Visited Postal Directorate on 03.08.10 along with Shri.S.Ravi former CHQ Treasurer and met Director General (Posts) , DDG (Est.) and DDG(P) and had discussion on merger of posts of IP & ASP and revision of higher Grade Pay to IP. The file is with Joint Secretary & FA. The file will be put up to Postal Services Board after clearance by JS& FA.

Supplementary DPC for Group B

Supplementary DPC for promotion to PS Group B for the year 2009 has been held on 23.7.2010. Promotion cum allotment orders for around 22 IP/ASP is likely to be issued very soon.

IP/PS Group B examination result

The result of IP exam held on 3 - 5.1.2010 is expected by the end of this month. After announcement of IP result, It will take another few months for release of Group B examination result.

Induction Training for Surplus qualified IPs & Direct IPs

Lists of Surplus IP qualified candidates for the year 2008 and additional qualified candidates for the year 2007 have been released by the Directorate. Induction training for these candidates will be started during the month of October 2010.

Circle News

The Circle Conference of Maharashtra Circle was held at Nagpur on 3 & 4 .7.2010. GS attended the conference. Shri. Mukund Badwe, Offg. AD(Estt & Mail), R.O. Mumbai and Shri. Vilas Ingale ASP(Phil), C.O. Mumbai have been elected as Circle President and Circle Secretary respectively. CHQ congratulate the new Circle Body and extends its full co-operation.

The 39th Circle conference of Tamilnadu circle was held at Thanjavur on 5 & 6.8.2010. GS  attended the conference. Shri.M.Balakrishnan, ASP, R.O, Madurai and Shri. S. Rajendra Babu ASP, Salem East Sub Dn. have been unanimously elected as Circle President & Circle Secretary respectively.                        G.S congratulates the newly elected Circle Body and extends its full co-operation .

Postal Retailing and Self Management Training at APPC Bangok 12-30 July 2010

GS meets DDG(P) and DDG(Estt) in the Postal Directorate:

General Secretary alongwith Mr.S.Ravi former CHQ Treasurer met DDG(Estt) and requested to expedite the revision of Grade Pay to IP from Rs 4200 to 4600. DDG (Estt) informed that the case has become prejudice as some IP in Kerala Circle has filed a case for revision of Grade Pay before CAT Ernakulam. Now the Dte. has found a new reason to further delay the case.

DDG(P) was requested to finalise the DPC for promotion to the cadre of PS Group B. A letter was given addressed to the DG. Copy of the same is furnished below:

Respected Madam,

           Postal Directorate has called for ACRs and vigilance clearance reports from all Circles for the year 2010 vide reference above. As per Model Calendar for DPCs vidde DOP&T O.M. No.22011/9/98-Estt.(D) dated 08.09.1998, the approved select panel for the vacancies of 2010 should have been oready by 31.12.2009. By this time in July 2010, the process of documentation  for 2011 should have been on the verge of completion for holding DPC by 31.08.2010.

         It is evident from the above that the process of DPC is not at all undertaken as per the prescribed guidelines of DOP&T (Nodal Department). Due to delay in holding of DPC, Circles are resorting to adhoc promotions in P.S.Group 'B' cadre and many senior ASPs are retiring from service without getting regular promotion into P.S.Group 'B'.

         It is, therefore, urged upon that action may be initiated to hold DPC for the year 2010 and 2011 and to get approved select panel ready by 31.12.2010 for the above years so that there remains no need for Circles to resort to adhoc promotions in P.S.Group'B' cadre.

Enhancement of Fixed Medical Allownce from Rs 100/- to Rs 300/- per month w.e.f. 01.09.2008.

Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS has since been enhanced from Rs 100/- to Rs 300/- per month w.e.f.01.09.2008 vide Government of India, Ministry of Personnel, Public Grievances & Pensions (Department of Pension & Pensioners’ Welfare) Memo No. 4/25/2008-P&PW(D)dated 26.5.2010.

Allotment of Surplus Qualified candidates of IP Examination 2008 held on 5-7th November 2008 in OC vacancies

The following Surplus qualified IP candidates of IP examination 2008 have been allotted to the Circle mentioned against each according to the order of merit against OC vacancies vide Dte. Letter No.A-34013/01/2009-DE(Pt-I) dated 25.06.2010. The Department has decided to accommodate lady candidates in the home Circle against existing/future vacancies. Accordingly all lady candidates have been allotted to their home Circle except Delhi & Kerala Circles where no vacancy is available or not likely to arise in the near future. Five SC candidates who have secured 40% in each paper and 45% aggregate in all papers have been allotted against OC vacancies. Orders are likely to be issued for the remaining SC candidates very soon.

Relaxation for travel by air to visit J&K

OFFICE MEMORANDUM

Subject.: CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&K

                   The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-
                  (i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K  against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.
(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.

60% of TRCA Arrears released to GDS employees


Orders for payment of second instalment of 60% arrears of TRCA on account of implementation of Shri.R.S.Nataraja Murti Committee recommendations on revision of wage structure of GDS has since been released vide DOP letter No. 6-1/2009-PE-II dated 10th June 2010.

Amount of Security Bond to be furnished by GDS enhanced

The Department of Posts vide letter no 6-18/2010-PE-II dated 07-05-2010 has revised the amount of security to be furnished by Gramin Dak Sevaks as under:


1. GDS BPMs from Rs 10000/- to Rs 25000/-

2 Other GDS from Rs 5000/- to Rs 10000/-

The security will be furnished in the form of Fidelity Guarantee Bond or National Savings Certificate pledged to the Department or in the shape of Bank Guarantee from any nationalized Bank. The present periodicity of yearly renewal- of the Fidelity Guarantee Bond is revised to once in 5 years (quinquinnelly).The required premium for-5 years' block may be recovered and the Fidelity Guarantee Bond obtained for full 5 years block from the recognized Cooperative Credit Society.

Farewell Message from General Secretary

The XXXVI All India conference of our Association is being held in Delhi in a crucial period when the prospects of Inspector and Assistant Superintendent Posts are being threatened by ad hoc cadre management by the Department and Govt. of India. I owe my deep gratitude to all members of this Association for having reposed faith in me in the All India Conference held at Kelva Beach, Palgarh, near Mumbai in the year 2005 to lead this organization as the General Secretary. During the two terms I had held the post, I did my best to discharge the duties cast upon me without fear of reprisal. In retrospect I am happy to place on record the specific achievements during my tenure like (i) conferment of gazetted status to the post of ASP, (ii) Free supply of newspaper at the residence of ASP (iii) Reimbursement of mobile phone recharge coupon/residential telephone bill (iv) Allotment of willing surplus qualified Inspector Posts candidates to other Circles, (v) Re-allotment of women Inspector Posts to respective home Circle under spouse category without waiting to complete mandatory waiting period etc. (vi) Supply of Laptop to all Sub Divisions. I believe I have also contributed in my own way to make ours a vibrant organisation by infusing courage and conviction in the minds of our members.

Though this organization is more than 30 years old, major problems like maintaining parity with analogous cadres, lack of adequate promotional avenues, loss of credibility etc. still persist and need to be tackled in a coordinated manner with the administration. I whole heartedly thank every one of our members for his unstinted support to me and the cause pursued by me so far. All our members need to understand the vital importance of a coordinated approach. I have full faith in the capacity of our members and wish this crucial All India Conference at Delhi will show the right direction and support to the CHQ.

2. Decision taken on up-gradation of Grade Pay to IP.

(1) The posts of Inspector Posts & Assistant Superintendent Posts may be merged.
(2) After merger, the merged posts will be called as “ Asst. Superintendent Posts”
(3) Gazetted status should continue.
(4) Grade Pay should be given w.e.f. 1.1.2006.
(5) MACP should be made applicable ignoring one promotion in the merged post.

3. Laptop to all IPs & ASPs

During the Conference Secretary Posts told that Laptop would supplied not only to Sub Divisional heads but to all IPs/ASPs. Accordingly, Supply of Laptop started commencing now in all Circles.

4. Discussion on Merger and Grade Pay

A team consisting of Shri. S.Samuel, the outgoing General Secretary, Shri.Roop Chand, the incoming General Secretary, Shri. S.Ravi out going CHQ Treasurer , Shri. Jeet Ram incoming CHQ Treasurer , Ms.T.V.Sundari, Asst.General Secretary and Shri.R.D.Sharma, Delhi Circle Secretary called on Ms.Radhika Doraiswamy , Secretary (Posts), Ms. Indira Krishna Kumar, Member (Personnel) DDG(Estt.) and DDG (P)on 05th April 2010. Payment of Dearness Allowance to Central Government employees - revised rates effective from 1.1.2010

Ministry of Finance, Department of Expenditure has issued Office Memorandum No 1(3)/2010-E-II(B) dated 27.3.2010 for revising the Dearness Allowance applicable to Central Government Employees from 27% to 35% with effect from 1.1.2010.
The DA will be paid cash and the arrears for DA for the months of January and February 2010 will be paid after 1.4.2010

CAT Madras holds the Group B examination held in 2008 as defective, arbitrary, irrational and discriminatory

Normally, any departmental examination for promotion is held every year depending upon year-wise vacancies so that the eligible candidate for a particular year vacancy would get opportunity to get selection for subsequent year vacancies. But disregarding all principles, the department conducted Group B examination by bunching of vacancies for four years viz. 2003, 2004, 2005 and 2006. Our Association objected to it. But the Department did not heed. Some of IP/ASP filed cases before CAT Madras and CAT Patna and prayed for a stay order. The honourable CATs at that time rejected to pass stay order. Though the single selection for all the four years is prejudicial to majority of the eligible candidates the Department successfully conducted the examination. With a result many juniors who were not at all eligible for the vacancies of 2004, 2005 and 2006 were allowed to appear, got selected and promoted. Now many ineligible candidates are working as PS Group B officer. The CAT Madras passed an order in OA 64/08 and some of the relevant paragraphs are reproduced below:

“ 15. If the selection for promotion is based every year separately for 2003, 2004, 2005 and 2006, depending upon year-wise vacancies, the eligible candidate for 2003 who did not get selection for the year vacancies, would get opportunity to seek selection for subsequent year vacancies and because of bunching of vacancies for all the four years and holding single selection is prejudicial to majority of the eligible candidate and such selection is detrimental to the eligible employees for whose purpose it has been intended. The respondents have not placed any instruction of guidelines in support their claim for holding the single selection by bunching of vacancies for 4 years or several years.

16. In view of such circumstances as discussed above, the decision to bunch the vacancies for all the four years together and holding a simple selection is discriminatory, arbitrary, unfair and also amounts to defect the selection.

17. In spite of objections raised by the applicants by way of representations an also by filing of this OA, the authorities have not taken any care and proceeded further in conducting examinations. The authorities have completed most of the selection procedure in conducting examination and also declared the result of the successful candidates in the written test.

18. In view of such circumstances, if this selection is restricted for the vacancies for the year 2003, no harm would be caused to any of the eligible candidates who faced the examination and selection for the year 2003 is held valid and the selection for the vacancies for 2004, 2005 and 2006 are held to be defective, arbitrary, irrational and discriminatory. Thus the claim of the applicants is allowed partly, directing the respondents to secure year-wise vacancies for the years 2004, 2005 and 2006 in respect of promotion to the cadre of Postal Services Group B by preparing year-wise list of eligible candidates and also vacancies and thereafter hold fresh Limited Departmental Competitive Examination (LDCE), restricting the present selection only for the year 2003.

19. In the result, the OA is partly allowed as above, with no order as to costs.”

Note:
What is the use of this order? The Department has deliberately conducted this examination. No relief was given by the CAT to affected candidates at that time. Selected candidates have now promoted and working in the higher posts. Justice is supposed to be delivered in time.

Maharashtra Chief PMG Shri M.S. Bali arrested by CBI

Maharashtra Chief Postmaster General held on bribery charge
The Chief Postmaster General of Maharashtra and Goa was on Thursday arrested by the CBI for allegedly taking a bribe of Rs. 2 crore for transferring a piece of government land to private parties.
Manjit Singh Bali was apprehended by the anti-corruption wing of the Central agency, officials said.
Mr. Bali had allegedly taken the bribe to transfer land meant for post offices to private parties, they said.

Department decided to allow Lady Inspector Posts selected through Department Examinatioin and through SSC to Circles of their choice/Place of posting of their spouse

Department of posts in letter No A-34013/01/2009-DE/SPB-II dated 05.02.2010 addressed to All Chief PMGs has decided to consider the requests of lady Inspectors of posts for transfer to Cirele of their choice/place of posting of their spouse with the following conditions:-

I. The transfer will be allowed under Rule 38 of P&T Volume - IV without provision of minimum service in the grade of Inspectors of Posts but subject to other conditions laid down in the said rule.

II. The CPMG of the Circle where the lady Inspectors of Posts is working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual.

III. In order to maintain the representation of promotees and direct recruits, a surplus qualified lady candidate may be allowed to seek transfer against a vacancy meant for promotion to be filled up on the basis of Departmental Examination and a lady Inspectors of Posts appointed on the basis of Direct Recruitment may be allowed transfer against a vacancy meant to be filled up by Direct Recruitment in the Circle to which the transfer has been sought for.

IV. Further in order to maintain the representation of SC/ST/OC in the case of surplus candidates appointed by promotion on the basis of Departmental Examination and SC/ST/OBC/OC in the case of Inspectors of Posts appointed by Direct recruitment, a lady Inspectors of Posts belonging to one category may be allowed transfer against the vacant post of the same category in the desired Circle.

V. As the Department has reported 276 vacancies of Inspectors of Posts pertaining to the years 2006,2007 and 2008 to be filled by Direct Recruitment and the SSC has already taken into account the said vacancies with the reported break up for SC/ST/OBC/OC and have since declared the result of writtten part of the Combined Graduate Level Examination, these vacancies shall not be taken into consideration while entertaining requests for transfer received, if any.

PSS Group B Examination to be held on 3rd, 4th and 5th May 2010

Department has issued notification for conducting PSS Group 'B' Examination for General Line and IP Lines officials to be held on 3rd, 4th and 5th May 2010. The vacancy declared as under:-

Department has issued orders vide Order No 13-2/2010-PE-I dated 3.2.2010 to constitute Postmaster Cadre which is reproduced as follows:-

It has been decided with the approval of the Competent Authority to constitute a separate cadre of Postmasters with following number of posts by carving them out from the existing General Line Cadre Posts and Postal Services Group - B of Postal Wing and to designate them as Senior Postmaster, Postmaster Grade-III, Postmaster Grade-II and Postmaster Grade-I as detailed below:-

The Posts will be deemed to have been designated as Senior Postmaster, Postmaster Grade-III, Postmaster Grade-II and Postmaster Grade-I with effect from the dates these are filled up.

The consequential action like framing of Recruitment Rules shall be taken by the Personnel Division.

All the existing EDSOs will be downgraded as BOs before 28.2.2010 as there is no much distinction between the functioning of the EDSOs and BOs

Directorate has issued orders vide letter dated 14.1.2010 to take action for downgrading all EDSOs as BOs before 28.2.2010 after considering the recommendations given by the One-man committee chaired by Shri R.S. Nataraja Murti.

Present incumbents holding the post of GDS SPM wil be given protection in the TRCA scale of Rs 4575-85-7125 corresponding to 5 hrs/125 Points. The downgraded EDSO will function with the establishment of GDS SPM, GDS MD/MC depending on the justification for such a post.

It has also been ordered that if there is justification for upgradation into Departmental Sub Office, it can be upgraded by utilizing any surplus post of PA.

Latest News from General Secretary regarding supply of Laptops to Sub Divisions and Revision of Grade Pay to IP/ASP/SP

Directorate is in the process of supplying laptops to Sub Divisional Heads. Directorate vide letter dated 19.01.10 has issued direction to Circles for selection of Vendors and for Placing orders for supply of Laptop to Sub Division.

Exercise for selection of Venders will be complted by 25.01.10 and it is hoped that orders will be plaed in February 2010.

File regarding grant of Grade Pay to IPs/ASPs/SPs is with Finance Ministry and the case is being perused by the Association.

Cadre controlling authority for IP&T AFS Group 'B' wil be the DOT

Sub : Implementation of amalgamation of Group 'B' Accounts cadre of DoP and DoT.

The undersigned is directed intimate that thge issue relating to cadre control of IP&T AFS Group 'B' has since been decided and the cadre control has been vested with the Member (Finance), Telecom Commission.

In view of the above decision this office DO letters No 209/2009-SPG dated 09.10.2009 and even number dated 13.11.2009 may be treated as cancelled. This office order No 25-31/2009 dated 31.12.2009 is modified to the extent that Heads of Circles will endorse the orders of Accounts cadre officers to the subordinate units. The subordinate units will take congnizance of the orders only after due endorsement by the Heads of Circles.

It may also be ensured that the existing sanctioned strength of IP&T AFS Group 'B' in all Postal accounts offices is maintained at the level existing as on date as per Establishment Division letter No 43-103/2009-P.E.II dated 31.12.2009

Discussion on revision of Grade Pay and merger of the posts IP/ASP/P.S.Gr. “B” between DoP and our Association

General Secretary was invited for holding discussion on the issue of revision of Grade Pay to IPs from Rs. 4200/- to Rs.4600/- . General Secretary along with Shri S.Ravi CHQ Treasurer and Shri Hari Prasad, former Circle Secretary, Rajasthan Circle participated in the discussion on 04.01.2010. Shri A.K.Sharma DDG (Est) and Shri Rameshwar Rao ADG (Est) represented the Department.

It was argued by the Dept. that IPs were not on the pre-revised pay scale of Rs.6500-10500 as on 1.1.2006. But it was rebutted and made it clear by us that IPs were on Rs.6500/- as on 1.1.2006. Their pay scale was revised, pay fixation done and arrears also drawn as on 1.1.2006. Hence IPs are eligible for revision of Grade Pay as per the orders of MoF memo. Dt. 13.11.2009. It was accepted by the Dept.

Then it was stressed by the Dept. that as per the orders of MoF memo. Dt 13.11.2009 the post of IP and ASP should be merged. Also the Dept. putforth an alternative suggestion of merger of ASP with P.S.Gr. “B”. But we strongly objected to it. We argued that there are only 2 categories in this cadre and if these two posts are merged then our promotional avenue will be closed for ever. Further ASP is a Gazetted cadre which cannot be merged with non-gazetted post of IP which amount to de-promotion. At present an IP will get his promotion to ASP after 10 years of service in IP cadre. Then he has to wait for another 18 years as ASP to get his promotion to P.S. Gr. “B”. If merger is accepted an IP has to wait for a minimum of 25 years to get his next promotion to P.S. Gr. “B”. In other cadres there are so many stages for promotion and they enjoy the benefit of increment in every stage. Such opportunity should be available for IPs also. At present an IP hardly reach P.S. Gr “B”. Many of us retire as ASP only. A few people reach P.S. Gr. “B”. That too they retire before getting non-functional Grade Pay of Rs. 5400/-. Hence it is not acceptable the merger proposal which is detrimental to our promotion. The Dept. side was then convinced and agreed to our following demands.

1. Upgradation of Grade Pay of IP from Rs.4200/- to Rs. 4600/-.
2. Upgradation of Grade Pay ofASP from Rs.4600/- to Rs. 4800/-.
3. Upgradation of Grade Pay of PS Gr. “B” from Rs.4800/- to Rs. 5400/-.

With these recommendations the file is moving to MoF for concurrence. I also met Secretary (Posts) and Member (P) on 04.01.2010 and discussed the issue and they are in favour of us. The progress is being closely monitored.

Justice Denied

The Sixth Central Pay Commission seemingly set right the anomaly in the payscales of Inspector and Assistant Superintendent of Posts that had become pronounced by the unilateral decision of the Govt. to upgrade the Pay scales of the analogous cadre of Inspectors in the CBDT and CBEC. The Commission rightly recognized the need to keep parity with the analogous cadres and accordingly recommended in par 7.6.14upgradation of the pre-revised pay scales ofInspector and Assistant Superintendent Posts by one step ahead.

The cadre of Inspector Posts has been subjected to humiliation at very frequent intervals. When the Fourth Pay commission recommendations were implemented, the Inspectors pay scale and the status enjoyed by them suffered a set back due to downgrading their pay scale and making it almost equal to thepay scale of the operative LSG staff. It took Herculean efforts for more than one decade and the genuine anomaly could be set right only bythe Fifth Pay Commission headed by Justice Rathinavel Pandian and the glory and uniquestatus held by the Inspectors was once againre stored to its right place. Here again, though the Department of Posts was convinced about the need to upgrade the pay scale of InspectorPosts, very little effective steps were taken toremedy the anomaly in time and the cadre of Inspectors and Assistant Superintendents Posts were made to suffer the ignominy for more thana decade.

The apathy of the Department of Posts towards the cadre of Inspector Posts is very much explicit in the way the Department has handled the matters relating to this cadre in thepast three decades. Our Association has been rightly projecting the deficiencies and the ineffective approach to the problems. This cadreis made to fight for its genuine rights and most often none of them are conceded and even if certain basic things are accepted, the same is not implemented in right earnest. This cadre has not had the benefit of more than one cadre review, though the rules provided for periodical review of the promotional opportunities available to them. It would be a lengthy repetition to recall every step taken by our Association to implement the accepted recommendations of Second Cadre Review since 1989 and wewonder whether it would be implemented at all. The entire exercise was to improve the career growth of the Inspectors which started to deteriorate after 1980s. Even though the position has grown from bad to worse, the Department could not take any conclusive step to implement the same in the manner best suited to the present situation. But the Department did not lag behind to take care ofthe interests of IPoS officers by constituting six cadre review committees and implementing the tailor made recommendations forthwith. The result, several of our seniors have not even reached the level of P.S. Gr. B even after serving as Inspector and Assistant superintendent Posts for more than 25 years. Even for getting the due Gazetted status to Assistant superintendent Posts, we had to fight for nearly a decade, even though similar status was conferred on analogous cadres in other Departments.

The Department loses no time to acknowledge that it is the cadre of Inspectors and Assistant Superintendent Posts who constitute the back bone only to extract unlimited work from these cadres to successfully implement all the new business ventures. The norms for creation of posts have been thrown to the wind and the Inspectors have been made to procure business for Rural PLI and other business initiatives. The additional time spent by the Inspectors and Assistant Superintendents do have a telling negative impact on the quality of other operative services offered by the Department. But the Department realises a little on this aspect. Atleast the Department should have come to the rescue of the Inspectors and Assistant Superintendent Posts in securing their dignity and honour and parity about the pay scales.

The cadre of Inspector and Assistant Superintendent Posts is once again at the mercy of the Department of Posts and the Ministry of Finance to set right the anomalies arising out of the implementation of the recommendations of Sixth CPC and the subsequent (latest) orders issued by the MOF intheir OM dated 13.11.2009 and 16.11.2009. The recommendations of Sixth CPC to place Inspector Posts on par with Inspectors of CBT/CBEC and Assistants of CSS in the pre-revised scale of pay has been duly accepted by the Govt. We have already brought to the notice ofthe Department the injustice done to the cadre of Inspectors and Assistant Superintendent Posts compared to the equivalent posts in Accounts line and we have sought higher Grade Pay of Rs 4600/- for Inspector Posts and Rs 4800/- for Assistant Superintendent Posts. The Govt. has considered the demand of Inspectors in CBDT/CBEC and Assistants in CSS for anupward revision of their Grade Pay from Rs4200/- to Rs 4600/-and issued orders on 13.11.2009 and 16.11.2009 with retrospective effect. But the demand made by the Inspectors and Assistant Superintendent Posts to the Department of Posts is still to be studied and considered. Though our Association has taken prompt steps to highlight the anomalies, the Department is yet to consider the various options available and settle the same quickly. The inordinate delay in clinching the issue intime would ultimately have drastic impact in the long run leading to losing the parity with analogous cadres which the Sixth Pay Commission felt was justified and accordingly was so gracious to concede.

Unmindful of the enormous work load, this cadre continues to give its best to the Department. But the Inspectors and Assistant Superintendents Posts have no second opinion that the Department treats them in a stepmotherly fashion. We pin our hopes on thepresent Secretary Posts to clinch the issue favourably, lest the parity achieved would fadeaway in course of time.
