Cabinet approves two percent Dearness Allowance to Central Government employees.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensionersw.e.f. 01.01.2018 representing an increase of 2% over the existing rate of 5% of the Basic Pay/Pension, to compensate for price rise.

This will benefit about 48.41 lakh Central Government employees and 61.17 lakh pensioners.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.6077.72 crore per annum and Rs.7090.68 crore in the financial year 2018-19 (for a period of 14 months from January, 2018 to February, 2019).

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission

PS GR"B" LDCE & ASSOCIATION

We are aware that the result of LDCE for promotion to PS Group-B has not been declared due to pendency of cases  before the honourable CAT.  The PS Group-B exam was held on 18th December 2016 and already 14 months lapsed. Many candidates are eagerly waiting for results so that they may plan accordingly as this month is the most crucial being the end/beginning of academic year of children.It was also decided in AIC held at RAJGIR  to pursue the case for early declaration of result.A team comprising of Myself (GS), CHQ President, Treasure,  Vice-president and OG Secretary had contacted the Secretary , Member(P), DDG, Directors and other officers and requested for early declaration of result . The officers assured for early declaration of result. It was also intimated that CAT cases are also causing delay. At this stage , pursuing the O.As/M.As already filed  will hamper not only the interest of the candidates, it will also cause delay to future LDCE. It is learnt that 02 MAs have been filed before CAT Ernakulam Bench by a member in individual capacity in this connection.  All such members are requested to withdraw the cases filed by them and clear path for declaration of result.   

It is also made clear that this Association has not filed any case as on date regarding LCDE PS Group-B conducted in the year 2016 and neither it supports nor sponsors such cases.

New CHQ body is having full of youth and is committed to take care of both Exam aspirants as well as of seniors so now onwards nothing one sided will take place. As far as declaration of result  and DPC  are concerned, CHQ is going to write it to DG for instant action.

Subject: – Guidelines on Air Travel on Official Tours — Purchase of air ticket from authorized agent.

The undersigned is directed to refer to this Departments’ O.M. No. 19024/22/2017-E.IV dated 19.07.2017 regarding guidelines on Air travel where the Govt. of India bears the cost of passage. As per this O.M., Ministries/Departments were asked to ensure that these instructions are given adequate coverage and were to be circulated to all so that ‘lack of knowledge’ of the rules is not cited as an excuse. In spite of these instructions, a large number of cases for relaxation of air travel guidelines due to purchase of air ticket from unauthorized travel agents, are still being received in this Department.


2. The matter has been re-considered and it has been decided that all such cases of air travel where tickets have been purchased after issue of this Department’s O.M. dated 19.07.2017, seeking relaxation of air travel guidelines pertaining to purchase of air ticket from authorized agent, should have the approval of Secretary of the Administrative Ministry before referring the same to Department of Expenditure.

This is issued with the approval of Secretary Expenditure.

Your kind attention is invited towaeds the meeting held in your chamber on 27.12.2017 with members of this association regarding issuance of clear cut directions to field units to refix the pay of IP/ASP in compliance to orders issued by Pay Commission Cell of Directorate vide letter No. 2-12/2013-PCC dated 24.10.2017. A memorandum was also submitted to your kind honour by the then General Secretary vide letter of even no. dated 27.12.2017 for issuance of clarification in this regard.

The 40th all India Biennial conference of this association was recently held in Rajgir (Bihar) in which all members have shown great disappointment on the issue that after a lapse of almost two months no fruitful order regarding clarification on refixation of pay of IP/ASP  have since been issued by directorate in this regard.
The matter is therefore, once again briefed to your kind honour with submission that after a long battle in hon’ble CAT Ernakulam Bench, this cadre has succeeded in getting upgraded pay scale at par with their counter parts working in CBDT/CBEC and assistants in CSS. The orders issued vide Directorate No. 2-12/2013-PCC dated 24.10.2017 in compliance to orders of Hon’ble CAT Ernakulam Bench is still not implemented in circles for want of clear cut directions regarding the manner in which the pay of IP/ASPs are to be fixed w.e.f 01.01.2006. Only a few directly recruited IPs have been given the benefit in some of the Circles so far.

It is pertinent to mention here that various Tribunals, High Courts and even Apex Court has already given judgments with directions to fix minimum pay of the promottee candidates as per criteria fixed for direct recruits also in revised pay structure. The nodal department DoE has also issued certain circulars in this regard to fix pay in respect of promottee officials w.e.f 01.01.2006 in 6th CPC pay structure. But, it’s a matter of great concern for this cadre that despite issuance of order by the Directorate on 24.10.2017 the same has not been implemented in its true spirit because of want of clarification from higher ups about the manner in which the pay is to be refixed in case of promottee officials. In this regard, submission of Association was made as under:-

1)         The pay of IPs promoted through LDCE AND Direct recruited IPs through SSC, who joined as IP prior to 01.01.2006, has to be re-fixed @ 4600 Grade pay in revised 6th CPC pay structure w.r.t fitment table S-13 corresponding GP of Rs. 4600.

2)         The pay of IPs, who were promoted through LDCE and joined between 01.01.2006 to 30.08.2008 and opted to fix their pay from the date of promotion, shall be re-fixed @ 4600/- Grade pay under Rule 11 of 6th CPC gazette. (Annex-03) equal to pre revised upgraded pay scale of Rs. 7450.

3)         The manner of fixation of pay of officials promoted as Inspector Posts between on or after 01-09-2018. It is to mention that various Tribunals, High Courts and even Apex Court  has already pronounced judgments with direction that initial Pay of the officials promoted on or after 01-01-2006 may not be fixed lower than the entry level pay which could be drawn by a direct recruit appointee on or after 01-01-2006”. 
           
           
Therefore association once again urges to Secretary Posts to take necessary action for issuing early clarification regarding the manner in which the pay of IPs/ASPs is to be refixed in revised pay structure of 6th CPC in pursuance of para 7.6.14.
For the sake of uniformity it is once again requested to your kind honour to kindly issue common order regarding upgradation of pay of Inspector Posts w.e.f 01.01.2006 in pursuance of para 7.6.14 in 6th CPC w.r.t fitment table S-13 corresponding GP of Rs. 4600.

            This association hopes an early and favorable order for strengthening the backbone of the department by granting the benefit in its true spirit to all IP/ASP w.e.f 01.01.2006.

                IP/ASP Association would like to invite your kind attention towards its letter of even no. dated 30.09.2017, 11.11.2017 and 12.12.2017 wherein it was requested  to call for records for convening regular DPC for the year 2017-2018 & 2018 - 2019.  But till date Directorate has not issued the list of officers in the zone of consideration to circles. All are well aware that this year DPC is badly delayed for the one or other reasons.
                 Often it is quoted that as IPO cadre is the backbone of the department and the cadre plays most vital role in implementation of government’s/ department’s policies.  But it is also true that IPO cadre is the most deprived and suffered cadre in the department. Vacancies in PS Gr. “B” cadre, which is promotional cadre for IPO cadre, are not being filled up timely. Result of Limited departmental competitive examination conducted in the year 2016 (almost 14 months ago) has not been declared till date and neither the DPC for the year 2017-2018 & 2018-2019 is conveyed till date. Many senior IP/ASP who consider themselves under zone of consideration for DPC, are eagerly awaiting DPC but it seems that many of them will retire without getting promoted to Ps. Group Cadre due to non conveying of DPC on time, IPs/ASPs  who appeared  in LDCE 2016 are  also losing patience . Senior ASPs are officiating in PS Gr. “B” on adhoc basis for a period of 11 months and then repatriated to ASP posts. There is complete uncertainty about tenure of such officers and same is the position with the IPs working as Adhoc ASP. Confirm vacancies in IP/ASP cadre is not arising due to non declaration of LDCE result and non convening of DPC.
                This association expects that the competent authority will look into the matter personally and take all required action for redressal of genuine & deserving request being made herein.

It has been observed that Inspection questionnaire of BOs/SOs/HOs have not been updated after the implementation of latest technological software like RICT, CBS, CSI etc. The last revised inspection questionnaires for BO/SO/HO were issued in the year 2006. Since then, there have been a lot of additions, deletions and alterations to the Inspection Questionnaire in the changed scenario”
