to the cadre of ASPOs – a case related to the successful candidates in LDCE for
promotion to the cadre of Inspector of Posts (66.66%), Departmental Quota for
the year 2012 held on 13 & 14th October, 2012.
Respected Sir,
IP/ASP Association would
like to bring the following to your kind
information and taking decision thereon in the interest of the Inspector
Posts cadre.
1. LDCE
for promotion to the cadre of Inspector of Posts (66.66%), Departmental Quota
for the Year 2012 was notified vide DG’s Memo No. A-34012/7/2012-DE dated 07th
June 2012 which was conducted on dated 13th & 14th October,
2012. Subsequently, the result thereof; was declared vide DG’s Memo No.
34013/07/2012-DE dated 08th January 2013.
2. Training
to the successful candidates in the above examination was commenced w. e. f. 28-01-2013
(Before issue of Gazette Notification of revised RRs i.e. 01-02-2013) at PTC Vadodara for Gujarat,
Maharashtra, Madhya Pradesh & Jharkhand Circles and w. e. f. various dates
at remaining PTCs in the country for other circles. Meanwhile, recruitment
rules for Assistant Superintendent of Posts were revised and notified in the
Gazette of India on 01st February 2013 and circulated vide
Directorate Memo No. 4-24/2009-SPB-II dated 06-03-2013. As per revised recruitment rules, the eligible
service for promotion to the cadre of ASP has been changed to 5 years from 3
years.
3. Furthermore,
Note 1 of the aforesaid revised RRs which indicates that the eligibility
service for promotion to the ASP shall continue to be three years for persons
holding the feeder posts of inspector of posts on regular basis on the date of
notification of these rules, but the same has arise an anomaly as many of
successful candidates had been posted as Inspector of Posts immediately after
declaration of result and joined their induction training as Inspector of Posts
and they were drawing pay in the pay band of 9300-34800 with GP of 4200 during
the period of induction training while other candidates had joined as Postal
Assistant and they were drawing the pay in the pay band drawn by them
immediately before proceeding on training.
4. Thus,
looking to the above, all the candidates who have declared successful in the
aforesaid examination are required to be considered in DPC for promotion to the
cadre of Assistant Superintendent of Posts after completion three years service
as the vacancy was for the year 2012 and Recruitment Rules for ASPOs were
revised after declaration of the result.
It is also intimated that most of candidates who have declared successful in
the aforesaid examination are going to complete their three years service by
this month i.e. May-2016. Hence, it is requested to look into the matter
personally and issue necessary instructions to all circles to follow the instructions
given in revised RRs in letter and spirit.
