Inter-Circle Transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV from Punjab to Uttar Pradesh

Subject :  Inter-Circle Transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV-Reg.

Respected Sir,

          We are enclosing herewith a copy of application received from Shri Sachin Sharma, Manager NSH Amritsar Division (Punjab) regarding transfer under Rule 38 of Postal Manual Vol. IV from Punjab Circle to Uttar Pradesh Circle. 

The applicant is a direct recruit Inspector Posts of LDCE 2011 batch and allotted to Punjab Circle. The applicant is working in Punjab circle since 31/12/2012 and has already applied for Inter-Circle transfer under Rule 38 to Uttar Pradesh Circle on family ground. There are sufficient vacancies at Uttar Pradesh Circle to accommodate the official. Secondly, the transfer of this official can also be adjusted against Shri Naresh Bara, IP, Khaga Sub Division under Fatehpur Division (UP) who applied for his transfer from UP Circle to Jharkhand Circle. The official has already completed more than 4 years in Punjab circle.

This Association would like to bring to your kind notice that Directorate vide their memo No. A-141-177/2009-SPB-II dated 14th December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV.  In the said memo it has stated that CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual.

It is requested to kindly arrange to issue necessary directions to CPMG Punjab and Uttar Pradesh Circle to consider Inter-Circle transfer of above named official immediately.
