Merger / de-merger of IPO/IRM cadre & minimum working experience about Postal / RMS wing before promotion to Assistant Superintendent / Superintendent cadre.

All Circle Secretaries and CHQ office bearers are requested to go through the Directorate's order No. 25-02/2001-PE-I dated 9th September 2013 (to view copy, please CLICK HERE. ) and send the views / comments / suggestions if any on the said order to General Secretary through email only on or before 21st September 2013 to enable him to take up the issue with competent authority and also to discuss in next week at Directorate.

  1. Posts in RMS field units are very less and it will create obstacles in promotions for IPs from postal side.

  2. There is a confusion in the letter which is that whether an IP (not an ASP) has 2+3 years service for promotion to the cadre of PS Gp B or only 3 year service ? There lies an ambiguity. Whether this will impact LDCE candidates also i.e, to appear for promotion to the cadre of PS Gp B, an IP/ASP need to fulfill these condition or not? I think, (LDCE for PS Gp B) rulings also to be changed in the coming days.

  3. It should be applicable to new comers and their first posting should be made in RMS so that they may be eligible for promotion in ASP at the earliest ie within three years. The promotion of any official/officers should not be stop due to non working in RMS wing.

  5. Given the Highly Disproportionate ratio of Posts in IP and IRM cadre, I am doubtfull how this order can be implemented. This will result in huge vacancies in ASP cadre and will erode already wafer thin promotional prospective's of IP cadre.

  8. Perhaps the order might not be implemented due to RMS sub division being less in numbers . However, there must be definitely an order which states that minimum years of working in field is required for promotion . Those who work as IP/ASPs attached to RO/CO/DO & keep continuing there , should not be definitely given an advantage . IP/ASPs in the field keep slogging to complete the work & targets & ultimately get only average scores in their APARs & continuing with a forever unsettled life and those who are near to higher officials manage to get good scores & suitable postings ( that too in RO & CO only , merely as eyewash the branch they are attached to is changed ) . Also, many a times they only create such image of an official who is disliked due to personal reasons by them & is working in field, before higher officers that they too act in a prejudicial way. It may not be required to complete the field condition in both the wings but at least 2-3 of service in field ( as sub divisional head )must be made mandatory for promotion to ASP & further Grp-B.
