Sub: Representation with the request to cancel
orders issued by Southern Region, Madurai
(Tamilnadu).
Respected Madam,
I am writing this letter with dismay and is extremely
concerned about the arbitrary orders issued by Southern Region,
Madurai to IP/ASPs (copy enclosed) to obtain and pass RPLI business procurement
figures daily by each BO to the officers sitting in RO particularly our Cadre
man over phone after duty hours without going through the veracity of the
problems being faced by our members and their family liability.
Madam,
you know that department is implementing all long lasting projects like
Digitization of records, Core Banking, Mail optimization, Consumer Price Index,
Aadhaar Technology, Direct Cash Transfer, CTS etc etc.... with the intense and
hard work of IP cadre. This is done beside our routine work as such our cadre
is already overburdened. It is not
understood what the officers sitting at the helm of affairs purport to
represent. If officers are so much concerned about the well being of the
department it would be appropriate for them to visit BOs/SOs for the business,
to analyse and assess the customer needs particularly emphasising the rural segment.
Whereas
Inspector cadre is made to meet capricious and discrimination treatment in all
sphere viz financially, officially and socially in postal set up. None of our
demand may it be Grade Pay issue, Supplementary DPC, Regular DPC has been
settled in time by the department leaving us staggered and treating this
hardworking cadre as criminals. Even after acquiring long years of experience
and expertise, IP/ASPs are forced to retire in the ASP cadre due to ineffective
policies and dilatory attitude of the department and no one in Directorate is
asking the officers there to work overtime for convening regular DPC within the
prescribed norms, which is otherwise essential and necessary to implement the
instructions of Nodal office, DOPT guidelines.
Furthermore,
it is imperative to say that long working and inadequate breaks not only affect
a worker’s productivity but also invites long term health problems of the
workers. Long working hours also impact
a worker’s family life and as a consequence, his or her right towards a family and
the life associated with it, which is totally violative of labour laws, while
on the other hand officers enforcing such arbitrary instructions are enjoying
themselves with their families. This cadre also want the same honour, dignity,
moral imperatives and ethical value precedence as other possess.
I therefore request your kind honour to intervene and set aside the arbitrary
order issued by Southern Region, Madurai else call expert advice from an
officer who can provide honest and accurate picture of the current situation
prevailing in the department due to overlooking the rights of IP/ASP or may the
National Human Right Commission be requested to have an in depth research.
Department should not expect much from IP/ASPs who are in the GP of Rs.4200/4600
which even the clerical staff is enjoying with extra benefits.
A
ray of help for justice to bailout this depressed cadre is requested.
