Shri Sandip Kumar, ASP, Palanpur Division to Bihar circle.
4.   Shri R. P. Dewa, ASP, South Sub Division, Ahmedabad (at present on deputation as Passport Officer) to Bihar circle
5.   Shri Shishirkumar IRM Surat ( at present on deputation to Directorate) to Bihar Circle.
6.   Shri Abhijeet Singh, ASRM RJ Division, Rajkot to UP circle.
7.   Shri Vipul Gupta, SDI (P) South Sub Division, Bhavnagar to UP Circle.
8.   Shri Satish Kumar, IRM, ‘AM’ Division, Ahmedabad to Bihar Circle.
          In view of above submissions your kind honour is earnestly requested to consider the request applications of above named officials and relieve them to their parent circle immediately.

  2. So, this year too no exam for IP exam in Tamilnadu. What a pity situation to the PA officials. Ok. You are also one upon a time worked as PA and got chance to IP/ASP. why the the transfer cases adjusted only against department quota. It should be adjusted for total vacancy and then divided to 2:1. But as this is not followed you are all depriving the chances of all enthusiastic PA officials. It is not fair. Please take early action to set right the issue. If it is not then for the next few years there will be no exam. And please b publish this comment
