Subject : Irregularity in promotion and postings in PS Gr. B cadre.

R/Sir,

          IP/ASP Association intend to bring fore the serious irregularity in the recent promotion and posting orders of P.S. Gr ‘B’ Cadre issued by the Directorate. A copy of representation of Shri P. M. Parmar, offg. SPOs, Gondal Division, Gondal is enclosed herewith for kind perusal and reference.

          It may be recalled that Directorate vide memo No. 9-33/2013-SPG dated 24/06/2013 has called for the attested copies of ACRs/APARs for the period 2005-06 to 2011-12 of 491 IP line officials  for holding of DPC for promotion to PS Gr. ‘B’ cadre for the vacancy year 2013-14. It was also mentioned therein that if there is any discrepancy in the list, report in a separate sheet along with other documents should be sent to Directorate by the circles. Directorate was kind enough for the timely convening of DPC and issuance of promotion and posting orders of 156 officers in PS Gr. ‘B’ cadre vide Memo No. 9-33/2013-SPG dated 10/10/2013, wherein last SC candidate selected was of 1991 batch.

          It is regretted to point out that Shri P. M. Parmar could not be promoted in the said DPC even though he is in zone of promotion, as he is IP Exam 1991 pass out [Roll No. GJ-083] under SC category.  Instead, his junior Shri B.M. Parmar another SC candidate of IP Exam 1994 (Review Result) has been approved by the DPC and placed him at Sl. No. 139 of above referred memo. A perusal of circle gradation list of Gujarat Circle (copy enclosed) would show that Shri P. M. Parmar is positioned at Serial No. 101 [IP-1991 Batch] while his junior Shri B.M. Parmar is at Serial No. 131 [IP-1994 Batch]. It appears either the inadvertence has taken place at Gujarat Circle or Officers at Directorate did not verify the particulars with the seniority list.

          It is therefore requested to kindly look into the matter personally and arrange to include the name of Shri P. M. Parmar (SC) in the selection list of PS Gr. B cadre. It is further requested that he may be promoted from the date his junior was promoted along with consequential benefits.
