Circle level pending issues

It has been brought to the notice of CHQ by few members that following issues related to IP/ASP cadre are pending at their circle and therefore there is need to take up them with appropriate authority to resolve the same. 

It is therefore requested to each Circle Secretary to take up these issues with Regional/Circle administration through bi-monthly / four monthly meetings or through correspondence and in case of non settlement/non response, the same may be reported to CHQ.

1.       Issue of circle seniority list (gradation list) / up-dation as on 1/7/2014
2.       To conduct training on Finacle / Mc Camish software to IP/ASPs
3.       Non-payment incentive bills of IP/ASPs of PLI/RPLI
4.       Consideration of Inter-circle Rule 38 transfer cases
5.       Consideration of requests of IP/ASPs for transfer at their choice station etc.
6.       Filling up of vacant post of IPs (direct recruit quota)
7.       Filling up of vacant post of ASPs (including HSG-I IP Line)
8.       Supply of good quality of furniture to headquarter of sub divisional heads
9.       Replacement of batteries of laptops provided to IP/ASPs
10.   Non-payment of TA / Medical bills
11.   Non-issue of adhoc promotion orders from ASP to PS Gr. B against vacant post
12.   Filling up of vacant posts of Mail Overseers
13.   Non-payment of IO/PO honorarium bills of IP/ASPs
14.   Grant of amount to purchase briefcase / purse for office use
15.   Non reimbursement of newspapers bill to ASPs

  1. The most important issue which was not shown is that of frequent transfer of IP/ASP before they complete the fixed tenure of 4 years in one station/sub division. This is particularly happened in TN circle for which CS of TN circle is not speaking to RO/CO during the bi/four monthly meeting. only issue he is speaking is to release the honorium of PLI/RPLI and R-10 cases. Come on CS TN Circle and speak the important issue of transfer of IP/ASP abruptly in the middle of educational year which pose serious problems in the family of affected IP/ASP. In fact the transfer committee is functioning or not is a million dollar question ?

  4. I would request GS to take up the issues which cannot be resolved at circle level due to its different interpretations with Secretary(P) e.g. honorarium to IO/PO. Even though it is clearly mentioned in O.M. of DoPT that honorarium to IO/PO won't come under the purview of FR-46B, some CPMsG have sought clarification from Dte. that if FR-46B won't apply to this then what should be limit of sanctioning the same.
